FINANCIAL VIEW More people worry about their finances than they do their health. Vicky Shaw reports As the new year gets under way, many of us have our fingers crossed that we’ll be feeling better off financially in 2015, especially as the economy continues to recover. But for just under one in three people there will be no fresh start from worrying about how they can make ends meet. Niggling concerns about finances with thoughts of that credit card bill/overdraft debt/ expensive car repair – will continue to seep into their day-today life. In fact, according to new research from website M o n e y SuperMarket, around 31% of us say our finances are our biggest daily worry, While this figure represents a fall from the 36% of people who said this when it carried out a similar survey a year ago, for many people financial woes clearly remain at the top of their list of concerns, with around twice as many people worrying about money than they do about their health (16%). Women are more likely to worry about money than men, the research suggests, and younger people are also more inclined to fret about their finances, with twothirds (66%) of 18 to 24-year-olds saying they frequently or occasionally worry about money, compared with 29% of those aged 65 or over. People living in the West Midlands were the most likely to cite money as their top day-to-day concern, while those in Yorkshire and the Humber were the least likely (according to the research among more than 2,000 people carried out last month). ■■ So what’s behind these worries? Well, many people said that the rising cost of living has been a key factor, coming at a time when wages have remained pretty stagnant. Some cited concerns about the potential for their mortgage payments to increase in 2015, amid

expectations that the Bank of England base rate could start to move off its historic 0.5% low in the coming months, pushing up the cost of borrowing. Flood defences ‘need £1bn a year’ Flood defence spending must rise to £1bn a year over the next decade to cope with the rising threat of flooding, insurers and campaigners have urged. There should also be an end to building new homes in flood-risk areas, to prevent communities living in “constant fear of flooding”, the Association of British Insurers (ABI) said, as it launched the Flood Free Homes campaign. Despite planning rules, some 20,000 new properties are being built on the floodplain each year, including 4,000 in places where there is significant risk of flooding, the ABI warned as it called for a “zero tolerance” approach to the problem. Stopping house-building in the floodplain has high support, with nine out of 10 people (90%) believing residential housing developers should be completely banned from building in high-risk areas, according to a poll carried out for the launch of the campaign. The Flood Free Homes campaign, which is supported by Friends of the Earth, the National Flood Forum, the Know Your Flood Risk campaign and the Property Care Association’s Flood Protection Group, aims to raise the issues of long-term flood defence investment and land and water management.

It comes a year after parts of the UK were hit by devastating flooding as the country was battered by a series of extreme winter storms. The survey of 2,500 people by YouGov for the ABI found that flood defences topped the list of environmental issues that should attract Government spending, with more than a third (36%) saying it was the most important recipient of funding. And almost three-quarters (73%) thought that local authorities were primarily responsible for ensuring new homes are built in suitable locations, with an acceptable level of flood risk. The campaign is calling for spending of £1bn a year on flood defences by 2025, a zero tolerance approach to inappropriate new developments in flood-risk areas and cross-party political consensus on long term solutions for tackling flooding. Huw Evans, deputy director general at the ABI, said: “The need for this campaign to address the UK’s rising flood threat has never been more important. No action is not an option. “Last winter’s floods highlighted the trauma and devastation flooding brings. How we manage our land and water has to become central to government decision-making across the UK, whoever is in

power,” he said. “Without adequate long-term investment in flood defence protection that reflects the increasing threat, a zero tolerance approach towards building in flood risk areas and political agreement, too many communities will continue to live with the constant fear of flooding.” Guy Shrubsole, Friends of the Earth climate campaigner, said: “With climate

change pushing up flood risk, it’s vital that the Government ramps up its investment in flood defences and stops building homes on floodplains. “It’s not right that the human and economic costs of climate change are pushed onto those most vulnerable to flooding we need to tackle this huge problem together.”

Exploit changes to ISAs Isa savings accounts have been overhauled to allow savers greater flexibility with their tax-free cash. Probe into power company Energy firm SSE is facing an investigation by Ofgem over concerns that it restricted competition in the electricity connections market. The regulator has launched a probe over the way in which housing developments and other sites not yet connected to the grid choose where they get their power from which can include a local distribution company or an alternative provider. Ofgem said it wanted to increase competition in this market but had found evidence that SSE possibly breached competition law. It is to investigate whether the company put its rivals at a disadvantage. It came as the regulator published a separate announcement on new rules for price comparison websites to meet tighter standards on how tariffs are displayed. The “confidence code” is designed to ensure customers can trust that some deals are not hidden from their view. Sites will have to list companies from which they receive commission.
