4 dead after deadly bombing at MSU Marawi BY JOSHUA SOLON
On December 3, 2023 an improvised explosive device (IED) detonated at the Dimaporo gymnasium of Mindanao State University, in Marawi City. The service had 60 attendees, 4 died and 50 were injured as a result of the blast. Armed Forces of the Philippines (AFP) troops and the Philippine National Police (PNP) immediately responded and cordoned the area to conduct an initial investigation, check the security cameras, and set up checkpoints around the city. Security measures around Marawi City and the country heightened as a result of the blast. The PNP had increased its security throughout the country as the Christmas season began. “The morning mass was underway in a gymnasium at the state-run Mindanao State University in Marawi City, Lanao del Sur when the explosion happened, causing panic among dozens of students and teachers and leaving the victims bloodied and sprawled on the ground,” said Taha Madagan, Security Chief of Mindanao State University, Marawi Campus. CLAIMS OF THE ATTACK The Islamic State of Iraq and Syria (ISIS) claims responsibility for
the bombings on MSU-Marawi. The group had claimed on the social media messaging app, Telegram, that its members had detonated the bomb. Before the claim of ISIS, Philippine President Ferdinand Marcos Jr. had condemned the attacks as “the senseless and most heinous acts perpetrated by foreign terrorists”. In the wake of the attack, AFP and PNP joint operation efforts have been launched, in coordination with other groups such as the Moro National Liberation Front (MNLF) and Moro Islamic Liberation Front (MILF) to investigate and capture the suspects responsible for the bombing. Defense Secretary Gilberto Teodoro said in a press conference that there were “strong indications of a foreign element” in the bombing. INTELLIGENCE FAILURE There is speculation that the bombing in Marawi was a retaliation attack against the Philippine government as government forces eliminated 11 members of the Dawlah Islamiyah group in clashes against the Philippine Army in Maguindanao del Sur. Mudzrimar Sawadjaan, Abu Sayyaf leader and Dawlah Islamiyah
central committee member was killed a day before the attack. The PNP and AFP both deny any failure of intelligence, with both claiming that they had given warnings to stakeholders in Maguindanao, Lanao del Sur, and Lanao del Norte regarding possible retaliatory attacks that occurred before the bombing. However, the AFP noted that there might be a “failure”, but added that whether its personnel is accountable is not yet known. THE RESULT The result of the explosion produced a crater on the gymnasium floor. The IED was composed of a 60mm mortar round and a Rocket Propelled Grenade concealed in a black tote bag. According to the Philippine National Police, the bombing was not a result of a suicide attack, as eyewitness testimony reports a bag being placed which had been believed to contain the bomb. CCTV footage shows that the two suspected bombers responsible for the attack arrived at the gymnasium at around 7:03 AM.

Chinese Coast Guard blasts water cannons at Philippine vessels BY AHNIELOUV PALACIO China Coast Guard vessels sprays water cannons at Philippine Coast Guard ships during a resupply mission to the BRP Sierra Madre near Ayungin Shoal on August 5, 2023. China is aggressively asserting their territorial claims in the South China Sea, leading to concerns from neighboring nations. Philippine navy personnel on board two chartered supply boats were heading towards Ayungin Shoal, escorted by Philippine Coast Guard ships when a Chinese Coast Guard ship approached and used the ship’s in-built powerful water cannon to block the Philippine ships from the shoal that is currently being claimed by China. According to Philippine Military and Coast Guard officials, using water cannons by the Chinese Coast Guard against the Philippine vessels is a troubling development. While water cannons may not seem as menacing as more conventional weapons, they can still pose serious risks to the safety of the crew on board. The Philippines has historically been vocal in challenging China’s territorial claims in the South China Sea and
has sought international arbitration to resolve disputes. The South China Sea has long been a source of contention, with many countries asserting territorial claims to various parts of the sea, notably China, the Philippines, and Vietnam. These disputes have frequently resulted in confrontations and disagreements. The current situation in the South China Sea between the Philippines and China is tense and volatile. Both countries have overlapping territorial claims in the region, and there have been numerous incidents of maritime confrontation in recent years. In 2016, an international tribunal ruled in favor of the Philippines in a landmark maritime dispute, but China has refused to accept the ruling. Tensions have been heightened in recent months by China's increasingly assertive actions in the region, including the construction of military outposts on disputed islands. The United States has warned China against taking further provocative actions, and there is a growing fear that the situation could escalate
into conflict. The United Nations Convention on the Law has been a critical framework for resolving such disputes, but compliance and enforcement of its rulings have been contentious. Efforts to find effective and peaceful resolutions to these disputes are ongoing. The nine-dash line, also known as the elevendash line or the U-shaped line, is a set of line segments on various maps that have historically accompanied the claims of the People's Republic of China (PRC, "mainland China") and the Republic of China (ROC, "Taiwan") in the South China Sea. Enclosing about 80% of the South China Sea, the ninedash line encompasses numerous islands, reefs, shoals, and cays, as well as vast stretches of seafloor rich in natural resources. China's claims to the nine-dash line are rooted in a combination of historical, legal, and strategic considerations. Historically, China has maintained a maritime presence in the South China Sea for centuries,

and Chinese fishermen have long operated in the region. Legally, China invokes the concept of "historic rights" to assert its claims, arguing that its long-standing presence in the South China Sea entitles it to sovereign control over the area. Strategically, the nine-dash line provides China with a significant territorial advantage, enabling it to assert control over vital sea lanes and potential maritime resources. China's claims to the nine-dash line have been met with strong opposition from neighboring countries, including Vietnam, the Philippines, Malaysia, Brunei, and Taiwan. These countries have overlapping territorial claims in the South China Sea, and they reject China's assertion of exclusive control over the vast maritime area. In 2016, an international tribunal under
the United Nations Convention on the Law of the Sea (UNCLOS) ruled in favor of the Philippines in a case against China, rejecting China's historic rights claims and affirming the Philippines' sovereign rights in its exclusive economic zone (EEZ). Despite the tribunal's ruling, China has refused to accept its validity and continues to maintain its expansive claims to the nine-dash line. The ninedash line remains a source of significant tension and instability in the South China Sea. China's militarization of disputed islands and its assertive actions in the region have raised concerns among neighboring countries and the United States. The potential for conflict in the South China Sea remains high, and the issue is likely to continue to be a major flashpoint in regional and global security for years to come.

Philippine rice prices increase; Filipinos worried BY KYLE ARTHUR GULANG
Philippines' CCP relaunches 'Lakbay Sine' in Cagayan de Oro
The Philippine Chamber of Agriculture and Food Incorporated (PCAFI) declared in early August that rice prices would rise by P4 per kilo until September. This concerning development has generated concerns about the consequences for the Filipino people. However, PCAFI president Danilo Fausto expressed optimism, stating that prices may stabilize when the rice harvesting season begins.
BY JULIE CANQUE
In the midst of these fears, both Malacaang and the Department of Agriculture have worked to reassure the public that the country still has a sufficient supply of rice. They acknowledge that price changes are likely, with regional differences.
CCP collaborated with the Xavier Centre for Culture and the Arts to offer the best Cinemalaya films and workshops by awardwinning filmmakers and actors to the main campus of Xavier University-Ateneo de Cagayan from October 11 to 14, 2023.
The CCP-Film, Broadcast, and New Media Division relaunched its "Lakbay Sine," with Cagayan de Oro serving as the first stop on its Mindanao leg.
In response to the looming threat of rice shortages caused by El Niño, the government has begun discussions about rice imports during the lean months. The House of Representatives recently held a hearing on the subject, during which Department of Agriculture (DA) officials discussed their plans to source rice from neighboring countries such as Vietnam and Thailand for sale to private sector importers. Furthermore, the DA is investigating the use of the super green lane at the Bureau of Customs to expedite rice importation. The goal is to ensure a steady supply of rice until February 2024.

The situation has prompted legislators to consider the Philippines' growing reliance on rice imports. They emphasized the critical importance of increasing domestic rice production and providing assistance to local farmers. This has long been a source of concern, with records showing a steady increase in rice imports during previous administrations.
According to CCP, Cine Icons is a program aiming at introducing the works of the country's national artists for cinema to a larger audience, improving film pleasure, and developing new voices among young filmmakers and storytellers. "Bilang presidente ng CCP, my objective is to discover talents, artists, and tuluyang suportahan ang mga nakikinabang sa mga training na ibinibigay ng CCP," CCP president Michelle Nikki Junia said.
President Ferdinand Marcos Jr. previously set the lofty goal of achieving rice self-sufficiency in the Philippines by 2028. This challenging goal aims to reduce the country's reliance on foreign rice imports.
CCP brought two Cinemalaya filmmakers to lead the workshops: She Andes, director of "Maria," and Dustin Celestino, director and writer of the Cinemalaya 2023 award-winning film "Duyan ng Magiting."
Overtaking even China in recent years, the Philippines' position as the world's top importer of rice has attracted attention on a global scale. This change emphasizes the urgent requirement for long-term actions to guarantee food security and control rice prices in the nation. In light of these changes, the government, agricultural stakeholders, and policymakers face the difficult task of finding a balance between imports, domestic production, and long-term strategies to achieve self-sufficiency in rice while addressing the ongoing challenges posed by climatic changes and market dynamics.

EDSA People Power Revolution Loses Holiday Status in 2024 BY ARJUANA HONEY QUINTO
President Ferdinand Bongbong Marcos Jr. removes holiday status of The People Power Revolution, also known as the EDSA Revolution, which is celebrated every year from - February 22nd to 25th. It will be announced as a special working holiday. The Malacañang Palace unveiled the official list of regular and special holidays for 2024, with one noticeable omission - the February 25th EDSA People Power Revolution anniversary. Netizens took to social media to express their concerns and opinions about the absence of this significant historical event from the official holiday calendar. Prominent figures from various sectors have voiced their concerns. Opposition leaders, human rights advocates, and scholars have called for a reconsideration of this decision, urging a reevaluation of the importance of preserving the memory of EDSA in the national consciousness. “This action reflects a troubling initiative by the current Marcos administration to disregard historical facts and downplay the monumental achievement of the Filipino people in peacefully toppling a dictatorship. The Edsa People Power Revolution is a symbol of our resilience and our unwavering commitment to fight authoritarian rule,” said the Philippine Alliance of Human Rights Advocates. President Marcos Jr.'s administration has defended the reclassification, asserting that it aims to acknowledge history and maintain productivity. There is a minimal socio-economic impact on declaring such days as a special non-working holiday since it coincide with the rest day for most workers/laborers.” said by the Presidential Communications Office As the nation grapples with this decision, the debate over the status of the EDSA anniversary continues to highlight the importance of historical memory and its role in shaping a nation's identity.

Marriage is a legally and socially sanctioned partnership governed by laws, norms, conventions, beliefs, and attitudes that dictate the partners' rights and duties. Marriage is a lovely tie that brings two individuals together in companionship, friendship, and mutual respect, in addition to love. One of the most lovely aspects of marriage is the sense of unity that it provides. A promise to always be by each others side, and this sense of loyalty and love may be extremely fulfilling. Marriage is also the beginning of a family and a life-long commitment. It also allows you to develop selflessness as you serve your family. However, we really cannot foresee the future. There are some things that are really not meant for us forever that lead us to separate our ways for us to grow and be in peace. Divorce, despite its controversy on some individuals, can be an exit strategy for couples facing opposite differences. A marriage is dynamic, and individuals evolve over time. When conflicts arise, and a couple fails to fix it, divorce can provide an opportunity for both partners to discover themselves and choose paths that lead to wanted fulfillment. In this light, divorce serves as a crucial safety valve, preventing individuals from irresponsible decisions and to save them from a lifetime of unhappiness. Divorce is a complex and emotionally charged process that involves the legal dissolution of a marriage. It can be a difficult and challenging experience for all parties involved, including the spouses, children, and extended family members. The decision to pursue a divorce often arises from a variety of factors, such as irreconcilable differences, infidelity, financial issues, or domestic abuse. Each divorce case is unique, and the outcomes can vary widely based on the specific circumstances and the applicable laws in the jurisdiction where the divorce is filed. Legalizing divorce in a certain country has an upbringing impact, such as the benefits and the risk factors. Cohabitation before marriage is a common thing that most couples here in the Philippines do. Cohabitation refers to two individuals living together in an intimate relationship without being married. It is increasingly common for couples to choose cohabitation instead of marrying first, allowing them to test their compatibility while sharing expenses and daily life. However, it's important to note that cohabitation does not provide the same legal rights and protections as marriage, so couples need to be mindful of financial, emotional, and personal expectations when deciding to live together. As for
us, it should be marriage first before cohabiting with your partner. Let's not forget the culture once we know and see how the old traditions value women, especially in our country, which is the Philippines. There is a tradition that is very prominent in the country wherein couples cannot be together not until they are married. Furthermore, cohabitation before marriage can be risky; living with intimacy with your partner might lead one thing to another. Unplanned pregnancy, which can alter an individual's life differently. When problems arise and get worse, couples will surely fight and when fighting becomes normal in your relationship, then there is no sense in continuing the relationship that you started. It would be better to end that relationship and start a new beginning and focus on those things that matter most than a miserable life with your partner. Moreover, it will be better to cut ties than staying in a relationship that is toxic that would lead to stress and depression. Divorce can give separated people the opportunity to start fresh and move forward with their lives. By dissolving the marriage, both parties can gain closure and freedom from any legal or emotional obligations that were associated with the relationship. This can allow them to pursue new relationships, build new families, and create new futures for themselves. Additionally, going through a divorce can also teach valuable lessons about resilience, communication, and personal growth. In short, getting a divorce can give separated people the chance to rebuild their lives and move on to better things.
“
The government should support women economically Dr. Natalie Verceles Chairperson, University of the Philippines Women and Development Studies
If divorce is globally accepted, you will be entitled to feel the freedom in terms of your finances. You will definitely have the chance to amend their financial opportunities and to have the main control over your finances. You will be free to spend on those things freely without your partner’s approval. It’s useless to stay in a relationship that is no longer
working for you. It is a mutual understanding for both parties but when things are not in unison already, then this thing called marriage is not working anymore and it needs to end. Just like sexual infidelity, financial infidelity can be a root for marriage breakdown. Common reason for couples fighting is financial problems or the low income of your partner. They tend to mismanage their finances over their savings and spending. Others tend to avoid talking about finances to avoid building issues but on the other hand it will just lead them to keep secrets in terms of their finances. The closeness of divorce as a solution and the risks associated with early matrimony relates on how complicated modern relationships are . Instead of implementing an approach that fits everyone, society need to promote open discussions and offer resources for failing couples. By providing an atmosphere that prioritizes negotiation, self-analysis, and personal development, we may help people to make well-informed choices regarding marriage and, in cases where it becomes necessary, handle the difficulties of divorce with resilience and understanding. Some women remain in abusive or unhappy marriages due to financial dependence on their husbands as they have no jobs. The government should also empower women economically, suggests Dr. Natalie Verceles, Chairperson of the University of the Philippines Women and Development Studies. However, it is important to pursue divorce after knowing the sides of each parties and how it affects them. The focus should aim to create an atmosphere that is supportive, that helps couples heal and grow instead of keeping the negative feeling alive. To ensure that easier dissolution of marriage is implemented in a way that benefits society as a whole, it is important to carefully consider the potential consequences and to implement policies that balance the interests of all parties involved. Divorce should be legal, especially in the Philippines. We can't force something to work if it's not workable anymore. Sometimes detaching from what we used to can set us free and make us feel alive again, because for us, fighting for something that is not worth it anymore is a waste of time. If we choose to stay in a complicated relationship, we might as well consider the factors that can be affected. Your life and yourself—we do not want to lose ourselves in love.

Inspection required for confidential funds The current controversy surrounding Philippine Vice President Sara Duterte's usage of confidential and intelligence funds (CIFs) has emphasized the need for greater inspection and surveillance of these funds. CIFs are commonly used by security forces and intelligence agencies for discreet procedures, but their allotment and spending are often surrounded by secrecy. In Duterte's issue, opposition lawmakers have suspected how she was able to access CIFs in December 2022, as her office did not administer any such budgets in the 2022 budget. They have also considered the Duterte administration's demand for a P500 million CIF allotment for the Vice President's office in the 2024 budget. There are several bases why confidential funds warrant greater examination. These budgets could not be used properly and will be used for political purposes instead. Second, the absence of clearness around the allocations and spending of CIFs makes it hard to hold
the government responsible for their usage. Third, the secrecy surrounding CIFs can create possibilities for corruption.
It is hence crucial that the government affirm clear processes
and precautions for the distribution and use of CIFs. In addition, the public must request greater inspections and supervision of CIFs. This can be accomplished through civil society organizations, the media, and Congress. It is also necessary for the administration to be as transparent as possible about the usage of CIFs, whenever possible. The Vice President has defended her use of CIFs by saying Kung sino man kumokontra sa confidential funds ay kumokontra sa kapayapaan,'
It is necessary to hold the government accountable for how it spends all public funds, especially CIFs. Here are some actions that can be used to improve the transparency and responsibility of confidential funds. The government should broadcast a straightforward detailed statement on the distribution and spending of all CIFs, including the objective of each expense. The Commission on Audit (COA) should conduct regular and complete audits of all CIFs. Congress should maintain public hearings on the usage of CIFs and should have the power to mandate witnesses and records. Civil society organizations and the media should watch over the government's use of CIFs and should document any abnormalities to the public. By taking these measures, the government can help to ensure that CIFs are used for their intentional
objectives and that the people are properly declared openly about how these budgets are being used up.

Going Places Kyla Macaron
Living in a world where changes are constantly monitored is like living in a world with a progressive growth. As time passes by, there are common changes that we can observe. People, places, things and experiences have changed also. A change that makes our lives change at the same time also. A change that gives us an efficient and sustainable life. It was March 2023 when commuters were having a hard time getting to their workplace and classrooms as jeepney drivers had declared a weeklong strike because of the modernization plan for our transportation. Some find it alarming but I myself find it very helpful for both drivers and commuters. Looking at our society nowadays, we can observe that even our way of transportation has improved and become more equipped. As we observed, we already have modern jeepneys already with more seats available and well ventilated because of the aircon. Some people might not be able to appreciate this situation as of the moment because they believe that the traditional jeepneys that we have are still what they want. With the modern jeepneys, it is more comfortable for every commuter because it is spacious and good quality seats are provided. It's like embracing a good experience towards a better
Jeepney’s at a crossroads: analyzing the future of PH transport Jeepneys are the lifeline for the commuters in the Philippines, especially students and workers since it is very affordable. On the other hand, despite being a commuter's lifeline, it gives environmental concerns in terms of its high input of emissions that would lead to a high cost situation. Modernization will improve our lives. It is a way of upgrading our system of living. I can't see anything wrong about accepting and facing the reality that as the world goes round, things will constantly change. Change is harmless as long as the objective of the certain is good. Having a modernized jeepney is an indication that our society is globally competitive just like others. Moreover, let us give our full trust and cooperation as our government wants us to compete and provide an easier lifestyle for everybody. These modern jeepneys are not made to demote and disrespect those traditional ones but instead it allows everyone to experience fast, efficient and reliable transportation. Indeed it will be beneficial for both commuters and drivers. Let us bear in mind that our government won't give us projects that don't give any valuable attributes. They studied these modern jeepneys before allowing them to operate.
Additionally, modern Public Utility Vehicles are required to have cleaner engines and fuels thanks to Euro 4. Euro 4 is the fourth set of European emission standards for vehicles, imposing limits on pollutants like nitrogen oxides and particulate matter. PUV’s meeting Euro 4 standards incorporate advanced emission control technologies, leading to cleaner air, reduced health risks, and the promotion of fuelefficient, eco-friendly vehicles. This regulation plays a vital role in addressing climate change and enhancing public health. As the Philippines strives to be environmentally conscious, it’s also important that our transportation reflects our efforts in reducing pollution in the country. We all know how bad it is inhaling the dirty black smoke emitting from antiquated jeepneys. Lastly, let us remember that e m b r a c i n g modernization not just to our way of transportation but also in every aspect of living is very essential in terms of making our society globally competitive and at the same time for us to experience a better tomorrow. Changes are normal and constant. The only thing we can do is to deal with it and embrace it with strength and perseverance for us to live life progressively.

The termination of a relationship is like navigating unknown waters for a lot of people. Step one on this journey is to pause for a moment and silently acknowledge that your route is going to be different. This discovery frequently sets off a chain reaction of feelings that include relief, uncertainty, wrath, and grief. Trends in nature naturally rise and fall.

10 Sci-Tech AI Earthquake Prediction Tech Helping To Save Lives
BY KRISTYLLE CZANE KIAMCO
In modern times artificial intelligence has been proving Its capabilities to make people's lives much easier by cognitive function technologies. One of AI's successful achievements is AlphaFold developed by DeepMind with the partnership of European Bioinformatics Institute which launched on July 22, 2021. AlphaFold processes an amino acid sequence of proteins, from 17% and now with the creation of DeepMind and EBI, the AI system can now predict 98.5% protein that helped scientists to develop new treatments by being able to view the protein structures more in 3D models. A University of Texas scientist developed a new AI system that can predict earthquakes by calculating the probabilities and forecast. The scientist reported that the AI system predicted an earthquake to 70% accuration a week after during the seven-month trial in China within 320km of their estimated location and successfully predicted 14 earthquakes but It missed one earthquake and gave eight inaccurate predictions. With the team's knowledge of earthquake physics the AI system was given statistical features and five years to train itself from seismic database recordings. The scientist also stated that after the AI trained, it gives it forecast by listening for signals of entering earthquakes, though the prediction in other location is still unsure but the developers are confident that within the country of Texas, Italy, Japan and other countries with robust seismic tracking network could improve its rating of succession of predicting earthquakes within a few miles. The Philippines has adopted the Google AI Android Earthquake Alert System since the launching of the server in June 2021 that gives early warning to android users when accelerometers detect seismic activity. The server works in two ways via the search bar and directly providing notification to android users of where the shaking is occurring depending on the magnitude and intensity of the earthquake and when the mobile phone detects an earthquake the phone plays a loud sound and provides instructions for users preparedness. Also the feature can be turned off if users don't want to receive such alerts. Google Philippines director Bernadette Nacario said in the virtual briefing that the system could help Filipinos for disaster preparedness and risk reduction as the country is located in the Pacific Ring of Fire.
