Keeping the toilet roll replenished is a no-brainer for hosts, while guests are always considerate and respectful. Or so you would think. The emergence of an online handbook for housesharers proves that what’s obvious to some is a complete surprise to others, especially in our digitally-focused, tech-frenzied world. The new ‘Debrett’s Guide to Homesharing Etiquette’ — a collaboration between the time-honoured etiquette experts and the housesharing website Airbnb — is aimed at smoothing

relations between guests and hosts. It aims to mix “guidance rooted in centuries of British etiquette, including rules on punctuality and how to make the perfect introduction, with advice on modern predicaments like smartphones and social media at the dinner table, and smoking electronic cigarettes indoors”.

First-time buyer struggle highlighted First-time buyers would be paying £77,000 less to get on the property ladder if house price inflation had kept pace with wage increases in recent decades, according to the homelessness charity Shelter. Across England, the price of a starter home has increased by around 48 times since 1969, while first-time buyer households’ incomes have typically increased 29 times, the charity said. If house prices had increased at the same rate as incomes, instead of having a price tag of £198,039, the average starter home would cost £121,166,

Shelter found. ■■ Average household incomes are back to where they were before the financial downturn struck, the Institute for Fiscal Studies (IFS) has found. But the recovery in living standards has been much slower than after previous recessions and changes to spending patterns suggest that people think their income prospects have taken a permanent hit, it warned. Younger people on higher incomes, and people without children tend to have come off worse than those in other groups in recent years, according to the findings.

More people looking to long-term savings Three in four people are currently saving, according to a new report which found more of us are starting to embrace the idea of saving for the long term. Some 74% surveyed for Scottish Widows said they are putting money aside — up from 63% when the same question was asked in 2010. The average amount that people have in short and long-term savings across the UK is also increasing, and stands at £32,407, marking a 7%

or £2,232 year-on-year increase. The research was carried out among 5,000 people. ■■ The average first-time buyer faces paying 11% more for a property than they did a year earlier, according to Office for National Statistics (ONS) figures. The typical price paid by someone taking their first step on the property ladder was £208,000 in November, the latest month for which the figures are available.

Forget Nigella, family recipes are favourites HOUSEBUILDER McCarthy and Stone has found that when it comes to celebrating special occasions, Christmas, or even the evening meal, family recipes handed down from generation to generation are the go-to choice for families in the North East. Two thirds of respondents (61%) have a family favourite recipe in their collection. McCarthy and Stone asked people nationwide to share their most treasured family recipes, and who they inherited them from, in order to create ‘The Great British Recipe Tree’. Research, which surveyed more than 2,000 people, revealed that in the North East, 61% of respondents have a muchloved family recipe in their collection that has been passed down through the generations. Encouragingly, 94% of those intend to keep the tradition alive by, in turn, passing their treasured recipe down to children or friends, showing that the

North East is a region keen to keep the art of recipe legacy alive! An overwhelming 89% of recipes handed down came from mum or dad, or grandparents, but 9% also came from friends. Some 63% of respondents say the recipe brings back fond memories of their childhood, whereas 27% say using the recipe is a family tradition. To celebrate cherished family recipes and the people who gave them, McCarthy & Stone has created a range of eleven recipe cards. Each recipe card will be available from selected McCarthy & Stone developments nationwide from Mother’s Day on Sunday. Taking pride of place is Chetna Makan, semifinalist on The Great British Bakeoff in 2014, who has put forward her own personal favourite recipe for sour and spicy potatoes. It was handed down to her from her Mum, and will form the eleventh recipe card.

■■ Landlords in selective licensing areas could face a fine of up to £20,000 for letting property without a licence

With increasing numbers of people becoming new landlords in the private rented sector, often without any relevant experience, it’s imperative that all those in the buy-to-let market know the letter of the law when it comes to their properties. Neil Woodhead, founder of Ready Rentals, an online resource that provides self-managing landlords with the tools and support needed to deliver a legally compliant service, gives an insight into five 2015 regulation alterations set to have a drastic impact upon the private rented sector this year: Right-to-Rent As of December 1, 2014, landlords in Birmingham, Walsall, Sandwell, Dudley and Wolverhampton have faced fines of up to £3,000 if they fail to determine whether their tenants legally have the right to live in the UK before granting a tenancy. The new legislation deems that they carry out the appropriate immigration checks, or right-torent checks, first or risk receiving a fine of up to £3,000. If these trials are successful, the new measures could be rolled out across the rest of the country as early as March/April this year. With the 2011 census records showing that over 1.5 million people living in private rented housing have no passport, campaigners not only fear that this added bureaucracy could drive up illegal tenancies, poor housing conditions and discrimination, but it could also mean that tenants lose access to housing, simply by not having the proper identification. It is, however, imperative that

all private landlords follow these rules and we wait with baited breath to see if the scheme becomes law throughout the entire country. Stamp DUTY In his autumn statement, George Osborne unveiled a major overhaul of the stamp duty system. These changes should, in theory, mean that private landlords are paying lower costs when purchasing investment property in 2015. Hopefully this move will attract more landlords to the market and, in turn, encourage existing landlords to expand their portfolios too. SELECTIVE LICENSING Selective Licensing is intended to address the impact that poor quality private landlords and anti-social tenants have on the market. Areas covered by such schemes require landlords to obtain a licence and those that fail to do so could face a fine of up to £20,000 and sometimes even the authorities taking control of the property. Though a 2013 poll by Paragon Mortgages found that 74% of landlords thought that selective licensing would deter new landlords to the industry, this was overlooked by the Government and the scheme was first introduced by Newham council. Whilst there have been instances of the scheme failing, many local authorities have adopted the scheme. However,

in December 2014 a High Court judge quashed a selective licensing scheme that Enfield Council was seeking to apply to the whole borough, ruling that the local authority had failed to consult those outside the area who were likely to be affected and failing to consult for a sufficiently long period. Sheffield, Croydon, Rotherham, Brent, Waltham Forest, Liverpool, and the Wirral will all go ahead with selective licensing schemes in the first half of 2015 and with the passing of the Housing (Wales) Act 2014 making it a mandatory requirement for landlords and letting agents in Wales to register in order to let and/or manage property, it is important that landlords check their local council’s website to find out whether a selective licensing scheme is in place or if a HMO licence (House in Multiple Occupation) is needed. WATER DEBT There is now a legal obligation on all landlords with properties in the Welsh Water (Dwr Cymru) and Dee Valley Water areas to share certain data about their tenants with their water company. After 21st January 2015, if landlords within these areas fail to supply the relevant information for their existing tenants they could find themselves jointly liable for their tenants’ water debt. One to watch out for anyone owning and renting out a property in Wales this year and going forwards. UNIVERSAL CREDIT Affecting 1.6 million tenancies, Universal Credit is now a feature

of almost 100 Jobcentres across the UK and is set to be in one in three by spring 2015. Bringing together six benefits and tax credits into a single monthly payment, this welfare reform aims to provide a simplified means-tested benefit system, providing an income to those out of work, as well as those on low incomes. Critics argue that the benefit cap could harm larger families, force people to move to poorer areas (increasing ‘low-income ghettos’), make it much harder for benefit tenants to enter the private rented sector and penalise those who do not have access to and/or the skills to pursue an online application, thus creating more debt and homelessness in the process. Only time will tell whether the reformed welfare system is working or not along with whether there will be further delays, felt previously due to the new IT systems involved. Financial firms are being challenged to DINING AREA review the way they treat vulnerable people, writes Vicky Shaw Many of us will find ourselves vulnerable at some point in our lives. So it’s rather worrying to hear that some people seeking help from financial providers are coming up against a “computer says no” approach which could be putting them at risk of further harm. The Financial Conduct Authority (FCA) has been looking at how the industry can work together to improve the way they recognise the signs of someone being potentially vulnerable. T h i s means that rather than just treating someone like a “typical” one-size-fits-all customer, they are offered more specialist support where needed. Of course, people can find themselves vulnerable for a wide variety of reasons, not all of which may be due to a sudden, life-changing event. Research has shown that one in seven adults has the literacy skills of a child aged 11 years old or younger, while just under half of UK adults has a numeracy attainment age of 11 or below. Meanwhile, it is estimated that 7.1 million adults in the UK have never used the internet. Many people are also living on a financial knife edge. According to the Money Advice Service (MAS), almost half of adults do not have enough savings to cover an unexpected bill of £300. There are also issues around our ageing population to consider. More than 1.4 million people in the UK are aged 85 years old or over. The number of over-85-yearolds in the UK is predicted to double in the next 20 years. Despite this, the FCA has heard from consumer bodies who say people in difficult circumstances are struggling with some firms’ rigid policies. Some firms are being “overzealous” in applying their rules, or are bombarding customers with complex information that makes it hard for them to weed out what’s important from what isn’t, the regulator has found. In one case, a cancer patient told the FCA that they had contacted their bank to

discuss a temporary loss of income, but instead of talking through their options, they were told to call back when their accounts were in arrears. In another example, a carer who held legal power of attorney reported that she had problems with a cashier refusing to serve her, and another cashier refusing to accept her blind mother’s signature. The FCA says there are several steps that financial services providers can take to help vulnerable customers – many of w h i c h would benefit everyone generally. These include having clear and easy-to-understand financial products that do not contain surprises which only surface when a crisis strikes. Firms can also help by offering people a choice of ways to communicate with them, such as face-to-face, phone, text, post, email and web chat. The FCA says it is also important for people to feel that they will be treated as “an individual and you won’t face the ‘computer says no’ response just because your circumstances do not fit the standard mould”. Being able to talk to someone who has time to listen and being offered flexible outcomes are also seen by the regulator as important. In some situations, a firm may temporarily take measures to help someone who is struggling financially. But, given the wide array of issues that can crop up, other possible options to help vulnerable customers could include looking at alternative ways of paying a bill, helping someone register a power of attorney, stopping letters being sent to someone who has died, or not relying on an automated process to decide how “credit-worthy” someone is. Caroline Rookes, chief executive for the Money Advice Service, says: “Given the long-term nature of many financial commitments such as loans and mortgages, it is important for firms to be able to support people in adapting to the real-life events which can impact on their finances.’’
