Catalonia is one of the leading clusters in the field of cultural and creative industries in Europe. The future of this sector is, therefore, closely linked to the future of our country and to the opportunities open to us. The success of our cultural and creative companies will be a determining factor in enabling our voices to continue to be heard around the world. In this way, we will facilitate the country’s move towards a model of intelligent, sustainable and integrative growth, while demonstrating that these activities drive progress and development. They are similarly one of our best tools for strengthening our national identity in the area of creative and innovative ideas. It is, however, not yet possible to quantify creativity in the absence of an adequate unit of measurement. What we can evaluate though are its effects, the result of creative processes once converted into tangible realities. It may seem cold to look at the figures when we are dealing with cultural issues, but these are absolutely essential for the definition of fields and as a way of describing traditionally inaccurate profiles within the creative environment as well as its relationship with society. Only through detailed knowledge and accurate data is it possible to trace the paths that we need to tread in order to successfully overcome the challenges we face. Challenges that we must learn how to convert into opportunities, such as the internationalisation of markets and audiences, the natural outlet for endogenous talent, the holistic view of the value chain, as well as a commitment to the professionalization and industrialisation of creators and cultural SMEs. We will, thereby, be generating a greater and deeper knowledge of the creative and cultural business area. These solid reference points relating to a field that, by definition, is constantly evolving are the elements that will allow us, collectively, to continue to occupy a prominent place on the world map of creativity and, as a result, on that of those countries able to link culture and progress. More employment and a larger public. Two objectives that, each day, guide the work of the Directorate-General for Creation and Cultural Companies of the Ministry of Culture, which focuses all its efforts on furthering culture in the professional sphere. To speak of employment is to speak of the artists and all the professionals in the performing arts, visual arts, audiovisual media, music, literature and all those sectors such as digital media or architecture that incorporate themselves into the working dynamics of the Ministry of Culture. The effort made in adapting all lines of support to the needs of the moment in which we live must translate into greater capacity for creators in Catalonia when bringing their projects to fruition and making them accessible to society. The policies aimed at promoting access to cultural activity must result in an improvement in the numbers attending the public and private facilities located throughout Catalonia. ‘The public’ is not just a one-sided, one-way concept. Each cultural activity has, by definition, an audience to which it transmits its content and from which, at the same time, it receives an active response. Only if we understand that the public is not a passive subject but rather a key element in a circular process that comes back to the creator can we begin to appreciate in just measure the quantitative data available on the number of spectators, readers and users. This document summarises, on the one hand, data that allow us to analyse, in the most up-to-date way possible, the situation in which Catalonia’s creative and cultural sector finds itself. On the other hand, it gives a summarised explanation of the lines of public support for each of the links in the value chain of the professional field of culture. They are new relations with creation, new ways of working with the public culture network, new funding tools for private entities, a new structure for strategic trade fairs and markets and new activities to work with the public in achieving our two objectives. The national theatre and music facilities are a network of public facilities, ensuring quality standards and resource optimisation for cultural activity in the region. They head the Public Theatre and Music Facilities System of Catalonia. The purpose of these facilities is to contribute to the regional balance of Catalonia and act as a factor for cultural and economic development and social cohesion.

The Filmoteca de Catalunya has a dual function and two centres: with the recovery, preservation, cataloguing and restoration of film heritage at the Terrassa centre, and the dissemination of film culture, particularly that produced in Catalonia, at the Raval centre in Barcelona. This Area is responsible for maintaining and optimising the use of the performing arts, music and visual arts facilities in Catalonia. In this sense, the aim is to stimulate networking among the programmers and agents involved. In 2014, the Public Facilities and Networks Area renewed its support for stable professional performing arts and music programmes in Catalan municipalities. Determined to build a stable and solid subsidy model for this programming, the Ministry of Culture and Barcelona Provincial Council decided to combine their support through Programa.cat and annual agreements with the municipalities in the Public Theatre and Music Facilities System of Catalonia (SPEEM) as multifunctional local facilities (E3) and regional production centres (E4). The Directorate-General is working to sign similar agreements with the rest of Catalonia’s provincial councils.

Support for performing arts is provided through production grants and comprehensive sectorbased plans (circus, dance and entertainment for all ages), as well as fairs and festivals. A new feature has been launched in the form of Programa.cat, a web platform that allows public programmers (or private programmers working on behalf of a public authority) to contract Catalan performing arts and music companies, having posted the services they provide directly on the platform. The Catalan publishing industry, which maintains its status as a sector leader in Spain, has seen physical book sales figures drop, as digital format revenue rises. Meanwhile, the reading index score (65,3%) is close to the European average (68%). Therefore, the books area, along with the Institució de les Lletres Catalanes and other associated entities, has launched the National Reading Plan. The Plan seeks boost writing, encourage reading within the network, enhance and strengthen the book industry, promote bookshops and increase the number of library users. This drive has the support of associated agents, from the media to cultural and sporting organisations.

INCORPORATION OF THE 2013 BUDGET INTO THE PARTICIPATIVE LOAN PROGRAMME

Digital culture: innovation with regard to creativity and methods of consumption. A transversal area, with special emphasis on the audiovisual, book, music and video game areas, and it facilitates the emergence of transmedia projects. The Area coordinates the Digital Plan, a set of activities aimed at collaboration with Catalan companies dedicated to the development of cultural video games and apps and enhancement of the digital area for those working in a more traditional framework. Other initiatives in this new area are the digital culture blog, as an information tool, and Digital 4C, as a space aimed at meeting up and exchanging ideas and experiences.

An action plan has been introduced to further boost the sector, which involved the participation of 85 architectural studios. Based on its knowledge of audiences and their cultural diet, the area is looking to expand cultural audiences and create new ones. This translates into the design of integrated audience promotion strategies that looks at both supply and demand. Plans include the creation of a single card to facilitate user access to cultural heritage and services throughout the Catalan region.

Promotional image for Escena 25, an initiative to promote the performing arts and music among young Catalans

ESCENA 25 Campaign to promote music and the performing arts among young Catalans, the result of a collaboration between the Ministry of Culture and Catalan facilities, with the cooperation of the Catalan Broadcasting Corporation. The activity was carried out between 1 and 31 October 2013 and involved providing each of the 18 to 25 year old participants with â‚Ź25 to purchase one or two tickets.

Creating visual arts communities: Live and virtual audiences Conference on audience development for visual arts that took place on 1 October 2013 in Lleida. It was attended by 90 people from 19 towns around Catalonia and 10 cases of good practice were presented.

A total of 25,452 young people aged 18-25 years (16,902 women and 8,550 men) registered to participate in the campaign, made possible by 84 facility promoters (104 venues), featuring 268 shows. There were 8,465 tickets booked and the number of Facebook followers increased to 3,403. Similarly, as part of the campaign, 2,400 young people received a TR3SC membership card for â‚Ź1.
