Harvard University is now offering Free Tuition to low-income students If you know of a family earning less than $60,000 a year with an honor student graduating from high school soon, Harvard University wants to pay the tuition.

DALLAS Mothers Against Drunk Driving (MADD) is expanding its efforts to save lives and prevent injuries among the Hispanic, African American and Native American communities. The action steps were borne from
MADD’s Diversity Forum II held in May to forge partnerships and create solutions for drunk driving, underage drinking and seat belt use issues within diverse communities. “Diverse popu-

In this role, Paxton will be responsible for providing management services and documentation compliance with the National Environmental Protection Act for LAN's clients. Paxton joins LAN following a distinguished career spanning more than three decades in environmental planning for the U.S. Army Corps of Engineers. During his tenure, he managed multiPaxton million dollar federal projects and was responsible for the development of environmental impact statements, evaluation of biological, cultural, and socio-economic conditions, and coordination with various government and municipal agencies as well as the general public. His accomplishments include receiving the Commander's Award for Exceptional Civilian Achievement and the Southwestern Division Planning Achievement Award for leading a team in the production of a programmatic environmental assessment and a ten-year development plan for Lake Lewisville, Texas. This environmental assessment and plan produced the first-ever waterborne recreation use limit for a lake managed by the U.S. Army Corps of Engineers and has since been used as a model of development at other lakes under their purview. A third-generation native of Fort Worth, Texas, Paxton also served with the U.S. Air Force from 1966 to 1970 and attained the rank of captain. John Cornyn (R-Texas) was recently elected unanimously by his fellow Republican Senators to the position of Vice Chairman of the Republican Conference, the fifth-highest Republican leadership position in the United States Senate. He succeeds his fellow U.S. Senator from Texas, Kay Bailey Hutchison, who was elected to the fourthhighest leadership position as Chair of the Republican Policy Committee. “I’m honored by the trust and confidence that my colleagues have placed in me to serve as a member of the Senate Republican leadership team,” Sen. Cornyn said. “This position gives me a place at the table as we address the critical issues facing Texas and America.” Sen. PHA Commission Delivers Bayport, Security, Tariff Matters (PRIME NEWSWIRE) – The Port Commission of The Port of Houston Authority approved several Bayport construction matters and high-tech security programs at its recent meeting. Chairman Jim Edmonds presided over the meeting with Commissioner Steve Phelps, Commissioner Jim Fonteno, Commissioner Kase Lawal, Commissioner Jimmy Burke and Commissioner Elyse Lanier. BAYPORT MATTERS (Agenda item G5) Commissioners approved a $663,493 construction contract with BIO Landscaping & Maintenance Inc. for the landscaping of constructed Phase I sight and sound berms at Bayport. (Agenda items G17, G18, G19) Commissioners approved two contract amendments totaling $115,754 in additional costs and one contract amendment resulting in a credit of $266,751 with Zachry Construction Corporation. An amendment of $94,931 was approved to fund installation of a permanent sleeve underneath the ExxonMobil pipeline corridor and Port Road right-of-way to accommodate present and future dredge pipe. An amendment of $20,823 was approved to purchase 10-inch water meters for installation at the cruise terminal. (Agenda item G20) The commission approved a $256,205 contract amendment with Orion Construction Company to pay for removal of submerged timber and concrete debris that is obstructing dredging of the cruise terminal turning basin. (Agenda item G21) The commission approved a $20,000 contract amendment with McCarthy Building Companies to fund the required addition of a railroad derailer on a relocated plant rail spur, to protect tracks from runaway railroad cars. (Agenda item H2) The commission authorized an interim and long-term lease agreement with Terminal Link (Bayport) LLC at Bayport to be used for development of an empty container depot. Terminal Link (Bayport) is an affiliate company of CMA-CGM, which has signed on to be the first steamship line customer at Bayport.

Her principle responsibilities will be to negotiate contracts with cruise lines, oversee operations at Barbours Cut and Bayport Cruise Terminals as well as develop and implement sales and marketing strategies for the new Bayport Cruise Terminal. “With the expanding cruise embarkation market in Texas, the PHA will be able to handle the demand from consumers and Kay brings a notable level of experience in this arena,” said Wade Battles, PHA managing director. “I am confident that she will be effective while taking on this role.” A native of Venezuela, Adams

Race and ethnicity data from the National Highway Traffic Safety Administration (NHTSA) indicate that among those killed intraffic crashes, diverse populations-with the exception of Asians and Pacific Islanderswere more often driving while intoxicated, less often validly licensed, and less likely to be wearing safety belts than the general population. “With so many lives at stake, MADD is committed to finding culturally appropriate solutions to decrease drunk driving and underage drinking, and increase seat belt use,” says Sammy Quintana, former member of MADD’s National Board of Directors whose father was killed by a drunk driver more than 30 years ago. “The number of people within diverse populations is growing, but that doesn’t mean the number of deaths and injuries have to rise as a result. MADD wants to join all communities in protecting their loved ones from preventable tragedies.”

Ellis continued from P.1 Session at the Great American SmokeOut event in Houston this afternoon. Smoking is the leading cause of preventable death and a major controllable risk factor for heart disease and stroke. Even relatively low exposure to secondhand smoke increases the risk of heart disease significantly. Each year, about 24,000 Texans die from smoking, and more than 2,600 die from secondhand smoke. But the costs don’t stop there. The State of Texas spends $5.8 billion annually on healthcare expenses directly related to tobacco use, and $349 million on expenses related to secondhand smoke exposure. Texas’ Medicaid program spends $1.6 billion every year on healthcare expenses caused by tobacco use. Additionally, smoking costs Texas businesses an estimated $10 billion annually in healthcare costs and lost productivity. In June of this year, U.S. Surgeon General Dr. Richard Carmona released a scientific report focused on the harmful effects of secondhand smoke. His report concluded that “[t]he debate is over -- there is no risk-free level of exposure to secondhand smoke.” Smoking is the single most preventable cause of death in the U.S., claiming more than 400,000 lives annually, with 170,000 of those dying from smoking-related cardiovascular disease. Secondhand smoke is responsible for over 50,000 deaths annually among adult nonsmokers in the U.S. – deaths caused by heart disease, lung cancer and other diseases. Even relatively low exposure to secondhand smoke increases the risk of heart disease significantly. “Smoke-free legislation can go along way toward reducing death from heart attacks, stroke and cancer,” said Crystal Brown, a member of the AHA’s State Advocacy Committee. “Texas ranks 40th out of 50 states in its efforts to reduce tobacco usage. It’s time for Texas to join the ranks of other states as a leader in eliminating its citizens’ exposure to the dangerous toxins in secondhand smoke.” “In the U.S., more than 2,300 communities and 17 states are now smoke-free. In Texas, over 40 cities have a smoking ordinance in place, and a third of them are comprehensive,” cited Brown. “We look forward to working with Senator Ellis, our partners and other state legislators to advance this proposal in the interest of public health.”

In 2001, he received the Loving Cup from New Orleans' major newspaper, the Times Picayune that is awarded annually for over 100 years; this is considered the highest honor in the metropolitan area. In 1987, Mr. McDonald played a central role in the establishment of the Black Economic Development Council (BEDC). BEDC has become the driving force behind Black economic development in the region, and has helped many minority businesses to secure public and private contracts for goods and services. The organization is currently recognized as a leading voice in the AfricanAmerican community and a potent political force on issues that impact the quality of life in New Orleans. Mr. McDonald’s commitment to community service is further typified by his service on the Archdiocese of New Orleans Finance Council (including confirmation by the Vatican), the Southern University at New Orleans Advisory Council, the Board of Tulane University School of Medicine, the Loyola University Board of Trustees, the United Negro College Fund, the 100 Black Men of Metro New Orleans, and the Committee for a Better New Orleans/Metropolitan Area Committee, along with numerous other civic organizations. Diversity on Capitol Hill: The Crazy Aunt Congress Won’t Let Out of the Attic? By Marc H. Morial President and CEO, National Urban League In light of the recent elections, the U.S. Congress appears poised to look more and more like America - at least in its leadership. African-American lawmakers are expected to have more clout than they have ever had before on Capitol Hill. A total of five black U.S. Representatives could hold House committee chairmanships, including New York Rep. Charles Rangel (Ways and Means) and Michigan Rep. John Conyers (Judiciary). And Virginia Rep. James Clyburn will serve in the House leadership as majority whip. Yet, as more and more minorities rise to the top of the institution, their ranks are pretty Morial meager among congressional staff members who play a major role in crafting national policy - especially at the senior level and in the U.S. Senate. Last August, a report by the Congressional Management Foundation found that only 20 percent of U.S. House staffers are people of color. But where the lack of diversity is most evident is in the Senate where only 6 percent of 4,100 employees nationwide are of color, according to a June 2006 analysis by DiversityInc magazine. That compares to nearly 30 percent of the general population and 34 percent of the magazine's top 50 companies for diversity. “When I leave [my office] and walk around other offices, I find myself, frankly, in a situation that I'm all too familiar with, where I’m one of the few African Americans at the table,” observed Michael Strautmanis, chief counsel for Sen. Barack Obama, D-Ill., whose office is 20-percent people of color, to DiversityInc. The subject appears to be in the words of 1992 presidential candidate Ross Perot the “crazy aunt in the attic” who no one wants to talk about. Unlike corporate America, congressional lawmakers aren’t subject to most labor laws. They don’t even have to divulge their hiring practices to the public because they’re exempt from the U.S. Freedom of Information Act. In essence, they aren’t accountable to the American public for their internal labor policies. So, they’re their own islands to some extent. They can hire who they want without justification. Of senior-level staff in the U.S. Senate, about 7.6 percent are people of color – 2.9 percent black, 2.8 percent Asian and 1.9 percent Latino. This compares to 24 percent of managers (9.7 percent black, 7.2 percent Asian American and 6.4 percent Latino) and 15 percent of senior-level executives (6.1 percent black, 4.8 percent Asian American and 3.8 percent Latino) at companies in the magazine's so-called Top 50 for Diversity. In the early 1990s, redistricting paved the way for the election of 13 more African American members of Congress, leading to an increase in number of employees of color. It also expanded the pool of qualified candidates for mid- and senior-level positions. Still, especially in the Senate, limited networking and candidate pools as well as hiring from within have contributed to the difficulty faced by minorities trying to shatter the congressional glass ceiling. The fault crosses party lines, according to DiversityInc. “Democrats, who historically have considered themselves the champions of people of color, are no better than the Republicans. With a few exceptions, senators of both parties refused to discuss their diversity problem,” the story stated. So, senators will still talk the talk about the benefits of diversity but won't walk the walk. And even if they don't talk the talk, they should walk the walk - not just for the sake of the people they represent but for the nation as a whole. In her June 2006 Roll Call editorial, Donna L. Brazile called upon lawmakers to take a hard look at the example they are setting for those they’ve told to clean their acts up. Americans of color, Brazile wrote, “would
like to have a seat or even a folding chair - at the table when policies that impact our communities, as well as our nation, are being brought up.” At the National Urban League, we’ve made it our mission to help Congress increase its diversity by helping identify and place qualified African Americans in congressional offices. It's about time the U.S. Congress
brought its diversity problem out of the attic - if not for the sake of minorities attempting to make a name for themselves on Capitol Hill but for the integrity and effectiveness of our nation’s laws. Capitol Hill should look like the model of diversity not like a members-only country club.
