FINANCIAL VIEW The Bank of England base rate has now been at a historic 0.5% low for half a decade. So what has this meant for households? Vicky Shaw reports A SOLEMN mood bore down outside the Bank of England recently as a coffin was carried to its entrance. The stunt was held to mark the demise of the UK saver and the coffin, which was in fact a replica, bore the plaque “£326bn savings lost”. The “mourners” were in fact from campaign group Save Our Savers. Their procession marked half a decade since the Bank of England base rate was cut to a historic 0.5% low. Campaigners wanted to highlight the “appalling” effect that this key interest rate has had on people’s savings. The group calculates that

Low interest rates are often seen as a double-edged sword. On the one hand, many people who have been diligently putting money aside, perhaps because they are about to retire, have found their savings incomes have been squashed by low interest rates. Save Our Savers says that the average saver with a pot of £100,000 has lost more than £4,000 a year in interest income. Shrinking savings pots also make people less likely to want to spend – and this is money which could potentially be helping businesses to grow as the economy recovers. On the other hand, many families whose budgets have been squeezed by sluggish wage growth and high household bills have found that ultra-low interest rates have helped to keep their borrowing repayments down. There are 11.2 million mortgages in the UK, with loans worth more than £1.2 trillion. And the number of people
Moneyfacts looked at the lowest mortgage rates available five years ago against those now. It found that someone who has a 40% mortgage deposit and needs to borrow £150,000 would save nearly £800 over two years if they took out the lowest two-year fixed-rate deal currently available, compared with if they had taken out the best deal on offer five years ago. Someone with a 10% deposit taking out a two-year fixed deal would be more than £5,000 better off over the two-year period, with the lowest rate currently on the market, than they would have been in 2009. But ultra-cheap mortgage deals are not necessarily great news in the longer term, according to some experts. Some fears have been raised that the low bank rate and mortgage support schemes such as Help to Buy, are encouraging borrowers to over-stretch themselves. Ros Altmann, an independent financial expert, says: “Keeping rates so low is merely prolonging an illusion of affordability and there are fears that many will not be able to afford even a small rate rise.” Dr Altmann warns that this could “damage” economic growth in future years.

They may conjure images of royalty and riches, but there’s no reason why chandeliers can’t illuminate more down-to-earth homes too. In fact, forget six-figure price tags and humongous fittings dripping with crystals (though those are fine if that’s what you fancy!), the chandeliers of bygone eras have inspired a wide range of chic and contemporary versions. Whether you’re after a design that’s replete with ornate gold arms or boasting bold art deco charm, chandeliers can be the leading light of a room. Lucy Powles, director of luxury design service Cocovara (www.cocovara.com), is a big believer in using a fabulous fixture to really make a statement with lighting. “If you want to add a wow factor to any room, I always recommend using beautiful and unexpected chandeliers,” she says. “They become decorative elements as well as functional, and will add glamour to any size of space.” And size is all-important when it comes to picking out chandeliers, according to Powles.
“In general, I’d say opt for bigger rather than smaller,” she says. “You can always hang the piece slightly closer to the ceiling so it doesn’t feel so overwhelming,” With such a flashy focus to your room, it pays to keep an eye on the type of lighting beaming out from your stunning centrepiece. “When it comes to creating a relaxing ambience, soft lighting is key,” explains Lucy. “Make sure you install dimmer switches on
every chandelier in your home, so you can create the mood and offer a more flattering light.” Chandeliers may be a bold choice, but that doesn’t mean you have to play it safe and stick to just the one. “Don’t limit yourself two just one chandelier either,” says Powles. “In a very large room, two slightly smaller fixtures can add an individual interest, while looking just as chic.”

Better eviction service needed A SWIFTER and more streamlined eviction process in the buyto-let sector would encourage more landlords to enter the market and provide a greater choice of properties for reliable tenants looking for private rental accommodation, says Landlord Assist. The tenant eviction and rent recovery is backing calls for fasttrack evictions amid speculations that the Government is planning to put measures in place to speed up the eviction process for private landlords following concerns that pressures on the courts are leading to lengthy delays. It is understood that landlords and some housing charities have been asked to attend a government working group to discuss proposals and possible options to speed up the eviction process for private landlords. For many landlords launching eviction proceedings against troublesome tenants can result in them going months without receiving any rent. Stories of possession claims taking between six and 12 months from start to finish are not uncommon and, at a time when a tenant may not be paying the rent, landlords can go a long time without receiving any income from their properties. For some landlords this can result in them falling behind with mortgage payments and have a detrimental impact on their credit rating. Graham Kinnear, managing director at Landlord Assist says that amendments to eviction procedures would be welcomed by landlords in their efforts to remove nuisance tenants who refuse to pay rent or have anti-social behaviour issues, and replace them with good ones. But he says that good reliable tenants would also benefit from an accelerated eviction process as it will help to weed out unscrupulous tenants, who often keep them out of the best properties. Moreover, Kinnear believes a quicker eviction process may encourage more landlords to enter the market which would provide tenants with a greater choice of properties too. He says: “We do not feel that there is a real need to alter the

Christian, who used to go to Shelley High School and worked a the Three Acres, got the idea for his scheme after buying a property and being gazumped himself at the last minute. He said: “How Fast Move differs from the conventional way of selling a property is that once an offer is accepted by the vendor, the buyer has to pay what is called a buyer’s premium for the property. “This fee is paid on a non-refundable basis and stops the buyer from pulling out of the transaction between having their offer accepted and exchange of contracts. “At this point the vendor also commits to sell to this particular buyer, therefore also protecting the buyer against been gazumped.’’ He added: “As we all know, selling a property is a very volatile thing as the buyer can pull out of their agreement with the vendor at anytime in between having their offer accepted and exchange of contracts, which can be very frustrating not to mention time wasting.

He now employs three people and has recently moved to Penistone. “I think this system is something the public need to be aware of as I believe it is the way forward to sell a property,’’ he added. “They do something very similar in Scotland and France and their market is a lot more successful than it is in our country.’’
