FINANCIAL VIEW Don’t let a money mishap spoil your Valentine’s Day, says Vicky Shaw Valentine’s Day is just around the corner and many of us are busy preparing for that perfect love-filled day. Perhaps a proposal is on the cards, or a surprise getaway, or even a wedding. With all that romance around, thoughts of protecting your finances may be the last thing on your mind, but remember big romantic gestures can put more than your heart at risk. From ruined surprises to engagement rings going AWOL, the Financial Ombudsman Service, which steps in when consumers cannot come to an agreement with a particular firm, sees all manner of problems. Last year, the ombudsman received around 200 complaints from couples after a money mishap spoiled their plans. And with the average wedding now said to cost upwards of £20,000, there’s a lot at stake financially if something does go wrong. Caroline Wayman, chief ombudsman, says: “Many people don’t realise they can ask the ombudsman to help them sort out a problem with something wedding-related. But each year, the ombudsman sees complaints about everything from dream dresses bought on credit cards to stranded honeymooners stuck in hospital.” With that in mind, here are some tips to ensure your perfect day stays that way: ■■ Engagement rings. Whether your plans involve going down on bended knee or popping the ring into a glass of champagne, make sure it’s insured. As soon as you have the ring, check with your insurer how to cover it. It may need to be listed separately on your policy. But even the best laid plans can go awry. The ombudsman dealt with a complaint from a “Mr W” who bought his girlfriend a diamond ring for a Valentine’s Day proposal. Before proposing, he added the ring to the insurance - and the insurance company agreed to his request not to send any paperwork about this until after Valentine’s Day, so that the surprise for his intended bride wouldn’t be spoiled. But a couple of days later, Mr W’s girlfriend arrived home first, and opened information
which had been sent on the change to the policy, including the new ring being added. The ombudsman awarded £150 for the impact of the insurer’s actions in ruining the surprise. ■■ Paying the price. Whatever your plans, if you’re spending more than £100, paying by credit card can give you extra protection under section 75 of the Consumer Credit Act. This means that you can also take your complaint to the credit card provider if what you have paid for is not as advertised or doesn’t arrive. T h e ombudsman dealt with a complaint from “Mr R”, who bought a ring from a jewellery website which was found to be scratched. He sent the ring back, but later discovered the company had closed down. Mr R asked his credit card provider – his bank – about getting a refund under Section 75. When he couldn’t reach an agreement with the bank, he complained to the ombudsman, who told the bank to refund the money Mr R had paid for the ring, plus £100 for the inconvenience of having his claim wrongly turned down. ■■ Wedding insurance. A typical wedding insurance policy can protect you from loss or damage to your wedding dress or gifts. You may also be covered for wedding cars breaking down or having to re-take photographs. Wedding insurance can also pay out if the big day has to be put off due to the bride or groom being ill. Policies differ, so make sure yours covers what you need. The ombudsman heard from “Mrs D”, who had taken out insurance to cover her dream winter wedding and reception. Heavy snowfall meant that a third of the guests couldn’t attend the ceremony, and many guests had to leave immediately afterwards. Mrs D’s claim to her insurer was rejected as the wedding had still gone ahead. She went to the ombudsman, who said that due to the bad weather and the fact that the reception was cut short, the insurer should pay £15,000 for the reception having to be rearranged and £250 compensation for Mrs D’s trouble and upset.

‘Stiff upper lip’ masking level of family strife

The majority of the public underestimates how many families are struggling with multiple pressures like poor housing, bereavement, disability and unemployment, new research shows. Family support charity HomeStart believes the results of the survey, carried out by YouGov, suggest this may be because families are putting on a ‘brave face’ and trying to keep problems behind closed doors. Releasing the research to tie in with its Snowflake Appeal for Vulnerable Children, Home-Start urged families overwhelmed by hardship and tragedy to reach out for support.
Rob Parkinson, chief executive of Home-Start UK, said: “We know that at any time, one in four families has to cope with multiple pressures – everything from mental health difficulties to bereavement. But when we asked the British public, more than half (55%) thought the figure was much lower, with 38% choosing one in 10 and 17% thinking it was one in 20. “It may be that people don’t see the full extent of the problems facing families because of parents’ desire to mask them. This may be a result of cultural factors, like the British ‘stiff upper lip’, feelings of shame or inadequacy, or just
becoming overwhelmed by the situation.” Rob continued: “While most of the families we work with are referred to us by professionals in health, schools or social services, we are happy for families to refer themselves. “We regularly see incredible parents who are struggling with really difficult circumstances. Often it just takes a little support to help families through a difficult time, so parents should never be afraid to ask for support when they need it. “Our services are confidential and non-judgemental, and our volunteers, all of whom have
parenting experience, work directly in the home. Making sure we can reach all the families and support vulnerable children is why our Snowflake Appeal is so important.” Home-Start supports 32,000 families a year in 300 local communities across the UK and relies on outside funding to maintain and improve their reach. The charity is also appealing for more people with parenting experience to volunteer to support families in their local communities. How to safely arrange for someone to pay on your behalf If your mobility is limited, getting to a cash machine or paying the mortgage can be a struggle. The Payments Council has launched a new guide to help people safely manage their finances, particularly aimed at people with restricted mobility, perhaps because of an illness or accident. It found that, worryingly, three-quarters (74%) of
people who have recently needed extra help to make payments have potentially put their financial security at risk by resorting to sharing their card and Pin number with someone else. Going online to manage your finances or do your shopping may be an option for some. Other alternatives include possibly setting up
a second account for the consumer and a person they trust. This can be completely separate from their main account, limiting their access purely to funds held in the second account. Some banks have also developed a service where they can issue a code, which can be used at a cash machine on a one-off basis, and without a card.
The guide suggests that the consumer could give the code to the person, who can only use the code once, and only within three hours from when the code is issued. If a consumer needs to ask someone to pay for shopping or bills on their behalf, they could also give their bank a formal instruction that they would like to authorise “third
party delegation” or “third party access”. For some people, a prepaid card may also be a potential alternative. This can be topped-up in a similar way to a payas-you-go phone. Now’s the time for a fixed-rate mortgage Home-owners looking for long-term protection against interest rate rises are being offered record low deals after one lender launched new rates. Britain’s biggest building society, Nationwide, has offered a 10-year fixedrate mortgages at rates below 3%, after Barclays unveiled a similar deal at
2.99%. Nationwide’s new deal enables new mortgage customers to lock into a rate of 2.94% for a decade, while for existing Nationwide mortgage customers the rate is lower, at 2.84%. Borrowers must have a deposit of at least 40% to get the deal, which comes with a £999 product fee.
Gold bars go on sale The Royal Mint has revived a bullion brand which ceased production nearly 50 years ago, meaning that fine gold and silver bars bearing the historic initials “RMR” have once again become available. The move marks the first time since 1968 that customers have the opportunity to own a newly-mint-
ed precious metal bar bearing the RMR initials, which represent the Royal Mint Refinery. It is also the first time that the Mint has made the bars directly available to the public. The silver minted bars are available in 100 gramme units, while the gold bars range from 1g to 100g in weight.
