EX-FELONS CAN VOTE IN THE UPCOMING ELECTION: There use to be a permanent ban, but in 1983 that ban was replaced with a five-year waiting period after felons finished their sentences. Thanks to then-Governor and now President Bush, the waiting period was erased in 1997 in the state of Texas. Aubrey R. eware of misinformation and know your rights this election season. If you’ve had trouble with the law in the past, this does not prohibit you from voting in the upcoming election. It’s a common misconception that ex-felons can’t vote in Texas. Most ex-felons don’t even know that they have a right to vote. And this my friend must change. If someone you know has a felony conviction, let him or her know this does not prohibit them from participating in the election process. Yes, it is true that Texans with felony convictions once could not vote in the lone star state. However, we can thank President George W. Bush for enacting legislation to eliminate the waiting period that use to exist. There use to be a permanent ban, but in 1983 that ban was replaced with a five-year waiting period after felons finished their sentences. Thanks to then-Gov. Bush, the waiting period was erased in 1997 in the state of Texas. Moreover, today ex-felons can vote provided they meet the Tuesday, October 10, deadline to be registered. Why do you think most felons don’t know this information? The state laws that ban or restrict the voting rights of felons keep an estimated 4.7 million citizens – 1 in 43 adults in the United States – from voting; more than half a million in Texas. If ex-offenders were given this information and began to exercise their right to vote, I don’t have to tell you what would happen in Texas. This could become one of the largest voting blocks in our great state. In addition, ex-felons alone could swing virtually any race on the ballot in any election —including the upcoming November 2006 General Election. I ask you to join me in my quest to spread this valuable piece of information to potential voters across the state of Texas.

HOUSEDISTRICT 149 “During my years of service in the Texas House of Representatives, I was recognized as the Texas House member most knowledgeable in budget and financial matters. While we achieved much during my tenure in the Texas House, there is more to be accomplished and many areas in state government we can and should improve upon.” Taxes: High property taxes continue to limit Texans’ ability to achieve the American dream. We should help young families by reducing the amount at which their property taxes can rise by lowering the property tax appraisal cap. Families should not have to struggle to pay the ever increasing “government mortgage” on their home. Spending: One of the reasons our property taxes continue to increase is because of our government’s demand for more and more of your money. As the past Chairman of the Appropriations Committee in the Texas House, I was instrumental in reducing government spending. With the actions of my colleagues and me, we were able to achieve a balanced budget a few months after being saddled with a $10 billion budget deficit. The next session after I left the Legislature, run away spending was back. The courageous reductions we made in 2003 were reversed in 2005.

Illegal Immigration: The lack of control on our border continues to pose a significant risk to our security and financial well being. We will not be able to reduce taxes and cut spending unless we can curb the tide of persons entering our country illegally. Our society is a caring and generous one, but we cannot continue to allow 12-15 million illegal immigrants to enter our county illegally each and every year.
“If you return me to the Texas House of Representatives, these are just a few of the issues I will focus on. With your trust and your vote, together we can solve these and other important issues.”

THE WOODLANDS – B&A Development Group, L.P., has begun construction on The Plaza at Indian Springs, a unique complex that will serve not only the community as a medical facility, but will also dine and entertain residents with three worldclass restaurants and a large music pavilion. “This building concept is like no other in the Houston area,” said Henry Altman, president of B&A Development. “It is a good mix use of everything the community needs while providing an excellent meeting place and venue for entertainment.” The Plaza will include two 24,000 square foot single-story medical professional buildings that will house St. Luke’s Minor Emergency Center, The Woodlands Orthodontic Group and other medical professional services that will be secured before completion. Equivalent to an off-campus emergency department, the Minor Emergency Center will provide services including full-service emergency help and full laboratory services. St. Luke’s presence in The Plaza will help meet the needs of a growing Woodlands community and relieve local hospital emergency department capacity problems. The Plaza’s three restaurants, music pavilion, fountain and beautiful backlit water wall will set a scenic stage for concerts and festivals. The Plaza will play host to such events as The 2007 Woodlands Jazz Festival and a variety of other concerts, as well as provide a great venue for weddings and parties. The Plaza fountain, developed by Fluidity Design Consultants, will occupy 17,000 square feet of the 30,000 square foot plaza. The riveting rearlighted glass water wall will flow into the fountain which will be programmed with music and a stunning light show. Fluidity’s designers’ resumes include the fountain at The Bellagio Hotel in Las Vegas, Nevada, and the Hearst Headquarters Building in New York City. The three restaurants will occupy the front of the complex, and include Chez Thai, Enrique’s Latin Grill and Rao’s Northern Italian Restaurant. They will serve a variety of delicious dishes, including Thai/French fusion entrees, delectable French pasMan's capacity for justice makes democracy possible, but man's inclination to injustice makes democracy necessary. — Reinhold Niebuhr

During my tenure, I have applied the rule of law consistent with the Constitution and statutes that I swore an oath to uphold. I have established a jurisprudence that respects the Legislature’s role as JEFFERSON

Candidate Tom Oxford Speaks “I may be the only candidate who will freely admit my chances for victory in this election are something less than slim. Nonetheless a vote for me as the Libertarian candidate for Chief Justice of the Texas Supreme Court may accomplish more than any other vote you cast.” OXFORD

UPCOMING PORT OF HOUSTON EVENT
Delivering Java and Jobs to Stimulate The Houston Port Region’s Economy 2nd Annual Coffee Symposium to Spotlight Economic Development Opportunities in the Market’s Growing Coffee Industry (PRIMEZONE) – The Port of Houston Authority (PHA), the Economic Alliance Houston Port Region, and the Greater Houston Coffee Association (GHCA) are pleased to announce the Second Annual Houston Port Region Coffee Symposium. It will be held Thursday, October 19, and Friday, October 20, at the Hilton AmericasHouston Hotel, located at 1600 Lamar Street in Houston, Texas. The theme “Java and Jobs: Creating Economic Stimulus in the Region” reflects the Houston region’s rising stature in the global coffee trade and the powerful overall role of this commodity in the area's economic development. The twoday event will feature a guided bus tour of Houston’s bustling coffee warehouse district, a preview of the Port of
Houston’s new Bayport Container Terminal, networking opportunities, business-to-business forums, presentations from key industry leaders, and more – culminating with an awards dinner honoring area business leaders. The Port of Houston Authority sought the designation as a Green Coffee Port Exchange as an economic stimulus with the idea that the private sector would further develop the coffee industry in the market. “As a part of the Port Authority’s strategy to increase coffee trade in the market, we knew that the private industry would have to develop and build the infrastructure to support it, and they are doing just that. The Port Authority’s support of the Coffee Symposium is a way to promote the industry in this Houston region,” said PHA Chairman Jim Edmonds. Special guests who will take part in the Symposium include Drayton McLane, Jr. of McLane Distribution, Inc. and U.S. Representative Gene Green. Notable industry leaders from corporations including Maxwell House, Sara Lee Corporation, Cadeco Industries, and the New York Board of Trade among others will provide informative overviews of the multi-faceted business development opportunities in the global coffee industry. “Clearly, the Houston region is brewing with global coffee trade oppor-

region informed of the progress that is being made and opportunities for economic development in coffee industry.” According to GHCA President Carlos de Aldecoa Bueno, “The Port of Houston collaborated closely with the Greater Houston Coffee Association to be designated as a Coffee Exchange Port by the New York Board of Trade. Only six short years later, Houston is now the top-ranked port for new coffee being tendered to the NYBOT. That’s a great partnership for the entire region.” The cost of full symposium registration is $350 per person and includes the Thursday bus tour, reception, dinner and excursion on the M/V Sam Houston; admission to Symposium sessions on Friday, including meals and a seat at the Awards Dinner Friday evening. Corporate sponsorships are available as well as table sponsorships for the awards dinner. Proceeds from the symposium will help support the Economic Alliance Houston Port Region and the Greater Houston Coffee Association. Both are nonprofit entities committed to promoting the Houston Port Region as a dynamic business community and the Port of Houston as the nation's premier coffee port. LOCAL BUSINESS LEADER BRIGHTENS FUTURE FOR KIDS, HOUSTON
Prepared 4 Life teaches life skills, entrepreneurship after school
A
s he checked out the custom-made low-rider bicycles on display in the Ortiz Middle School gymnasium, successful tech entrepreneur Michael Holthouse was just as excited as the group of seventh grade boys who clamored around him to sign up for an afterschool program where they will learn to build their own two-wheel works of art. Low-rider construction is just one of many activities being offered after-school at Ortiz, and at five additional HISD middle school campuses this year, through Holthouse’s non-profit organization Prepared 4 Life.
“Kids today are not being prepared to become the business leaders, the entrepreneurs nor the workforce of tomorrow,” said Holthouse who, with his wife Lisa, founded Prepared 4 Life last year. The 501(c)(3) organization instills life skills, character education, self-reliance and ingenuity in Houston middle school students through lively, enriching after-school programs. With a diverse assortment of programming ranging from school park design to soccer, science labs and robotics, the non-profit organization hopes every student on campus can find something that will appeal to him or her. Prepared 4 Life’s unique curriculum exposes young people to important life skills, character education and business know-how through activities students select themselves. Working with leading researchers and partners with proven expertise, Prepared 4 Life’s post-school-day classes complement HISD’s current academic offerings and the school district’s ever growing push for a college-bound student body, according to Holthouse. “Giving kids something productive and fun to do after school is really just the beginning of what
Prepared 4 Life is doing,” said Holthouse. “Because each class is structured according to an opportunitybased learning model, students gain invaluable experience and exposure to values that will not only help them stay in school, but will, based on our research, provide a foundation that inspires them to become the business leaders, social advocates, volunteers and forward-thinking citizens of the future.” Investing in the future Financial support secured by Prepared 4 Life to fund the after-school program comes from businesses, government, foundations, individuals and public sources. Contributions to offset program and research costs for the current academic year total more than $1.5 million with approximately half of the underwriting coming from private donors. Funding from the 21st Century Community Learning Center, obtained in collaboration with Harris County Department of Please see CONTINUED, P.20

ENTREPRENEURSHIP FOCUS
Continued from page 18 • Prepared 4 Life teaches life skills, entrepreneurship after school Education-CASE, makes up the remainder. According to Holthouse, this means Prepared 4 Life partners teaching afterschool sessions on campus no longer have to exhaust their resources looking for a way to cover program costs. “We find out what kinds of classes our program partners already have to offer and determine how their programs can be integrated into the Prepared 4 Life curriculum. Through our partnership with HISD, we have a place for them to teach the innovative courses they’ve developed,” said Holthouse. “It’s the kind of collaboration funders want to get behind because it eliminates redundancy in administrative work and costs and helps ensure more resources are being allocated to programs, directly for the kids.” HISD Executive Manager of Strategic Partnerships Gasper Mir III said Prepared 4 Life is a welcome addition to the school district’s on-campus offerings. Like Holthouse, Mir made a decision to transition from a successful business career to focus his energies on education improvement by forming new affiliations between HISD and outside partners. “Through innovative and strategic collaborations, Prepared 4 Life is bringing together non-profits, the business community, concerned individuals and educators to build on existing academic programs, adding critical character and life-skills development to students’ aptitudes,” said Mir. “It’s our hope that, through the opportunity-based learning and real-life experiences students encounter in the Prepared 4 Life program, academic education will become more relevant and students’ performance in the classroom will benefit from what they’re doing after school,” Holthouse added. Oversight and evaluation Courses on each campus are overseen by a Prepared 4 Life site leader – an “afterschool principal” – who ensures consistency in programming. Throughout the year, students’ progress toward understanding the core Prepared 4 Life values is measured using pre- and post-testing, shifts in classroom attendance and test scores, life skills learning, changes toward positive behaviors and many other criteria assessed through quantifiable metrics and evaluations from program administrators and the students themselves. In each Prepared 4 Life after-school program, students develop and implement a business venture. “For example,” said Holthouse, “kids who sign up for urban dance classes may choose to stage a performance at the end of the year. Not only will they be responsible for choreographing the show, but will have to manage the project budget and market their event. We’re making sure students have the support they need to do this through program instructors and on-campus banking services, but it’s the youth themselves who are taking initiative and making decisions about what they want to do and how.” A Youth Advisory Council, which is
comprised of members nominated by their peers and selected by teachers and administrators, works with the organization to determine which programs Prepared 4 Life will host and how data on the success of the program is gathered. “Prepared 4 Life gave me a head start on life,” said Keyoliver Criff, an Ortiz eighth grader, second-year participant in the after-school program and Youth
is at this crossroads kids’ characters are largely shaped and a foundation for a productive future can be laid down.” Search Institute, an independent nonprofit research organization focusing on the health of children and communities and a Prepared 4 Life partner, has been studying what it takes for kids to become responsible, caring adults for more than 15 years. The Institute has determined that,
Prepared 4 Life launched its pilot school year in 2005-2006 with a presence on three HISD campuses. Although the model can be replicated in any geographical location and serve the needs of kids who come from diverse backgrounds and economic circumstances, the three test schools are mostly attended by young people from lower-than-average income levels. Holthouse brings extensive business organizational framework experience to Prepared 4 Life’s administration and program development. As an entrepreneur, Holthouse has focused on developing companies that are highly scalable and replicable – a practice that is also at the center of the Prepared 4 Life model. As a volunteer leader, he has gained hands-on experience with youth programs at the Children’s Museum of Houston and Boys and Girls Clubs of Houston. Holthouse received the Regional Entrepreneur of the Year Award in 1995 from Ernst & Young. He is a sustaining member of Leadership Houston and frequent speaker at business and education events including the 2006 Rice Business Plan Competition Award dinner where he delivered the keynote address. In 2005 the Holthouses were honored by Houston Achievement Place for their outstanding contributions to at-risk youth. Changing lives

Imelda Medrano, principal of Hogg Middle School – another campus where Prepared 4 Life is offering programming this year – said she feels the collaboration has all the right components to be successful. “Prepared 4 Life is going to change the course of kids’ lives. Not only will it give them a safe and productive way to spend their afternoons, but it will teach them values and get them thinking about how to earn enough money to own a piece of the American Dream,” said Medrano. “Prepared 4 Life helps me in so many different ways,” said Ortiz eighth-grader Monica Barahona. “Last year I learned things I didn’t think were possible; how to play new sports, how to show others what I learned and help them do things they can’t – yet. And, I learned that, with team work, we can all reach the finish line together.” Both Criff and Barahona said Prepared 4 Life helps them tackle life’s challenges head on. The first test they face this year? Choosing which afterschool classes they want to sign up to take. About Prepared 4 Life:
Advisory Council member. “I know people really do care about me and that’s why I like Prepared 4 Life.” Literally a new lease on life Following the sale of his highly successful tech start-up Paranet to Sprint in 1997, Holthouse and his wife founded the Holthouse Foundation for Kids and made a conscious decision to focus their personal philanthropy and energies on children’s issues. Their extensive research and relationships formed with a number of notfor-profit agencies and educational institutions—as well as conversations with parents and kids themselves—illuminated the critical need to help young people navigate through the often confusing and challenging years regularly referred to as the ‘tweens. “Middle school is a very important time in a child’s life,” said Holthouse. “It
of 40 experiential and value-oriented competencies identified as key to achieving this outcome, the majority of youth are exposed to less than half. “Most children are raised by parents who work outside of the home and, often, are left to fend for themselves between 3 and 6 p.m. Sometimes this is an opportunity for kids to get into trouble, but we know it’s also an opportunity for them to do some good in their schools, communities and their own lives. The life-outcomes of our kids depend on exposure to positive experiences and reiteration of values. In large part, this is why Prepared 4 Life provides the oversight and funding for after-school programs,” said Holthouse. He notes few organizations have focused on middle-schoolers and after-school programming in an active way before Prepared 4 Life launched. In partnership with After-School AllStars, a national program provider,

Green continued from P.1 ber of a delegation led by the Subcommittee on National Security, Emerging Threats and International Relations. “As a result of my travels to Israel, Palestine, Jordan, Iraq, Sudan (Darfur) and Lebanon, I have come to two conclusions which I shall discuss today. First, I have concluded that the people of good will of Israel, Palestine, Jordan, Iraq, Sudan (Darfur) and Lebanon all have a common desire for peace. To this end, we must exhibit a greater desire for peace as a negotiated political solution. Therefore, we plan to host a Multi-Faith Memorial Service and Prayer Vigil for World Peace on September 11, 2006 at 7:00pm.” said Green. “Secondly, I am convinced that every American of good will wants our troops to come home. Consequently, the question is not whether our troops should come home, but WHEN our troops should come home.” Green commented. Continuing to state his position on Iraq, Green stated, “After much thought, many hours of deliberation, and having been to Iraq, I have concluded that we have a moral obligation to get our troops out of Iraq with the same determination that got them into Iraq. Further, it must be made known that while we can seriously be guardian angels, we are serious about not being guardian angels forever. To this end: A. We should not “cut and run”; B. We cannot defend the Iraqis forever; and C. We should inform the Iraqis that we will start a phased process to bring our troops home at some reasonably specific time. A phased process will allow a beneficial transition rather than an abrupt departure. “At some reasonably specific time” avoids being arbitrary or capricious and allows for such factors as time to train Iraqi troops. Only Americans should determine when our troops will start the phased process of coming home. We cannot allow any other country to make this determination. To have as our exit strategy that when “Iraqis stand up, we will stand down” is not enough. The Iraqis must be told that they will have until a specific, reasonable time to stand up before we start the phased process of standing down. Why? Because it’s possible to become dependent on American might and American money: A. American might liberated the Iraqis; B. Americans continue to fight for and with Iraqis; and C. American money, in the amount of $177 million per day, is being spent on the war. If we are not careful, an unhealthy dependency can develop to the detriment of both Americans and Iraqis. In general, we know how long it takes for Iraqi soldiers to become combat ready. Literally, Americans can move from Please see GREEN, P.23

continued from P.22 enlistment to duty in Iraq in 12 months. Although Iraqis may take longer, we know how long it will take within reason. Hence, we have the intelligence to arrive at a reasonable amount of time for Iraqis to start the phased process of standing up such that we may start the phased process of standing down. Just as I am confident that the Iraqis can stand up, I am also confident that the Iraqis will take us seriously and stand up better if they know that some of our troops will start the phased process of standing down at a specific, reasonable time. Some will argue that telling the Iraqis to stand up by a specific, reasonable time will give the enemy a chance to wait until we leave. To this I say: A. This will give the Iraqis an opportunity to prepare for the enemy and defend themselves; B. The Iraqis do not expect us to eliminate, nor should we have to eliminate every enemy of the Iraqi people; and C. Iraqis understand that at some reasonable point in time, Iraqis must shoulder the responsibility to protect Iraqi people. D. Even after our exit date, we can still continue to aid our allies in Iraq. This is not a “cut and run” strategy. Why? Because: A. We have liberated the Iraqi people from a ruthless, brutal dictator; B. We have helped the Iraqis develop a Constitution; C. We have helped the Iraqis establish democratic elections; D. We have helped the Iraqis reconstitute their military; E. We are still working with them to develop an even stronger military; F. We have helped the Iraqis overhaul their constabulary; G. We have spent approximately $320 billion on war; H. We have sacrificed approximately 2,622 soldiers' lives; and I. We have approximately 19,600 wounded Americans, many with injuries from which they will never recover. To label this “cut and run” is to ignore the blood, sweat, tears, and lives lost to help the Iraqis move from a one-person-rule dictatorship to a one-person/one-vote government. To label this as “cut and run” requires turning a blind eye to the many who have had eyes blinded because of this war. Simply put, to label this as “cut and run” does not do justice to our fallen heroes. This is not a “cut and run” exit, this is America having extended the hand of friendship, with great sacrifices, to give the Iraqi people an opportunity to embrace freedom and democracy. It’s now up to the Iraqi people to seize upon this precious, priceless opportunity and create a free and independent Iraq. Finally, we Americans who hold public trust have a moral obligation to start a process to bring our troops home on our watch at some specific, reasonable time.”

Recovery continued from P.11 It is the responsibility of the government, however, to ensure that Texas is treated fairly and reimbursed properly for the tremendous costs that our citizens and communities incurred. This announcement is a strong step forward in meeting that responsibility and I will continue working to ensure that Texas receives the kind of support and resources it needs to continue rebuilding.” Congressman Kevin Brady added, “This money will go a long way in repairing homes and repairing communities in Southeast Texas. Thanks to Secretary Jackson for personally touring the region and being such a strong advocate on behalf of these Texas communities.” HUD’s allocated the CDBG supplemental funding based on Congress's intent that particular emphasis be placed on the repair, rehabilitation and reconstruction of affordable rental housing. In addition, HUD placed special priority on the unmet needs of evacuees forced from their own homes and who are now living in other states (see below). Since January, HUD has allocated a total of $16.7 billion of CDBG funds to Alabama, Florida, Louisiana, Mississippi, and Texas to promote each state’s long-term recovery in the aftermath of last year's hurricanes. These states are using these funds to develop plans that include helping thousands of homeowners, promoting affordable rental housing and restoring critical infrastructure. HUD is the nation’s housing agency committed to increasing homeownership, particularly among minorities; creating affordable housing opportunities for low-income Americans; and supporting the homeless, elderly, people with disabilities and people living with AIDS. The Department also promotes economic and community development, and enforces the nation's fair housing laws. More information about HUD and its programs is available on the Internet at www.hud.gov and espanol.hud.gov.

About The University of Texas at Austin The University of Texas at Austin is one of the world's leading public research universities. Through its renowned educational and research programs and its commitment to community service, the university is an important contributor to the quality of life in Texas and the economic vitality of the state. The University of Texas at Austin is Austin's largest employer and one of the largest in the state. It is one of the largest single-campus universities in the nation, serving 50,000 students. About Howard University Founded in 1867, Howard University in Washington, D.C. is a leading research and doctoral institution and the premier Historically Black College and University. Howard has a unique place in higher education in America, defined by its pioneering role in the struggle for social justice, and its ability to produce leaders for America and the Global community. In the last eight years, the University has produced two Rhodes Scholars, 13 Fulbrights and numerous other student honors.
Trautman continued from P.1 munity organizations, I am convinced that people want an elected representative who will talk to them, meet with them, and provide answers. That is what I pledge to the people of district 127, to be accountable and accessible. People in my district also deserve and have a right to expect quality schools, lower taxes, clean air, and an ethical representative. If elected, I will work to obtain increased funding for public education by tapping existing sources such as the new business revenue tax, the lottery, and the gasoline tax instead of increasing taxes. This revenue would also be used to increase teacher salaries and give our teacher retirees a cost of living raise they have not had in 5 years. I will work to make sure that all of our homeowners receive a property tax decrease including our senior citizens, and I will work to improve our air quality and environment by supporting anti-pollution legislation. I will sponsor ethics reform legislation requiring a record to be kept of all legislative votes and attendance and make them easily available to the public. If you send me to Austin in November, I will be accountable, accessible, represent the public interest, not private interests, and I will get the job done.”

PROMOTIONS ANNOUNCEMENTS
People are on the move at Hyatt Regency Houston Pete Reyes and Linda Zayed Receive Promotions, Mark Lutz is New Assistant Controller Don Henderson, managing director, is pleased to announce that people are on the move at Hyatt Regency Houston. In addition to two promotions, the hotel has hired a new assistant controller. Please join the hotel in congratulating Linda Zayed on her recent promotion of executive housekeeper. Linda has been a great asset to the Hyatt Regency Houston in her roles of assistant front office manager and assistant executive housekeeper. She began her career with the Hyatt Regency Lutz Houston in 2000 as the assistant front office manager. Linda was later promoted to the Housekeeping department as the assistant executive housekeeper in February of 2002, where she has spent the past four years and has done an outstanding job since. Hyatt also congratulates Pete Reyes’ promotion to hotel assistant manager. He began his career with the Hyatt Regency Zayed Houston in 2000 as the assistant front office manager and was later promoted to the housekeeping department as the assistant executive housekeeper. From there Pete continued his rooms path at the guest services area as the guest service manager. In 2003 Pete looked for a career change and found himself in the sales department searching for Reyes individual travel business. Later, deciding rooms was his love, he ventured back to the division as the front office manager. Mark Lutz, the hotel’s new assistant controller, has been in the hospitality industry for over 20 years. He will manage the accounting department and assist the controller with various duties.
