The net is closing in on uninsured drivers. OUTSIDE VIEW Vicky Shaw reports So you’re driving back from a fun, sunshine-filled day out, and with the relaxed buzz of chatter coming from family members in the back of the car, you’re almost home. Suddenly, this peaceful journey is interrupted by a loud crash, and everyone is forcefully shunted forwards as another driver hits you from behind. Dazed by what’s just happened, you pull over into a safe place where insurance details can be swapped. But panic sets in as you realise that instead of following, the other driver has simply vanished back into the flow of traffic, never to be seen again. So what happens next in this tale? Well I should know, because it happened to me. It was the first chapter in how a motorist recoups their losses if they are the victim of a “hit and run” smash or the other driver is uninsured. Drivers with no insurance or who can’t be traced are a menace to all law-abiding road users. Not only do they push up the costs for all motorists by adding to the premiums that everyone pays, but they injure some 26,500 people every year and kill around 130. If you find yourself in a situation like this, don’t delay in telling the police as well as your insurer. Try to get down as much evidence as possible, including descriptions of the other vehicle and its occupants and names and contact details of any witnesses. Photos may also help, which is where a mobile phone camera could prove useful. You’re also likely to end up needing the help of a body called the Motor Insurers’ Bureau (MIB), which acts as a financial safety net for innocent motorists. The MIB was set up in 1946 as a not-for-profit body funded by the insurance industry and ultimately the insurance policies of all drivers. Under an agreement with the UK Government, the MIB acts as a lifeline for innocent motorists when the perpetrators are uninsured or can’t be traced. Paul Ryman-Tubb, head of technical at the MIB, explains: “Our role is to pick up the claim when there is no one else to pay.” Just like making a more “normal” claim where the driver who caused the accident is insured, the MIB will consider detriment such as personal injury, damage to

property and loss of earnings. Mr Ryman-Tubb says: “We will deal with all of this and compensate you, provided we accept that the uninsured driver is at fault.” The compensation process is likely to take a similar length of time for victims as if the other party involved was insured, although it can take longer if there are aspects which need further investigation, such as a dispute over who owns the other vehicle. But the MIB’s provision of compensation for victims doesn’t mean uninsured drivers simply get off the hook. Not only can they face fines, points on their licence and possible disqualification, but the MIB will pursu e uninsured drivers, through the courts if necessary, to claw back the financial losses they have caused. The MIB also plays a vital role in preventing cases like these happening in the first place. It works with bodies including the police, the DVLA and the government to take uninsured drivers off the road. One big change came from a new power handed to police in 2005, enabling them to seize uninsured vehicles. The MIB provides the police with information extracted from the Motor Insurance Database (MID) of 38 million policy records to have this at their fingertips. Around 2,000 vehicles are now seized like this every week, many of which end up being sold or crushed if the owner can’t prove they have insurance. Meanwhile, 15,000 letters a week are being sent out to people suspected of keeping a vehicle without insurance. These initiatives have helped to dramatically cut the number of uninsured vehicles on the road, from around two million in the early 2000s to one million now. The number of claims the MIB receives from victims of such accidents has also almost halved, from about 38,000 in 2005 to just over 22,000 last year. The crash in which I was involved happened some time ago. With my incident having been investigated and resolved, I’ve seen an end to my own personal saga, to my great relief. And with more motorists who flout the law being stopped in their tracks, it’s also reassuring to know that the chances of being hit by an uninsured driver are diminishing for everyone.

ALES of gunpowder and secret tunnels surround this week’s Our House, a semidetached cottage in the popular village of Highburton. The house, at Slant Gate, is built on the site of the former Old Hall, where the Lords of Burton lived in the Middle Ages. Home owner Beverley Dyrlaga, who is only moving next door to live with her mother, has researched a history of the area and turned up many interesting facts. She said: “Above the door of the semi-detached cottage next door is a triangular lintel stone which names the house as Old Hall. “There is speculation that the window lintels of both houses, which are decorated with various markings, are symbolic and contain a message. There has also been a rumour that a secret tunnel ran from Old Hall and houses on Hall Fold, possibly to an old church or Gothic chapel which was attached to the old hall. “Some people claim it was used to carry gunpowder, an escape route from the chapel or to carry water from the Holy Well on Garner Lane. “Seeing as quarrying was carried out in the local area, it’s entirely possible that gunpowder was moved about as it would be needed for blasting the stone.’’ Whatever it’s history, the house is today a mix of traditional and contemporary features providing a cosy cottage home. The addition of a single garage and off-road parking is ideal, due to its situation among older, characterful properties on the narrow Slant Gate — not a problem obviously when the house was original built in the 1800s. The house is situated in a conservation area and in a cluster of cottages, all of a similar age. To the front however is a pretty lawned garden,

Beverley, who works in a Halifax care home, said: “When I began to research the old hall story, I found out all kinds of interesting information, with history spanning many centuries. I just wish we knew if there was a message in the lintels of the house which are very unusual and quite a feature.’’ This house is a pretty cottage with a nice garden, close to the village centre of Highburton, local schools in Highburton and Kirkburton, a local store and village life. £400m for Rent to Buy scheme

A NEW £400 million initiative to give tenants a “springboard” from which they can buy a newly-built home has been launched by the Government. The Rent to Buy scheme will allow housing associations and other providers to bid for a share of £400 million in low-cost loans to build up to 10,000 new homes across England from 2015 to 2018. Half of the £400 million pot will be made available in London. The properties will mainly be made up of one and two-bedroom apartments. Landlords must then make the homes available for rent at below-market rates for at least seven years, during which time tenants will have the opportunity to save up for a deposit to buy their own home. At the end of the period, the tenant will have first refusal to buy the property, or they can choose to move out and buy somewhere else, or rent another property either privately or with the housing association. If the home is sold, the housing association will then have the option to use any returns on their investment to build even more affordable homes in the area. Alternatively, they will still have a home, which they can look to rent at an affordable rate to another tenant. Housing associations will have up to 16 years to pay back the low-cost loans. Until the loans are repaid, the homes must be made available for affordable rent. The housing association will only be able to sell or rent the home out at a market rate when the loan has been paid off. Launching the initiative, Communities Secretary Eric Pickles said: “This new scheme will help increase the provision of low-cost rented accommodation and provide a springboard for young people to upgrade to home ownership down the line.” The programme is part of a broader £23 billion Government affordable housing programme for 2015 to 2018. Mayor of London Boris Johnson said: “We hope to provide thousands of brand new homes many years sooner than would otherwise be possible.”

Stalling growth of property values as demand drops House price growth has stalled for the first time in over a year-and-a-half as the surge of demand from wouldbe buyers tails off, property analyst Hometrack has reported. But prices have risen slightly in the North West, the South East and Yorkshire. The zero percentage change recorded month-on-month across England and Wales in September marks the first time property values have seen no monthly increase since January 2013. Hometrack said this is a sign that the market has now come to the end of the “strong” cycle seen over the last 18 months, as a wave of pent-up demand was unleashed by the recovering economy and a widened availability of mortgage deals, particularly following the launch of the Help to Buy lowdeposit scheme last spring. With buyers becoming more scarce on the ground, they may now start

gaining the upper hand over sellers, although overall, market activity is likely to drop back in the coming months, it said. The volume of buyers registering with estate agents is now falling at a much faster rate than the percentage change in the number of properties coming up for sale, Hometrack’s figures show. The number of new buyers registering with agents saw a 2.6% fall in September, while the change in property listings only saw a slight 0.3% dip. Hometrack said the balance between demand and supply has “narrowed rapidly” in the last five months to the point where it has turned negative, pointing to a slowdown in price growth. As demand falls back, the typical percentage of the asking price achieved has decreased to 95.8%, down from 95.9% in August.

London is experiencing a pronounced slowdown in market activity, Hometrack said. The capital was the only area to see house prices fall month-on-month in September, with a 0.1% decline. Some 5% of districts in London are seeing prices fall, while less than 1% are seeing higher prices. Prices were unchanged in Wales, East Anglia, the East Midlands, the North East, the South West and the West Midlands. They increased by 0.1% in the North West, Yorkshire and Humberside and in the South East, with some commuter belt areas having felt a “ripple effect” from the strong house price growth which has previously been seen in London. Hometrack said that while seasonal factors can partly explain the slowdown moving into autumn, the market does appear to have reached the end of an 18-month cycle of strong

price growth. Richard Donnell, director of research at Hometrack, said: “The loss of momentum in price growth comes at the end of a very strong run of 18 months, in which the market was fuelled by pent-up demand, with Help to Buy fanning positive market sentiment. “That surge of demand has now receded, bringing the latest cycle to an end with no equivalent buyer push or pull on the horizon.” Mr Donnell said that tougher mortgage affordability checks on the back of rule changes in April, speculation over possible interest rate rises and also the debate over Scottish independence may have added to feelings of consumer uncertainty recently. He said: “Although the lead indicators suggest that buyers will start to gain the upper hand, there are many home owners who don’t need to sell

and won’t bother unless it’s financially beneficial to do so. The net result is a likely drop-off in activity in the coming months.” The report is based on a monthly survey of estate agents and surveyors about achievable selling prices. Housing Minister Brandon Lewis said: “This Government is committed to delivering long-term economic stability and economic growth. “The last administration oversaw a housing boom and bust, and we have been picking up the pieces. House building is now at its highest level since 2007 and continuing to grow, and 200,000 new affordable homes have been delivered across England since 2010. “On top of this, the Help to Buy scheme has helped around 53,000 households in England get on the property ladder with a fraction of the deposit they would normally require.”

Over £25million of damage has been caused to new homes by trees over the last six years, according to figures released by NHBC. The UK’s leading warranty provider and standard setting body for new build homes is so concerned by the scale of the claims that it has today issued guidance to home owners advising them of the best practice when planting trees close to their homes. The figures show that over £25million of claims were made by owners of new homes for damage to their property caused by trees between 2008 and 2013. Last year alone, NHBC paid out nearly

COTLAND has been making its mark in the headlines lately – and there’s a tartan army on the march in our homes, too. Interior designers are determinedly wooing us over to Highland decor style, with its characteristic plaids, those classic patterns with their crisscrossed horizontal and vertical bands in multiple colours. The majority of the leading home collections feature, at the very least, a touch of tartan on furniture and accessories. While the pattern can still be found in traditional guises, it’s also been reenergised with fresh, modern colour palettes, making it suitable for any setting, whether you’re aiming for the fashionable rustic hunting lodge, emulating a grand, period interior, or just fancy a cheeky nod to the current passion for plaid. “An ideal antidote to dark evenings and chilly mornings, tartans have long been a firm autumn/winter favourite, and this season they’re well and truly back in vogue,” confirms Ian Bisatt, design director for furniture company, Multiyork. “From classic Highland tartan, showcasing a traditional mix of blues, greens and reds, to bold blanket weaves in pretty pastel shades, the choice of styles has never been so wide-ranging. “In part, the popularity of this heritage fabric can be linked to our renewed love-affair with traditional craftsmanship and natural materials, along with key seasonal trends, such as ‘woodland’ and ‘country-style’.” Tartan upholstery once conjured images of fusty hotels full of gloomy wood panelling and dusty stag heads, but the modern take on the design is anything but drab, and can easily be given a starring role in contemporary, as well as traditional or period homes, to add richness and drama. “A sofa or armchair in a rich plaid is the perfect way to introduce both pattern and colour into an interior scheme,” suggests Bisatt. “Plaid fabrics, which pick up on a room’s existing palette, make for a beautifully classic look, or for a more muted effect, add decorative cushions or a cashmere tartan throw. Choose colours which lie opposite each other on the colour wheel, such as a dark blue and mustard yellow, for a stronger visual statement.” Work the Scottish lodge look with tartan fabric upholstery and faux animal trophies, or opt for a more eclectic approach, using accessories to liven up a scheme. So join the clan, and declare you’re mad for plaid.

Kate Mooney, founder of OccaHome says: “Traditional heritage fabrics feature in the top autumn collections, and tartan’s leading the way as one of the hottest textiles around.” says. “Tartans needn’t be garish, and you can subtly hint at the look with checks in soft browns and greys, mossy greens or washed-out blues.” DECOR TIP: Pair tartan with herringbone, tweed and houndstooth designs for a look that really embraces heritage style. Bring on the green and blue plaids for rich, elegant decor much favoured by designers including Ralph Lauren, and evocative of the rousing shades of a Highland landscape. “Tartan’s one of the most enduring textile trends. In fact I would go as far as to say that it is rarely out of fashion,” says Catharine Denham, head of design for BHS. “Over the years, the pattern has featured cyclically over the decades, most recently in the Seventies, through to being picked up by fashion designer Vivienne Westwood in the Eighties, and part of the grunge trend in the Nineties. “Tartan’s timeless appeal, together with the comprehensive range of fibres, varying scales and colour palettes, makes it suitable for virtually any interior scheme.” DECOR TIP: For a contemporary take, play with varying scales and complexities of different patterns, but ensure colour shades harmonise.
