FINANCIAL VIEW New figures show a sharp fall in the number of customer complaints made to banks in recent months. Vicky Shaw investigates CONSUMER complaints to banks about their products and services fell by half a million in the first six months of this year, compared with the last six months of 2012. Overall, 2.9 million customer gripes were recorded between January and June, down from 3.4 million in the previous six months, according to new figures released by City regulator the Financial Conduct Authority (FCA). Driving this decrease was the first-drop off in complaints about payment protection insurance (PPI) seen in three years – although it has now dealt with one million such cases, and is still seeing up to 10,000 PPI complaints a week. PPI was sold to people to help them cover their loan payments after a loss of income, for example if they fell ill or lost their employment. But a widespread mis-selling scandal later emerged, with some people finding they had taken out the insurance without realising it or saying they felt under pressure to do so. Consumer group Which? estimates that people have collectively paid more than £50 billion for PPI policies over the last 16 years, although of course not all of them were mis-sold. The size of the scandal escalated beyond expectations, and so far banks have put more than £18 billion aside to compensate customers who were mis-sold the insurance – that's around double the cost of the London 2012 Olympic Games. Banks have also been criticised by the ombudsman service in the past for dragging their heels over complaints, and leaving the ombudsman to sort out consumers’ PPI gripes instead. As recently as July, chief financial ombudsman Natalie Ceeney was criticising signs of bad practice in PPI complaints handling procedures, which she said were adding to "an atmosphere of universal suspicion and distrust" among consumers. But now, finally, it seems as though the PPI mis-selling storm may be starting to die down. Just under 1.8 million new PPI cases were opened in the first half 2013. While this is still a large number, it marks a

drop of almost one fifth (18%) from the peak of 2.2 million complaints received in the previous six months. Until the release of the latest figures, complaints made to financial firms about PPI had been steadily rising each half-year since around 2010. Ian McConnell, a financial services partner at the firm PwC, says the fall in complaints indicates that the industry is getting on top of its issues. McConnell says: "This is a good outcome for customers as well as banks. It demonstrates that the number of customers with concerns is reducing, albeit from a significant base. In addition, if this trend continues, banks will be able to divert more attention to servicing their customers going forward rather then constantly looking back. “In particular the numbers would suggest that the back of the PPI issue has been broken and is now on a downward trend with banks getting through complaints more efficiently." The FCA's figures also show that banks are clearing up complaints generally at the fastest rate since similar records began. Nine out 10 (92%) of complaints made to financial services firms were dealt with within eight weeks, marking the highest proportion seen since records began seven years ago. For their part, banks have promised there will be no return to the bad practice and mis-selling scandals of the past. The British Bankers Association (BBA) has said the figures are “encouraging".

Duncan said: “As far as we know this house belonged to Jane Sandford, one of the daughters of the Bamforth family. Apparently she was connected with the film side of the Bamforth operation.’’ The house can be seen in the background of one of Bamforth’s postcards, seen inset. Duncan said the stone detached property was built in the early 1900s and still retains much charm, character and elegant period features. To the rear is an acre of woodland and an enclosed formal low-maintenance garden. Private rents at an all-time high DESPITE Government efforts to make it easier for people to jump on to the housing ladder, private rents have reached a record high, a lettings network has reported.

Rents across England and Wales reached £757 a month on average in September after jumping by 1.8% month-on-month, according to LSL Property Services, which owns chains Your Move and Reeds Rains. It has been monitoring rents in this way since 2008. Record rents were recorded in seven out of 10 regions across England and Wales, in what charity Shelter described as “devastating” news for tenants. Rents reached new peaks in Wales, London, the South East, the West Midlands, the East Midlands, the North West, Yorkshire and the Humber. Average rents in September ranged from £533 a month in the North East to more than double this amount (£1,141) in London. Rents are now typically £13 higher than a previous high recorded in October 2012. The rises coincided with a setback in tenants’ finances. Some 8.5% of all rent was late or unpaid at the end of Septem-

ber, up from 7.8% in August, although the latest figure is still an improvement compared with September 2012 when 9.1% of rents were in arrears. Rents have risen by 2.1% over the last year across the country, which is below the rate of Consumer Prices Index inflation at 2.7%. But in London rents have soared by 4.4% typically in the space of a year, according to LSL. Wales saw the next biggest annual rise, with a 3.1% hike pushing average rents to £573. The findings show how strong levels of demand for homes are persisting in the private rental sector, despite a string of Government measures designed to ease the leap on to the property ladder. A new phase of the Government’s flagship Help to Buy scheme – offering state-backed mortgages to people with deposits as low as 5% – was launched recently. Halifax, Bank of Scotland, Royal Bank of Scotland (RBS) and NatWest have started offering deals under the scheme, with other major lenders including HSBC, Santander and Barclays planning to join at a later date. Mortgage lenders have been handing

out more loans to first-time buyers in recent months than at any other time since the credit crunch started. But critics argue that more needs to be done to tackle the underlying problem of a shortage of homes, both for sale and for rent. Roger Harding, Shelter’s director of campaigns, policy and communications, described the latest figures as “devastating news” for renters and show that it is still hard to get on the housing ladder. He said: “As more people are priced out of home ownership and waiting lists grow longer, too many families are being left trapped in the unstable and expensive private rental market. “Every day Shelter hears from people who are having to cut back on essentials as they struggle to pay their rent each month. With wages flat-lining, the fact that rents have reached record highs means that even more people will find it harder and harder to make ends meet. “We need the Government to fix our rental market to provide more security and get on with building many more genuinely affordable homes.” David Newnes, director of LSL Property Services, said: “Higher rents in almost every region show that, despite
