Last year saw house prices surge to new levels and the launch of the Government's 'pensions revolution'. Vicky Shaw reports on how the financial landscape changed in 2013 WHAT a difference a year makes. As 2013 has just ended we can reflect on the 12 months that finally gave us a few chinks of light after years of bleak economic news. The obvious place to start is the housing market, barely recognisable from a year ago. In the late summer of 2012, building society Nationwide reported that house prices had recorded their biggest annual fall in nearly three years, and the best that could be said was how Britain's housing market was showing "resilience" compared to other countries in the eurozone crisis. Fast-forward a year and the Office for National Statistics (ONS) reported house prices reaching record high levels in August - only for this peak to be passed two months later in October. Admittedly, this revival did not appear evenly spread. Throughout 2013, London's housing market raced ahead of the rest of the UK like a Formula One car taking on a steady family saloon. The ONS figures for October showed house values in London had rocketed by 12% year-on-year - and, at £437,000, a typical home in the English capital is now worth almost three times of one in the North East, where a typical property costs £148,000. As the year has progressed though, there are increasing signs that house price growth is now creeping beyond London. Even the housing market in Northern Ireland, which saw huge drops in prices since the economic downturn, is now starting to stabilise. These rising property values - which several experts expect to continue into 2014 - have brought cheer to many people who have put their money into bricks and mortar, particularly those who've been trapped with little or no equity in their home since the financial crisis struck. But, naturally, what's good news for some is bad news for others, and the inflating prices will make life tough for those
struggling to get onto the first rung of the property ladder. In response, this year saw the much-needed launch of the Government scheme, Help To Buy, to widen the availability of low-deposit mortgages. It can't do everything though, and first-time buyers will constantly need to find more cash even for low deposits to keep up with rising house prices. Another Government scheme which widened mortgage availability called Funding for Lending - is being re-directed away from the mortgage market towards helping small businesses to borrow. The Council of Mortgage Lenders recently said it expects to see a rise in gross lending from an estimated £170 billion this year to £195 billion next year, and £206 billion in 2015. That said, it also predicts factors like strengthened regulation and the fact that many households' finances are still stretched mean an "unbridled housing boom" is unlikely. Meanwhile in 2013, the Government's pension savings revolution got well under way. Two million people have now been automatically enrolled into workplace pensions as part of reforms to avert a looming retirement savings crisis. But, as the spotlight on pensions grows, warnings were sounded that many people are in danger of being placed into "rip-off" schemes with high charges. The Government is currently considering the possibility of placing a cap on pension charges and will set out firm plans next year. There were also some signs in 2013 that the chill on households' living costs is finally beginning to thaw, with the Consumer Prices Index (CPI) rate of inflation falling back to its lowest level in four years in November. However, the much-publicised recent energy bill hikes have yet to show up in these figures. However, people looking for decent returns on their savings have yet to see much light at the end of the tunnel as interest rates continue to be held at rock bottom levels.

Don’t expect to inherit UK retirees expect to leave an inheritance to their children worth £182,000 on average, a figure among the highest recorded across a global study. Almost two-thirds (64%) of retirees in the UK said they plan to leave an inheritance, and only Australia and Singapore had higher average expected windfalls, according to HSBC's survey of more than 16,000 people across different countries. The research found the proportion of retirees in the UK expecting to leave an inheritance is bigger than the share of working age people expecting to receive one, at 48%. Christine Foyster, head of wealth development at HSBC UK, says: “It is vital that people do not rely on these potential windfalls to fund their retirement. Whatever their good intentions, parents may face their own unexpected hurdles and require the money to fund other things such as their own medical and nursing care in later life.”

In a mock weather report, Fish encourages vulnerable people to find out what support is available to them to help with their energy bills and improving efficiency. Michael Fish has been broadcasting to the UK for over 43 years and is most widely known for his BBC weather reports and in particular the infamous ‘hurricane’ mis-report in 1987. Never one to shy away from the spotlight, Fish is now urging households not to get caught out by the weather like he did. He said: “I know all too well what it’s like to get caught out by the weather. “This winter, there are 3.6 million homes eligible for assistance with their energy bills – that’s 14 per cent of British households. “With such fierce weather predicted, it’s important that low income and

ECO obliges energy suppliers to help improve the energy efficiency of customers’ properties. The British Energy Aid Report 2013 identifies the number of households in each local authority and parliamentary constituency across Great Britain that could benefit from either of the two obligations outlined above under ECO. The Home Heat Helpline is funded by Britain’s major energy suppliers and supported by a range of organisations including Age UK, Citizens Advice; National Energy Action, Energy Saving Trust and Gingerbread.
ALMOST nine million people in the UK are estimated to be trapped in a spiral of severe debt – but just one in every six of these is getting help. Around 8.8 million people are “over-indebted”, meaning they have fallen at least three months behind with their bills in the last six months or they feel their debts are a heavy burden, the Government-backed body the Money Advice Service (MAS) found. But just 17% of this group said they are getting advice to help them deal with their debt. Two-fifths (40%) said they did not feel able to talk to their creditors and 44% did not know where to turn for help. Meanwhile, around one fifth of those classed as over-indebted, equating to 1.8 million people across the UK, did not recognise they had a problem.

A NEW publicity drive aims to alert thousands of victims of the Equitable Life scandal who are at risk of missing out on compensation because of failed attempts to trace them. Around 400,000 policy holders whose details were supplied by Equitable without contact addresses are still due to receive payouts under the compensation scheme, which is being extended for an extra year to give more time for them to be tracked down. The advertising campaign, which will run in newspapers and online, is to be launched in the coming weeks, a spokesman for the Equitable Life Payment Scheme said. More than one million people were left out of pocket after the pension firm was brought to its knees more than a decade ago and around 600,000 of them have received payments so far, totalling £734 million. Eligible policyholders who have not yet been contacted can call the scheme on 0300 0200 150.
Sellers flexible on price
MORE than half (63%) of homes sold in November went for less than the asking price, according to figures from the National Association of Estate Agents (NAEA). The NAEA said its survey indicates that sellers are still flexible to offers on their property despite the year's upturn in the housing market. Nearly two-thirds (62%) of property sales in November were due to house buyers wanting to up-size from their existing property. Jan Hytch, president of the NAEA, says: “With confidence in the economy beginning to grow, first-time buyers are feeling positive and taking the leap onto the housing ladder.’’

Rental market to become more tenant-friendly?
As the private rental sector continues to expand, tenants living in flats should always seek clarity on responsibility for communal spaces, according to the Association of Residential Letting Agents (ARLA). IN blocks of flats – or houses converted into flats – responsibility for communal areas like stairwells, corridors and exterior space can be a grey area for tenants in terms of responsibilities.
When renting any property, a tenant’s obligations should be clearly laid out in the tenancy agreement, as these may extend beyond the four walls of their flat. Susan Fitz-Gibbon, president of ARLA, said: “Neither tenants or landlords want the upkeep of any area within a property to ‘fall between the cracks’, so it is vital that all parties fully understand their responsibilities in properties with communal space. “Advice should always be sought from a professional agent before drafting or signing a tenancy agreement, and this will give piece of mind for everyone involved further down the line. It always pays to avoid assumptions; everyone involved in the letting of a property can benefit hugely from transparency and understanding from the outset.” ARLA has the following tips for those renting accommodation with communal areas: Who does what? If there are communal areas within a property, responsibilities for these should be clearly stipulated within a tenancy agreement. The landlord is legally bound to ensure electrical and gas installations in all areas of the property are safe, ensure an annual gas safety check on each appliance, as well as keep a record of each safety check. Beyond their ‘in-house’ commitments, tenants should also always keep communal passageways and corridors free of clutter at all times.
Call me, maybe? A tenant should always have relevant contact details in case there is a maintenance issue with a property. This should either be for the landlord or the management agency, and the best way to contact the party responsible for the property should always be clearly laid out in the tenancy agreement. If any anti-social behaviour or damage occurs in a property’s communal areas, it is always best to contact the landlord/agent as soon as possible to ensure they can rectify the situation in a timely fashion. Everybody needs good neighbours While this isn’t an obligation, introducing yourself to neighbours within a shared building can help to reduce the chance of dispute. Renting should be a positive experience, and this open approach can help amicably resolve any minor issues that may come up. It’s a jungle out there If your rental property has a shared garden, it is always worth checking if there are specific terms in the contract relating to this space. If you are planning to socialise in a shared garden, it is always best to inform your neighbours in advance – and maybe consider asking them along! Take the best advice If you would like clarification on any aspect of renting a home, seek advice from a letting agent affiliated to a professional organisation like ARLA. All ARLA licensed agents must adhere to a strict code of conduct, as well as offering client money protection and redress schemes, which protect all parties if things go wrong.
TENANT eviction firm, Landlord Assist, claims demand for the Government’s flagship Help to Buy Scheme, coupled with an expected rise in interest rates, could be the catalyst for the buy-to-let sector becoming more tenant-friendly. For the past few years the private rented sector has sustained a significant growth period caused by huge volumes of people opting to rent rather than buy because of difficulties in obtaining suitable finance for lenders. Subsequently, competition for the best properties has been fierce and has allowed landlords to charge record rents and enjoy substantial yields. But looking ahead, the nationwide tenant eviction and rent recovery firm is warning landlords that market conditions could be about to change, and potentially force down rents for the most expensive properties. According to Stephen Parry, commercial director at Landlord Assist, the Government’s Help-to-Buy scheme is making owner occupation more accessible and helping those wishing to move away from rented accommodation. For tenants paying the highest rents, this will make purchasing a property a lot more achievabl e a n d m o re cost-effective than renting. Mr Parry says: “Allowing people to purchase a property with just a five percent (5%) deposit will encourage a lot more movement in the property market and will appeal to tenants who are paying the highest rents. “Reduced demand for the most expensive rental properties may force rents down, although we fully expect rents at the lower end of the market to still have the potential to rise as the owner occupied market will still remain out of reach for many tenants. “Although the Help to Buy scheme will only affect a small per centage of transactions and its full impact won’t be felt for another two or three years,
landlords in the UK tend to work on an average of a six percent return on their investment. “At this level it is more lucrative than holding money on deposit and makes provision for some of the risk that a landlord will take with a property investment. “A one per cent fall in rents coupled with a two per cent increase in borrowing costs could eradicate much of the benefit for a landlord in terms of their property being income producing.” Graham Kinnear, managing director at Landlord Assist says: “The Help to Buy scheme is the first step that the Government has taken to stimulate movement in the property market. “Whilst this initiative will no doubt support tenants to move into home ownership, its impact on landlords in the months and years ahead should not be underestimated. “As the rental market becomes more tenant-friendly it is important that landlords adjust their strategies accordingly, investing in properties that are suitable for tenants who are less likely to take advantage of the Help to Buy scheme, such as students, tenants on benefits or low-income families, and set their rent prices at levels that will attract long-term tena n t s a n d provide greater stability. “ Wh i l e we are keen to see people fulfilling the dream of homeownership and support the Government in their plans we think there should be some further initiatives for individuals to invest in residential property. “The rental sector is important to the economy and employee mobility and should therefore investment in property should be positively encouraged.” Landlord Assist provides free, no obligation initial advice to landlords and can be contacted on 08707 662288 or via their website www.landlordassist.co.uk.
