GENERAL MANAGER MIKE BAILEY
Happy February!
As we gear up to spread love throughout February, there are many ways to get involved in our community and share the love you have with the HRCA and our community. Our annual District Delegate election is one of my favorite things that takes place each year. Did you know that HRCA has 93 Delegate Districts, and each Delegate is a homeowner who HRCA members elect? HRCA District Delegates meet monthly to discuss various topics about the Community Association. District Delegates cast votes on behalf of HRCA Members within their district on essential issues such as amending and approving the community bylaws, creating rules and regulations for the use and operation of the recreational facilities, proposing increases or reductions for the Recreation Function Common Assessments necessary for the operation of the Recreation Center and proposing and reviewing improvements to the recreational facilities. Additionally, the Delegate body elects our Board of Directors to two (2) year terms in alternating fashion.

The delegate election happens in April of each year. In 2023, the election will occur for odd-numbered and vacant districts. If you are interested in running for a District Delegate seat, please email theresa.hill@HRCAonline.org. All Members, please take the time to vote (by Febuary 17) for the candidate running in your district when you receive the proxy card in the mail. Doing so will help to ensure Delegates get the votes they need to be elected.
HRCA has an abundance of volunteer opportunities to explore. Our Finance Committee is currently looking for new members. This committee reviews monthly financials and forecasts and makes recommendations collectively to the Board of Directors and staff on how best to proceed with prudent fiduciary practices. Highlands Ranch homeowners represent the Finance Committee volunteers with expertise in finance and accounting and attend a monthly meeting.

My Best,
Mike Bailey
LET IT SNOW, LET IT SNOW, LET IT SNOW?
It’s beautiful to watch the fresh falling snow outside your window, in your favorite Hallmark movie or when you are hitting some fresh powder up in the mountains. It’s another to watch it snow while you are shoveling, scraping, driving, sliding, and slipping outside in order to accomplish the requirements of your daily life.
As a resident of Colorado, you know weather here is nothing short of a toss-up. If snow removal is an issue for you and your area, please make note of the information below to know who is responsible for what areas and who to call.
First and foremost, the HRCA is not responsible for any snow removal or enforcement of snow removal except for the four Recreation Centers we all enjoy.
Homeowners are responsible for snow removal on their own sidewalks and driveways. Douglas County’s ordinance requires homeowners to remove snow from their sidewalks within 24-hours of the end of a snowstorm. Please be cognizant of children who need these sidewalks to get to and from school, the neighbor you have that may need assistance in shoveling, or the walkers and runners that utilize our sidewalks on a daily basis.
*To report a resident to Douglas County that has not shoveled within 24-hours, call 303.660.7480.
Public streets (not private) within Highlands Ranch are the responsibility of Douglas County. Sidewalks along major arterials or streets are the responsibility of the Highlands Ranch Metro District.
Review the chart below for further clarification and information.
LET THERE BE LIGHT, UNTIL THE HOLIDAYS ARE OVER
Highlands Ranch shines at its best during the holidays when the entire area shines, sparkles, and twinkles with the promise of the approaching celebrations. Unfortunately, the holidays are short lived, and the Community Improvement Services department would like to remind residents that removal of any holiday lights (including light clips along rooflines, etc.) and decorations are to be removed no later than 30 days after the holidays.
If you have any questions, feel free to contact the Community Improvement Services Departments at 303.471.8821 or email, covenant@hrcaonline.org anytime. Our offices are open Monday-Friday 8:00 a.m. - 5:00 p.m. We are happy to assist you.
Hrca Finance Committee Opening
