This year, it’s vital that we address our concerns with the Drug Quality and Security Act (DQSA) with our respective representation to ensure access to pharmacy compounding continues! It's up to our IACP Membership to ensure that patients and practitioners continue to have access to compounded medications prepared by licensed pharmacists who are following the necessary guidelines and who are helping patients and practitioners with personalized medication solutions each and every day. There currently are several issues with DQSA that we believe could detrimentally affect patients’ access to the compounded medications they need. We are working closely with our Hill representation, federal regulatory agencies, and state boards of pharmacy to ensure that DQSA is enacted as it was intended by Congress.

In late November of 2013, Congress enacted HR 3204 - The Drug Quality and Security Act (DQSA). This bill reaffirmed the federal authority over certain aspects of compounding as well as created a new classification of federally registered compounders called “outsourcing facilities”. Attendees will get to hear the perspective of a non-voting Industry Representative to the FDA Pharmacy Compounding Advisory Committee (PCAC), and learn what is going on in the committee meetings, as well as what is expected to come in the future.

Any pharmacist who has worked with veterinarians knows that there are a lot of “we don’t know” answers to questions about which law or which regulation needs to be followed. Many state Boards of Pharmacy defer to their veterinarian equivalent while others apply human prescription compounding rules to the preparation of animal medicines. With the possibility of federal intervention in veterinary compounding through either Congressional or FDA action, having a clear understanding of what's occurring and still needs to be done at the state level is critical. Although the Drug Quality and Security Act (DQSA) of 2013 has provided regulatory assurance for improving the quality of compounds prepared for humans, the DQSA is silent on compounding for non-human patients. Legislative Activities at the State Level 4:00-5:00 p.m. In the past six months, IACP has tracked and worked with state pharmacy associations on more than 50 legislative issues addressing compounding. This session will examine some of the major trends in state activities as well as an IACP supported effort to address questionable physician/pharmacy marketing schemes that disrupt patient freedom of choice. This session will discuss the current status of, and issues concerning, the Memorandum of Understanding (MOU) required to be issued by the Food and Drug Administration pursuant to the Drug Quality and Security ACT (DQSA). In particular, the session will examine how the MOU will impact state regulation of compounding pharmacies and the collaborative regulatory efforts that will occur between the state boards of pharmacy and the FDA.

Continuing Education Credit The IACP 2015 Compounders on Capitol Hill has been approved for 14.5 contact hours (1.45 CEUs) and attendees may acquire up to 11.5 contact hours (1.15 CEUs) of continuing education credit. Attendees will be required to complete an online evaluation for each CE session they attend to verify attendance and acquire their CE. Attendees must provide their NABP e-Profile ID and birthdate (MMDD) to receive credit for any ACPE-accredited CPE session. It is the responsibility of the CPE taker to provide correct information. If incorrect information is provided, the record will be rejected by the CPE Monitor and the CPE credit will not be awarded. If you complete an online evaluation for each CE session you attend at the conclusion of the conference, your CPE credits will be uploaded to the CPE Monitor System within 60 days of completion. If you do not see CPE activity displayed for a session that you attended and it has been more than 60 days since you submitted the CPE to the provider, please contact your CPE provider. All sessions carrying the ACPE program number are approved for continuing education credit. The American College of Apothecaries, Inc. is accredited by the Accreditation Council for Pharmacy Education as a provider of continuing pharmacy education.
