City council meets Monday Bellevue City Council will meet in regular session Monday, Dec. 9, beginning at 7:30 p.m. in council chambers, located in the city offices, 3000 Seneca Industrial Parkway. On the agenda are two ordinances regarding 2013 appropriations. Prior to the meeting, the Public Utilities Committee will meet at 7 p.m. A previously scheduled Economic Development Committee meeting, originally set for 6:30 p.m. has been postponed until after the first of the year. In addition, following the meeting, Municipal Court Judge Tom Aigler will swear in the city’s newly elected officials.

A Toledo law firm will defend racial discrimination allegations filed Nov. 22 against the Bellevue School District in U.S. Federal District Court; however, should the need arise, two Cleveland attorneys will assist the district throughout the legal maneuverings. In a special meeting of the Bellevue Board of Education, held early Friday morning, the
board agreed to hold Bellevue Middle School Principal John Bollinger and Bellevue High School Assistant Principal Molly Porter “harmless” in the lawsuit filed by Sabrina Reel, now living in Sandusky. Representing the district is attorney Joan Szuberla of the Spengler Nathanson law firm in Toledo; the firm is employed by the insurance company which provides coverage for the district. Reel has charged the
district, the board of education, as well as Bollinger and Porter individually, with depriving her two daughters, identified only as “S” and “J,” ages 17 and 15, of their Constitutional rights under the 14th Amendment, with the result “their actions… resulted in severe and debilitating emotional distress,” during the two years they were students in Bellevue. Friday morning ’s action came in a unani-
mous vote by the board after a lengthy closed session. Participating were Superintendent Kim Schubert, Treasurer Nancy Beier, board members, and newly elected board member, Neil Carlson, who will officially join the board in January. The board’s resolution noted that both Bollinger and Porter were sued individually, but stated that both “were acting within the scope of their authority and in
their official capacity.” As a result, the board agreed it would defend each and hold them harmless, as well as providing additional legal counsel, if necessary, through Michael Loughman and Ashleigh Kerr of the district’s Cleveland law firm, Stumphauzer O’Toole. LAGOS, Nigeria — Entombed at the bottom of the Atlantic Ocean in an upended tugboat for three days, Harrison Odjegba Okene begged God for a miracle. The Nigerian cook survived by breathing an ever-dwindling supply of oxygen in an air pocket. A video of Okene’s rescue in May — http://www.youtube. com/watch?v=ArWGILmKCqE — that was posted on the Internet more than six months later has gone viral this week. As the temperature dropped to freezing, Okene, dressed only in boxer shorts, recited the last psalm his wife had sent by text
message, sometimes called the Prayer for Deliverance: “Oh God, by your name, save me. … The Lord sustains my life.” To this day, Okene believes his rescue after 72 hours underwater at a depth of 30 meters (about 100 feet) is a sign of divine deliverance. The other 11 seamen aboard the Jascon 4 died. Divers sent to the scene were looking only for bodies, according to Tony Walker, project manager for the Dutch company DCN Diving. The divers, who were working on a neighboring oil field 120 kilometers (75 miles) away when they were deployed, had already pulled up four bodies.
So when a hand appeared on the TV screen Walker was monitoring in the rescue boat, showing what the diver in the Jascon saw, everybody assumed it was another corpse. “The diver acknowledged that he had seen the hand and then, when he went to grab the hand, the hand grabbed him!” Walker said in a telephone interview Tuesday. “It was frightening for everybody,” he said. “For the guy that was trapped because he didn’t know what was happening. It was a shock for the diver while he was down there looking for bodies, and we (in the control room) shot back when the hand grabbed him on the screen.”
On the video, there’s an exclamation of fear and shock from Okene’s rescuer, and then joy as the realization sets in. Okene recalls hearing: “There’s a survivor! He’s alive.” Walker said Okene couldn’t have lasted much longer. “He was incredibly lucky he was in an air pocket but he would have had a limited time (before) … he wouldn’t be able to breath anymore.” The full video of the rescue captured by divers was released by DCN Diving after a request from The Associated Press. 2013, they were subjected to a course of racial discrimination, harassment, bigotry, racist comments and actions from administrators, teachers and students despite their and their mother’s pleas to end the disparaging treatment.” The suit says J, as a new middle school student, was singled out by Bollinger during a school assembly, and that complaints by Reel were “discounted” and treated with “deliberate indifference.” After being promoted to high school, the girl again faced racist actions by students and
staff, including Porter, who, Reel claims, treated her complaints with “deliberate indifference and disdain.” Both girls were accused by Porter of “creating a ‘distraction in the educational process’” in a letter sent to Mrs. Reel in May 2013, the suit claims. That letter, the lawsuit states, threatened both with “out of school suspension” if they did not “cease and desist” their actions. In addition to a jury trial, the suit seeks unspecified compensatory and punitive damages as well as attorney fees.

Alma Jane Eads Alma “Jane” Eads, 78, of Bellevue, passed away Thursday, Dec. 5, 2013, at Stein Hospice in Sandusky, Ohio. Jane was born on Nov. 19, 1935 in Bagdad, Ky., the daughter of David and Estelle (Wylie) Moffett. Jane is the mother of five sons, and was the ninth of 11 children. Jane was a NASCAR fan rooting for the Earnhardts. Her biggest joy in life was her family. She is survived by her sons, Randy (Pam) Eads, of Monroeville, Wayne (Annette) Eads, of Columbia, S.C., Mike Eads, of Monroeville,

$5M state fund to fix projects near turnpike David Patch The Toledo Blade
CASTALIA, Ohio — For years, the Ohio Turnpike Commission and the Sandusky County Engineer’s Office argued over responsibility for repairing collapsed ramps meant to lift numerous county and township roads up to bridges over the toll road. The Ohio General Assembly finally settled that squabble by declaring the turnpike duty-bound, and the rebuilding of 11 failing embankments is scheduled for completion next year. The Ohio Department of Transportation has set up a $5 million annual program to pay for - or at least help pay for - projects along the turnpike that primarily would benefit local motorists or people who live nearby. Greg Murphy, ODOT’s chief of staff, said the program “demonstrates cooperation between all state agencies” and was inspired by local officials’ comments during meetings Gov. John Kasich and his administration held along the toll road several years ago to study its management model. Mr. Murphy and other officials met again Wednesday in Maumee with Toledoarea transportation leaders to explain the program. Funds will be distributed in response to competitive applications. Along with shoring up collapsing embankments, eligible projects could include such things as bridgedeck repairs, drainage improvements, and noise walls along the turnpike. Rick Hodges, the turnpike’s executive director, said after the meeting that such projects historically haven’t been compatible with his agency’s mission. “Our culture has always been separate, focusing on the rapid movement of freight traffic from Buffalo [or Pittsburgh] and Chicago,” Mr. Hodges said. “But we’re part of the state’s transportation system, and it’s time for us to rethink that relationship.” Funding for Turnpike Mitigation Program projects will come from ODOT, he said, because $1 billion
in construction bonds the turnpike recently sold for projects are dedicated to major capacity expansion, such as the I-75 widening between Perrysburg and Findlay. “It’s a very good program. What that money will do is allow locals to perform projects to address problems that are created because of the existence of the turnpike,” said Fulton County Engineer Frank Onweller, who attended the meeting. Mr. Onweller said his first application will be for repairs to a ramp embankment where Franklin Township Road 22 crosses the turnpike. “There’s some slope slippage - it’s starting to show,” he said. “We want to get to it before failure occurs. Redmen can’t find their rhythm

SANDUSKY — In their second game of the season, the Redmen are still trying to find their groove. Friday night the Redmen were handed their second loss by Upper Sandusky, 59-45. It was a battle from the beginning as the Redmen fell behind early 11-2. The Redmen’s struggles continued with Upper Sandusky’s Cody Collins getting a hot hand near the end of the first quarter to give the Rams a 20-7 lead. The Redmen looked as if the second quarter would be a different story, as Quinton Brimmer stole the ball for a Redmen basket. Followed by two made free throw shots by Shane Miller and a two point basket by Ross Gerwin going into halftime, the Redmen were gaining ground, down 33-17 at halftime. Head coach Brad Scheiber was pleased with how his team came out strong after halftime but knows there are still things they need to work on. “We weren’t boxing out, which is something we’ve been working on;

The game remained close through the end of the third quarter with the Redmen still leading 35-23. In the fourth quarter the Redmen refused to give up their lead, finishing out the game with a 46-34 victory. The leading scorer for the Redmen was Isaac Hartley with 19 points, followed by Kyle Geary with 11 points. The Redmen JV and varsity teams will be back in action tonight as they travel to Perkins to take on the Pirates. Tip-off for the JV game will be 6 p.m., with the varsity game to follow immediately after.

The Redmen won both matches, 53-37 against Oak Harbor and 60-23 against Sandusky. There were six Redmen who were 2-0 for the day and the remaining eight Redmen were 1-1. BEREA, Ohio — Browns defensive end Desmond Bryant has undergone a successful procedure to correct an irregular heartbeat. Bryant’s season ended with four games left because of a rapid heartbeat, a condition he has known about for several years and been treated for in the past. A Browns spokesman said Bryant had a cardiac
ablation on Friday at the Cleveland Clinic. Bryant is expected to make a full recovery and resume his NFL career. He finished with 3 1-2 sacks and 45 tackles in 12 games. Bryant had been taking medication for the condition, which forced him to leave an Oct. 3 game against Buffalo. He experienced symptoms on Monday and the Browns announced on Wednesday that his season was over.

JOHANNESBURG — South Africans erupted in song, dance and tears on Friday in public and emotional celebrations of the life of Nelson Mandela, the anti-apartheid leader who bridged this country’s black-white divide and helped avert a race war. Fellow anti-apartheid leaders like retired archbishop Desmond Tutu called for the 51 million South Africans to adhere to the values of unity and democracy that Mandela embodied. The tributes to Mandela that came from people across the spectrum showed that he had affected people deeply. “What I liked most about Mandela was his forgiveness, his passion, his diversity, the pact of what he did,” said Ariel Sobel, a white man who was born in 1993, a year before Mandela was elected president. “I am not worried about what will happen next. We will continue as a nation. We knew this was coming. We are prepared.” Sobel was with a crowd of people who had gathered at Mandela’s home in the leafy Johannesburg neighborhood of Houghton where Mandela spent his last sickly months. A dozen doves were released into the skies and people sang tribal songs, the national anthem, God Bless Africa — the anthem of the antiapartheid struggle — and Christian hymns. Many wore traditional garb of Zulu, Xhosa and South Africa’s other ethnic groups. One carried a sign saying: “He will rule

It was a very bad situation.” President Jacob Zuma announced that Mandela
is to be buried during a state funeral in his rural home town of Qunu on Sunday, Dec. 15. A memorial service is to be held on Tuesday in FNB Stadium in Johannesburg. Mandela’s last public appearance was at the same stadium in 2010 for the closing ceremony of the soccer World Cup. Mandela’s body will then lie in state in Pretoria for three days. Sunday marks a national day of prayer and reflection. “We call upon all our people to gather in halls, churches, mosques, temples, synagogues and in their homes for prayer services and meditation, reflecting on the life of Madiba and his contribution to our country and the world,” Zuma said, using Mandela’s clan name. Zuma had announced
late Thursday that Mandela, who had been in and out of the hospital four times since February 2011, was dead. He was last admitted in June with a recurring lung infection from which he never recovered, though he was released in September to convalesce at home. After midnight, a black SUV-type vehicle containing Mandela’s coffin, draped in South Africa’s flag, pulled away from Mandela’s home, escorted by military motorcycle outriders, to take the body to a military morgue in Pretoria. WASHINGTON — Silver could take on a whole new meaning when it comes to car shopping. With more older drivers on the road, the federal government is contemplating a “silver car” rating system that will help identify which cars better protect elderly drivers and passengers in a crash. Federal highway safety officials will investigate the possibility of such a rating system as part of a five-year plan designed to reduce the number of fatal and injury-causing accidents among older drivers. The plan, released Thursday, also called for more research into how technology could prevent crashes or reduce their severity. One promising technology warns drivers when their car has moved outside its lane. Another automatically applies the brakes when a car is destined to ram the vehicle in front of it. Over the past decade, the number of fatality crashes in the U.S. has declined significantly, but the progress had been more modest for older drivers, and came to a halt last year when 5,560 people over the age of 65 were killed as a result of motor vehicle crashes, a 3 percent increase from 2011. Another 214,000 were injured, a rise of 16 percent. The government has a 5-star safety rating system for vehicles. It’s now asking whether it can do better when it comes to older drivers. They are expected to drive more miles and drive later into life than previous generations. “Let me be clear. What we’re talking about here is information. Information is power. This is not something that is going to change the price of vehicles,” said David Friedman, deputy administrator for the National Highway Traffic Safety Administration. “The idea is to get consumers as smart as they can be about their safety choices when they walk into the showroom.” About one in five drivers, or 35 million, currently are 65 or older. The aging of the 77 million baby boomer generation — those born between 1946 and 1964 — will add to the number of older drivers on the road. NHTSA’s plan focused on helping them drive as

safely and as long as possible rather than trying to restrict their driving access. Outside safety analysts said the plan’s emphasis on technology was welcome because it should lead to more confident and safe drivers. Lane departure warnings and smart headlights that adjust based on distance to traffic are already available, but they are often considered a luxury item. Such technology will become more and more prevalent in the coming years, said Jodi Olshevski, director of the Hartford Center for Mature Market Excellence. “The technology is evolving so quickly that understanding more about how it can benefit older drivers is really critical,” Olshevski said. Friedman said the technology developed in recent years has done much to make cars safer when they crash. Now, the question is whether crashes can be prevented entirely. He said the “holy grail” for drivers, especially older drivers, is a vehicle that can drive itself. “This is I think where a lot of folks would like to see us go. There’s incredible potential,” Friedman said. “It’s something we’re working day and night on to do the research to make sure it can be done right, it can be done safely and it can be done right out of the gate.” Olshevski said the plan’s emphasis on keeping drivers on the road is the right one because it will help more of the elderly maintain their independence. “Being able to get In your car and go where you want to go as long as possible and as safely as possible is important to quality of life as we age,” Olshevski said. The plan also seeks to increase seat belt use among the elderly because the consequences of being unbelted are worse for them. For comfort reasons, some of those who use seat belts don’t use them appropriately. In the coming months, NHTSA it will test public service messages aimed at increasing seat belt use and provide educational materials about ways car owners might be able to increase the comfort and fit of their seat belts. The agency also released new guidelines for the states to improve safety for older drivers. One of the recommendations called for inperson renewal of driver licenses once a person hits a certain age if a state determines there is a problem with older driver crashes.

But that doesn’t mean you have to fill your home with the same holiday decorations in the same color scheme every year. “Until four years ago, I was Scrooge-y when it came to holiday decorating — a result of seeing the same old thing over and over again,” says Brian Patrick Flynn, a Los Angeles-based interior designer and executive producer of HGTV.com’s “Holiday House.” But after finding ways to “reinvent the look and feel of Christmas for my own home,” Flynn says he “rediscovered how much fun seasonal styling can be when you make it your own.” Here he and two other design experts — Jon Call of Mr. Call Designs and Betsy Burnham of Burnham Design — offer suggestions on shaking up holiday decorating. SUPER STOCKINGS Call’s family takes a creative approach to Christmas stockings: On the night before Christmas Eve, they make new stockings by sewing together large pieces of felt (inexpensive at any craft store) using a simple blanket stitch. “We let our imaginations fly when it comes to decorating the outsides, and top off each one with our name and the year,” he says. “Making these stockings gives us all something to do the night before Christmas (Eve), and we share memories and laughter along the way.” TERRIFIC TREES A Christmas tree doesn’t have to stay parked in one place. Flynn recommends putting a small tree on wheels (maybe in a vintage metal wagon or an old metal washtub with casters on the bottom) so you can change its location when you’re entertaining to create space or to bring extra holiday style to a different room. She had this done at her Los Angeles home several years ago and is still impressed with the look. “It is the most spectacular thing when I light the trees up at night, and it’s something I would have never been able to do myself,” she says. “The lights haven’t needed changing or redoing, and it’s been a couple of years now.” MAKE IT ALL ABOUT THE MANTEL “One of the most searched-for terms on HGTV.com is ‘mantel decorating,’” Flynn says.
