FINANCIAL VIEW The Government's drive to help buyers with smaller deposits onto the housing market has been hailed as a success. Vicky Shaw investigates AFTER the blaze of initial publicity, we are now seeing the first real glimpses of how the UK-wide Help to Buy scheme is bedding in. The scheme allows credit-worthy borrowers to buy a new-build or an older home with a 5% deposit and a state-backed mortgage which removes some of the risk for the lender if the borrower defaults. The Government has just announced that this incentive encouraged more than 2,000 people to put in offers on homes in the first month of the initiative's launch, totalling £365 million of new mortgage lending. The reason for the scheme is mainly that deposit mortgages have been harder to come by since the financial downturn, but the new figures show around 75 families a day are taking up the scheme. State-backed lenders Royal Bank of Scotland (RBS), NatWest, Halifax and Bank of Scotland started offering products under the new phase of Help to Buy last month and HSBC has also just unveiled two new deals it plans to offer under the scheme. From Monday (November 25), HSBC will offer borrowers with a 5% deposit a two-year fixed-rate deal with a rate of 4.79% and a five-year fixed-rate at 4.99%. Both of the products have a £99 booking fee. Aspiring home buyers may want to wait and see what else is in the pipeline though, as lenders representing around two-thirds of the mortgage market have committed to eventually come on board the scheme. Competition is also really hotting up among mortgage lenders outside the Help to Buy scheme, as they realise they need to up their game to attract new business. If you are looking for a 5% deal, it’s worth considering all your options as there are signs that Help to Buy is creating a knock-on effect by encouraging lenders which are not part of the initiative to bring out new deals. According to financial information website Moneyfacts, the choice of low deposit mortgages is picking up and there were 81 more deals on
the market for people with deposits of 5% or 10% at the start of November than a month earlier. One major development has been that Yorkshire Building Society has just unleashed a wave of new 5% deals onto the market which are not part of Help to Buy. These 36 new products are available through Yorkshire’s brands Barnsley, Chelsea and Norwich and Peterborough and the group’s intermediary-only lending arm Accord Mortgages. Martin Lewis, founder of MoneySavingExpert. com says people must consider whether they can genuinely afford the repayments – and if this will still be the case when interest rates eventually go back up. Lewis points out that the Government guarantee under the scheme is there to protect the lender, not the borrower. Under the scheme, while the borrower puts up 5% of the value of the home, the Government covers the lender for a further 15%, so the lender is effectively only taking on a risk as if the borrower had a 20% deposit. He says: “If you have only got a 5% deposit and have worked out that getting a mortgage is right for you, you just need to look for a 95% loan-to-value (LTV) mortgage in the same way you always would. “Some will be funded through Help to Buy, others won’t – but that’s irrelevant for your decision. “What counts are the fees, rate and terms. So if the best 5% deposit mortgage is Help to Buy, and it's right for you – great, go for it. “If not, go for the other. The fact it’s Help to Buy gives you no greater or lesser comfort.”

Don’t get hit by tax charges
BEFORE going abroad to do your Christmas shopping or buying goods online from non-EU countries, it is worth checking how much you can purchase before customs duty or import VAT are due. HM Revenue and Customs (HMRC) is reminding people that if they buy goods over the internet or by mail order from outside the EU, VAT will be due if the value of the package is over £15. If a private individual sends you a gift from outside the EU, import VAT will only be due if the package is valued at over £36. When heading across the Channel to stock up on beers, wines, spirits and tobacco, there are no limits on the amounts of duty and tax-paid goods you can bring back personally from another EU country if they are for your use. But you may be asked questions at the UK border to establish if the items are genuinely for you alone if, for example, you have more than 110 litres of beer, 90 litres of wine or 10 litres of spirits. Contest to solve housing crisis
BRITAIN’S housing shortage has been made the subject of this year’s Wolfson Economics Prize worth £250,000. Lord Wolfson, chief executive of Next, (shown above) is offering the cash prize to anyone who comes up with an “ambitious” plan for a new garden city. Launching the competition, the Conservative peer suggested a public debate on Britain’s housing crisis was long overdue. He said: “Cities and building new homes needs public debate, and it just isn’t happening. He told BBC Radio 4’s Today programme: “One of the key things we are looking for is a new way to govern a new city.”
Lord Wolfson said that over the past three decades “we’ve trapped ourselves in urban cordons that are so hard to get out of, that we give ourselves the impression that there’s no countryside left.” He pointed out that 92% of Britain remains undeveloped. “We just don’t see it because we’re stuck in traffic jams trying to get in and out of our city centres,” he said. “There is an enormous amount of land that could be developed, and developed not into urban jungles, but into beautiful garden cities with parks and waterways, areas that are more biodiverse than the agricultural monoculture that they replace.”

The Council of Mortgage Lenders (CML) reported yesterday that the number of people falling into such severe arrears with their mortgage that their home is repossessed has also fallen to its lowest levels since 2008. LSL said that despite hitting two fresh highs in a row, rents have increased at a below-inflation rate of

But the string of price hikes recently announced by some energy companies has also raised new concerns that some families may be forced to choose between heating and eating as temperatures drop. David Newnes, director of LSL Property Services, said the continued upward march in rents is unusual for October and indicates a general lack of
helping hand out of the rental sector and on to the property ladder. Mr Newnes said: “Until we can boost home building to the tune of an extra 200,000 a year, rents will keep rising on an annual basis. “Yet annual rises are still below inflation. Without a d o u b t h o u s eholds don’t have cash to burn at the moment. So the fact tenants have paid down late rent to such an extent is testament to the professionalism of l a n d l o rd s, t h e availability of advice for tenants and the stability of the entire industry.” The new phase of the Government’s flagship Help to Buy Scheme, which offers state-backed mortgages to people with deposits as low as 5%, was launched last month. Royal Bank of Scotland (RBS), NatWest, Halifax and Bank of Scotland are offering products under the scheme and lenders covering most of the mortgage market will eventually come on board. Mortgage applications worth £365 million have been received in the first month that the new scheme has been up and running. But critics of the scheme argue that it

He said: “Every day, Shelter’s helpline hears from families forced to cut back on essentials as they struggle to pay ever more expensive rents while they see the chances of owning a home becoming increasingly out of their reach. “These figures show that many will have no choice but to squeeze their budgets even tighter, while they pay out dead money to landlords who can evict them with just two months’ notice. “At the root of this problem is our chronic housing shortage. The only real solution to an overheating rental market is to build the affordable homes we need.”
