Tenants of private landlords should be given new rights to stay in their home as long as they please as well as guarantees that their rent will not increase above inflation, a think tank has argued. Civitas said that a new regulatory regime is needed in the private rental sector to prevent landlords exploiting the shortage of homes to choose from at the expense of both tenants and taxpayers. The growing private rented sector is expected to account for more than one third of the UK’s housing stock by 2032 and, at present, two-fifths (40%) of private tenants’ incomes are typically taken up by their rent. An increasing lack of affordability in the sector is being reflected in an increasing housing benefit bill for taxpayers, the report said. The number of private renters needing housing benefit to meet their costs has more than doubled in the past decade, from 722,000 in 2003/4 to 1.7 million in 2013/14. This figure is forecast to reach 1.85 million in 2018/19, according to the Future of Private Renting report. The document also said that the amount of housing benefit rent subsidies claimed in the private rented sector has more than doubled in real terms over the last 10 years, from £3.9 billion in 2003/4 to £9.5 billion in 2013/14, and is set to top £10 billion in 2018/19. The report said that while these sums are vital for growing numbers of low-income households with little choice but to rent privately, they are also creating a “vicious circle” by helping to prop up the rent inflation that they are meant to alleviate. In areas with very high numbers of claimants, this could give landlords the opportunity to set their rents at artificially high levels, in line with the local housing allowance, the report said. The report argued that the private sector should be required to offer indefinite tenancies “as the norm”. And once an initial rent has been agreed, index-linked ceilings on rent rises would give renters the security they need, it argued.

Daniel Bentley, author of the report, said: “As private renting grows it is important to ensure that it offers a fair deal to those who have little choice but to rely on it. “Unfortunately the housing benefit system, which effectively props up purchasing power at the lower end of the market, militates against fair prices by subsidising landlords’ rent demands. “This vicious circle will only worsen as the private rented sector comes to represent an everlarger proportion of the housing market and more and more ten-

ants have to fall back on housing benefit.” Civitas said that exceptions to rent ceilings could be made in cases where a property has genuinely been improved. Landlords who buy new-build homes would also be exempted from the regulatory regime, but they would be encouraged to enter similar voluntary agreements. The report said that at present, the vast majority of landlords invest in existing homes rather than new-build, with this added competition for homes helping to

push up prices and crowd out first-time buyers. Mr Bentley said new regulations would not necessarily spell an exodus of private landlords, “many of whom have invested to capitalise on rising house prices and are influenced in their investment decisions by a much broader range of factors”. He said: “Future landlord investment must be nudged towards new-build rather than being encouraged to buy up existing owner-occupied homes.”

you can report them straight away. And don’t let the bustle of the high street distract you when taking your cash out. John Crossley, Nationwide’s head of credit cards, says: “Criminals target ATMs at this time of year

because of the increase in use. “This is why we would advise that customers check their accounts regularly and shield their Pins at ATMs and at the counter in order to limit their chances of being defrauded.”

Manchester has ‘worst house prices’ Manchester has been named as the “worst-performing” city concerning house prices, with values there showing a 0% increase over the last year and standing at £210,685 on average. House prices around the UK eased back from their previous record levels in December amid signs that the housing market has continued to cool, Nationwide Building Society has reported. Across the UK, property prices lifted by 7.2% annually in December to reach £188,559 on average, edging slightly lower than an all-time high of £189,388 recorded in November. Nationwide named London as the UK’s “top performer” for price growth in 2014, with prices there up by 17.8% year on year, reaching £406,730 typically. Wales was the weakestperforming region, with values having increased by 1.4% annually to reach £141,631 on average. St Albans in Hertfordshire was the city with the strongest house price growth across 2014, with prices there rising faster than those in London. The average house price in St Albans has surged by 24% annually to reach £494,777 typically. Reading has seen prices grow by 19% over the year, taking values to £318,333 on average. Meanwhile, Belfast has seen a 17% growth in values over 2014, with the average price there reaching £189,245. Nationwide’s chief

economist, Robert Gardner, said all regions apart from the North of England have seen a slowing in the annual pace of price growth in the last three months of 2014. In the last three months of the year in the North, house prices have increased by 4.4% compared with a year earlier, taking them to £121,486 on average. In the third quarter of the year, the annual pace of change in the North was 4.3%. Despite the general slowdown seen towards the end of 2014, Mr Gardner said he expects housing market activity to pick up in the coming months as the economy continues to recover. He said: “There are encouraging signs that construction is starting to pick up. Hopefully, this will set the stage for house price growth gradually converging with income growth in the quarters ahead. “Recent changes to stamp duty may also have a modest positive effect on demand, especially in the South of England and Scotland.” The much-criticised “slab” structure of stamp duty was completely overhauled in the Autumn Statement and replaced with a graduated version of the tax. Mr Gardner said: “The greatest impact is likely to be for home owners looking to buy property just above £250,000, who could save around £5,000 in tax.”

What amount of people have no insurance? as many as one third (33%) of people living in rented accommodation have no insurance. That’s almost six times larger than the comparative figure for home owners, at 6%, according to a study by the Co-operative Insurance. The most common rea-

Vicky Shaw has REAR VIEW some easy tips for your 2015 bank balance For many of us, our bank balances are feeling rather battered right now and the next pay day seems way off over the horizon... It might seem like bad news, but actually, it’s a great prompt to make a plan of action for some financial new year’s resolutions that will stretch your money further in 2015. Here are some ideas to get the year off to a rosier start: ■■ Is it worth switching your current account? Many banks and building societies have ramped up competition to attract customers over the last year, following industry-wide rules which were introduced in late 2013 to make it easier for people to ditch their old current account provider and switch to a new one. The new switching rules mean it’s quicker to switch and outgoing and incoming payments are automatically moved over to the new provider. A guarantee is in place which means that if anything goes wrong with the switch, you shouldn’t be left out of pocket as a result. Several providers are offering cash to move to them. For example, Halifax is offering £100 to switch, the Co-operative Bank is offering £100 plus a £25 donation to charity and Clydesdale and Yorkshire Banks are offering £150. Some providers are offering particularly attractive rates of interest on their current accounts in the low interest rate environment. Nationwide Building Society and TSB both have current accounts that offer a 5% interest rate, while Santander’s 123 current account offers interest of 3% plus cashback on bills. You’ll need to consider how you use your account and consider whether you’re usually in credit or overdrawn to gauge which is the best-value deal for your personal circumstances. ■■ Get into the savings habit. Recent research from consumer group Which? found that successful savers tend to see saving as a habit and put money away regularly, no matter how much or how little. Savers haven’t exactly had it easy finding decent returns for their cash in recent years

as the Bank of England base rate has remained at a historic 0.5% low. But at least in 2014 they were handed the freedom to put more cash away tax-free, when the annual Isa allowance was increased to £15,000. People can save this annual limit in cash, stocks and shares, or any combination of the two. In the recent Autumn Statement, Chancellor George Osborne confirmed that, from this April, the new Isa limit will be increased to £15,240 for the new tax year. Households are generally recommended to have at least three months’worth of essential spending put by to protect against sudden income shocks such as illness or a job loss. And with speculation that the base rate could start to climb at some point on the horizon, if you have built up some savings, you’ll be ready to take advantage of any interest rate rises. ■■ Stick to a budget. Having trouble juggling what’s going in and coming out of your account? There are tools that can help. First Direct has just launched a mobile savings app that can be downloaded for free onto iPhone devices. The “saveapp” aims to help people resist the temptations of small, everyday spending such as a morning coffee or a lunchtime treat, and save towards bigger goals. The free, independent Money Advice Service also has a “budget planner” on its website at www.moneyadviceservice.org.uk/budget and a “cutback calculator” to help people identify aspects of their lives where they could save money at www. moneyadviceservice.org.uk/ cutback. ■■ Won’t use it? Sell it. Many of us will have received unwanted gifts this year, and many others will have made impulse buys in the sales that we can’t necessarily return. If you’re sure it won’t cause upset to loved ones, it might worth putting that reindeer jumper or any other item that you won’t use up for sale on a website such as eBay. If you’re unsure how much to ask for your item, searching for “completed” or “sold” listings on eBay will give you an idea how much money similar items sold for.
