Archdale to consider electronic gaming restrictions LTI Business Center .net G&S

T

he growth of electronic gaming businesses — at least four in Archdale — has prompted Archdale City Council to consider how those games play into the city’s business. BY ELIZABETH SAUNDERS

They go by names like “sweepstakes,” “business centers” and “cybercafes.” And they make money off of games — Gamblers Anonymous estimates about $15,000 a week. Planning Director Jeff Wells said that H&L Business Center

electronic gaming has become almost a daily topic among city planners around the country. Some municipalities charge a privilege license, some charge a percentage of receipts and other cities have enacted zoning restrictions. Archdale currently charges most businesses a privilege license fee of $50 for up to $1 million in income, adding 50 cents for every additional $1,000. Some North Carolina cities are charging higher rates for electronic gaming. Laurinburg, which has about 24 sweepstakes centers, recently enacted a fee of $2,000 plus $2,500 per computer.

e’ve done everything we know to do,’ Sheriff Maynard Reid told the Randolph County Commissioners. ‘Nobody likes to build a new jail, but it’s a fact of life.’

In the Archdale area, CIS and the Archdale Community Appearance Commission partnered to plant autumn blaze maple trees at John Lawrence, Trindale and Archdale elementary schools in honor of Arbor Day, March 19. Archdale Code Enforcement Officer Zeb Holden, the city liaison with the Commission, supervised the planting and told Archdale cleanup third graders at each weeks begin April school about the his17. tory of Arbor Day. He Information on page 4 explained the parts of the tree, compared how fast and large different varieties grow and answered the “interesting” questions. He gave the students instructions about the care and watering of their school’s special tree. Each student then received a longleaf pine seedling and planting instructions to take home. The Fast Forward Academy at ArchdaleTrinity Middle School assisted CIS by packaging the seedlings in plastic sleeves. Fast Forward, a CIS program, allows seventh graders to do two years of curriculum and advance to the ninth grade. Part of their curriculum includes community service. Caylan Hulin, Darrell Wallace and Aaron Tiller were on hand to watch the planting and hand out the seedlings at John Lawrence Elementary. The trio agreed that it feels good to “give back” to their community. Gossett’s Landscape Nursery provided the maple trees and Lowe’s Home Improvement donated the soil and mulch.

The city of Archdale and the Community Appearance Commission invite everybody to come out for Litter Sweep Saturday, April 17. Participants spend a morning picking up litter to improve the city’s appearance, improve stormwater flow and keep water sources clean. Participants should meet at 7:30 a.m. at McDonald’s restaurant in Archdale. Trash bags, vests and some gloves will be provided. Bring work gloves if possible. Groups and organizations can join in or plan their own litter pick-up day. For more information, call Zeb Holden at 434-7333.

Mayodan charges $5,000 and limits the number of computers to 12. The cities that charge higher fees for electronic gaming have changed those fees recently and could be challenged as singling out these businesses. Kannapolis and Henderson had similar fees for fortune tellers and Kannapolis includes computer terminals at convenience stores. Neighboring cities currently charge typical business fees: $25 in Asheboro, $50 in Greensboro and $50 to $400, based on receipts, in High Point. Greens-

he Archdale-Trinity Middle School Environmental Club will host Environmental Community Day from 11 a.m. to 3 p.m. Saturday, April 17, at the Archdale Public Library. A ribbon cutting will introduce the new rain garden, constructed by students in the club.

Callie Mathis, a member, told Archdale City Council that the day will include environmental activities and guest speakers, and people can learn how to reduce their carbon footprint. Faculty adviser Sarah Fuller said that the students are not only building the rain garden, but also planning the event and activities themselves.

Reid and Allen McNeill, financial consultant with the Randolph County Sheriff’s Office, spoke to the Commissioners during their annual retreat on March 20. McNeill explained that the current jail was opened in 1997 with a capacity of 195 beds. But even that is misleading. At least 20 of those beds are always reserved for female inmates, so the jail’s actual capacity is 175. By 2007, however, the jail’s average population was 234, and at times rose as high as 275. To help counter the overcrowding, the house arrest program was expanded. “At the sheriff’s office, ‘If we don’t we feel like it’s our job to comply, they keep people in jail,” Mc- could shut Neill told the Commision- down the jail. ers. “Obviously we’re not Then we’d looking to get out murderers have to pay and rapists or anything like that, but a lot of times what money to othyou see happening in the er counties to jail is a guy in for a worth- house our inless check. The problem, McNeill continued, is that even with these programs in effect the average daily population was still 215 in January 2010. “I could care less if they have to sleep on the floor,” Reid told the NEWS. “But state and federal guidelines require (increased capacity) and if we don’t comply, they could shut down the jail. Then we’d have to pay money to other counties to house our inmates.” To prevent this from happening, Reid asked the Commissioners to include a 12-bed dorm conversion and construction of a secure courtyard in the 2010-2011 budget. Total cost for these projects is estimated at $142,925. “The new 12-bed facility will actually give us 36 more beds, because we can’t mix SEE JAIL ON PAGE 4

The team placed first in the hunter skills division, which included an orienteering course and examination of hunting safety, wildlife identification and wildlife conservation. Other skills tested in the competition were rifle, shotgun and archery. Twenty teams competed in the district event. Teams are required to have at least five members and be associated with a school. She cited statistics that led to the school’s emphasis on healthy minds and bodies. The average teen gets less than 15 minutes of vigorous activity a day. Thirty percent of youth (ages 10-19) have negative attitudes toward physical activity. Thirtysix percent of teens get daily physical education and 46 percent get two or fewer days. The seven trained professionals at ATMS strive to create learning and participation in lifetime activities, Clodfelter added. A variety of activities encourage students to develop a plan to meet their personal goals for a healthy lifestyle. ATMS students have daily fitness challenges. This emphasis is carried out in a quarterly fitness testing. The pacer test is a multi-stage aerobic and endurance fitness test, which consists of continuous running between two lines in sync with recorded beeps. The time between beeps decreases each minute. There are 21 levels timed for 21 minutes. Clodfelter said she is proud of the students who participated in the challenge. To recognize that achievement, students were given T-shirts by Stewart’s Screen Printing. Students who completed 100 laps include Ashton Parker, Jared Rogers, Cole Tickle, Dale Potts, Davin Hill, Tyler Norris, Sage Earnhardt, Bryan Robles, Levi Foley, Blake Moore, Lane Kowalski, Quint Barclay, Jeremiah Monroe, Jonathan McCoury. Hauling in an awesome day’s catch at Randleman Lake H ave you heard any fishing reports from the new little ‘pond’ down in Randleman yet? If you fish, I’m betting you have. If not, let me bring you up to speed on the latest gem in North Carolina’s wealth of great angling opportunities.

Bill Frazier

New lakes typically keep people from fishing them for a few years Archdale to allow the fish Bass Club populations to become established and stable. They boast fish that have not seen every lure in the tackle catalogs. The fish haven’t been pounded day in and day out for years with every size, shape and contraption fishermen can conjure. Therefore, they are ready and willing to bite about whatever you throw at them. And bite they did, during the Archdale Bass Club’s outing last Saturday. Third place and biggest fish award

went to Steve Gunter, with five fish weighing 18.4 pounds. The biggest fish was 6.4 pounds. Steve and his dad, who almost always fish together, had 34.4 pounds between them in the same boat. Jamie Denison took second place with a super catch of five fish weighing 21.5 pounds. He also had a single fish weighing 6 pounds even. First place went to Michael Hedgecock. Big Mike had five fish, weighing 21.9 pounds, and he missed big fish honors by two-tenths of a pound with a single fish weighing 6.2 pounds. Folks, that is an awesome day’s catch, but still doesn’t tell the whole story. Of the 18 guys that competed, only one bag brought to the scales weighed less than double digits. Randleman Lake may not have been strictly built for fishing, but you couldn’t tell it by the catches. It is a tremendous facility that goes out of its way, whether fishing from their very nice pier or by boat, to wel-

come everyone and provide a high quality outdoor experience. There is a poweredboat limit of 100 on the lake and a speed limit of 25 mph. They had to turn people away this past week so it might be good to call before just showing up at the gate. But don’t give up. It is definitely worth it. In the meantime, the club season moves

on with another highly anticipated trip to Lake Reese near Asheboro. We’ll look forward to seeing Mrs. Peggy again and her beautiful lake full of big fat fish just waiting to jump in our boats. If you’ve not been out yet, the fish are chewing and you need to go. We’ll look forward to seeing you on the water.

Because no more than 100 boats can be on Randleman Lake, lineup begins early. Archdale Bass Club member Bill Frazier was in line at 5:04 a.m. and he was 19th. This photo was taken about 6 a.m. Photo submitted

Teens in blue

Those dignified cadets, all members of the Junior Reserve Officer Training Corps, are experiencing a class like no other. This class represents the United States military. JROTC builds character and a sense of duty, responsibility and obedience. It gives everyone an equal chance at success and the potential to be a leader. Some of those expectations may intimidate some students. However, JROTC is so enjoyable and mor-

ally rewarding that cadets who join seem to never want to leave. JROTC is an elective course that serves Trinity and Wheatmore high schools. The program has been administered by Lt. Col. Raymond Carter and Senior Master Sgt. Jim Hedgecock for almost 16 years. I asked a friend, who is not in the Cadet Corps, what she thought of those who wore the uniform and attended the class. She replied that seeing someone in uniform gives an impression of dignity and dedication. This made me wonder why students are reluctant to join the program. As I questioned my friend, she wondered

if the program is too strict. She was afraid she would act foolish and others would believe she should not be in the Corps. During my research, I discovered this first impression is not always right. For example, the instructors do not intimidate students. Instead, new cadets are greeted with smiles and the instructors guide the ‘newbies’ into Cadet Corps adulthood. The Trinity and Wheatmore JROTC gives introverted students an opportunity to shine among their classmates. Once teens apply and achieve one of the many jobs in the Corps, it gives them a realistic sense of responsibility. If a teen is focused on academics and their future, they also can earn college credits in the class. Job positions such as drill team and color guard held in the Corps look very impressive on job applications and resumes. The drill team is a wonderful experience where dedicated cadets compete against other schools. It takes precision, patience and obedience, but it is a gratifying skill to master. Color guard is something any cadet can do to represent their school and nation. They present the flags at school sporting events and other special activities. Any Trinity or Wheatmore student who thinks they have the potential to do well should register for the class because this class gives everyone a chance to grow and become a future leader.

Rep. Pat Hurley

Alice Ward was the first Randolph County woman to run for a state office and, even though she lost that election, the award was established to honor her accomplishment in politics for women in Randolph County. Hurley is the first woman to accomplish the goal of Alice Ward — to be the first woman from Randolph County elected to a state office. After retiring from the Clerk of Court office, Hurley decided that she wanted to do more as a public servant. In 2006, she ran for N.C.

House District 70. The focus of Hurley’s second term has been the high school drop-out rate and mental health reform. She is currently running for her third term. RCRW Club President Valerie White said, “It is an honor to show our appreciation to an outstanding lady and state representative. “Rep. Pat Hurley is the true definition of a public servant, and Randolph County is well represented in Raleigh.” Hurley, along with Rep. Harold Brubaker (R-District 78), each received an endorsement from the state chapter of the National Federal of Independent Business. Brubaker, a former House speaker, is a candidate in the upcoming election.

Burke County closes Sweepstakes

R

andolph County Sheriff Maynard Reid said he believes that eventually gaming centers will be ruled illegal, but for now they are legal. BY BETSY FELDMAN Reid’s comment came after the Burke County Sheriff’s Office and police from four municipalites say they took a “leap of faith” and shut down the county’s 56 sweepstakes centers — 262 computer terminals total — March 12. “We’re taking a leap of faith to enforce what we interpret the law to be,” said Sheriff John McDevitt in a story that appeared in the March 15 edition of the High Point Enterprise. Randolph County, however, will not take action unless the legal status changes. “There’s a court order that says they’re legal right now,” Reid said. “Alcohol law enforcement says we can’t do anything about them until there’s a [new] court order.”

SWEEPSTAKES

Electronic gaming centers have machines that have the appearance of video poker and slots, which is illegal. Because the machines don’t accept money directly (no coin slots), the law has been subject to different interpretations. In local gaming or sweepstakes centers, customers purchase credits or Internet time from a cashier. The legality of sweepstakes was challenged in June 2009. However, a Wake County Superior Court judge issued a preliminary injunction barring law enforcement officials from taking action against sweepstakes businesses. If sweepstakes is ruled illegal, Reid said, “When that happens, we’ll do what has to be done.” Until that time, Randolph County officials will take no action against the businesses. While the legality stays in flux, Archdale City Council is considering zoning restrictions and reviewing privilige license fees for such businesses.

Continued from front

boro is considering changing their fee. Trinity currently has no privilege license fee and no known gaming centers. Several cities have zoning restrictions. Kannapolis requires electronic gaming businesses to be at least 1,000 feet from churches, schools and from each other. Other cities have restricted the hours of operation (such as closing at midnight) or the number of computers allowed on site. Wells said that city staff did not see the businesses as a public nuisance, but that issues may arise such as limited parking and late hours of operation. “I think more re-

search is needed,” he said. City Council referred that research to their Public Safety and Finance committees. Councilman Roger Blackwell, who is on both committees, asked Chief of Police Darrell Gibbs to bring information about any specific problems the police have dealt with in regard to the centers. The Public Safety Committee will meet at 4:30 p.m. Wednesday, April 7, at City Hall. The Finance Committee will meet at 6 p.m. the same day.

trustees with the general population,” McNeill explained. Trustees are people convicted of a non-violent crime, who usually do cleaning and other work around the jail, Reid explained. McNeill said the jail has fewer than 12 trustees, but that they are currently housed in a 24-bed dorm. By moving them to a new dorm, it would free 24 beds. Reid also urged the Commissioners to

begin construction of another new dorm to house 48 inmates, install a new plumbing system and expand booking and intake by 2012. The cost for this is estimated at $5.1 million. “Our people have done an outstanding job holding the line, but somewhere down the road something’s got to be done,” Reid emphasized. “We’ve hashed this out and hashed this out. This is the way we need to go. This is the best option.”

hat does it mean to be authentic? Honesty, integrity and authenticity usually go hand in hand. Persons who are authentic are honest with themselves, and by extension, will be honest with others as well. As Shakespeare put it, “To thine own self be true, and it must follow, as the night the day, thou canst not then be false to any man. Being true to oneself is what integrity is all about, being whole and having a unified personality that is not in conflict with itself, and can present itself honestly in a variety of situations. This is not an easy task, because we often don’t know exactly who we are. When someone tells you to “just be yourself, you are often left wondering exactly who that is. Young people frequently go through periods where they try on different selves or identities. The term “identity crisis was coined by the psychologist Erik Erikson to describe the period in late adolescence when we struggle with who we are and must make decisions that will affect our identity, such as career choices and choices about friends. But identity crises are not limited to teenagers. Our whole life is one long identity crisis, where we must figure out at each critical juncture who we want to be.

Beverly Nelson Archdale-Trinity’s ‘ambassador’ leads a zoom-zoom life

D

edication and a keen understanding of what it takes to run a small business — these are the skills which have allowed Beverly Nelson to fulfill her role as president of the ArchdaleTrinity Chamber of Commerce for the past 10 years.

BY DEBBIE HIGHTOWER At the Chamber’s annual meeting held in January, Archdale Mayor Bert LanceStone led a standing ovation which marked the impact Beverly has in the ArchdaleTrinity community. Fred Meredith, past Chamber president, recently described Beverly’s impact the best: “Beverly’s most valuable role is that of an ambassador.” Her influence spans throughout the Piedmont, even through future highways like Interstate 73/74. In June 2008, she received an Interstate 74 Hero Award. Good thing — she’s a zoom-zoom crusader when it comes to Archdale-Trinity. She attends meetings of Archdale and Trinity city councils, Randolph County Board of Commissioners, Archdale-Trinity Merchants Alliance and then more meetings in the Piedmont and within the community she serves. And on top of that, she is active in several nonprofits such as Randolph County Partnership for Children, Communities In Schools of Randolph County and her church, Poplar Ridge Friends Meeting. “She has been loyal to go to meetings, councils and is always looking for ways to help the retail or any industry in the Archdale-Trinity area to improve their business or processes,” said Fred. Tony Delligatti, who owns the Archdale and south High Point McDonald’s and served as 2009 Chamber chairman, knows that, too. “She has given the Chamber a continuity of programs, knowledge of what works and an ownership attitude,” Tony said of Beverly’s 10 years. That sense of continuity, knowledge and ownership also comes from a small business partnership with her husband Norman and seven years as a Chamber volunteer before she was named executive director on Feb. 1, 2000. She believes that every step along the way has been in preparation for the tasks she now performs. Beverly graduated from Trinity High School, where she met her future husband. She earned her Bachelor of Art from Guilford College in 1970 and her master’s degree in education from the University of North Carolina at Greensboro in 1994. Beverly began her professional career

as an English teacher and spent a portion of those years at Trinity High School. From their Sophia home, the Nelsons reared two children, Seth and Miriam. In 1980, she joined her husband at Nelson Frames, a manufacturer of components for upholstered furniture. “By helping to run a small business, it helped me to understand the daily challenges that some of our members face,” said Beverly. Nelson Frames joined the Chamber and that’s when Beverly’s involvement began. For several years, she served as chairman of the Bush Hill Heritage Festival. By 1996, she was chairman of the Chamber board. Beverly’s background in community service prepared her for the president’s position she now holds. “She brings the qualities of patience and understanding to the table,” said Tony. “In addition, she is persistent and at the same time approachable and diplomatic.” Beverly oversees the work of the Chamber and its 15 committees, composed of volunteers. “I am amazed at how smoothly the Chamber runs with Beverly in command,” said Joan Rotramel, a multiple-year veteran chairman of the Bush Hill Heritage Festival. “It seems like she works more hours for the Chamber than there are in a day. She takes her job very seriously.” In 2000, in that one-room office, Beverly was the only paid staff member. Flash forward 10 years, and the Chamber office includes part-time staffers Phyllis East, Ellen Hartgrove and Sherrie Smith, all vital to Chamber activities. “They are part-time staff who do fulltime work,” said Beverly. The Chamber’s growth in its programs could not be done without supporters and volunteers. “We rely on the leadership and expertise of our members,” Beverly added. “We have more than 15 working committees, all staffed by volunteers, who provide leadership and direction as well as manpower. Programs and activities would not happen without volunteers. The Bush Hill Heritage Festival uses 75 volunteers just for that one event. Some of them show up at 3 a.m.” Bush Hill, like the other Chamber activities, is designed to fulfill the Chamber’s mission: “To ethically and energetically promote and enhance economic opportunity that improves the quality of life in our community.” “We have members who are retailers, manufacturers and nonprofits,” said Beverly. “Our mission is to help each of these organizations to grow and become the best that they can be. Their needs are different, and therefore meeting those needs can look

She loves to make bread, a talent she learned at Guilford Technical Community College. Her specialties are whole-grain, nine-grain and cracked wheat artisan bread. “You don’t have to knead artisan bread by hand,” Beverly said. “There are shortcuts — you can use a bread machine. But I like to do everything myself.” She likes to crochet. Her favorite projects are cotton rugs and shawls. Beverly is active at Poplar Ridge Friends Meeting, where she has served as clerk of ministry and council as well as assistant clerk of monthly meeting. Pastor Randy Quate sees how Beverly’s professional ethic benefits the meeting. “Beverly has always been involved and creative and a leader in so many areas,” he said. “She is a very creative teacher who has the ability to communicate with all ages. In addition, she has served in a leadership capacity. She has been involved in the church goal-setting, has served as an elder and has always been supportive of the leadership. “She has been a community-minded church member and helped us reach out

and try to make more of an impact on the community,” said Quate. At church and in the community, Beverly is known as someone who challenges herself as well as the community. In 2008, she graduated from the fouryear Institute of Organizational Management, an esteemed professional development program offered by the U.S. Chamber of Commerce for nonprofit executives. The same year, she earned Woman of the Year from the Golden Arch Charter Chapter of the American Business Women’s Association, an award which recognizes leadership. Her business expertise is recognized by High Point University, where she was a guest speaker for the marketing management program. She now serves on the University’s Nonprofit Leadership Enhancement Program and on the advisory board for the Archdale Center of Randolph Community College. Ambassador, leader, student, teacher, business partner, wife, mother, church member ... the list seems endless. Maybe go-getter is the best description of Beverly. That would be Fred’s observation. “She has the organizational skills and the will to go out and make things happen, rather than waiting for someone else to do them,” he said.

In the top photo, Beverly Nelson speaks with Pauline McKee, executive director of the Randolph County Partnership for Children. In the photo right, she speaks to High Point University students about marketing.

Safe Kids Randolph urges window safety

P

lacing a crib, changing table or even a chair next to a window might offer a view outside or access to fresh air, but be careful, warns the Randolph County Health Department.

Window falls can happen and, in some cases, can be deadly. Safe Kids Randolph County recommends that adults actively supervise their children when around open windows. Toddlers have been known to fall out of windows open as little as five inches. Every year, window falls account for 12 childhood deaths and 4,000 injuries for children under 10 years old. Safe Kids Randolph County strongly recommends window guards on all windows above the first floor, preferably guards equipped with an emer-

Locally, the artwork will be featured at the ArchdaleTrinity Chamber of Commerce, Archdale City Hall, Archdale Public Library, Pioneer Family Restaurant and Ed Price Realty. Volunteers from the Northwestern Randolph County Arts Council helped to prepare the artwork for display. In addition, artwork will be featured in more than 40 storefronts in downtown Asheboro, as well as public libraries in Franklinville, Liberty, Ramseur, Randleman and Seagrove. The Week of the Young Child, April 10–17, will feature a variety of events including the 2010 Gala for the Children Barnyard Dance on April 10, performances by the Greensboro-based theatre troupe Rags to Riches, parades in Archdale and Asheboro and various other activities in child-care centers. The Randolph County Partnership for Children, a nonprofit organization, is the community’s lead organization to plan, identify and fund programs and services for young children and their families. www.randolphkids.org

Proper safety guards on windows save lives.â€? Safe Kids Randolph County also offers these safeguards: • Install window stops so that windows open no more than 4 inches. • Keep windows locked and closed when they are not being used. • Keep furniture away from windows so kids can’t climb to the ledge. • If you have double-hung windows — the kind that can open down from the top as well as up from the bottom — it is generally safer to open the top pane, but growing kids may have enough strength, dexterity and

curiosity to open the bottom pane. • Never try to move a child who appears to be seriously injured after a fall — call 911 and let trained medical personnel move the child with proper precautions. • Consider using cordless window products in your home. Kids have been strangled while playing with dangling cords. For more information about window safety and falls, call Safe Kids Randolph County at 819-3198 or visit www.safekids.org. Safe Kids Randolph County works to prevent unintentional childhood injury, the leading cause of death and disability to children ages 1-18. Safe Kids Randolph County was founded in 2009, and is led by the Randolph County Health Department.
