The opening of the BHP Billiton mine near Jansen will have ripple effects all across Humboldt and the surrounding area. Like the butterfly whose flapping wings cause a hurricane across the world, the mine will touch on nearly every aspect of life, no matter how removed it may seem. Take, for example, garbage. It’s a necessary evil, a smelly byproduct of the comfortable modern lives we lead. We leave it on the curb once a week or haul it out to the landfill and dump it without thinking twice. With thousands of people expected to move to the area over the next decade, though, there’s going to be a lot more garbage. That’s where Wendy Yaworski, REACT’s general manager, comes in. Over the past year she and her colleagues have begun the search for a new landfill site, one that can accommodate an expanding population and hopefully last for the next century. Flooding in recent years has plagued the current landfill, situated just south of town and next to Stoney Lake. “We’ve been thinking about this problem for some time,” Yaworski said. REACT collects solid waste and recycling for a total of 47 communities across a large area of east-central Saskatchewan, including Jansen, Lanigan, Humboldt and other communities set to be most af-

fected by the mine. The company, which is owned and operated by the municipalities it serves, is currently looking at about 20 parcels of land as options for the new landfill. The hope is to have that list narrowed down to five by the fall, with construction on the new site beginning next year and a potential opening in 2015. The site will be a minimum of 160 acres. While there are problems with the current landfill, one of its prime benefits is its proximity to Humboldt. However, Yaworski cautions that residents should prepare for a new landfill thaat might not be so close. “It’s very hard to find a site as close as that,” she said. “Residents may have to haul their garbage out further.” As for increased demand from the Jansen mine project, Yaworski didn’t seem worried. REACT already handles solid waste from two potash mines. “Taking the BHP waste won’t be a problem and we’ve been in contact with them about that,” she said. After building the new landfill, the next big item on REACT’s agenda is the eventual implementation of curbside pickup for both garbage and recycling and the elimination of garbage tags. “This is still several years away, but we’d like to have a system similar to what they have in Saskatoon,” Yaworski said. There will also be changes coming for Humboldt’s road and sewer systems, among others. The Jansen mine project promises to bring new residents and new life to Humboldt. For the real estate industry, that means a steady increase, if not an outright boom, in business. “They’ve already been around for about seven years,” said Dan Torwalt, owner of Century 21 Diamond Realty in Humboldt. “In four years, we expect a big influx of people and a lot of them will want to live in a community.” While the Jansen mine is bringing more people and business to the community, it’s still difficult for local real estate to predict what will happen after the mine opens. “We’ve been seeing a lot of people wanting to rent,” said Torwalt. “People are buying properties and then renting them out.” With so many people moving into Humboldt, the price of rent is going up, said Torwalt. As developers see the need for rental spaces increase, they’ll start to build rental housing such as apartment buildings and town houses. “(The city) continues to be aware of the need to encourage options relating

to housing development,” says Jennifer Brooks, director of communications and community planning for the City of Humboldt. “For example, duplexes, triplexes, fourplexes, single family homes, condos, etc. This helps address a variety of needs.” Local builders have already begun preparing for the increase in residents by building show homes and increasing their production capacity. “We’re expecting an increase in business, so we’ll have to hire more staff to do more projects,” said Thomas Stadnyk, owner of Bluestone Builders Group Inc. “We’re getting all our ducks in a row. We’re only using about half of the land we own, so we have room for expansion.” Stadnyk says it’s faster for them to build homes on-site and then just move them to the appropriate lot. Having more land will mean more space to take on additional building projects. For now, however, they’re only anticipating an increase in demand for new houses. “We see more people wanting to upgrade their homes,” said Stadnyk. “We’ll

feel the hit when the mine starts opening, but right now people have been approaching us for rentals.” In other words, Humboldt residents are looking to sell their old homes and get new ones while new residents are looking to rent. “We see people selling their old homes that they got for much less and purchasing new mortgages with the money they make from the old home,” said Mary Ellen LaBrash, an agent at RE/MAX Humboldt. According to Torwalt, it’s not just residential real estate that’s booming. The needs of commercial real estate are also growing. “We’re not seeing a lot of new businesses, but we are seeing existing ones increasing their staff size and facility space,” said Torwalt. One example of that would be the Humboldt Co-op retail store that recently changed locations for a larger space. More people means local businesses will require more inventory. “You’re going to see an increase in restaurants and facilities for schools and

pools,” said LaBrash. According to LaBrash, these increasing needs in the community will result in a greater demand for facilities, which will mean an increase in commercial real estate. For private land developers, the Humboldt area will be an increasing area of business. They will need to be on hand to develop the land with infrastructure to prepare it for housing. “We’ll definitely be seeing an expansion with the opening of the Jansen mine,” said Lorraine Forster, owner of Waters Edge at Lucien Lake. “Our current inventory needs to expand and the focus of our clientele will shift more.” With the opening of the mine, private land developers will be able to increase their land inventory in Humboldt and sell to incoming settlers. According to Forster, the Jansen project will fuel demand. “We’re gearing up for sure. We see sales resulting because of the advancement of Jansen,” said Forster. “We see people securing their properties. Prices have doubled, but we’re still selling them.”

Like much of the surrounding area, the Humboldt & District Chamber of Commerce is preparing for the opening of the Jansen mine project and the thousands of people that will come with it. As the organization tasked with promoting business in the area, the chamber of commerce has paid close attention to developments surrounding the mine project, especially the recent announcement by BHP Billiton of an additional $2.6 billion in funding. “We’re excited and happy that BHP is showing so much commitment to the region,” said chamber executive director DonnaLyn Thorsteinson. The mine isn’t scheduled to be fully operational until 2016, but Thorsteinson sees no problem with that. “The timeline is a good thing because it gives us time to prepare,” she said. “We don’t want to grow too fast because that can cause problems.” A 2012 report from BHP Billiton estimated that Humboldt’s population could increase to over 9,000 by 2023, up from a current population of just over 6,000. Such a dramatic population increase will have a domino effect on areas that extend well beyond just

business. “We’ll need more housing, more rental properties, more space in schools,” said Thorsteinson. “So much of that comes from having so many new employees come to the area.” According to both Thorsteinson and chamber president Jodi Smith, the biggest issue facing their organization as the mine project progresses will be filling all of those new jobs that come with an expanding population base. There will be jobs opening up in a bevy of areas — the only question is whether or not there will be enough qualified people to fill those jobs. “We’ve been focused on labour shortages,” Smith said. “Growth is great, but our members are concerned about not having people to work in retail or skilled labour or many other areas.” “The end goal is to have employees fill all of those needs that come with the mine,” Thorsteinson added. To that end the chamber has been creating videos designed to attract people to the area. The most recent version spoke to the virtues of settling in Humboldt for families. Continued on page 19

since it is t. the “major ain S 14 M 490 5 2 trunk” to and 682from the Jansen mine. “We’ve only had to give our authorization for them to build,” said Wakabayashi. “We’ve just had to make sure they’re building consistent with engineering and safety standards.” When deciding which roads to develop, the ministry first has to look at the needs of the surrounding areas and populations. So far, BHP has only built a turning lane off of Highway 16, which is a bypass road that leads straight to the mine. “We will be continuing discussions to assess what potential there may be with things such as merging lanes,” said Wakabayashi. “We’ll be looking at entire demands such as traffic volume, particularly truck volume, and projected growth traffic.” According to Elke, a railway overpass is also scheduled to be built in 2014 where the railway crosses Highway 16 in Jansen.

Billiton to improve and construct these roads. According to Joni Mack, administrator for the RM of Prairie Rose, BHP has committed $16 million towards these projects. They have already finished constructing nine miles of pavement around the mine. They also have future plans to improve another six miles of gravel roads. “Of the nine miles that have been constructed in the RM, three miles were on already existing main roads,” said Mack. “Six miles were brand new reconstruction including pavement.” Furthermore, the portion of the main grid road that runs by the mine and connects Jansen to LeRoy has already been slated to close when the mine is officially announced. In anticipation of that announcement and that portion being closed, other routes are being built to circumvent it. “We’ve almost completed roads to go around that section,” said Elke. “We just have two miles left to finish paving.” The Ministry of Highways and Infrastructure is also assisting BHP with the development of their public roads. However, because the ministry only builds on public roads, any improvements made to private roads will have to be at the discretion of BHP and the owners. “We have had several meetings with BHP so they can give us an understanding of their needs,” said Doug Wakabayashi, assistant director with the Ministry of Highways and Infrastructure. According to Wakabayashi, Highway 16 is the only road the ministry and BHP are currently looking at

Maybe it’d be a good idea to know a little bit about the company that has everyone talking. Melbourne-based BHP Billiton is a multinational mining and petroleum company, the world’s largest mining company and third-largest company measured by market capitalization. But this Frankencompany’s origins date back to

the late 19th century. Frankencompany? Oh, that’s because BHP Billiton is actually the result of a merger that took place in 2001. Billiton, a Dutch mining company, was founded in 1860, its initial forays including tin and lead. The Broken Hill Proprietary Company Limited (BHP) was founded 25 years later

in 1885 in Australia and focused mainly on silver and lead in its beginnings. By 1915, it was manufacturing steel and the 1960s ushered in the petroleum era. The two companies joined together in 2001, acquiring rival mining company WMC Resources four years later. By 2009, the company had sold its nickel mine and spun off its steel

mine into BlueScope Steel. Just a year later, the company would be introduced to an up and coming booming resource: potash. BHP Billiton bought Saskatoon’s Athabasca Potash company and in 2010 made a hostile takeover bid worth $40 billion for Saskatchewan’s PotashCorp. The Government of Saskatchewan rejected the bid, asking the Aussie company to refine their deal but later that year, BHP dropped its offer. Which brings us here today. Despite dismal market conditions for potash, BHP is confident in their Jansen potash investment. “The outlook for potash is strong,” Bronwyn Wilkinson, communications consultant for BHP Billiton, said. “We expect demand to increase by two to three per cent a year until 2030, as growing populations and rising incomes in emerging economies increase demand for agricultural production.” Calling potash “the

world’s best undeveloped ore body,” Wilkinson said the recently announced investment will complete the excavation and lining of the two Jansen shafts, which will give them access to the potash. It is expected the Jansen mine will be capable of producing 10 million tonnes of potash a year, easily surpassing the largest potash mine currently in production, Mosaic Co.’s project in Esterhazy, which produces 5.3 million tonnes annually. Completion of the two shafts, expected by 2016, will create “sustained flexibility” and allow the company to time their entrance to meet market demand, Wilkinson said. “This will reduce project risk and allow us to maximize investment returns,” she explained. The shafts are currently being excavated by two Herrenknecht specialized boring machines. Excavation on the service shaft has progressed below 150m,

with the permanent head frame still being constructed, Wilkinson said. Once that is completed and surface projects are approved, construction of surface processing and port facilities will commence. In the meantime, there are already approximately 380 people on site at the Jansen mine project, including crews working on the Discovery Lodge site, a camp that will house the construction workforce. This number of employees will skyrocket to over 2,000 workers at the mine site once construction of the surface facilities is underway. So, it seems things are moving full steam ahead, which Wilkinson said is evident in BHP’s recent investment. Wilkinson said BHP’s continued spending on the Jansen project “reflects our confidence in the quality of the resource at Jansen and the strong fundamentals of the potash market.”

In recent months, it’s been speculated that Saskatchewan’s highly profitable potash industry would soon be faced with a bust. But when talking with local community leaders, the excitement over BHP Billiton’s Jansen mine project has been anything but subdued. “We’re very excited,” said Malcolm Eaton, Humboldt’s mayor. “We’ve been

working with BHP for several years now as their Jansen project has progressed.” BHP’s relationship with Jansen and the vicinity dates back to 2011, when the Australian mining powerhouse signed off on a feasibility study to be conducted on the site in February of that year. This past October, mine shafts were being constructed and after seek-

ing the approval of BHP Billiton’s board on design plans and economics, the company announced in August they’d be injecting an additional $2.6 billion into the project. Talk about an ego boost, and economy boost, for the surrounding communities. “It’ll definitely increase our tax base,” said Bruce Elke, reeve of the RM of Prairie Rose, the municipality

that Jansen is in. As for an anticipated population increase, Elke said it’ll be “modest” and incremental. “It’s no pie in the sky.” Still, Elke notes the mine project’s completion will create a whopping amount of jobs, in addition to the 350 currently at the site. “We have a strong area already but it’ll certainly create even more jobs that will only bolster the economy here,” Elke said. He also mentioned new housing currently being developed in the area, in anticipation of a growing population, which “will create even more demand for people to move out here.” However, the production phase of the project has yet to be approved by BHP Billiton; upon approval, it is estimated the company would need to invest another $11 billion into constructing processing plants and the like. In the meantime, that gives Jansen and the other communities enough time to start preparing.

“We’ve begun a regional planning initiative and look forward to continuing our relationship with BHP,” Elke said, noting the global company’s cooperative and friendly nature, always available to give updates and engage in discussions. “We have nothing but great things to say about them,” Elke said. And naturally, the benefits of Jansen’s mine project will ripple out to its nearby communities, Humboldt being a predominant one. “We’re expecting our population to almost double in the next five to 10 years,” said Eaton. Since Jansen began its involvement with BHP, the City of Humboldt has undertaken a “planning for growth strategy,” Eaton said, and has “allowed the city to look at all aspects of our community and consider what population growth projections mean for infrastructure, housing, recreation and cultural services.” Eaton also emphasized the importance of regional

collaboration as a response to BHP’s mine project, echoing Elke’s earlier sentiments. And, like with any municipal planning, there are sure to be challenges along the way. “Balancing the needs of upgrading old infrastructure and planning for new ones remain a priority,” Eaton said. “Housing and labour force needs are a common planning theme, especially right now.” Even the city’s recreational and cultural agenda will be addressed, as Eaton notes the city has hired a consultant to help guide them through a process to involve community groups in their planning, and develop additional recreation and culture facilities. Like Elke, Eaton has nothing but positive feedback over their relationship with BHP. “We’ve appreciated working with them. They’ve always been very open and helpful and have kept us informed of their progress,” Eaton said.

Public services to be boosted by Jansen mine by Caitie McRae Journal Editor

Maybe it’d be a good idea to know a little bit about the company that has everyone talking. Melbourne-based BHP Billiton is a multinational mining and petroleum company, the world’s largest mining company and third-largest company measured by market capitalization. But this Frankencompany’s origins date back to the late 19th century. Frankencompany? Oh, that’s because BHP Billiton is actually the result of a merger that took place in 2001. Billiton, a Dutch mining company, was founded in 1860, its initial forays including tin and lead. The Broken Hill Proprietary Company Limited (BHP) was founded 25 years later in 1885 in Australia and focused mainly on silver and lead in its beginnings. By 1915, it was manufacturing steel and the 1960s ushered in the petroleum era. The two companies joined together in 2001, acquiring rival mining company WMC Resources four years later. By 2009, the company had sold its nickel mine and spun off its steel mine into BlueScope Steel. Just a year later, the company would be introduced to an up and coming booming resource: potash. BHP Billiton bought Saskatoon’s Athabasca Potash company and in 2010

made a hostile takeover bid worth $40 billion for Saskatchewan’s PotashCorp. The Government of Saskatchewan rejected the bid, asking the Aussie company to refine their deal but later that year, BHP dropped its offer. Which brings us here today. Despite dismal market conditions for potash, BHP is confident in their Jansen potash investment. “The outlook for potash is strong,” Bronwyn Wilkinson, communications consultant for BHP Billiton, said. “We expect demand to increase by two to three per cent a year until 2030, as growing populations and rising incomes in emerging economies increase demand for agricultural production.” Calling potash “the world’s best undeveloped ore body,” Wilkinson said the recently announced investment will complete the excavation and lining ofa With all this talk the Jansen mine project has spurred about population increases, new houses and job opportunities, one benefit has been glazed over. Public services in the area will be getting a mighty boost. Rod Mackenzie, director of rural integration for the Saskatoon Health Region (SHR), said the region is “pleased with BHP’s announcement” of their investment of an additional $2.6 billion into the mine. “We’ve been working with them since

2011,” Mackenzie said. He mentioned that the nearby Lanigan & District Ambulance Association has been contracted with BHP Billiton to provide ambulance and medical services to the mine, located just east of Saskatoon on Highway 16. “They’ve moved up to the advanced life support level,” Mackenzie said, meaning paramedics with Lanigan’s ambulance service are now trained in a set of life-saving protocols that extend beyond basic life support. What’s even better is that after BHP moved to the area, LeRoy’s satellite ambulance service, trained in basic and intermediate care, got back off the ground. Mackenzie says the health region is moving forward in terms of development and have been in discussion with BHP regarding the area’s future needs, with frequent topics like population and public health being discussed. “They’re great people to work with,” Mackenzie said. In 2010, the SHR developed a Rural Health Strategy after consulting with stakeholders and came up with 44 recommendations on what to address in terms of healthcare services in rural areas outside Saskatoon. At the time, the Jansen mine project didn’t exist, but since then, its announcement has greatly impacted

the committee’s ongoing consultations, Mackenzie said. “We have to anticipate future needs for Jansen now,” he explained. In fact, the implementation of an advanced life support level to Lanigan’s ambulances was one of the recommendations in the 2010 strategy proposal. Other recommendations laid out in the report include supporting the Ministry of Health’s provincial Physician Recruitment Agency in order to increase the number of physicians in rural areas, and that rural health zones be established to guide population needs. Many of the recommendations, if adopted, will directly coincide with the opening of the Jansen mine in the next few years. “Right now, we’re looking at the state of everything and determining what services are available,” Mackenzie said. And the SHR isn’t the only one deeply invested in overhauling the rural areas. BHP has also contracted Stratos Inc., a management consulting firm, to help design growth strategies as the mine evolves. “They’re determined to maintain their self-sufficiency, even as their mine grows larger,” Mackenzie said. As for the SHR, they’ll keep their “eye to the future,” he added. Continued on page 17

Little LeRoy about to get a lot bigger by braedon clark Journal Staff Writer

Of all the communities likely to be affected by the opening of the Jansen mine, LeRoy is at the top of the list. Even closer to the mine than Jansen itself, LeRoy, a town of 500, could see its population triple over the next few years. “We’re very excited about it,” said Brian Thoen, the mayor of LeRoy. “It’s bringing a lot more investment to the community and it’s exciting to see people moving in again.” Like much of rural Saskatchewan, LeRoy’s population has stagnated over the past decade. The opening of the world’s largest potash mine, scheduled to be fully operational by 2016, could change all of that and finally give people a reason to move to LeRoy. Thoen said new housing developments are already going up in town and there are discussions about a possible 24-unit apartment block. Most of LeRoy’s available housing is detached familystyle homes, but many mine

employees will be young and single, necessitating more housing options. A new industrial park has been opened just outside of town by PacWest Properties in anticipation of a surge in heavy industry in the area. Even though the mine is at least two years away from opening, the effects are already being felt at businesses all around town. “The lumber yard has been very, very busy,” Thoen said. That brings up the question of sustainability: how will a community of 500 people adapt to potentially becoming one of 1,500 in just a few short years? “We’re dealing with a lot of stuff right now,” Thoen said with a laugh. “Housing, the arena, we’ve got a lot on our plate. We don’t have much available right now in terms of rental properties.” Thoen said the town’s water and school systems are equipped to handle the expected growth, but said the lagoon, which handles LeRoy’s sewage, needs to be

expanded. Having such a huge corporate partner in the area (BHP Billiton is the world’s largest mining company) could help LeRoy as it seeks to raise money to rebuild its arena, which burned down in an electrical fire back in May. Thoen said the town has been in discussions with BHP Billiton about the arena, but wouldn’t say more than that. Continued on page 18

Continued from page 13 Even with infrastructure expanding around Jansen, Cpl. Randy Wittig of the Humboldt RCMP said there’s “no chance at all” the village will be getting its own detachment. “We [the Humboldt and Lanigan RCMP] police that area, so there wouldn’t be a need for that,” Wittig said. But, as with other sectors, Wittig says it’s possible that because of the mine project, the detachments could use additional officers. “It could definitely create jobs,” he said. Wittig said that so far, the local police haven’t encountered any negative spin-off from the mine’s current construction process. “BHP has a strict zero tolerance policy for bad behaviour,” he said. the two Jansen shafts, which will give them access to the potash. It is expected the Jansen mine will be capable of producing 10 million tonnes of potash a year, easily surpassing the largest potash mine currently in production, Mosaic Co.’s project in Esterhazy, which produces 5.3 million tonnes annually. Completion of the two shafts, expected by 2016, will create “sustained

flexibility” and allow the company to time their entrance to meet market demand, Wilkinson said. “This will reduce project risk and allow us to maximize investment returns,” she explained. The shafts are currently being excavated by two Herrenknecht specialized boring machines. Excavation on the service shaft has progressed below 150m, with the permanent head frame still being constructed, Wilkinson said. Once that is completed and surface projects are approved, construction of surface processing and port facilities will commence. In the meantime, there are already approximately 380 people on site at the Jansen mine project, including crews working on the Discovery Lodge site, a camp that will house the construction workforce. This number of employees will skyrocket to over 2,000 workers at the mine site once construction of the surface facilities is underway. So, it seems things are moving full steam ahead, which Wilkinson said is evident in BHP’s recent investment. Wilkinson said BHP’s continued spending on the Jansen project “reflects our confidence in the quality of the resource at Jansen and the strong fundamentals of the potash market.”

Continued from page 15 Thoen has also noticed increased traffic of all kinds coming in and out of LeRoy. Right now many of the roads leading in and out of town are unpaved — a bit of a problem, especially with more and more truck traffic coming through the area. Fortunately Thoen said that all of the roads should be paved over the next couple of years, meaning drivers won’t have to worry quite so much about broken axles or flat tires.

Of course, dramatic changes aren’t always easy, and there are bound to be some problems as LeRoy and other small towns in the area prepare for the biggest shock to their collective systems in decades. For now, though, with the reality of the mine still a couple years away and nothing but good news to come, the residents of LeRoy seem very happy with where things are going. “I haven’t really heard any negative comments,” Thoen said. “People seem very excited about everything.”

Continued from page 4 “It’s the third year in a row we’ve created a video and this one is about community and family, what the region has to offer and why you’d want to move to Humboldt,” Smith said. She added that it will also be important for Humboldt and the surrounding communities to band together and act

in concert to ensure they’re all on the same page. “Our regional planning conferences have been all-inclusive to get that collective voice,” she said. “The town of LeRoy has created a great partnership with us and we’ve had lots of talks with Watson. Communication is the most important part, because everyone is

working for a common goal.” As for the chamber itself, its membership should continue to grow as more and more businesses are established in the area. Thorsteinson says recent months have seen as many as four or five new members and that trend should continue as the opening date for the mine draws closer.
