Meet Barack H. Obama, the 44th President of the United States of America His story is the American story — values from the heartland, a middle-class upbringing in a strong family, hard work and education as the means of getting ahead, and the conviction that a life so blessed should be lived in service to others. Thanks to his adherence to tough fiscal discipline, Governor Perry has helped shape a job creation environment unlike any other state’s. With low taxes & government spending, predictable regulations, a fair legal system and increasingly accountable schools, Texas has led the nation in job creation with more jobs gained than any other state in 2010 and over the past ten years. As a result, Texas is consistently ranked as the nation’s best place to do business and create jobs. To prepare young Texans to fill these jobs, Gov. Perry has led the fight for better schools, including a $2,000 teacher pay raise, a return to basic subjects like math, history and science, and ways to measure student success. ernor since World War II to sign a budget that lowered state spending (and has now done it twice). As governor, Perry has used his line item veto to cut over $3 billion in proposed spending. He led the battle to pass the country’s most sweeping lawsuit reforms, closing the door on junk lawsuits that had been making trial lawyers rich while driving countless doctors either out of the state or the profession all together. Since Texas voters approved these reforms, malpractice claims and premiums have fallen and access to healthcare is increasing across the state as doctors have applied in droves to practice in Texas. In 2005, Perry signed a historic $15.7 billion property tax cut for homeowners and businesses that also included new taxpayer protections against appraisal increases. In 2009, Gov. Perry secured a tax cut for approximately 40,000 small businesses in Texas and protected the Rainy Day Fund for future challenges. A fifth generation Texan, Perry grew up the son of tenant farmers in the tiny West Texas town of Paint Creek. The younger of Ray and Amelia Perry’s two children, he was active in scouting and earned distinction as an Eagle Scout. He is the author of a best-selling reflection on Boy Scout values titled “On My Honor: Why The American Values of the Boy Scouts Are Worth Fighting For.” Perry was one of the first in his family to go to college, earning a degree in Animal Science at Texas A&M, where he was also a member of the Corps of Cadets and a Yell Leader. Between 1972 and 1977, Perry served in the U.S. Air Force flying C-130 tactical airlift aircraft in Europe and the Middle East. He is a lifetime member of both the NRA and American Legion Post #75. Prior to being elected Lieutenant Governor in 1998, he served two terms as Texas Commissioner of Agriculture and three terms in the Texas House of Representatives. Perry married his childhood sweetheart, Anita Thigpen, in 1982. They have two children, Griffin (married to Meredith) and Sydney.
Bringing Texas Closer to the Rest of The World By Governor Rick Perry The link between Israel and Texas is as strong as ever, and I was honored to be in the Holy Land recently to witness critical new milestones in the deepening of our relationship. Previous visits to Israel - a significant trading partner of our state helped spur the creation of the Texas-Israel Chamber of Commerce, an organization based in Houston that facilitates further commerce between Texas and Israeli businesses. This trip helped build upon those existing economic ties, and brought us closer together culturally as we announced plans for a Texas A&M international branch campus in Nazareth. The goal for this campus is admittedly lofty: To be a means to preserve peace and build understanding between cultures. We want to see students and instructors from a diverse array of nationalities, faiths and back-

grounds within its classrooms, with each student learning more about the world and the bright possibilities that lie ahead for all of us. Again, that's a tall order. But after speaking with Israeli Prime Minister Benjamin Netanyahu, President Shimon Peres, and people throughout the region about their vision, it's easy to see why these goals are achievable. I'm proud that Texas will play a part in it. Additionally, trips like this one - which included a stop in London, as well - underscore our state's growing status as a global trade power. Many people aren't aware that Texas is the United States' top exporter. Fewer still know we've held that title for 11 years running. In 2012, Texas exported nearly $265 billion in goods and services. That amount is larger than the entire GDP of countries like Chile, Nigeria, the Philippines and Portugal. We've established ourselves as a global trade leader. And with the growing investment in Texas from worldwide innovators like Samsung, Toyota and Apple, that's certainly not going to change anytime soon. While in Israel, I also met with Israeli Deputy Foreign Affairs Minister Zeev Elkin; Minister of Energy and Water Silvan Shalom; Minister of Finance Yair Lapid; Minister of Economy and Trade Naftali Bennett; Minister of Defense Moshe Ya'alon; as well as executives from a variety of Israeli industries. While in the United Kingdom, I was honored to meet with officials such as Hugh Michael Robertson, Minister of State at the Foreign and Commonwealth Office; Edward Davey, Secretary of the State for Energy and Climate; and key leaders from the financial industry. Among the themes that emerged consistently throughout these meetings were energy and water issues that countries around the world are facing - and they're certainly issues we're used to dealing with in Texas. Energy has always played a key role in our economy. Not just oil and gas, but alternative or renewable sources, like wind and solar. In terms of water, Israel and Texas share many of the same challenges. We both have an acute need to utilize the latest technology and strategies to make the most of the water supplies we have. Israel provides an excellent example of how to maximize water supplies. The country already has a water reuse rate of more than 80 percent, with goals to push that past 90 percent in the near future. With voter approval next week, we'll have an opportunity to fund water projects in Texas for the next 50 years, many of them projects that will help us increase the reuse and recycling of our existing supplies. This is projected to push our water reuse to more than 10 percent. Throughout the trip, I was reminded that the countries that are going to succeed in the future are the ones that embrace the concept of competition, the ones that understand the value of economic freedom, and the ones that make the most of the resources at their disposal. In that way, it's similar to what I've discussed on the state level in the United States. The states that truly "get it" about the importance of job creation are the ones that will prosper. As I said consistently, the freedom to excel and make the most of our opportunities is what made the United States great, and embracing that has made Texas our nation's economic powerhouse over the past decade. I'm always excited to tell that story to employers everywhere.

2013 Highlights and Accomplishments from Missouri City Mayor Allen Owen Mayor Allen Owen is Missouri City's 10th mayor since the city's incorporation in 1956. Mayor Owen and his family have lived in Missouri City more than 36 years. He continues to dedicate much of his time and expertise towards the development of a community where he and his wife of 46 years, Jane, raised their three children. Mayor Owen has served as mayor since his election to that position in 1994. Prior to that time he was a member of the Planning and Zoning Commission for five years and a City Council member for eight years, including serving as mayor pro-tem. Mayor Owen earned degrees from Southern Methodist University's Graduate School of Finance and Banking and from Stephen F. Austin State University.
MAYOR OWEN IS INVOLVED IN THE COMMUNITY From the beginning of Mayor Owen's association with Missouri City, he has been highly visible in the community that now has grown to more than 70,000 residents and numerous businesses. He continues to play a major role in building a strong economy evidenced by Missouri City's attraction of quality residential and commercial development. Mayor Owen combines his position as retired senior vice president and Texas government liaison for Wells Fargo Bank of Texas with assuring he is available to hear and work with the City's residents on their needs. He actively participates in numerous community activities, including tireless volunteer hours with the YMCA, United Way, March of Dimes, and many other organizations.
MAYOR OWEN IS ACTIVE AND COMMITTED TO MISSOURI CITY He serves on the boards for the Fort Bend Chamber of Commerce, Fort Bend Women's Center, Fort Bend Literacy Council, and the Fort Bend Community Justice Council. Mayor Owen is also a lifetime vice president and director of the Houston Livestock Show and Rodeo, a lifetime member of the Fort Bend Fair, past president of the Texas 4H Foundation, and president of the Asian American Family Services Center.

GROWTH IN THE LAKEVIEW BUSINESS PARK Development is taking place citywide in Missouri City. A few of the companies choosing to break new ground in the Lakeview Business Park are as follows: *Niagara Bottling, LLC is the nation’s second largest water bottling firm and has started production in its 365,000-square-foot plant, and will soon install a second line; with a third to be added in early 2014. *Warren Alloy is a major supplier of stainless steel pipe, fittings and flanges, is operating out of its 156,000 square-foot building. In 2014, Warren Alloy’s parent company, Allied Fittings Group, plans to construct a 250,000square-ft distribution facility in the Lakeview Business Park. *Southwest Electronic Energy de-

signs and manufactures top quality lithium-ion battery packs in its 62,000 square-ft. facility in the Lakeview Business Park. *Bimbo Bakeries is the owner of Mrs. Baird Bread and other bakery brands has a 20,000-square-ft facility; and distributes products throughout the Houston area. *CNC Manufacturing plans to occupy its 72,000-square-ft highly automated computerized machine shop during the first quarter of 2014. *Missouri City staff is working with a food manufacturer on the possibility of the company purchasing 20 acres in the Lakeview Business Park to build a 150,000-square-ft facility.
GROWTH IN THE BELTWAY CROSSING COMPLEX A few miles away, Missouri City continues to gain ground in the South Gessner Road business corridor. Here is a glimpse into some of the recent activity in the Beltway Crossing Complex: *Ben E. Keith Foods occupies its 400,000 square-ft facility in the Beltway Crossing Complex. It will be the company’s base for its Gulf Coast distributions of hot and cold food products. These products are delivered to restaurants, convenience stores and companies that prepare food. Ben E. Keith will employ about 250 workers and will ultimately be Missouri City’s largest employer. *Twin Star Bakery is cooking up sweet treats in its 276,000-square-ft bakery and distribution center located in the Beltway Crossing Complex. *Stream Realty Group, which originally built two buildings in the Beltway Crossing Complex and leased them to Charming Charlie’s and Professional Packaging, recently constructed two new facilities. American Tire Distributors has leased the 115,000-square-ft
space and Frank’s Supply, an automotive parts distributor has leased the 72,000-square-ft space. *Missouri City is excited to have the Fort Bend Brewing Co. – Missouri City’s and Fort Bend’s first craft brewery offering beers for sale in local restaurants and bars in the Gessner Corridor. Missouri City residents are encouraged to visit the Fort Bend Brewery Co. during one of their tour days on the second and fourth Saturday of each month.
MISSOURI CITY IS MOVING FORWARD New speculative buildings are in the planning phase in three different areas of Missouri City: *Stream Realty is looking at purchasing 15 acres next to where they have built their initial four buildings on South Gessner, and plan to build two more buildings totaling nearly 200,000-square-ft. *Bearden Development has built office/warehouse buildings on Stafford Road at Pike Rd., and has announced that they plan to build two new warehouses totaling about 25,000-square-ft each. To date, Bearden Development has enough room on Pike Road to build at least eight buildings. *Trammell Crow, the developer of Lakeview Business Park, is also planning to construct two new warehouses, one around 95,000-square-ft, and the other around 150,000-square-ft.
DOING ROBUST BUSINESS IN MISSOURI CITY Further south along Highway 6, other companies doing robust business include Missouri City’s second Wal-Mart near Fort Bend Parkway, Dunkin Donuts and Sienna Parkway and Highway 6, Raising Cane’s at Murphy

MISSOURI CITY LEADERSHIP LUNCHEON SERIES To create an ongoing dialogue with the business community, the City has launched a leadership luncheon series. These meetings take place on the second Thursday of each month, and residents are welcome to join in the discussion on regional economic growth and development. *The most important thing about all of this growth is that it equates to over $500,000,000 in new facilities and over 1,500 new jobs for the Missouri City community.
MAJOR DEVELOPMENTS IN MISSOURI CITY Another major development that has taken place in Missouri City is the formation of a Bond Exploratory Committee to discuss placing a significant bond issue on the ballot next year for needed improvements throughout Missouri City. The Bond Exploratory Committee is comprised of residents from all communities who give us a citizen’s perspective of what Missouri City’s needs are. Missouri City has $27 million authorized from previous bond elections to use toward streets and drainage projects throughout the City. The bond election under consideration will build on those previous referendums and provide projects that will benefit the City over the next decade. Missouri City is currently considering $40,000,000 to be on the ballot in May of 2014.
INTERNAL AND EXTERNAL PARTNERSHIPS Missouri City has nurtured internal and external partnerships that have resulted in: *Safe Streets citywide: *Proactive public safety programs managed by highly skilled and dedicated police and fire departments protect, educate, and engage citizens, helping to keep crime low and maintain scenic neighborhoods. * City leaders joined our firefighters in a construction groundbreaking ceremony for a new station in Sienna -which will open soon. *Missouri City’s first responders are some of the best in the Nation – since 2009 Missouri City police officers have worked hard to reduce crime by more than 32 percent; and Missouri City firefighters continue to save lives every year.
MISSOURI CITY IS FISCALLY STRONG AND SOLID *The strong fiscal management from Missouri City Staff has resulted in the City:
*Missouri City has also earned a “Gold Star” award for financial transparency and online reporting from the Texas Comptroller of Public Accounts for two consecutive years. *Missouri City’s commitment to private-public partnerships has afforded it the opportunity to receive the 2012 Economic Development Award from the Texas Economic Development Council. *Missouri City won the distinction of submitting the successful bid to attract Niagara Bottling Company; and for developing strategic partnerships with the Greater Houston Partnership, the Fort Bend Economic Development Council, Fort Bend County, CenterPoint Energy Economic Development Group and the Water Control and Improvement District No. 2 to secure the deal. *Missouri City also teamed up with 40 government and private sector groups to bring the largest capital improvement project in the history of Missouri City to fruition: A $50 million Regional Water Treatment Plant. This facility has the capacity to store 100 million gallons of water and was built to meet regulations set forth by the Fort Bend Subsidence District. In recognition of its excellence overall, the RWTP won the Texas Public Works Association’s Project of the Year for “Environmental Projects at least $25 million but less than $75 million.”

*Implementation of a high-tech intelligent Transportation System to help synchronize traffic signals and manage traffic flow throughout Missouri City was a major accomplishment.
*By sticking to a sound budget and a Comprehensive Annual Financial Report, Missouri City have continuously been recognized for more than 25 years by the Government Finance Officers Association of the United States and Canada for their detail on City services and programs, and the City’s financial condition.
*Missouri City raised medians along Highway 6 and Texas Parkway to enhance mobility and safety. Ridership on the service is steadily increasing, providing convenient, stressfree commutes to and from the Texas Medical Center and Houston’s central business district.
STRENGTHENING PARTNERSHIPS KEY Although Missouri City has managed multiple projects during 2013, the City has not lost sight of their main priority: Citizen and Community Partnerships. The strengthening of citizen and community partnership is vital to the success of Missouri City. *In fact, Missouri City’s first-class amenities are only possible because of citizen input and feedback. All the city’s first-class amenities have been funded with bond monies approved by an overwhelming majority of residents citywide.

OTHER MISSOURI CITY RESIDENT PARTNERSHIPS A few other programs Missouri City has collaborated with residents on include: *Citizens University is a free, eightsession program that provides residents an in-depth look at how Missouri City’s local government works. *Missouri City Day at the Capital: Elected officials and dignitaries paid homage to Missouri City on May 2, 2013 as residents, City Council Members and sponsors visited the State Capital in Austin Texas. Missouri City was recognized at the State Capital for its business base, its diversity; its status as one of the nation’s safest places to live; and its rich history. This special day was designed to promote awareness about Missouri City’s legislative agenda. *Missouri City Night with the Skeeters: Missouri City enjoyed the bright lights of Constellation Field on Friday, May 3, 2013, as families, students and supporters watched the Skeeters play ball and supported the City’s “I Choose to Follow the Rules” crime prevention program. A portion of ticket proceeds were set aside for the crime prevention program with another $1,200 raised for initiatives that teaches elementary and middle school students to take a pledge against violence, gangs, drugs and bullying. ####
MISSOURI CITY IS A GREAT PLACE TO PLAY
Mayor Allen Owen urges residents to take a stroll along the Edible Arbor Trail – the only one of its kind in Fort Bend County. This tasty trail features several groves of hardy trees and shrubs that produce edible fruits and nuts along Missouri City’s Oyster Creek Trail. Oyster Creek Trail is located along Oyster Creek next to the YMCA, at 4433 Cartwright Road. You can also access the trail at Mosley Park. The first 1.21 miles of the Oyster Creek section of the Missouri City Trail System was opened and dedicated in August of 1997. Oyster Creek Trail is an outdoor pathway for exercise enthusiasts who want to enjoy a scenic hike, bike, walk or jog. Missouri City recently upgraded the 2.31 mile path and it now includes a paved bike and pedestrian trail along Oyster Creek Bayou between Dulles Avenue and Cartwright Road, offering recreational and mobility opportunities for residents. The trail connects to Sugar Land’s trail and allows citizens to travel on foot or bicycle from Mosley Park off Murphy Road to Oyster Creek Park in Sugar Land near Highway 6. When improvements are made to the Cartwright Road Bridge this winter, the trail will be extended under the bridge and connected to the existing trail south of Cartwright Road. Missouri City also has the area’s most competitive golf rates at the Quail Valley Golf Course. Mayor Owen and other city leaders are excited about the many special parks projects hosted at Quail Valley. These projects have attracted thousands of golfers and visitors over the years. A few of the 2013 highlights are:

reg Abbott announced his candidacy for Governor of Texas on the anniversary date of perhaps one of the greatest misfortunes of his life. Looking back 29 years, Abbott, while jogging in Houston had the misfortune of having a huge oak tree crack and fall on him, crushing his back, and damaging his kidneys. Thus, Abbott has spent the last 29 years in a wheelchair. He is one of the nation’s leading advocates for stopping the federal overreach of the Obama Administration, a defender of the Constitution, and a conservative to the core: Texas Attorney General Greg Abbott. Few leaders have amassed a record of defending state sovereignty like Greg Abbott. Abbott has filed more than two dozen lawsuits against the Obama Administration. He has taken on burdensome EPA regulations and succeeded. He fought ObamaCare all the way to the United States Supreme Court. He has stood on the solid ground of the 10th Amendment to protect local classrooms, and individual freedom. A husband and father, Greg Abbott understands the importance of preserving Constitutional, traditional values – like faith, family and freedom for future generations. That’s why as the state’s chief law enforcement official, Abbott has made protecting children, families and values the focus of his administration. Shortly after taking office, Attorney General Abbott established a Cyber Crimes Unit to arrest criminals who use the Internet to prey upon children; a Fugitive Unit to arrest convicted sex offenders who violate their parole; and an expanded Medicaid Fraud Control Unit to crack down on elder abuse and waste of taxpayer dollars. Since taking office, General Abbott has collected more than $25 billion in child support for Texas children. Attorney General Abbott believes there is no higher power than God, and in March 2005 he personally appeared before the United States Supreme Court, where he successfully defended the constitutionality of the Ten Commandments display that adorns the Texas Capitol grounds. Greg Abbott was reelected as the 50th Attorney General of Texas on November 2, 2010. Prior to his election to three terms as Attorney General, Greg Abbott served as a Justice on the Texas Supreme Court and as a State District Judge in Harris County. A native Texan, Attorney General Abbott was born in Wichita Falls and raised in Duncanville. After graduating from The University of Texas with a B.B.A. in Finance, he received his law degree from Vanderbilt University. Shortly after graduating from law school, he was partially paralyzed by a falling tree while jogging. He and his wife, Cecilia, a former school teacher and principal, have been married for 31 years. They live in Austin with their daughter, Audrey. He is an avid sportsman and hunter.

enator Wendy Davis announced her intention to become the next Governor of Texas to a capacity crowd of supporters at the Wylie G. Thomas Coliseum near Fort Worth, where Davis received her high school diploma. “We love Texas not only for how good it is, but for how great we know it can be,” Senator Davis said in her speech. “With the right kind of leadership, the great state of Texas will keep its sacred promise that where you start has nothing to do with how far you can go” she added. During her announcement speech, Sen. Davis touched on issues important to Texas families, including jobs and education. “We’re here because we want to fight for Texas jobs and help Texas companies grow,” Sen. Davis added. “We’re here because we want every child, no matter where they start in Texas, to receive a world-class education to take them anywhere they want to go, so that success and opportunity is within reach of every single Texan, and no one in this great state is ever forced to dream smaller instead of bigger.” Born to a mother with a sixth grade education, Sen. Davis began work at the age of 14 to help her mother and three siblings. As a single mother living in a trailer park at 19, Davis learned of a paralegal program and enrolled at Tarrant County Community College through a pamphlet given to her by a coworker. Davis eventually transferred to Texas Christian University and worked her way through college and with the help of financial aid and student loans. She eventually graduated with honors from Harvard. Sen. Davis has served as a Texas State Senator since 2008 in Texas Senate District 10, where she unseated a longtime incumbent by building a coalition of voters in a district that reflects a true snapshot of Texas. During her time as a State Senator, Davis was able to pass a number of important bills to protect Texas families. She co-sponsored SB 859, a bipartisan bill that would help exempt certain research and development activities and grow the Texas economy. She also won approval of a measure to reduce the enormous backlog of untested DNA evidence in rape kits that so that police and prosecutors will have the evidence needed to police and prosecutors put sex offenders behind bars. Prior to being elected to the State Senate, served nine years on the Fort Worth City Council, where she was a leader in economic redevelopment, attracting over 260 million dollars of investment that created thousands of new jobs in Tarrant County.

Texas Bolsters Career and College Readiness Gov. Rick Perry applauded efforts made during the recent legislative session to set the bar even higher to ensure all Texas students are prepared for both college and career, bolstering our state's world-class, skilled workforce. Texas continues to be a national leader with regard to our school accountability system, curriculum standards, and expectations of rigor in our graduation requirements. The governor signed Senate Bill 441 and House bills 5, 809, 842, 2201 and 3662. "This session, I emphasized the need to expand the opportunities for success available to all Texas students. The legislation I signed today strikes a balance between our need for rigorous academic standards and a student's need for flexibility, and between accountability and an appropriate level of testing in the classroom," Gov. Perry said. "We are improving workforce readiness and expanding and developing career and technical education courses to better guide students from the high school or college classroom into careers with the most job opportunities." and unlimited opportunities, from community college, military service, university or a career. The governor understands the need for flexibility to provide accountable and rigorous options for our students, ensuring they are prepared for whatever goal they choose to pursue. "I thank Gov. Perry for his leadership in emphasizing the importance of education for the future of Texas," Commissioner Williams said. "As a state, we should never apologize for striving to get more of our students into college. However, all students should finish high school in position to make a choice about the best course for their future. Legislation, no matter how well intentioned, does not educate one student. Ultimately, it is up to educators, parents, and students to do the work and make the gains we all hope to see." Through initiatives like the Texas Fast Start Program, which uses competency based learning to allow students to more quickly receive degrees and certificates in high demand fields, and the Texas Workforce Innovation Needs Program, which allows school districts and institutions of higher education to establish innovative career programs that lead to a technical certificate or associate degree, Texas students will be better prepared for the demands of today's workforce. "Ideally, HB 5 will open up an unprecedented era of cooperation between K-12 and higher education," Commissioner Paredes
said. "In order for HB 5 to succeed, local school districts, community colleges and universities must work together to develop rigorous and relevant courses to prepare high school students for post-secondary education. And both sectors must cooperate to provide the academic counseling needed so that ninth-graders and their families can make informed decisions about their chosen academic pathways." "It's well known that Texas has a strong economy, with 326,000 jobs added over the last year and growth across all major industries," Commissioner Alcantar said. "These bills offer additional opportunities for students to graduate ready for post-secondary success, while providing innovative approaches to equip our workforce with the skills needed in the dynamic occupations being created by Texas employers." Texas has taken the top spot in another of Site Selection Magazine's annual rankings - this time in the magazine's ranking of the most competitive states in 2012. Earlier this year, Texas was awarded Site Selection's 2012 Governor's Cup for the most new and expanded corporate facilities announced over the year.
