This fee shall be collected by the competition and remitted to the USHJA in accordance with GR1210.14.

You may enter as many horses or ponies as you wish, however, you are responsible for complying with the restrictions in each section/division. • Acceptance letters will be emailed in mid-September to the name and address specified on the entry form. Payment in full as billed on the acceptance invoice must be postmarked by the specified date; entries not paid in full by that date will not be permitted to show. If response to acceptance letter is not received by the date specified in the acceptance letter, management will move down the list. • Non-negotiable checks will disqualify the entry, and the exhibitor will be charged a $150 collection fee. Exhibitors with outstanding debts to WIHS will not be allowed to compete. Alternate Qualifying Criteria If the qualifying list is exhausted and spaces are still available in a section, the following alternate qualification criteria will be used: • Any horse applying for acceptance in a section must have shown in that section within the specified qualifying time period but need not necessarily have won points. • Horses accepted based on the alternate qualifying criteria must have submitted an entry and will be accepted on a first-come-first-served basis. • A mandatory office fee of $50 will be assessed for each entry.

HUNTERS Qualifying for the Hunter, Amateur-Owner Hunter, Junior Hunter and Pony Hunter divisions will be based on USEF National Horse of the Year points earned by horses/ponies at their best 15 shows starting on or after August 27, 2012, through shows starting on or before August 26, 2013. Horses that were champions at the 2012 WIHS automatically will qualify for the section in which they were champion provided they are properly entered and still eligible for that section. Hunter champion and reserve champion titles will be awarded to the top two of the four horses that acquire the most points over fences in that section. In addition to these points, only these four horses will receive half points for ribbons won in model classes (full points for Regular Conformation Model class) and full points for ribbons won in one under saddle class. Ties will be broken under Article HU150. All classes will be judged on performance and soundness unless otherwise noted.

JUMPERS High and Low Junior/Amateur-Owner Jumpers: Qualifying will be based on prize money won at USEF recognized shows and/or FEI sanctioned competitions starting on or after August 27, 2012, through shows starting on or before August 26, 2013 in Junior, Amateur-Owner and/or Young Rider competitions. For FEI competitions held outside of the United States, riders are responsible to insure that the USEF has a record of their winnings. Previous year champions automatically will qualify provided they are properly entered and still eligible for that section. International Open Jumpers: See page 43 for qualifying information. Riders must submit an official entry form to the Washington International Horse Show office. Riders must also be nominated by their National Federation on the FEI entry system, along with the horses on which they wish to compete. Deadline for submission of entries is September 3, 2013.

PRIZE MONEY Prize money will be mailed within 30 days of the conclusion of the show to the owner or designee as listed on the entry form. No prize money will be mailed unless the owner’s social security number and complete address are listed on the entry blank. All prize money and refund checks must be cashed by December 31, 2013. After that date, checks are null and void and will not be re-issued. Foreign competitors: The U.S. Internal Revenue Service requires sporting events to withhold 30% of prize money won in the United States. Foreign competitors should apply for a U.S. Social Security number and will be asked to complete form W-8BEN or complete a W-8 Certificate of Foreign Status form.

CROSS ENTRY RESTRICTIONS WIHS Regional Horse Show Hunter and Pony Hunter Finals: Horses and/or riders showing in the WIHS Regional Finals at Verizon Center may not enter any other class at the Washington International Horse Show. International-Open Jumper Section: Horses showing in the International-Open Jumper section may not show in the Junior/Amateur-Owner Jumper sections. WIHS Children’s and Adult Championships: Children’s Hunter – Riders may not compete in any other hunter class at WIHS. Horses may, with a different rider, compete in any other class for which it is eligible. Adult Hunter - Horse/Rider combination may not compete in any other class at WIHS. Horse may, with a different rider, compete in any other class for which it is eligibile and qualified. Rider may not compete in any other hunter class at the show where fences are set at 3’6” or higher. Riders may, if qualified, show one other horse in the AmateurOwner Hunter 3’3” Section. Children’s and Adult Jumper – Riders may not compete in any other jumper class at WIHS. Horses may not compete in any other class at WIHS.

SUBSTITUTIONS No substitution of horses may be made after the announced closing of entries. No horse may be withdrawn from competition in the show without permission. Exhibitors shall be held responsible for entry fees of all horses entered by them or their agents.

REFUND POLICY/SCRATCHES Stabling and nominating fees will not be refunded under any circumstances. Horses entered may be scratched without a veterinarian’s certificate by notifying the show secretary in writing via letter, official scratch sheet, etc. • If written notification is received prior to 8:00 a.m. Wednesday, October 9, 2013, entry fee will be refunded less a $150 processing fee. • If written notification is received after 8:00 a.m. Wednesday, October 9, but prior to 8:00 a.m. Saturday, October 12, 2013, one-half of entry fee will be refunded. • Unless written notification is received by 8:00 a.m. Saturday, October 12, no portion of entries or fees will be refunded.

USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes; 9) Citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation; 10) USEA beginner novice division; and 11) Assistant handlers in Dressage Sport Horse Breeding classes.

WRISTBANDS Two types of wristbands are available to exhibitors: • All Access: Allows access to exhibitor seating area, horse show office, exhibitors lounge, indoor and outdoor stabling, and backstage area. A total of three (3) allaccess wristbands will be issued for each horse entered; additional all-access wristbands may be purchased for $200 each. • Regular: Allows access to exhibitor seating area only. Regular wristbands are available free of charge and are limited to six (6) per exhibitor on a first-come, firstserved basis, while available. ALL wristbands will be issued at the stabling trailer on 6th Street and will be placed on the wrist of the wearer by horse show staff only. Wristbands are not transferable. Any wristband that shows evidence of stretching, cutting or removal will not be accepted. THIS POLICY WILL BE STRICTLY ENFORCED.

SHIPPING/ARRIVAL All vehicles bringing horses to WIHS are required to come to Prince George’s Equestrian Center in Upper Marlboro, MD, as a preliminary staging point. Horses will be shipped to Verizon Center by Johnson Horse Transportation, the official carrier of WIHS. A round-trip transportation charge of $150 will be placed on each accepted horse’s invoice, which includes a stall for any short-term waiting period at Prince George’s Equestrian Center. No horses may be shown from vans or trailers.

If you would like layover stabling or camper spaces, you may so indicate on your acceptance invoice, or by downloading the Layover Stabling/Camper form from wihs.org and submitting with proper payment. HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES/PONIES The District of Columbia requires both a Negative Coggins Test within the past 12 months of the horse show and a Routine Health Certificate within 30 days for horses crossing into the District. Both the Negative Coggins and Routine Health Certificates must be presented to the Show Secretary upon arrival and therefore should not be mailed with the entry form. An official from the District Board of Health will be present at the show to inspect all certificates.

MISCELLANEOUS • Smoking in any part of the stables or Verizon Center is prohibited. This rule will be strictly enforced by the Fire Marshal. • Dogs must be leashed at all times and will not be permitted in the arena. Any violation will subject the owner to a $50 fine. • Formal attire is required in all evening classes. Please check each division’s requirements. All individuals entering the ring are to wear proper attire. Approved hard hats must be worn at all times while mounted. • Equine Ambulance: A $10 fee for the equine ambulance will be added to each entry. • WIHS Management reserves the right to cancel or combine classes that, in the opinion of management, have insufficient entries except as prohibited by USEF rules. • WIHS Management reserves the right to amend certain terms or conditions within the prize list at its sole discretion and to decline any entry, or return any entry fees before or during the show, without being liable for damages. • WIHS is not responsible for errors, omissions or typos in the prize list. 22

• Any act of discourtesy or disobedience to the judges or officials by the owner, rider, trainer, coach or groom, shall disqualify the horse, and the owner shall forfeit all fees. • Every animal entered shall be under management’s control. • Waiver: the Washington International Horse Show Association, Ltd., shall not be responsible for any accident, loss, injury or damage to persons or property which may occur to any spectator, guest, rider, driver, groom, trainer, attendant or other employee, animal or equipment at the Washington International Horse Show, at the Prince George’s Equestrian Center or while being transported between the Prince George’s Equestrian Center and the site of the Washington International Horse Show. • All owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents or their horses/ponies. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.

POLING Manual poling or the use of bamboo off-sets is prohibited at all times while on Verizon Center property or surrounding properties. Violators will be penalized with the automatic elimination of the horse involved from the class in which it is participating and/or the next succeeding class in which it is entered. The second violation will be cause for elimination of the horse involved from the remainder of the show, forfeiting all entry and stabling fees. FEI rules for schooling will be in effect for all Open and International Jumpers (Rules for Show Jumping Events-Articles 243 & 244).

USE OF WHIPS Any rider or trainer who uses a whip in a cruel or excessive manner will be immediately eliminated from the current and/or next succeeding class in which the horse/rider is entered. In the case of further violations by that exhibitor, on the same or different horse, the exhibitor/horse will be barred from any future classes at WIHS and all entry and stabling fees will be forfeited. No rider may carry a whip longer than 30" (75cm) while in the process of jumping or schooling over fences.

MOTORIZED VEHICLES Minors who do not have a valid driver’s liscense which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of liscensed competitions. Minors who have a valid temporary license may operate the above described motor vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal gaurdian(s), or individual who signs the entry blank as a parent or guardian of a minor operting a motorized vehicle in violation of this rule are solely responsible for any damages, clims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and

charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. No motorized vehicles or carts are to be operated anywhere on the premises of Verizon Center.

THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The Fédération Equestre International (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.

WIHS EQUITATION DIVISION WIHS Equitation and Pony Equitation competitors must be WIHS members in order for points to count for the Hermès WIHS Equitation Finals at Verizon Center. See www.wihs.org or www.ryegate.com for a WIHS Membership Form, standings, shows and more information. 181 HERMÈS WIHS EQUITATION FINALS Invitations will be extended to 40 junior riders — the top 30 riders from the East Coast League and the top 10 riders from the West Coast League, who are eligible to compete based on their points accumulated at shows starting on or after September 1, 2012, through shows starting on or before August 31, 2013. Letters of invitation will be mailed in September. Do not enter this class until you have received official notification. This class will be conducted in two phases — a hunter phase and a jumper phase — followed by a final work-off. Horses to jump 3'6" in both phases. The order of go for the first (hunter) phase will be drawn. The order for the second (jumper) phase will be in reverse standing order of the hunter phase with the winner of the hunter phase competing last. WIHS HUNTER CHAMPIONSHIPS Thirty horse/rider combinations will be accepted, based on points earned in WIHS qualifying classes at shows starting on or after September 1, 2012, through shows starting on or before August 31, 2013. In addition, the overall children’s and adult hunter champions at the WIHS Regional Horse Show automatically will qualify. Riders are limited to showing two horses in the hunter championships. Please refer to page 20 for cross entry restrictions. Starting order will be determined by the final standings at the conclusion of the qualifying period with the horse/rider combinations with the fewest points going first. The overall children’s and adult champions from the WIHS Regional Horse Show will be drawn at the end of the order. To be judged on performance and soundness; suitability and manners to count. To be scored under the open numerical judging system. Each competitor will jump one round of approximately 10 fences. The 12 horses/ponies with the highest scores from the first round will return to jump a second round. WIHS JUMPER CHAMPIONSHIPS Thirty horse/rider combinations will be accepted, based on points earned in WIHS qualifying classes at shows starting on or after September 1, 2012, through shows starting on or before August 31, 2013. In addition, the overall children’s and adult jumper champions at the WIHS Regional Horse Show automatically will qualify. Riders are limited to showing two horses in the jumper championships. Riders may not compete in any other jumper class at WIHS. Horses may not compete in any other class at WIHS. Starting order will be determined by the final standings at the conclusion of the qualifying period, the horse/rider combinations with the fewest points going first. This section is open to National Open Jumpers and International Open Jumpers. All National horses entered in this section must be recorded with the USEF. This section is limited to 30 riders; 20 riders based on their rankings on the Rolex/USEF Show Jumping Rankings List dated August 30, 2013. The remaining 10 spots will be filled by invitation. If fewer than 10 riders are invited to compete, the remaining spots will be filled using the Rolex/USEF Show Jumping Ranking List dated August 30, 2013. WIHS reserves the right to offer up to three Wild Card invitations in addition to the 30 riders. Entries: Riders must submit an official entry form to the WIHS office. Riders must also be nominated by their National Federation on the FEI entry system, along with the horses on which they wish to compete. Deadline for submission of entries is Tuesday, September 3, 2013. Nominating Fee: $350 per rider. Specific showing fees are listed for each class in this section. FEI RULES AND REGULATIONS This event is organized in accordance with: • FEI Statutes, 22nd edition, revision effective 1st January, 2013, • FEI General Regulations, 23rd edition, revision effective 1st January, 2013, • FEI Veterinary Regulations, 12th edition 1st January, 2013, • The Rules for Jumping Events, 23rd edition, effective 1st January, 2013, and the Rules for the World Cup™ Jumping Events. • All subsequent published revisions, the provisions of which will take precedence. • An arbitration procedure is provided for in the FEI Statutes and General Regulations referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies is to be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland. • It is the responsibility of NFs to ensure their participants are of the correct age. VETERINARY EXAMINATIONS, HORSE INSPECTIONS & PASSPORT CONTROLS These will be carried out in accordance with the “Veterinary Regulations”, Art. 1011 & the discipline rules. “General Regulations”, 23rd Edition, Revision effective 1st January, 2009 will apply: Art. 139.1: Every horse entered for any competition at CNs or ClMs (see Appendix D) in a foreign country (see GRs 141.2), and all horses entered for other Cls, ClOs, Championships, Regional and Olympic Games, whether at home or in foreign countries (see GRs 141.2), must have an official, valid FEI Passport, or a National Passport approved by the FEI and accompanied by an FEI Recognition Card and, when applicable, an FEI registration number, as a means of identification and to establish ownership. Art. 139.2: Horses taking part in CNs and ClMs (see Appendix D) in their country of residence are not required to have such a passport as is mentioned in paragraph 1. All such horses must be properly registered and identifiable and, unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin all horses must have a valid vaccination certificate. EQUINE INFLUENZA VACCINATION, VET. REGS. ANNEX VII (except events taking place in NZL & AUS) All horses and ponies for which an FEI Passport, or a National Passport approved by the FEI has been issued, must have the vaccination section endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given between 1 and 3 months apart. In addition, a booster injection must be recorded as having been given within each succeeding 6 months, subsequent to the second injection of the primary vaccination. None of these injections must have been given within the preceding 7 days including the day of the competition or of entry into the competition stables. The above are the minimum requirements for influenza vaccination. Both primary and first and subsequent booster injections should be given according to the manufacturer’s instructions which will fall within the stipulation of the FEI ruling.

SAMPLING FOR PROHIBITED SUBSTANCES (Vet. Regs. Chapter V & VI and Annex IV) Regular sampling is carried out in CCIs (3*,4*), CSIs (3*, 4*, 5*), CIOs, World Cup Qualifiers and Finals, Championships and Games, whereas at other CIs sampling is recommended. When testing takes place, the number of horses tested is at the discretion of the Testing Veterinarian/Veterinary Delegate; however, a minimum of three is recommended (Vet. Regs. Art. 1016) Special guidelines are applicable for events covered by the FEI Medication Control Programme (Groups I & II only). MEDICATION CONTROL PROGRAMME (GROUP I & II ONLY) The Organizing Committees of FEI events within Groups I & II are advised to charge competitors the equivalent of CHF 12.50 per horse per event as a contribution towards the costs of the MCP programme. HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES/PONIES The District of Columbia requires both a Negative Coggins Test within the past 12 months of the horse show and a Routine Health Certificate (within 30 days) for horses crossing into the District. Both the Negative Coggins and Routine Health Certificates must be presented to the Show Secretary upon arrival and therefore should not be mailed in with your entry form. An official from the District Board of Health will be present to inspect all certificates. During the WIHS, the veterinarian’s phone number will be posted in the Horse Show Office and in the Stabling Office. United States regulations require that all equines be covered by official interstate health certificates, issued by a licensed veterinarian, showing that the animals are free from any symptoms of any infectious or communicable disease. The certificate shall include the name of the owner and address, destination, number of horses examined, the name, registration numbers(s), if any, tattoo, if any, sex, age, rectal temperature, color, and marking of each animal listed. Health certificates will become void after 30 days from issue. Health certificates must show animals to be negative to an equine infectious anemia test within the past 12 months. Date of test and approved laboratory must be shown on the health certificate. Equine Rhinopneuonitis vaccination is not required; however, if any animal is vaccinated, it is ineligible for entry within 21 days of vaccination. Vehicles transporting animals must have certificates showing that they were cleaned and disinfected under veterinary supervision prior to loading. This information can be written on the health certificate. CUSTOMS FORMALITIES Before a horse can enter the United States, it must have an import permit, a health certificate from the country of origin (signed by a veterinarian), and a negative CEM culture taking within 30 days of import (for mares and stallions). If allowed into the country, all horses must be placed in federal quarantine at a USDA animal import center, which usually lasts two or three days. In the United States, there are four ports of entry for horses coming into this country—Los Angeles, Calif; Newburg, N.Y.; Miami, Fla.; and Honolulu, Hawaii.

Each horse brought into this country must pass through one of these USDA facilities. During that time, the horse will be tested and observed for clinical signs of illness resulting from “exotic” diseases such as dourine, glanders, piroplasmosis, or more common diseases such as influenza. After quarantine, the mares and stallions over 731 days of age (two years) which are new to our country must undergo CEM quarantine at a separate facility. National Federations holding an international event in their country should inform their national veterinary authority and their customs authority at least four weeks prior to the event. They should request every facility to assist the movement of horses/ponies accompanied by FEI passports and the necessary veterinary certification at frontier crossing points into and out of their countries. (Vet. Regs. Art. 1004.2) INSURANCE All owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.

FEDERATION ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable - casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4.
