What is

Opportunity Houston 2.0? Opportunity Houston 2.0 is a major campaign to support the Greater Houston Partnership’s mission to make Houston one of the world’s best places to live, work and build a business. Fundraising towards the $40 million goal commenced in 2012 in support of a six-year effort that runs from 2014 through 2020. Opportunity Houston 2.0 is designed to sustain Houston’s trajectory as a global economic powerhouse and enhance our competitiveness by targeting four major issues impacting our region’s business environment.

Opportunity Houston 2.0 Objectives:

Economic Development

Assist in the creation of 450,000 net new jobs and $45 billion in capital investment.

Middle Skills Workforce Development

Respond to employers’ needs by providing highquality, middle-skills career pathways for workers in the region.

Enhance Houston’s Image

Enhance Houston’s image by highlighting Houston’s economic and cultural vitality, diversity and limitless possibilities.

Talent Attraction

Attract professional talent and entrepreneurs to Houston to start careers and build businesses.

Objective: Economic Development

At the core of Opportunity Houston 2.0 is economic development. This portion of the campaign is focused on creating jobs, generating leads, attracting foreign and domestic direct investment and supporting local business growth for the 11-county greater Houston region.

Economic Development Priorities: Business Attraction (Domestic and Foreign)

Impact economic growth through the recruitment and expansion of businesses to the Houston region.

Business Retention and Expansion

Support local area business’ expansion and promote growth opportunities.

Emerging Business Development

Provide support to entrepreneurs who want to start a business in one of four key sectors: energy, healthcare, manufacturing, technology.

International Trade

Promote international trade and help local companies access global markets through Houston’s unique combination of assets - its geography, superior infrastructure, business climate and access to financial services.

Objective: middle skills workforce development

Success. Demands. Skills. Leaders from across the business community have identified middle skill workforce development as one of the region’s most pressing issues. We must develop a qualified employee base properly trained for tomorrow’s job needs or face an understaffed economy that will stifle the growth and vitality of our region. UpSkill Houston is the Greater Houston Partnership’s innovative blueprint for leaders from the business community, educational institutions and social service organizations to address the skill gap and fill jobs in middle skills occupations.

“Middle skills” jobs require more than a high school diploma but less than a fouryear degree

Awareness

Develop and launch an aggressive awareness campaign to change the perception of middle-skills career opportunities.

Basic skills and employability

Coordination

Data system

Encourage the adoption of common tools and curricula to assess individuals and provide training to address weaknesses in basic skills and employability.

Convene a coordinating body to facilitate connections between stakeholders and the dissemination of information throughout the system.

Work with education and training providers to establish networks to enable the efficient dissemination of information, sharing of best practices, and strengthening of industry partnerships.

Objective: Enhance Houston’s Image In order to attract new businesses and the best and brightest talent to the area, we need to raise the level of awareness and understanding about Houston’s great attributes on a national level. Designed to span multiple years, the Houston: The City With No Limits campaign will address numerous objectives, supplementing work already being done by the Partnership, to attract trade and capital investment, and facilitate business recruitment and retention. The campaign highlights all that the city has to offer, including great restaurants, a dynamic cultural scene and boundless public green spaces–all the while coupled with a booming business environment that delivers great jobs.

Objective: Talent Attraction

The Houston region is experiencing incredible economic growth. As the Partnership works to extend Houston’s leadership as the preeminent global energy hub while also diversifying into new growth clusters such as life sciences, technology, and advanced manufacturing, our need for high-skilled, degreed professionals in targeted segments is paramount. The Partnership’s Talent Attraction effort is being developed to leverage and implement Houston’s new brand image campaign. A Talent Attraction Task Force led by Houston area business leaders will guide these efforts to help companies and other institutions recruit college and professional school graduates from schools across the country.
