Over the course of the past year, we’ve been putting together campaigns to help support our Business Community, providing resources and making referrals for our member companies. We’re also communicating accurate, dependable information and advocating with our local, county, state and federal officials to help both small business owners and their employees as they navigate these tough times. Washington D.C.- Today, the House of Representatives passed the American Rescue Plan Act, a $1.9 trillion relief package to address the unprecedented COVID-19 public health and economic crisis. This legislation will accelerate vaccine distribution, speed the opening of schools, provide direct support to millions of struggling Americans, and dramatically lower health care costs for middle class families. Rep. Malinowski voted in favor of the bill. President Biden is expected to sign the legislation into law this week. “The American Rescue Plan will help us crush this pandemic once and for all, ease the suffering of millions of Americans, while making health care more affordable and cutting child poverty in our country in half,” said Rep. Malinowski. “It also provides the direct aid to our small towns and counties that I’ve been fighting for, allowing them to maintain the services we need without raising taxes. The moment President Biden signs this, we can start getting people help, and there is not a moment to be lost.” HUNTERDON BUSINESS NEWS | VOL. 46

The American Rescue Act Plan will: Speed up COVID-19 vaccinations and contain the virus: The bill provides $20 billion to establish a national vaccination program and improve the administration and distribution of vaccinations. It also provides $51 billion to expand testing, contact tracing, and mitigation and related activities. Provide the resources needed to allow schools to safely re-open: This bill makes nearly $130 billion available to states and school districts for immediate and longterm relief so they can work with public health experts to safely re-open schools and make up for lost time in the classroom. Deliver immediate relief to working families bearing the brunt of the crisis: The bill will provide direct assistance to households across America by $1,400 per person and extend pandemic unemployment assistance through September. It will also provide direct housing and nutrition assistance to families struggling to get by. It will also the Child Tax Credit from $2,000 to $3,000 (with a more generous $3,600 credit for children under the age of 6), while making the credit fully refundable. It is estimated that these changes will lift nearly 10 million children across the U.S. above or closer to the poverty line. Rescue the child care system from the brink of collapse: The bill provides $39 billion through the Child Care and Development Block Grant for child care providers as the country reopens and provides financial relief for families struggling to cover tuition.
Support communities struggling with the economic fallout: The bill increases Paycheck Protection Program funding by $7.25 billion and expands eligibility to ensure it reaches nonprofits of all sizes and types. The bill also provides $25 billion for a new grant program for restaurants and bars with 20 or fewer locations that have been hit hard by the pandemic. Additionally, the bill includes $15 billion for targeted Economic Injury Disaster Loan Program Advances to help those who applied for relief in 2020 but did not receive the full $10,000 grant. Include $350 billion in emergency funding for state and local governments: The bill provides resources for state and local governments to make up for revenue lost due to the economic crisis, enabling them to protect the jobs of first responders and public workers, while effectively distributing the vaccine, scaling testing, reopening schools, and maintaining other vital services. Improve healthcare coverage: The bill includes the largest expansion of health care coverage since the passage of the Affordable Care Act, including lower monthly premiums for millions of middle class Americans who previously did not qualify for ACA subsidies, and a coverage expansion for millions more who are currently uninsured. The bill invests nearly $35 billion in premium subsidy increases for those who buy coverage on the ACA marketplaces. This equates to a family of four making $75,000 paying $340 rather than $588 per month in premiums for benchmark coverage.

TAX TIDBIT Employee Retention Credit On December 27, 2020, the Consolidated Appropriations Act, 2021 (CAA, 2021) was signed into law. The CAA, 2021 Act greatly expanded the Employee Retention Credit (ERC). The credit is now available to more businesses and extends the date for wages paid through June 30, 2021. Under the CARES Act, the ERC was available to qualified business for wages paid between March 12, 2020 and December 31, 2020. The ERC was equal to 50% of qualified wages paid to each employee, with a wage CAP of $10,000. The maximum credit per employee was $5,000. The ERC was not available to any business that received a Paycheck Protection Program (PPP) loan. The CAA, 2021 modified the eligibility for the ERC and now permits businesses that received a PPP to also qualify for the ERC. No Double Dipping is allowed. A business cannot claim an ERC on the same wages that were paid using PPP monies. As an example, if a business received PPP monies in April 2020 and spent the funds in accordance with the program requirements by June 30, 2020, they would be able to count the wages paid between July 1 through December 31, 2020, for the ERC. The CAA, 2021 expands the maximum wages paid per individual from $10,000 in total to $10,000 per individual, per quarter, for wages paid between January 1, 2021 through June 30, 2021. The credit was further expanded from 50% to 70% of qualified wages. Under the CARES Act, the ERC was available to businesses with 500 employees or less, between March 12, 2020 and December 31, 2020. Under the CAA, 2021, the credit was reduced to businesses with 300 employees or less, between January 1, 2021 and June 30, 2021. Businesses that now qualify for the ERC during the 2nd, 3rd or 4th quarters of 2020, can amend their quarter payroll tax returns, to claim a refund for the eligible credit. Healthy Hunterdon CUT BACK ON SUGAR DURING NATIONAL NUTRITION MONTH Added Sugar = No Added Benefit The average American takes in 57 pounds of added sugars each year. The effects of added sugar on the human body include, but are not limited to: weight gain, diabetes, and cardiovascular disease. Added sugar adds up to extra calories plus zero nutritional value. The American Heart Association recommends women consume no more than 6 teaspoons (24 grams) and men no more than 9 teaspoons (36 grams) daily. Naturally occurring sugars are found in fruits, vegetables and milk products so are not considered “added sugars”. Refined and processed foods are where most “added sugars” are found. There are many different ways sugar can be listed on a packaged food, making it difficult for consumers to detect, but in recent years laws require companies to list “total sugar” and “added sugar” separately on labels. The easiest way to follow these recommendations is to decrease the amount of processed foods and read the labels of any packaged food. Replacing processed foods with more vegetables, fruits, protein and complex grains will ensure a healthier diet overall. One example of a simple change - swap a flavored yogurt for plain and add some berries and cinnamon. Thor’s Outdoor Science Academy to debut as part of Into the Outdoors HUNTERDON COUNTY, NJ – Thornton “Thor” Giese had just said “yes” to a cool new job as an Outdoor Educator with New Jersey Fish & Wildlife when COVID-19 hit, and the position was frozen. Undeterred, Thor found a new outlet for his love of science and education, developing his own series of experiential science videos, Thor’s Outdoor Science AcademyTM, which has been picked up by the Emmy-winning Into the Outdoors network which currently airs on PBS in 27 states, plus Washington, D.C., and Puerto Rico. Ever since seeing his first Indiana Jones movie as a child, Thor has had a one-track mind to study, understand and appreciate the world around him and his place in it. Now he has the chance to share that passion with others as part of PBS’ acclaimed line-up. “I love to learn, travel and be outdoors. I’ve not found anything in life to be uninteresting. I am so excited for this opportunity with Into the Outdoors and PBS and for building a program that will entertain and educate people of all ages,” said Thor Giese, who was born and raised in Annandale, N.J., attended North Hunterdon High School, and who spent a year in Germany as an exchange student.

Plus, I’ve always loved food!” In a segment on rock salt, Thor explains how rock salt has played an important role in human civilization as well as modern languages. He also can’t ignore salt’s “rock star” place in taste and food preservation, as he grills up shrimp and venison (which he hunted himself with a bow and arrow) on a slab of rock salt. FirstEnergy Names Steven E. Strah Chief Executive Officer Akron, OH – FirstEnergy Corp. (NYSE: FE) today announced that Steven E. Strah has been named the company’s chief executive officer and a member of the Board of Directors, effective immediately. Strah has served as acting chief executive officer since October 2020, and as president, a position he continues to hold, since May 2020. “Steve has consistently demonstrated the leadership skills, strategic acumen, and deep knowledge of our business needed to position FirstEnergy for long-term stability and success,” said Donald T. Misheff, nonexecutive chairman. “Since his appointment as acting CEO, he has taken meaningful steps to put FirstEnergy on the right path forward, including ensuring a renewed emphasis on compliance and transparency throughout the company; laying out his strategy, including through FE Forward, to transform the company; and working to reduce regulatory uncertainty affecting the company’s Ohio utilities. The Board has full confidence in Steve and believes this is the right time for him to take the CEO role as we execute on the company’s strategic priorities for the benefit of all stakeholders and drive enhanced value for shareholders.” Strah said, “During my time leading the company as acting CEO, I have worked alongside the Board and the rest of the management team to address the challenges facing the company

By 2024, FE Forward is projected to generate approximately $300 million in annualized capital expenditure efficiencies while continuing to hold operating expenses flat by absorbing approximately $100 million in projected increases. In addition, the company expects to generate approximately $250 million in working capital improvements by 2022. This program includes an estimated $150 million of costs to achieve through 2023, which are expected to be self-funded through these efficiencies. FE Forward is not a downsizing effort and there will not be any involuntary employee reductions in connection with this program. FE Forward will optimize processes and procedures through a range of opportunities, including:
Optimizing operations by expanding capabilities in areas such as strategic sourcing, inventory optimization, and commercial contract terms, and by standardizing best- in-class work management policies across the enterprise; Accelerating the company’s digital transformation by revamping customers’ online experience, automating sourcing data collection and management, and deploying advanced analytics in asset health decisions as well as vegetation management programs; and Productivity improvements through system integration that puts advanced technology tools, such as mobile dashboards and remote access to asset management information, in the hands of frontline employees. About Steve Strah Strah is a highly respected energy executive, with 36 years of industry experience and a deep understanding of the FirstEnergy business. He was appointed president in May 2020, a position he continues to hold, overseeing FirstEnergy Utilities; Corporate Services and Information Technology; Finance; Product Development, Marketing and Branding; External Affairs; Rates and Regulatory Affairs; and Strategy. He began his career with The Illuminating Company in 1984 and served in a variety of utility leadership roles including regional president of Ohio Edison; vice president, Distribution Support; and senior vice president, FirstEnergy Utilities. He was elected senior vice president and chief financial officer in 2018.
