On Saturday, May 7, 2016 our friend and supporter Cynthia Gary will be looking to make history again in Missouri City, Texas. A victory by Cynthia Gary in the race for Missouri City Council AtLarge Position #2 would make her the first African American woman to ever represent Missouri City as an at-large councilwoman. But this would not be the first time Cynthia Gary has rewritten the history books in Missouri City by defeating an incumbent. Back in 2007 Cynthia defeated (District B) incumbent Missouri City Councilman Don Smith in a landslide victory en route to becoming the first African American woman to hold a

Cynthia is deeply involved in and passionate about her community and her city. Cynthia created a Youth Council which prepares youth for their future in academics and employment; because of the formation of this council, she was instrumental in placing young people on summer jobs. She mentors at the elementary school level and chaperones on high school field trips. She took a group of student volunteers to New Orleans to participate in the Katrina relief efforts. She also helped establish a central command station as a point of distribution for victims of hurricane Ike. Over 3000 community residents were assisted in that effort. Cynthia is an active member of the Fountain of Praise Church where she and her husband Everette are ordained Deacon/Deaconess and Stewardship Coordinators, responsible for raising spiritual awareness and focusing on the time, talent and treasure in each mem-
ber. Cynthia serves on many boards and community organizations and is a member of the Alpha Kappa Alpha Sorority, Incorporated and received the “Women That Have Made Change” award.
A Mother, Wife and Sister
Cynthia is a loving mother of three wonderful sons, one of whom is an active Houston police officer. She and husband Everette met at the age of 14 and have been married for 34 years. Everette is a retired Sr. Special Agent for the Department of Justice. Cynthia is proud of her sister, a veteran of the Houston Police Department. Her sister’s triumph over breast cancer, heart disease and stroke encouraged Cynthia to become an ambassador for the American Heart Association. Her dedication and commitment to family is the source of her strength.

As a former Missouri City Councilmember and FBISD Board Trustee public servant, Cynthia has served her community well. A strong leader in city affairs, she fights to keeps taxes low and to increase public safety. She pushes for community revitalization and raises awareness concerning those issues that affect the well being of the city. She is very involved in her community and serves as the "Neighborhood Representative" in the Plantation Trails subdivision.

As a Forensic Scientist, Cynthia has seen firsthand the effect of crime in our region. Her Criminalist background has allowed her to analyze circumstances from a nuts and bolts perspective. People complain over and over again about what’s wrong in our society and what politicians are doing and not doing to, or for, the community and their constituents. People complain about the injustices within the criminal justice system and schools that are graduating students who are under educated and therefore unemployable. From barbershops to beauty shops, from bridge clubs to social clubs, from fraternities to sororities, people grumble, mumble and complain over and over again about what’s wrong in our society. But what would happen if everyone who complained actually went out and voted? If only 20-30% of registered voters actually vote, do you think only 20-30% of registered voters actually complain? Angelique Bartholomew is a small business owner, currently serves as the Director of Compliance at a private medical firm and has been a leading voice in healthcare, and for entrepreneurs like herself. Bartholomew understands that economic security and opportunity are fundamental for healthy, safe families and communities. She’s lived in Missouri City for nearly two decades. As a community advocate, and a mother of five she has walked the halls of our schools and seen the swelling classroom sizes. She has seen our teachers do more with less. She wants to be our advocate in Austin to fight to restore budget cuts to our kid’s education. Our children deserve a quality education no matter what neighborhood they grow up in. Bartholomew is a Democrat who has worked hard for our Democratic party: knocked many doors, made many phone calls, and raised thousand of dollars for our local county party alongside our county chairman, Don Bankston, and other party leaders. In 2008, and 2012 she strongly supported our President Barack Obama. She was an avid supporter and volunteer for Senator Wendy Davis in 2014, launching “Women for Wendy”. Recently, she has been heavily involved with the Hillary for America campaign as one of the largest African American fundraisers. One of the problems we have right now in politics is we hold our politics higher than the people. The people of our district need access to healthcare, our kids need adequately funded schools, we need to support and attract more small businesses, and we have to take a serious look at our criminal justice system and Bartholomew will stand up to Republicans on these issues because they are important to our community and all Texans. She has always stood for what is right and will never be afraid to back down to Republicans in Austin.
● What are the biggest challenges/issues facing House District 27?
The disparities in our schools. One thing is clear after talking to our neighbors in the district: our schools should not look different depending on what side of town you’re in. All of our kids, no matter your ethnicity or socioeconomic status, should have facilities that are equipped with technology, and comfortable learning environments. The administration of discipline within our schools should be equal and fair. Sadly, African American students and other students of color are punished more frequently and more severely than their peers. Our Superintendent and School Board Trustees have been working hard to fix these disparities but they need someone to support and fight for them in Austin. I have talked to many residents, and small business owners in our communities. I believe we deserve growth of development and infrastructure in our communities. There are portions of our communities that look the same way they did a decade ago. Hard working families deserve to have hospitals, restaurants, retail, and entertainment development in their neighborhoods not abandoned commercial properties, and eysores. Our small businesses need someone in Austin to be there for them that
derstands they are the engines of our economy. I would sit down with stakeholders: small business owners, entrepreneurs, city council members, and residents. We need to ensure we are keeping our local dollars in our community not neighboring cities. Additionally, 20 percent of Ft. Bend County residents are uninsured. Poor access to healthcare is a big issue for people in the district. During the next legislative session we have to get to work to expand access to care, increase efficiencies and drive down costs. We can do that by renewing the Texas Transformation waiver and accepting federal dollars to expand the Medicaid program. District 27 deserves to have a voice in Austin for these issues and I want to be that voice.
● What's the most important issue to you?
First, I want to say it is not about me. It is about the hardworking families of House District 27. But from firsthand experience I’ve seen that the most important issue is improving our education system. We have to get serious about our school finances, fully restore public education cuts and fund our schools to match our population growth. If we fail to act, our children’s classrooms will continue to get more crowded, we won’t be able to retain the best and brightest teachers, and our future workforce will be less educated. Our district need a Representative who will fight for the future of education.
● What qualifies you to serve as the District 27 State Representative?
I'm a mother of 5 children from 7 to 18 years old. I’ve been actively involved in their education and have volunteered my own time to advocate for them and all schoolchildren through various programs. I have served in many capacities as a volunteer in my community: contributed to the collective peace in my community as a certified mediator. The discord between law enforcement and communities they serve has been a growing part of the national concern and dialogue. I have worked with law enforcement and the community. Bridging the gap and diffusing conflict between the two is a challenge we are facing. It’s really about getting back to basics: renewing/building trust, demanding transparency and leveraging our collec-
tive humanity until we get it right. I have been a committed and powerful advocate for education, healthcare and social justice for many years. My education advocacy includes founding and leading the WeSolve Foundation. This mediation program operated in HISD, Alief, North Forest and Fort Bend Independent School districts. The program was acknowledged by Mayor Bill White, Judge Vanessa Gilmore and Chief Clarence Bradford as well as Adrian Garcia. It was also supported by former Superintendent Betty Baitland of Fort Bend ISD. As the auxiliary President of Angels in Education, I fundraised, and coordinated volunteers benefiting the Fort Bend Education Foundation with funds allocated for all schools in FBISD. My family has endured tough financial times during the economic downturn. We face challenges ensuring my five children had adequate healthcare coverage. As an education and healthcare advocate, a businesswoman and a mom of five children, I’ve experienced firsthand challenges met against all odds. I want to advocate and fight for other families in our district and across Texas that are facing similar challenges. Our Legislature, just like so many powerful institutions, does not look or sound like the people. It is essential that when decisions are made about resource allocation and policy, that all perspectives are represented.
● What's the first piece of legislation you'd like to write for the 85th State Legislature?
I understand that being a strong and good leader begins with listening. I am a certified mediator! I know how to listen well. I will listen and be a voice for our community in Austin. I will immediately get to work on our public school finance system. After $5.4 billion cuts from our public schools in 2011, the Legislature has continued to pass budgets that do not fully restore the cuts and fund population growth. I will work to get those funds restored. With five children in public schools, I have walked the hallways of our schools and noticed the swelling classroom sizes. Talking with parents, grandparents, teachers, and administrators, they are concerned about the roadblocks in our schools. We have to get serious about fixing our schools! I will file legislation to limit waivers and reduce the number of overcrowded classrooms to keep our elementary school classes at a size of 22 students for every teacher. We should not be asking our teachers to adequately teach our kids when we place twenty-seven or twenty-eight students at a time in a classroom.

Missouri City Mayor Allen Owen has announced he is filing for re-election. Owen and his wife of 48 years Jane have made Missouri City home for nearly 40 years. We’ve hired five new Motorcycle Police Officers.” In spite of struggling economic conditions in other areas, “Missouri City home values have jumped 14 percent and remain one of the best buys in the area, because of our proximity to Houston, the Texas Medical Center, Energy Corridor and the Port of Houston.” Owen serves on many boards, committees and civic organizations throughout Missouri City. “Engagement is critical to me. We’re excited about HCC building at Texas Parkway adjacent to City Hall with a $35 million investment to boost redevelopment there as a striking welcome to our City. Our library is growing, work continues for Metro getting commuter rail to our City along 90, and soon a bus network to move our citizens to and from work and school,” he said. Allen and Jane are First United Methodist Church members where they raised their children including a daughter who serves as a local teacher and are grateful Missouri City remains where their children and grandchildren want to visit. Recent Primary voting results portend bleak general election outcomes for Democratic candidates in Harris County unless immediate, concerted, comprehensive, effective voter mobilization strategies are implemented. In the March 1st Primary, GOP outvoted Dems by more than 100,000; capturing 15.8% of Harris County’s 2,081,781 registered voters (329,014) compared to Democrat’s 10.9% (226,825), for a GOP voting margin advantage of 102,189. If local Democratic candidates want to succeed in the Nov. 2016 General election, a serious fire of effective voter engagement and mobilization must be lit under the Harris County Democratic Party as well as all current elected leaders. President Obama’s historically impressive ground game in 2008 has not only proven it can be done, but already provided an easily duplicated blueprint for doing so. Similarly, the historic national voter mobilization and turnout campaign that I had opportunity to help lead in 2000, resulting in historically high voter turnout across all states, show that voters definitely respond to concerted, effective engagement and mobilization. It’s not rocket science. There simply must be desire, determination, and diligence by Democratic Party, organizations, elected leaders, and/or advocates willing and able to do so. If this doesn’t happen, and soon, many impressive Democratic candidates will lose up and down the ballot simply because of ineffective, inadequate, and/or inexcusable lack of diligence by the Party and its elected leaders. Democracy demands that better effort is made, and Democratic candidates deserve and need better support from the Party in this regard. President Obama’s campaign has repeatedly shown that with effective strategies, Harris County can indeed prove “Blue” to the benefit and election of Democratic candidates. In the 2008 Primary, the Democratic Party more than doubled GOP’s voter turnout statewide (2,874,986 vs. 1,362,322). Obama garnered 50.4 percent of the Harris County vote in 2008, and won reelection in 2012 by a narrow margin of 971 votes over Mitt Romney. However, in the 2014 gubernatorial election, GOP bested the county’s Dems with 51% of the vote. Similarly, so far in 2016, GOP is doing a much better job mobilizing their voters for advantageous turnout. The Harris County Democratic Party and its leaders must spring into action to avoid a looming thrashing come November. Both the Democratic and Republican Parties have much room for improvement! Voter turnout is inexcusably low compared to registered voters: 16% (2000), 12% (2004), 33% (2008), and 16% (2012). However, Dems are dismally trailing GOP, to the detriment of Democratic candidates, in this exceedingly important 2016 election season. Even some of our most lauded elected leaders have dismally low voter turnout in their respective districts: Carol Alvarado (13.35%); Garnet Coleman (18.10%); Harold Dutton (15.79%); Rodney Ellis (16.58%); Sylvia Garcia (12.84%); Al Green (14.76%); Gene Green (12.84%); Sheila Jackson Lee (15.29%); Borris Miles (17.03%); Senfronia Thompson (13.76%). This can and MUST be easily increased and improved to assure election of Democratic candidates up and down the ballot in November. An ideal start to ‘right this ship and win the race’ could be for each current elected leader to take responsibility for raising the funds to employ people across their own constituencies to immediately launch and wage an aggressive, strategic voter registration, engagement, and mobilization campaign; with the aim of inspiring and achieving 80 to 100% voter turnout in their respective districts. This will not only improve election outcomes, but also economic and empowerment outcomes across Democratic communities. We Can. We Must.
