Sadly though, this doesn’t do much to prevent the cold sweat that then inevitably comes when we open our next energy bill... Thankfully, a few simple steps could save significant sums of cash, and this week, the Big Energy Saving Week – w h i c h involves bodies such as the Energy Saving Trust, Citizens Advice, Age UK and the Government – is aiming to help people take more control over their bills. So, before you reach for the heating switch, here are some tips to help you shave down your bills in the coming months: ■■ Are you on the best deal? Shopping around for a different energy supplier could save you up to £200 and there are lots of comparison websites that can help. Ofgem has recently urged consumers to add energy shopping to their “winter ritual”. It may also be worth getting in touch with your existing supplier to discuss other options. If you’ve switched suppliers or are considering doing so, make sure you haven’t left any unclaimed credit behind on your old account. If you use heating oil, you may find it more difficult to shop around. You might want to consider setting up a local oil buying club, which could give you the collective buying power to negotiate a better deal from oil suppliers by buying in bulk and getting deliveries at the same time. Websites like Oilsave (www. oilsave.org.uk) can help people to find out about local suppliers. ■■ Could the way you pay your bill bring down costs? Many suppliers offer a discount for paying by direct debit. Paying this way can work out around £100 a year less than paying by cheque, for example. The Energy Saving Trust (energysavingtrust.org.uk) has information about the help that energy suppliers can give. ■■ Wear more clothes! Put on a bodywarmer inside the house. Some of these can be bought for a just a few pounds in some shops. Try your local market for thermal underwear. Many stalls offer a good range of inexpensive vests, longjohns and thermal tights. Layer your clothes. Wearing several thinner layers is more effective than one thick jumper. ■■ Is your fridge-freezer more than 15 years old? As this appliance tends to be constantly switched on, it could be worth investing in a newer and more efficient model. If you can’t afford a replacement, make sure your fridge is running as efficiently as possible. Checking the back is ventilated and dust-free and that the door seal is undamaged. Keep it away from heat sources such as direct sunlight or your oven or boiler. ■■ Good habits can save money Close your curtains at dusk to stop heat escaping through the windows. Chas and Sue took over the running of Elm Crest when they moved here from the Leicestershire town of Market Harborough. It would be nice if it continued as a guest house but it could be a fabulous home for the right people.’’ Part of the charm of the property is the amount of original period fittings and fixtures which include several fireplaces, ceiling roses and ornate coving. Some of the larger old houses in Edgerton which have been converted into flats have lost many original features. Service to help check up on immigrants
As NEW legislation comes into play that forces landlords to ‘police’ the immigration status of their tenants and a new service has been launched to help out. Ready Rentals, an online support system for private landlords, is launching just as those renting out their properties are preparing to face new rules that mean that they must check the immigration status of prospective tenants before granting a rental agreement. Coming into play from December 1 this year in Birmingham and expected throughout the rest of the country next year, Home Office legislation will dictate that private landlords will have to ask those applying to live in one of their properties for proof of their right to reside in the UK. This could be a passport, right of abode certificate, or alternative documents. Although recommended as best practice by the National Landlords Association (NLA) to minimise the risk of tenants reneging on rent, a check on immigration status is not currently a legal requirement, yet the new legislation, which will form part of the Immigration Act, will mean that a landlord failing to comply could receive a fine of up to £3,000. This pilot scheme in Birmingham,
which, if successful, will be rolled out next year, has stirred up much feeling amongst the private rented sector. Others fear the additional weight of responsibility on private landlords might negatively affect the industry, putting people off renting out their properties as they struggle to cope with the changing legislative demands. Neil Woodhead, founder of Ready Rentals, who established the service from his background of more than 35 years in the property management sector nationally, said: “The immigration issue is a hot topic at the moment, with the government and opposition openly debating their approach to the nation’s growing problem. “But I don’t see this new legislation merely having been presented as a votewinner. Checking a tenant’s immigration status is not only beneficial to the country as a whole, it also helps the landlord to feel more assured that they will receive their rent successfully. “For some it can feel as though the legislation that private landlords have to follow is constantly changing, and this can be daunting for many. Yet it is important that private landlords face this, and other legal demands placed upon them, in a thorough manner — the result is

Need for more housing HouseBUILDING must be doubled with an emphasis on more affordable homes, Labour’s Lord Prescott has told peers. The former deputy prime minister acknowledged that all governments had failed to tackle the problem and confessed his own ministerial shortcomings. In a Lords debate on housing, Lord Prescott said: “We have an obligation in housing policy to produce affordable homes. “All governments failed and I must put my hand up as a minister in charge of housing that I wasn’t able to double the housing because that is what we have to do.” He said a “common” housing policy was needed, adding: “We can no longer keep arguing perhaps the ideological case whether it should be public or private.” Lord Prescott said housing supply had to be doubled and there must be new initiatives to build cheaper houses.

House building the strongest since 2007 and not just in South House-building activity is at its strongest levels since 2007 as the recovery broadens out beyond London to the rest of the UK, an industry body has reported. But the National House Building Council (NHBC), which released the figures, also warned that small builders are still struggling to raise finance from “risk averse” lenders and the industry as a whole is seeing shortages of skilled people such as bricklayers, carpenters and decorators as work picks up. The NHBC has recorded 107,017 registrations for house-building between January and September 2014, marking a 6% increase on the same period a year earlier and the highest year-to-date total seen since 2007, before the economic downturn struck. Within the total for this year so far, 36,343 registrations were recorded between July and September, which is also the strongest total for the third quarter of the year since 2007 and an 8% jump compared with the same period in 2013. The NHBC’s registration figures are taken from builders who are responsible for around 80% of homes constructed in the UK. Builders are required to register a house with the NHBC before starting work, which means its figures records represent homes that are to be built in the months ahead. The NHBC, a non-profit body which provides warranties and insurance for new-build properties, said its latest figures show that the house-building recovery is “genuine” and “broad-based”, with pockets of strong growth seen in the North East, Yorkshire and Humberside and the West Midlands. It said: “Housing growth is no longer London and South Eastcentric, with these regions beginning to show signs of cooling.” New registrations in Scotland were up by 9% between July and September compared with a year earlier, while those in the North East and Yorkshire and Humberside were up by one third (32%) and those in the West Midlands surged by 51%. In London, registra-
tions were up by 6% in the third quarter of this year compared with a year earlier, but in the South East they have fallen by 15% compared with a year ago. Mike Quinton, chief executive of the NHBC, suggested that London and the South East could in part be seeing slowing in the pace of building activity as people look for more affordable homes outside these areas. House prices in London in particular have surged over the last year and some recent housing market studies have suggested that more house hunters are starting to cast their nets wider than the capital. Mr Quinton said that while the building figures for the South East are still relatively strong, “builders have seen there is demand further up the country”. The figures also show that rising numbers of people aged over 55 years old are snapping up n e w b u i l d homes, while the proportion of younger people who are buying them is decreasing. Mr Quinton said this could partly be explained by younger people still struggling to get on to the property ladder, while at the same time new-build homes are becoming increasingly attractive to older people who are looking to cut their household bills. Some 26% of people who bought a new-build home in the first half of 2014 were aged over 55, while 7% were aged under 25. The NHBC also carried out research among around 500 small builders and developers to find out what obstacles they are facing, as many smaller companies are not showing growth as the recovery gains momentum. Around one quarter of smaller companies (22%) cited obtaining finance as a challenge and for many the unwillingness of banks to lend, together with the conditions imposed, appeared to be “serious barriers to their business”, the NHBC found. It quoted one small builder as saying: “The large banks impose impossible conditions on small builders.”
