ollowing days of outrage from residents around the Tri-State area and their elected officials, the House of Representatives passed legislation Friday to provide almost $10 billion in aid to victims of Hurricane Sandy. The bill authorizes the National Flood Insurance Program to borrow money in order to fill claims from Hurricane Sandy. According to The New York Times, the program has covered 140,000 storm-related claims worth about $1.7 billion. The Federal Emergency Management Agency (FEMA), which oversees the program, recently said that funds set aside to help victims were running low. While the measure was passed overwhelmingly with bipartisan support, there were sentiments from local politicians that it was too little, too late after Speaker John Boehner blocked an expected vote late Tuesday night that would have allowed an immediate appropriation of $27 billion for victims. “Obviously it’s a start, but I was very disappointed that we didn’t vote on Tuesday,” said Rep. Albio Sires (D-8th Dist.). “People are hurting and people want to get on with their lives and because of ideology we can’t seem to move this bill forward.” Sires had issued a statement Tuesday blasting

allegedly assaulting him at Stack’s annual holiday party on Dec. 14. Ray Mitchell, 33, filed a simple assault charge this week against Stack. However, Stack vehemently denied that any incident occurred. Mitchell alleges that upon entering Scheutzen Park in North Bergen, where the party was being held, Stack approached him, asked him why Mitchell had not greeted him, and then began to choke him, according to a police report. Police who responded to the scene initially reported seeing no apparent injuries on Mitchell’s person, although a second report filed by another officer indicated that Mitchell had red marks on the sides and rear of his neck. According to a third police report, video footage from Scheutzen Park’s security system showed no altercation taking place from 8 p.m. to 9 p.m., when it was supposed to have occurred, and no footage showed Stack in the vicinity of where it was alleged to have taken place. In a phone interview following the party, Stack accused North Bergen Mayor Nicholas Sacco of sending the man to the party in an attempt to discredit Stack. tions of the Democratic party in Hudson County, have flown for some time. “This is Nick Sacco and his cronies,” Stack said at the time. “There were 2,000 people from all around Hudson County having a great time at that party.” “The allegations are ridiculous,” said Mark Albiez, Stack’s aide, this week. “It’s clear they’re politically motivated.” Mitchell said that he has no political agenda in a phone interview on Wednesday, despite his interest in local politics and regular attendance of public meetings. “It shouldn’t matter that [Stack] is a mayor and a state senator, a man shouldn’t be able to [allegedly] choke another man and get away with it,” he said. “I’m just fighting for my rights.” Mitchell said that he had wanted to file an aggravated assault charge, but worked out the implications of that before settling on simple assault. On Thursday, Paul Swibinski, a spokesman for Sacco, denied any involvement in the alleged incident. “Nicholas Sacco has never heard of Ray Mitchell, and is not connected at all to this terrible incident,” he said in a phone interview. Emilio Lopez, a witness named in the police report, complained to Stack about the alleged incident publicly at a Board of Commissioners meeting on Dec. 20, but the mayor again denied that any incident took place. At another commissioners meeting this week, on Wednesday evening, Stack stood firm against critics from the Union City Concerned Citizens Group who questioned whether any pending legal fees would be paid with residents’ tax dollars. “Absolutely not,” said Stack. “This matter has nothing to do with Union City.” After absorbing further criticism, Stack said he would not answer any more questions about the alleged incident. “I would be remiss in discussing it out of court,” he said.

POLIT ICS ithin Hudson County’s heated political scene, the more things change, the more they stay the same. Two mayors continued to battle for control of the county’s Democratic party, and several school board elections were held. Gov. Chris Christie continued to ally himself with local mayors and spread his influence around. Hurricane Sandy threw the November election into temporary turmoil, but as always, clear victors emerged from the rubble. Here are some of the photo-worthy moments from politics this year.

businesses began to reopen after Hurricane Sandy, Hudson County residents were encouraged to shop locally to boost the economy. There were other business and development stories this year – Major companies announced an impending move to the county; new buildings arose, and new bike lanes were created to help residents to get around. Here are some photos from our coverage of business, development, and transportation this year.

Small businesses in Jersey City continued to struggle through the weak economic recovery. In May, H udson Camera, located downtown since 1946, closed its doors to make way for a sports bar.

Members of a Concerned Citizens group gathered in May to protest the proposed building of a 13-story residential complex in a West New York lot zoned for a mid-rise building.

The vehicular “ Red Bridge” over the train tracks in Secaucus was missing several large red panels alongside its pedestrian sidewalk in August, making for a dangerous situation. Local, county, and state entities all denied responsibility for the bridge’s upkeep.

Nephew Dan Amico, his daughter Christine Smith, former Secaucus mayor Paul Amico, friend Joan Ace, and Dan’s daughter Jennifer Amico in August all stood at newly named Paul Amico Way.

Lloyd Goldman, the owner of 110 First St. and 111 First St. in Jersey City, worked out a controversial deal with the city to roll back the number of affordable housing units he must build at the 110 site.

Haven Savings Bank donates $250K to Rebuild Hoboken

H

avens Savings Bank made a hefty donation to the Rebuild Hoboken Relief Fund on Wednesday afternoon. The Rebuild Hoboken Relief Fund was created in the aftermath of Hurricane Sandy to fill the anticipated gap of financial aid provided to Hoboken residents. Board secretary Scott Delea announced in late December that the charity had amassed $250,000 in donations. On Wednesday, Havens Savings Bank, 621 Washington St., donated $250,000. The fund has now reached an excess of $600,000, having collected another $100,000 since the last press conference. Haven Savings Bank will be celebrating their 75th year in Hoboken this year. President John Wessling said, “It makes me feel good and it makes the board feel good. We have been a part of this city since 1938. Hoboken has made this bank.� The quarter million dollar check was presented to Rebuild Hoboken Chairman, former Sen. Bernard Kenny, Vice Chair Larry Henriques, Mayor Dawn Zimmer, Board Secretary Scott Delea, and Committee Chair Chris Mackin. Mayor Zimmer stressed the lack of aid and attention that Congress has given to the matter. Former Sen. Kenny updated the public on the Rebuild Hoboken application process. Kenny said, “The application process is in effect and full force. Thirty thousand applications will be mailed out at the beginning of next week.� The process allows for qualified applicants to receive up to $5,000 in phase one, with a flexible end date of Feb. 20. In order to qualify, you must have a Hoboken address and a net loss of $5,000 or more after all other aid is deducted. After phase one, the board plans on reassessing distribution going forward based on monies received after February. A gala will also be held to help raise funds. Mackin announced that the gala date had in fact changed from late January to Feb. 2. The gala will be held at the W Hotel.

Minor injuries in Roc Harbor fire

A

fire that was first reported by a resident at 5:25 a.m. on New Year’s Eve devastated North Bergen’s Roc Harbour development, a luxury condominium complex on River Road, destroying one building and damaging others. Firefighters from North Hudson Regional Fire and Rescue responded to the scene within three to four minutes and were able to safely evacuate the complex, which contains approximately 70 units and 150 residents, preventing any fatalities or major injuries. The North Bergen Police Department also responded immediately and assisted in the evacuation, which led to three police officers being hospitalized due to smoke inhalation. North Bergen Mayor Nicholas Sacco was present at the building for several hours and is coordinating the township’s response to the fire. He released the following statement:

“This is an absolute tragedy and my heart goes out to the residents of Roc Harbour, some of whom were still struggling to clean up from flooding caused by Hurricane Sandy and now have to deal with this. However, we can all be thankful that it was not worse and that the quick response time by North Hudson Regional Fire and Rescue and the North Bergen Police Department helped prevent any fatalities or major

injuries. My administration will be working with the Red Cross and other local and regional authorities to help the families displaced by this devastating fire put their lives back together over the coming weeks and months.� The cause of the fire has not yet been determined. The Jersey City Fire Department also responded to the scene and assisted NHRFR and several other local fire companies helped staff Regional’s firehouses while about 80 of its firefighters worked at Roc Harbour. Resident allegedly behind Galaxy Tower bomb threat

Monday, Dec. 31. Oriental Spa (or Sun Studio), located above a restaurant at 1313 Paterson Plank Road – which was not officially registered as a business – was shut down Friday, Dec. 28. Employees allegedly lacked appropriate certification and massage licenses, and were allegedly sleeping at all three parlors. Alleged fire code violations included blocked exits, improper locks on doors, and possible change in use, which refers to the alleged overnight stays. The Health Department fines could total up to $1,250 per establishment. The potential fire code fines range from $3,000 to a little over $15,000, according to Leppin. The 1313 Paterson Plank Road location also faces a building code fine for $4,000. The closures took place through a coordinated effort between the Office of Inspections, the Board of Health, and the Police Department. According to Captain Det. John Buckley, the police were there to keep the peace, and no arrests were made. Inspectors found a mattress at Life Health Spa, a bed at Blue Spa, and employees allegedly slept on the floor at the location at Sun Studio. “There was a bedroom-like setting,â€? said Leppin. “We have pictures of blankets, their nightstand‌slippers outside the room [and] clothes.â€? Leppin said that indications that people were allegedly sleeping at the locations also included a fullystocked refrigerator, a kitchen, nightstands, and dressers full of clothing. “Most of the women were not registered with the town to practice massage therapy,â€? said Leppin in regard to the Board of Health violations. Of the five to six women who worked at Blue Spa, none were registered with the town and all allegedly lacked massage therapy licenses. Six women at Sun Studio allegedly did not have licenses to practice massage. The municipality has a strict ordinance for massage parlors requiring each employee to be registered with the town, provide proof of license, be fingerprinted, and have background checks performed. “Our ordinance is pretty clear about not sleeping and staying overnight at places that do massages,â€? said Town Administrator David Drumeler. All three massage parlors are listed online on a number of web sites as erotic Asian massage locations that offer services such as “table showers.â€? In regard to any signs of alleged prostitution, Buckley said, “that is not what happened here.â€? He reiterated that “these people are alleged to be violators of Secaucus town ordinances.â€?

resident of the Galaxy Towers 2 in Guttenberg has yet to be apprehended in connection with an alleged bomb threat that occurred on Thursday, Dec. 27. According to a police report, police dispatch received a call from the Galaxy condo association saying someone left an odd message on their voicemail. The message stated there was [allegedly] an explosive device containing TNT or an explosive contam-

inate in the closet of a tenant’s bedroom. Three floors were evacuated as a result. The Jersey City Bomb Squad and the Hudson County Sheriff’s Office were notified and responded with multiple units. Weehawken emergency responders and the North Hudson Regional Fire department were also on the scene. The Jersey City Bomb Squad and HCSO K9 bomb dogs arrived at the tenant’s apartment with keys that were provided by Galaxy security. They searched the apartment and did not find explosives. The tenant who allegedly left the voice message is being charged with causing a false public alarm and a bomb threat. However, that resident has not returned to the apartment and has not been apprehended, police said. The resident has a second, outof-state address. Bail is set at $5,000 once police can apprehend the person.

Healy vetoes pay-to-play measure passed by Fulop, allies

J

ersey City Mayor Jerramiah T. Healy has vetoed a measure passed by the City Council last month that would have set new restrictions on city contractors that make donations to candidates for the Jersey City school board, New Jersey State Senate, Assembly, county offices, and various political committees. The measure was passed on Dec. 19 by a vote of 5 to 4 by the City Council majority, which is controlled by Ward E Councilman Steven Fulop and his allies. At this same meeting the council tabled an ordinance introduced by the Healy administration that would have placed similar restrictions on businesses that have no-bid city contracts. The Healy ordinance, however, would have gone into effect later this year and set higher permissible donation thresholds than the Fulop measure, which would take effect immediately. Healy and Fulop are the top contenders in the upcoming Jersey City race for mayor, which will take place in May. In recent months the two candidates have introduced dueling pay to play measures before the City Council in response to complaints from the public about questionable donations made to Board of Education candidates who later awarded contracts to these donors. “The legislation the City Council sent to Mayor Healy would have put an end to the insidious practice of pay-to-play that this administration has engaged in for years to raise money for their campaigns of misinformation and distortion,� Fulop said. “This latest action reaffirms that Mayor Healy is a hypocrite who only wanted to support a weak pay-toplay law that would have done nothing to curb the flow of tainted cash into his campaign coffers,� Fulop said in response to the mayor’s veto. “We called his bluff on his electionyear grandstanding. He just folded today by vetoing our stronger pay-toplay legislation.� Fulop, who sponsored the city’s current pay to play law that has been in existence for several years, sponsored the measure vetoed last week by Healy.

Local blood drives continued to reach out to residents for donations, and many towns held fund raisers to financially aid hospitals and other institutions devoted to health and healing. Christ Hospital in Jersey City continued the non-profitto-profit trend in 2012 after it was sold. Several area hospitals were forced to evacuate when they were threatened by Hurricane Sandy. And a labor dispute at the Meadowlands Hospital Medical Center made headlines. Here are photos from the year in health care and medicine.
