The open house begins at 1 p.m. and the ribbon cutting will be at 3 p.m. A few folks aren’t waiting for that ribbon cutting. The YMCA opened May 28. Zumba instructor Karen Jones was surprised and pleased when 41 people showed up for the first class June 2. Zumba combines

high-energy Latin and international music with easy-to-follow dance steps and unique movements. Walter Stanley called the class a “hoot,” and his wife Meg said, “It was easy, and something that anyone could do. It just kept you moving the whole time. I had a lot of fun.” That excitement is not surprising for Executive Director David Pollock. “It has picked up each day since we opened May 28,” he said. Sunday’s events hold excitement, too. “Beginning at 1 p.m., guests can come in, tour the facility, work out and get information SEE YMCA ON PAGE 2

“This certainly represents Archdale as a community and reflects well on the Festival’s volunteers and businesses,” said Archdale Mayor Bert Lance-Stone. “They are to be commended. To rank up there with the barbecue festival in Lexington or the Autumn Leaves Festival in Mt. Airy is a reflection of the community’s commitment.” The list was developed by the Southeast Tourism Society. The Bush Hill Heritage Festival, now in its 25th year, is organized by the Archdale-Trinity Chamber of Commerce. The 2010 Festival will be held Saturday, Sept. 11. Neville Bhada, vice president of communications and public relations of STS, said that Bush Hill was chosen by a panel of industry judges because it exemplifies the region’s originality, creativity and entertainment. Being chosen can have an economic impact. “Some have valued the designation as a top 20 event as high as $250,000 in added value,” said Bhada. Chamber President Beverly Nelson agrees. “By being included with other well-known events, it increases the visibility of the Festival,” Nelson said. “Larger visibility can mean more people and the economic impact SEE BUSH HILL ON PAGE 3

Randolph County Commissioners. The fund balance is the county’s savings BY ROBYN HANKINS The proposed 2010-2011 budget, prepared by Finance Officer William Massie, included a 9.1 cent property tax increase. Frye said Tuesday any property tax increase would more than likely be only half of that, around 4-5 percent. Randolph County’s current tax rate is 55.5 cents per $100 valuation. account. Local governments are required to keep 20 percent of their total operating costs in savings at all times. This forms a contingency fund that provides reserves to offset revenue volatility, and allows the county to maintain liquidity despite the timing of cash inflows and outflows. It also allows the county deal with unforeseen contingencies, such as major natural disasters. Last year the Commissioners took $7.4 million from the fund balance to prevent a property tax increase but, as of June 2009,

still had an undesignated, unreserved fund balance of 29 percent. Randolph County’s proposed 2010-2011 operating budget is $111,957,820, a 26 percent increase from the 2009-2010 budget. However, Frye pointed out that once

the $2 million from the quarter-cent sales tax — approved by voters in March — is subtracted, the proposed budget is actually $7 million less than the current 2009-2010 budget. “Our departments have cut their budgets for two years in a row, now,” Frye pointed out. The proposed budget includes 3 percent cuts to departments and no salary increases for county employees. Department heads made no requests for additional personnel or new programs, and the SEE BUDGET PAGE 3

Archdale Bass Club hops to High Rock T

he halfway point tourney in Archdale Bass Club’s season found us up bright and early at North Carolina’s own “Big Muddy. High Rock Lake has a widespread reputation for successfully hosting several national-level tournaments, as well as for being the home of many crankbait experts like Lexington’s David Fritts. High Rock lived up to that reputation June 5. The nearly nightly string of thunderstorms just south of the Triad made the lake thick. A month-long barrage of tournaments seeking to capitalize on the lake’s stellar reputation for its post-spawn largejaws feeding frenzy in late May and early June left High Rock a hard nut to crack for some of the club. But someone always catches fish. Third place went to our buddy

Greg Moye. Greg had two fish for 9 pounds even. He also had big fish for the tournament with a great 5.85 pound lunker. Brian Sorrel scored second with five fish weighing 12.49 pounds. First place went to Vernon Wilson with a five-fish bag tilting the scales at 13.67 pounds. One of the top spot fishermen mumbled something about catching their fish swimming a jig and both of the top two spots came out of the back of the boat — meaning they are not the ones with priority to make the first and best casts. As in past years, we start the countdown toward end-of-the-year honors at our midpoint tournament. In the top weight category, Jamie Denison leads with 43.73 pounds. Slightly off his personal goal to weigh in a total of 100 pounds in club tourna-

ments, but we know he can and will make it up. Right behind him is our most senior angler, Clayton Proctor, followed by yours truly, Vernon Wilson, “Steady Ed Brady and Sam Gunter. Our angler-of-the-year points race is almost the reverse, led by Sam Gunter. Bill Frazier is in the second slot, followed by the other half of the father-son team, Steve, tied with Clayton Proctor for third. “Famus Jamus Lewis is in fourth, chunking and winding out of the back of Clayton’s boat with “Super Jamie in the final of the six slots. We vote on the next destination at the conclusion of a tournament. Apparently, the heat clouded some aspect of our democratic process and the club voted to fish Badin Lake next month. No mistaking it, Badin is a great fishery but choosing to fish it the weekend after Independence Day is going to make for a challenging event. It is what it is, so between dodging jet ski lunatics and pontoon cruisers, we’ll see you on the water.

Tournament winners from left are Greg Moye, Brian Sorrel and Vernon Wilson.

ley is a convicted felon.” Kinley was charged with breaking and entering and larceny, both felonies, in 1985. He also was charged with driving while impaired in 1991 and operating a vehicle without a license in 1992. Officers stopped a vehicle on Farlow Farm Road, off of Cedar Square Road, that matched the description of the vehicle that Kinley was reportedly driving. He was in possession of a 20-gauge automatic shotgun wrapped in a trench coat, as well as multiple rounds of ammunition. According to a press release, Kinley was arrested without incident. According to Woody, students never knew there was something wrong. “Our students are doing well,” Woody said last Thursday. “Most didn’t even know anything was happening.” The caller, Kinley’s former girlfriend, has an active protective order against him.

and the only capital projects that must be funded in 2010-2011 are renovations to the county jail, estimated at $150,000, and $35,000 for a replacement vehicle for Emergency Services. “The only thing we have not cut is the schools, and we’ll be taking another look at them,” said Frye. The proposed budget includes no increase in current expenses for public schools. Still, the construction of Providence Grove and Wheatmore high schools, in addition to other school projects, has increased the county’s debt service. While the debt is being repaid over a 20-year period, the total cost was $77.5 million. “You can’t build two high schools without it impacting the property tax rate,” Massie pointed out. According to the county’s budget message, a tax increase is also needed because the recession forced many of the county’s businesses to implement survival strate-

gies that resulted in cutbacks, short workweeks and thousands of jobs lost. This led to increased unemployment and a decline in sales tax revenue, which have negatively impacted the county’s ability to operate and finance projects. “Our responsibility is to fund the mandated priorities,” Massie told the High Point Enterprise. “Cutting services has consequences that can be worse than paying more taxes.” Frye agrees, but says they will be taking a harder look at other areas, such as the county library system. “It’s hard to cut because we don’t spend a lot of money in the first place, and there’s not a lot of excess,” Frye added. The Commissioners will hold a public hearing on the proposed budget at 6:30 p.m. Monday, June 14. The final budget will be adopted at 6 p.m. Monday, June 21. “Everybody did a great job,” Woody told the NEWS. “I’m extremely proud of our staff and pleased with the Randolph County Sheriff’s officers. It really was a team effort.” After the emergency call came in, an officer was dispatched to the school. Once there, he made contact with the school resource officer and initiated lockdown procedures. Two additional school resource officers were sent to the school. Woody said that during a lockdown, no one enters or leaves the school and the children are kept in secure locations. It’s something they have practiced several times. While the school resource officers were securing the school, Reid said his office reviewed Kinley’s history and, once they determined he was a felon, decided to ask for federal help from the Bureau of Alcohol, Tobacco, Firearms and Explosives. “We have a task force officer attached to the Greensboro ATF office,” he said. “Kin-

If they come for Friday night too, or from farther away, then our hotels see an impact.” One of the reasons for adding a Friday night event was to draw people into the area to stay in local hotels. The Chamber’s hard work and dedication is appreciated, said Stone. “The Chamber does a great job with the Festival, I can’t say enough about it,” Stone stressed. “Phyllis East is a big part of that success, she does so much.” East, locally known as “Miss Bush Hill,” is office and membership manager for the Chamber. She also works for the NEWS. Stone reinterated that the success of the Festival comes back to community

To the editor, What a beautiful sight the flags were on N.C. 62 during Memorial Day weekend. There were at least 150 flags blowing proudly. This is not the first time flags were in Trinity. The flags are flown several times a year to honor our country and veterans. These flags are put up by Friends of Trinity. The City of Trinity did not purchase these flags, but rather the committee. They conduct fundraisers to cover the costs. On a sad note, at least 15 flags were stolen and to those individuals: shame on you. And to Friends of Trinity, thank you for getting up at the crack of dawn to put the flags out to remember our country and veterans.

Guil-Rand organizes relief fund for Lyons The Guil-Rand Fire Department has organized a relief fund for Brandie Lyons of Trinity. She was critically injured in an accident June 1 that occurred on U.S. 311 between Wall Brothers and Milikan roads. Lyons is currently enrolled in the Guil-Rand Fire Department’s recruit class training to be a firefighter. Fire Chief Scott Spencer said they wanted to set up the relief fund to help the family pay her medical bills and to help provide for her children. “We want to help her out, Spencer told the NEWS. “We’re pulling for a full recovery, but she’s going to have a lot of medical bills. She just started our recruit class and they’re very concerned for her. I’m sure the community will help out because we have a

great community, and they always step up. The accident occurred when James Chriscoe, head of maintenance for Randolph County, who was driving a county-owned truck, crossed the center line and hit Lyons’ Mustang head-on. According to the N.C. Highway Patrol, charges are pending against Chriscoe. Lyons was airlifted to Wake Forest Baptist Medical Center where she was still listed in critical condition as of Friday. Her two children, ages 4 and 1, were taken to High Point Regional Hospital with nonlife threatening injuries and now reside with family members. Scam targets Medicare recipients, warns attorney general

D

on’t fall for a new telephone scam that tries to get Medicare recipients to give up their personal financial information, warns Attorney General Roy Cooper. STAFF REPORTS

“Scammers keep coming up with new ways to trick you into sharing your personal financial information,” Cooper said. “Don’t fall for it, even if the calls claim to be from a government agency or company you know.” Some North Carolina consumers say callers who claim to be from Medicare ask for personal financial information such as a checking account number. The calls show up on caller ID as 1-866-234-2255, which is a legitimate Medicare office telephone number. When consumers call the number back, they get a message that scammers have spoofed the number and consumers should report the call to their state attorney general or federal authorities. Spoofing occurs when scammers make it appear that their calls or e-mails come from a legitimate telephone number or e-mail account. Approximately 20 North Carolinians have contacted Cooper’s Consumer Protection Division to report this scam over the past couple of weeks. Similar fraudulent calls also have been reported in other states. Cooper offered the following tips to help consumers avoid falling victim to scams like this one: • Never share personal financial information with someone you don’t know who calls,

e-mails or comes to your home uninvited. • Government agencies and businesses will not call or e-mail to ask for financial information. If you get such a call from an agency or company with which you do business, hang up and call the organization back at a telephone number you know to be legitimate, such as a number listed on a recent account statement or in the phone book. • Keep in mind that caller ID can be manipulated to show different telephone numbers. Never assume that it’s OK to give out personal information because the call appears to come from a valid number. • Remember that e-mails that appear to come from an official e-mail address also can be fakes, even if they provide links to what looks like the company’s or agency’s real website. Don’t respond to the e-mail or click on any links. Cooper urged consumers who may have fallen victim to this or other scams to act quickly to minimize any damage. “Contact your bank and credit card company immediately if you’ve shared your account numbers with someone who may be a scammer,” Cooper said. “There are also simple steps you can take to help minimize your risk and protect your identity, such as putting a free security freeze on your credit reports.” To report a scam or get more tips and identity theft help from the Attorney General’s Consumer Protection Division, visit www. ncdoj.gov or call 1-877-5-NO-SCAM toll free within North Carolina.

It’s summer ... let the vacation Bible schools begin! F or several area churches summer means vacation Bible school, a specialized form of religious education specially geared for children.

Vacation Bible school originated in Illinois in 1894, when a public school teacher developed a series of Bible lessons for her students during the summer. Four years later, an “Everyday Bible School began for slum children in New York’s East Side. When Dr. Robert Boville of the Baptist Mission Society became aware of the programs, he recommended them to other Baptist churches. Today churches develop their own curricula or use specially prepared theme lessons. Below is a list of vacation Bible schools offered by area churches. Caraway Baptist Church will hold vacation Bible school classes from 6:30 to 8:30 p.m. Sunday through Friday, June 20-25. Registration is at 6 p.m. Sunday. Family night will held Friday. The church is at 2928 Beeson Farm Road in Sophia. Colonial Baptist Church will hold its vacation Bible school, “Saddle Ridge Ranch, from 6:15 to 8:30 p.m. Sunday through Thursday, June 13-17. Classes are for age 2 to sixth grade. Adult classes will be held

Last Week’s Question: After the death and burial of this prophet after Elijah, several men cast a dead man into his sepulchre. What miracle happened?

Although citizenship is usually thought of in terms of one’s country, we are members or “citizens of many groups, ranging from our families to our racial or ethnic groups, all the way up to the entire human family. One might even argue that we should feel a kinship with all living things. Are we not, after all, part of one creation? The key to being a good citizen is pulling one’s weight and being loyal to the group, without being prejudicial or biased towards those not in the group. Being a good American entails paying one’s fair share of taxes and working for the common good, but it doesn’t require that we be prejudiced against non-Americans. We are all citizens of the world and we should work together towards the common goal of making the world a better place. Democrats and Republicans sometimes play politics as if they are members of opposing teams, and politically they may be, but in reality they are all playing for the same team, i.e., our country. And even when we think about foreign affairs and international politics we should resist the urge to think that we are competing with other nations. It is not a zero-sum game where when one country wins others must lose. We all share the same planet, and that should make us members of the same team. So we should do our best to be a team player and contribute to the good of all the groups to which we belong.

‘Make A Spash’ this summer at the public library Originally intended to keep children reading while out of school, the summer reading program has expanded to include teens and adults. Children who sign up to participate at any library will receive reading rewards based on the number of books, hours or pages they read. “Make a Splash: Read!” kicks off with appearances at each library by Blackbeard the Pirate, portrayed by Ben Cherry. In July, magical storyteller Mark Daniel, a crowdpleaser every year, will return. The summer culminates with a pool party on July 30. Each library will host one or more weekly programs. The Asheboro library will hold four weekly storytimes – for school-age children, families, toddlers and all ages. Morning and afternoon programs will be offered each Wednesday for school-age children, and a film time for children will be offered on Tuesdays. The Archdale, Asheboro, Randleman and Seagrove libraries will screen popular movies for families, and the Archdale and Asheboro libraries also will show movies for teens.

HPU names dean’s list Nine local students at High Point University qualified for the dean’s list for the spring semester. Area students who have received dean’s list certificates include the following: Archdale: Aubrey Beatty, Courtney Benson, Anthony Jones, Rachael Parker, Brandon Sanders, Maghon Spencer, Olivia Vestal, Elizabeth Welborn and Matthew Wells. Trinity: Christina Goings, Julie Kearns and Tiffany Zichi.

Also on tap are handson activities such as outdoor safe cooking, crafts and water conservation sessions. While kids are making a splash, teens can make waves at the Asheboro library during Wii Wednesdays, Lego mania, bottle cap art and teen movie Mondays. The Archdale library will offer babysitting and self defense courses and jewelry crafts. Teens may register for two Wal-Mart gift certificates. Randleman teens can enter checkout receipts to show books they have read into two drawings for Books-A-Million gift certificates. Adults can enter drawings of their own in Randleman. In Asheboro, they can turn in a form for each book they read or audiobook to which they listen, and stand a chance in drawings for prizes. Adults also may submit brief reviews that might make it into the library’s newspaper column. The library also offers three reading and discussion

groups that will continue to meet over the summer: Asheboro Reads (afternoon), the Luna Book Club (evening) and the Liberty Book Club. For complete schedules and details, go to www.randolphlibrary.org/summerreading.html or visit any of the libraries. For more information, call 819-3804, or call the Archdale Library at 431-3811. The captain’s choice tournament, held May 6 at Holly Ridge Golf Links, included 22 teams and a new event. Rodney Dabbs was the inaugural winner of the putting contest, an event which allowed participants to qualify to the final round by making two shorter distance putts. Carding a winning score of 56 was Team Washburn, consisting of Mike Washburn, Rodney Dabbs, Brian Fary and Steve Lax. Four teams tied at 59 so a scorecard playoff was used to determine second and third places. The team of Randy’s Automotive of Archdale placed second. The team consisted of Randy Bartlett, Mark Plumlee, Robert Talley and Andy Nelson. Finishing third was a team from Central Gas of Asheboro, whose team members included Harold Fletcher, Clyde Hall and Paul Harris. Other winners were Shorty Kimmons, who won the longest drive contest, and Will Mabe and Perry Skeen, who each won a closest-to-the-pin prize.

The Booster Club says thank you to all the players, sponsors and goody bag donors. The Club also expresses thanks to Luke Hollingsworth of Holly Ridge Golf Links for hosting the tournament and serving the meal. The Booster Club golf tournament committee gained several new faces this year and that translated into more gold sponsors. Gold sponsors included Acme Samples, ASB Graphics, A1 Salvage & Recycling, Archdale Drug, Braxton Culler, Brentwood Textiles, Craven Johnson Pollack realtors, Davis Roofing, Direct Furniture Factory Outlet, Douglas Smith Nationwide Insurance Agency, First Bank, Flash Gordon Motors, Hillsville Hardware, High Point Bank Insurance, Jene F. Jordan Orthodontics, Keller Williams Realty, Larry Walker & Sons Body Shop, Lifestyle Furniture, Meredith Transport, Midstate Forklift, Randolph Restoration, Sharrod McGhee Accountants, Shear Perfection, Weatherman Electric, Trinity Furniture, Varner Company and Zingo Express. The annual captain’s choice event is a major fundraiser for the THS Bulldog Booster Club, which helps maintain and improve the school’s athletic facilities and programs. The tournament is named in honor of Ronda Skeen, who served as treasurer for the Club and was instrumental in the start of this tournament several years ago.
