After years of stagnation the housing market's showing new signs of life, but some experts warn we could be heading for a new "bubble". VICKY SHAW reports AS Britain basked in unusually hot weather over the summer, the temperature also turned up in the housing market. Strong growth in demand from would-be buyers has prompted a sharp upturn in house prices in some regions, leading some experts to fear that the market's in danger of overheating, and that the country's heading for another boom and bust. The Royal Institution of Chartered Surveyors recently took the step of calling for a cap on annual house price growth, suggesting the Bank of England should intervene if they rose by more than 5%. So why are these concerns being raised now? Much of the recent uplift in demand has been put down to a significant increase in mortgage availability over the last year, thanks in large to a string of Government schemes to kick-start the market, such as Help to Buy and Funding for Lending. Some people who may have struggled to get a mortgage previously have suddenly found that lenders have turned the taps back on again. The typical interest rate on new mortgages has fallen to a record low of 3.47%, according to recent figures from financial regulators, while lenders have reported seeing first-time buyer numbers reach their highest levels in more than five years. The greater demand has combined with a shortage of properties for sale to push up prices, pundits note. Housing charity Shelter says that less than half the number of homes is being built each year than are needed to meet demand. Meanwhile, the Government's preparing to inject a further burst of activity into the market with the launch of a second, more controversial, phase of Help to Buy at the start of next year. The first stage, which began in April, offers loans so people can buy new-build homes with a deposit of just 5%. The second stage, due to come into force in January, extends this support to buyers with small deposits to any property costing up to ÂŁ600,000, with the state effectively taking on the risk of a borrower

defaulting. Several commentators have urged the Government to consider ditching this phase, including financial expert Ros Altmann, who says the scheme should be focused on building new homes, not "increasing demand for existing properties". But lenders and Ministers have dismissed concerns that the country's heading for an over-inflated housing market, puffed up by the Government promoting borrowing that would otherwise be unaffordable. The Council of Mortgage Lenders has said that the recent upturn in lending is "healthy", and nothing particularly out of the ordinary compared with previous market recoveries. The CML's figures show that around ÂŁ16.6 billion worth of mortgages were handed out to borrowers in August, almost a third higher compared with the same period last year. When you peek behind the headlines about soaring prices, you will still see huge variations taking place across the country. House prices in England have risen to a new peak and are up by 10% year-on-year in London, according to the Office for National Statistics, but they've dropped by 2% in Scotland year-on-year, and fallen by 0.7% in Wales. To confuse things further, Matthew Pointon, a property economist at Capital Economics, points out that there are a range of different studies using different calculations to work out average house prices. He says: "The clear weight of evidence is that, parts of London aside, house prices are still some way off their previous highs. "Not only are regional house prices behaving very differently, but alternative house price indices can give very different signals about the strength of the market as a whole."

In good weather it’s lovely sitting on the balcony to see the view,’’ said Vanessa. From the front Rimrock is a single-storey property but is two-storey at the rear due to the hillside location. Get a free insight into preservation NATIONAL trade body The Property Care Association has produced a free guide to provide an insight into preservation surveys and what they entail.

Preservation surveys, which investigate signs of dampness, timber decay and insect infestation in properties, are often requested as part of a pre-purchase survey, or when a property occupier suspects there may be a specific problem. This latest guide from the PCA gives an overview of the survey process, using real-life case studies to illustrate some of the problems that occur and how affected properties are reinstated. It also discusses what homeowners can do to minimise the risk of such defects occurring. The white paper, entitled ‘Preservation Surveys – A Background,’ is available to view on the PCA website. Steve Hodgson, chief executive of the PCA, said: “The preservation survey is a thorough procedure, which looks at all aspects of a property. “If a preservation surveyor is appointed to identify a specific problem, once the existence and extent of the issue has been established, the main priority must be to focus on its cause.

“For a pre-purchase situation, the survey can unearth a wide-range of potential problems, giving buyers peace of mind about their property purchase before contracts are signed.” The PCA represents the building preservation industry, and specialises in structural maintenance, waterproofing, damp-proofing, timber preservation and invasive weed control. The Association is noted for its training and technical expertise, with an industry-recognised training programme and a renowned technical panel able to share best practice and guidance with members. The PCA is also a member of Trustmark, the Government-backed scheme which aims to help consumers find reliable and trustworthy tradesmen when making improvements or repairs to their homes. A quarter of sales to first-time buyers MORE than one in four home sales in August went to a first time buyer according to latest figures from the National Association of Estate Agents – a proportion not reached since July 2010.

Figures from the NAEA August Housing Market Report showed encouraging growth with the average number of FTBs increasing from 22 per cent in July to 26 per cent in August, suggesting the impact of looser lending restrictions and uptake of Help to Buy are beginning to be felt. NAEA members also reported an increase of nearly a third (28.8 per cent) in the average number of house hunters per branch, up from 250 in July to 322 in August. Members also reported a slight increase in the average sales agreed per branch in August (nine) compared with July (eight). While sales and house hunters are up, however, supply levels saw a slight decrease over the course of the month, meaning that buyers face rising competition for the best homes. The number of available properties per branch decreased from 53 in July to 52 in August suggesting properties are being snapped up by eager buyers looking to take advantage of continuing low rates. And it’s the forty-something movers who are leading the way – 40 per cent of home buyers last month were aged between 41 and 55 years old, followed closely by 31 to 40 year olds at 36 per cent. Buying a house as a couple was the most popular method seen by member agents with nearly eight out of ten properties being sold to couples. Only 12 per cent were sold to individuals. Jan Hitch, president of the National Association of Estate Agents, said: “The return of FTBs purchasing property has been anticipated for some time now. “The combination of low interest rates and help from the Government has made purchasing a home more attainable for FTBs and it is good to see that many of them are taking advantage of the incentives available. “The significant increase in the number of house hunters, particularly in what’s often a quiet time in the market, is also a very positive sign that confid-

THE NUMBER of house sellers who have slashed money off their original asking price is at a record low for the summer months as confidence flows back into the market, a property website has reported. Less than one-third (32%) of sellers whose homes are currently on the market were found by Zoopla to have cut their asking price, marking the lowest proportion it has seen for the summer quarter since the website’s records began three years ago. Zoopla said its latest findings are a further indication that sellers are becoming more confident about standing firm to get what they want. This time last year, 37% of house sellers had shaved money off their asking price to attract a buyer.

AN insurer is seeing a rise in customers enquiring about legal agreements regarding their pets, dubbed “pet nups”. However, Co-operative Pet Insurance also said its research showed that only one quarter (24%) of pet owners discuss with their partner what would happen to their pet in the event of a relationship break-up. Lee Mooney, head of the Co-operative Pet Insurance, says: “It's common for couples to purchase a pet whilst in the exciting first stages of a relationship, but we would encourage couples to discuss the logistics of who would be able to care for the pet if a break up were to happen.’’

FAMILIES are making more determined efforts to shore-up their savings, a report has found. Households are putting £96 a month away typically, which is a new high for the Aviva family finances report, which goes back to January 2011. The report suggested the increase has been boosted by an improvement in household income.
