Introduction The last few years have been enormously complex in terms of culture. Economic crisis, technological change, demographic change, radically reduced cultural consumption, decreases in Catalan Government budgets and wholly unfortunate cultural policy implemented by the Spanish Government have created a difficult scenario for Catalan culture and, to an even greater extent, Department policy. We have, however, tackled the crisis with the mindset that the only way to overcome it would be measure by measure, detail by detail, policy by policy, in order to alleviate its effects and, in turn, we have committed to transforming public cultural policy in Catalonia. The document you are reading quantifies, with the characteristically cold objectivity data provides, the work carried out by the Directorate General for Creation and Cultural Companies. These parameters therefore demonstrate the fruits of our commitment to effecting substantial change in our modus operandi. We can see that the mechanisms of cultural support are much stronger than they were, that creativity sits at the heart of our cultural story, that we have improved collective perception with regard to the role of cultural entrepreneurs and enterprises, that we have reorganised the governance and role of the majority of the national facilities and, among other things, that we have organised the markets network into one definitively focused on contracting and emphasising professionalism in each sector. Nor should we forget that we have also secured a significant presence in a number of international arenas. There has been a considerable change in the way the Administration cooperates with the cultural sector. We will progressively see that the changes introduced have been a positive step towards making the qualitative leap we are looking for. The creation of a cultured country is the best guarantee for the future, the most emphatic demonstration of commitment to a creative, innovative, prosperous, cohesive, unique and universal country.

Since its inception, the Directorate General for Creation and Cultural Companies (DGCEC) has directed all its activities towards meeting two objectives: quality job creation and promotion of public participation in the cultural area through efforts traversing the areas of Creation, Cultural Facilities and Promotion Networks, Business, Markets and Audiences. The resolute support of both coordinating agents and creative centres has laid the foundations for public participation in these key, albeit less visible areas, making sure that artists are furnished with the time and resources to allow them to experiment. Without solid professional sectors it becomes impossible to consistently create quality projects. It is for this reason that the new projects in the Comprehensive Plan for Visual Arts and Comprehensive Plan for Music have been added to the existing comprehensive plans (Circus, Dance and Family Theatre). With regard to our cultural facilities and promotion networks, we now, once again, have a connected country. The national facilities have begun to work together in order to define their strategies for reaching citizens. Similarly, in another joint collaboration, the Government of Catalonia is working in conjunction with the Barcelona Provincial Council to support the municipal programme of professional performing arts and music; a demonstration of the positive outcome resulting from institutions coming together. In just one year, the negative trend seen in show programming has been turned around to one of growth: more show programming translating into more opportunities to participate in cultural life.

Catalonia’s organisation of six strategic markets, distributed between spring and autumn, has allowed professionals access to an established space in which to present their projects: The ‘Mostra d’Igualada’ youth theatre festival, the ‘Sismògraf’ dance festival in Olot, ‘Trapezi’ circus fair in Reus, FiraTàrrega street theatre fair, Vic Live Music Market and Manresa Mediterranean Fair ensure that national cultural events are being held all around the region, dovetailing with the sector-based strategies for internationalisation. The successful combination of creativity and audiences, the link between the two ends of the creative process, is a natural outcome that can only be achieved through intensive, longterm efforts which take into account the specifics of all creative disciplines and provide the necessary resources to carry them out with quality and exactitude.

Catalonia’s cultural companies make up an extensive fabric of small and medium-sized enterprises which, in addition to its freelance professionals, represent the country’s true creative force. Artists, producers, publishers, distributors and performers spanning multiple disciplines who work to make the connection between the creative process and its audience possible. The great variety of projects and objectives require different instruments of support and cooperation between the public and private sectors. In this sense, the Catalan Institute for Cultural Companies has become a European leader (through the European Creative Industries Alliance) in the establishment of new tools of funding, such as repayable contributions, participative loans and cultural loans, as well as creating new sources of funding, such as the tax, approved by the Parliament of Catalonia, to provide funds to the audiovisual sector.

The Creation Area aims to foster the expansion of Catalonia’s creative base in all areas of artistic expression and thought, as well as to provide increased support for artists as a requirement for better cultural development, to improve their access to the necessary means to unlock their full potential, to increase the resources devoted to creative and production spaces and obtain first-hand knowledge of as many embryonic projects as possible across all creative industry sectors.

With the Catalan Visual Arts Centre Network, the Government of Catalonia aims to ensure a basic presence of contemporary visual arts in the country. This is a coordinated drive in conjunction with the country’s local administration and artistic agents. Eight centres are currently involved in the initiative, receiving a total sum of €785,000. An action plan for the Network has been in place since 2014. 2015 saw the constitution ofThe Board for the Comprehensive Plan for the Visual Arts, promoted by the Creation Area and the Cross-Programme Coordination unit, of the Directorate General for Creation and Cultural Companies (DGCEC), together with the Visual Arts Area of the Catalan Institute for Cultural Companies (ICEC). The board was set up to promote and monitor various activities in order to work towards a comprehensive and specific treatment with regard to contemporary visual arts in Catalonia. The commission for coordinating and monitoring the plan is made up of DGCEC and industry representatives.

Institució de les Lletres Catalanes The mission of the Institució de les Lletres Catalanes is the promotion, dissemination and study of Catalan literature, authors and Catalan works, both historic and contemporary, as well as leading a drive towards encouraging reading. The institution develops its activities through a series of in-house programmes and supporting literary initiatives in the area of linguistics.

Design The Ministry of Culture has broadened the range of cultural sectors with regard to the creative companies that include innovation and creativity as essential factors in the value chain. In this context, an awareness of the scale and challenges of the sectors involved in creativity is imperative, as is the strategy design for their promotion. With the aim of extending the work begun in the field of video games and architecture across other creative industries, the Ministry of Culture and the Barcelona Design Centre (BCD) have produced a Strategic reflection on the design services sector study, in order to work towards obtaining a true picture of this sector, with a public-private rationale, as has been done previously in the architecture sector.

The conclusions of this strategic reflection were presented in July 2015, the representatives of the various design associations identifying the sector’s main opportunities and threats, strengths and weaknesses. Work on a future action plan for the design sector is planned starting in September 2015.

Architecture Architecture is a sector that is key to the region’s culture, an area being strengthened through the implementation of the Architecture Action Plan. To that end, a Catalan Architects section has been established within the World Architects platform, which includes the audiovisual capsules that have been recorded. Exchange programmes between Catalan and Swiss architectural firms have been organised, with exhibitions and workshops taking place at Arts Santa Mònica, COAC and in Geneva and Zurich. The publication of a brochure for the healthcare sector is being finalised, and there have been other welcome additions in the form of projects such as mARQet, and the Young Architects’ Association of Catalonia (AJAC) biennial awards.

Catalan Architects

Contributions to the heritage sector

World Architects is an international architectural platform that showcases a selection of architectural studios across the different continents. The platform integrates various services, such as the publication of an online magazine with more than 170,000 recipients, in addition to the publication of newsletters for the best represented nations in terms of architectural studios. The platforms are country-specific, with the exception of the architects from New York, California and, for this project, Catalonia. Catalan Architects includes audiovisual capsules featuring reports and interviews with Catalan architectural studios and explaining the history of Catalan contemporary architecture, all these activities feature in the Architecture Action Plan.

The Catalan Agency for Cultural Heritage produced the Informe estratègic del sector del patrimoni a Catalunya: mapa i diagnòstic. [Strategic Report on the Heritage Sector in Catalonia: map and diagnosis]. The document defines the value chain related to heritage management, mapping the principle agents and companies directly linked to heritage management and providing an estimation of the size of the main heritage-related economic sectors (direct and indirect). It also serves as the basis for the future creation of public-private partnerships within the sector and for defining strategies to promote heritage in Catalonia. This work will aid in defining activities for architectural firms that specialise in the heritage sector.

Following in the footsteps of the Geneva architectural exhibition at Arts Santa Mònica, in February an exhibition on Catalan architecture took place at the Pavillon Sicli in Geneva for which a catalogue was also published. Meetings were held within the framework of this project, part of the Cities Connection Project, with cultural authority representatives in Geneva towards promoting cultural exchanges in other cultural sectors. Visits were also organised to view iconic architectural projects in Geneva and additional conferences and joint activities between architectural studios in Geneva and Catalonia were scheduled. Another exchange took place in October, this time with the City of Zurich, which included an exhibition at the Architects’ Association of Catalonia (COAC). An exhibition and workshop development programme in Zurich is planned for Spring 2016.

This publication presents the structure and main features of the Catalan healthcare model, as well as highlighting the excellence of the architectural studios that specialise in the sector, some of which benefit from extensive implementation on an international level. The brochure, published in several languages, includes an inventory of agents and companies in the healthcare sector value chain and acts as a resource for contributing to the internationalisation of Catalonia’s architectural studios.

The Facilities and Promotion Networks Area coordinates theatre, musical and visual arts facilities to optimise their operation and bring live arts to the Catalan general public. In this sense, it promotes networking amongst the programmers and agents involved. In 2015 deployment of the Public Theatre and Music Facilities System (SPEEM) is consolidated and improvements are planned for 2016 by means of a new model of territorial structuring through the creation of cooperation and coordination networks. Support for regular professional programming of performing arts, music and visual arts in Catalan municipalities is also being consolidated. SUPPORT FOR MUNICIPAL PROGRAMMING Support for regular professional programming of performing arts, music and visual arts in Catalan municipalities was consolidated in 2015. Theatre and music arts cultural partnership: The Government of Catalonia and Barcelona Provincial Council renewed their commitment to the combined support of the two lines of funding (Programa.cat and collaboration agreements) relating to the type of facilities established by the Public Theatre and Music Facilities System.

2015-2016 Touring exhibition programme The programme of touring visual arts exhibitions aims to intensify the promotion of interesting, quality contemporary artistic practices. The programme includes pre-produced exhibitions for active Catalan artists (individually or collectively), be they newcomers or already established. 2015 Film season highlights (up to August 2015) The international commemoration of Orson Welles’ centenary deserves special mention for 2015, as part of which the Filmoteca programmed a series of activities including a comprehensive retrospective of his film work, a theatrical performance, a radio broadcast, several book launches and, in particular, the organisation of an international seminar, in which the filmmaker’s eldest daughter, Chris Welles, took part along with Keith Baxter, star of Chimes at Midnight, as a tribute to the legacy of Orson Welles. Leading biographers and academics, such as France’s François Thomas and Jean-Pierre Berthomé, North Americans Joseph McBride and Richard France, and Germany’s Stefan Drössler, director of the Munich Film Museum, which preserves the unfinished works of Welles, also contributed their thoughts and documents. Business Since its inception in 2000, the principle aim of the Catalan Institute for Cultural Companies (ICEC) has been the promotion of cultural enterprises. This extensive area of work remains the major focus for ICEC activities: a firm commitment to supporting the production, publication, dissemination, promotion and presentation of Catalan cultural production. While, additionally and specifically in some areas, focusing on competitiveness and financial autonomy in companies, based on transparency and shared responsibility. Similarly, it is involved in fostering a culture of collaboration and innovation to help companies position themselves within the new economic paradigm.

The Business Development Area, through grants and financial tools, consulting, training and information, provides cultural companies with tools related to business training, professionalisation and economic collaboration. Not only has the demand for these tools increased over the years, they have also been improved. Thus, some lines of funding have been changed from nonrepayable to repayable grant systems, as is the case for publishing plans and recording grants, benefiting from a specific line of funding since 2012, in addition to big music festivals, for which a funding programme has also been established this year. 2015 also saw work continue on sector-specific allocation of the various repayable lines of funding, such as in the video game and multimedia sectors, which benefit from their own line of funding aimed at addressing their specific needs.

Collaboration agreements with the ICF Participative loans for digital cultural companies Purpose: To facilitate credit access for the business projects of digital culture companies and entrepreneurs. In November 2014, the Parliament of Catalonia approved a tax on the provision of content by providers of electronic communications services. The tax is channelled into funding the promotion of the audiovisual industry and the dissemination of digital culture. The contributions allocated to the various lines of funding has been increased, some being reinstated with other new additions.

Cinema and Visual Communication of Catalonia (ESCAC). • Promotion of business: Catalan Audiovisual Cluster. • Fostering the dissemination of film culture: Catalan Film Academy. • Production facilities: Catalonia Audiovisual Park in Terrassa.

The Performing Arts Area focuses all its efforts on the development of the culture of theatre, dance and circus in the professional private arena with one clear objective: fostering the growth and consolidation of this sector, particularly in a context like the present. While the performing arts act as a wonderful showcase for Catalonia (not just in Spain but also in Europe and, in certain cases, worldwide), it is important to continue working to maintain quality in Catalan performing arts. With that in mind, efforts have been made to work on new ways to fund and boost initiatives seeking to attract new audiences. The reformulation of the grants system for the Catalan performing arts sector and reassessment of the triennial agreements with theatres, production companies and private companies has been one of the Area’s principle concerns in order to strengthen the business fabric of Catalan theatre, fostering professionalism and promoting creative quality. Meanwhile, new operating and financial control systems have been implemented for improved facilitation of the work done for this sector, with the aim of ensuring the continued smooth running of the three performing arts comprehensive plans.

Figures for the sector show some recovery in sales of physical-format recorded music after many years of decline, with continued growth seen in the digital market. The big festivals are thriving, although concert venues are going through harder times. To adapt to the requirements of the big festivals, with budgets that exceed €500,000, non-repayable grants have been replaced by repayable grants managed through the Business Development Area. The Music Area provides grants for public festivals, namely those that are publicly owned or where over 50% of the budget is public, as well as for festivals and private venues with a budget of less than €500,000. Another new initiative seen this year is the line of funding aimed at what is known as priority orchestras, through which biennial grants are awarded to five types of orchestra, classified according to their speciality.

As in other cultural sectors, the book industry has experienced some improvement with regard to consumption. To reinforce this change in trend, in addition to the activities included within the Institució de les Lletres Catalanes-led 2012-2016 National Reading Plan, 2015 also marked the introduction of a Comprehensive Plan for the book sector. This plan, formulated in conjunction with all associated industry agents, aims to consolidate the industry, helping to develop new career paths into publishing and bookselling, boosting book sales and raising the reading index score for the Catalan population, which currently stands at 65.3%. Moreover, the Ministry of Culture is spearheading a drive towards Barcelona being declared a UNESCO City of Literature. In terms of grants, a new initiative has been introduced this year with the creation of a specific line of funding for music publishers.

The Visual Arts Area of the Business Section focuses on supporting galleries and art fairs but also takes a cross-cutting approach to include the entire value chain. Thus, work has been carried out alongside the Creation Area to establish the Board for the Comprehensive Visual Arts Plan, set up to work towards a comprehensive and specific treatment with regard to contemporary visual arts in Catalonia. The intention is to create a project that is common to the entire sector in addressing current and future needs. A restructuring of the grants programme has also been implemented in conjunction with the Markets Area, aimed at boosting attendance at fairs, festivals and markets as part of a comprehensive support system towards specific internationalization for galleries. This new line of funding represents a change from automatic to competitive support and is managed from the Markets Area. 2015 has also included collaborative efforts in launching the Gallery Weekend in Barcelona, an initiative already in place in other European cities.

COMPREHENSIVE VISUAL ARTS PLAN 2015 saw the constitution of the Board for the Comprehensive Visual Arts Plan, promoted by the Visual Arts Area in conjunction with the Cross-Programme Coordination Unit and the Creation Area. The board was set up to promote and monitor various activities in order to work towards a comprehensive treatment of all elements related to contemporary visual arts in Catalonia. The Comprehensive Visual Arts Plan was created with the aim of developing a working document supported by the industry and its key players, establishing a schedule for implementation and a committee for coordination and monitoring. As a result of the Visual Arts in Catalonia (2014) diagnostic report, a new visual arts framework was formulated:

As UNESCO has said, it is now essential ‘to connect the knowledge and experience of cultural producers with the networks and possibilities offered by the digital economy’. Therefore, in 2013, the Ministry of Culture launched its Digital Culture Plan. We have worked through the whole spectrum of events taking place in our country, with companies specialising in cultural video game and mobile applications, but also with traditional companies looking to expand their digital dimension. We have also made use of the Digital Culture Blog and the Digital Culture Bulletin to bring the cultural sectors the latest in technology, innovation and digitisation trends. 2014 saw the introduction of the digital participative loan scheme. A new form of financing, where loans are given to new digital culture companies which are required to present their projects to a committee of investors and specialists. A line of repayable contributions specifically for video games and multimedia was established in 2015.

The mission of the Markets Area is to increase the competitiveness of cultural businesses in domestic and international markets, improving conditions for market access and strengthening the central section of the culture value chain (B2B). 2015 has seen consolidation in terms of harmonization and coordination in the strategic performing arts and music markets in Catalonia, for which the Markets Area is now organically responsible. A new line of funding was also established in 2015 to support internationalisation projects in Catalan cultural companies, in order to provide broader support for a variety of activities related to accessing foreign markets. The offices in Paris, Berlin, London and Brussels are key in terms of promoting Catalan culture abroad and Creative Europe Desk is responsible for advising Catalan professionals on the European Culture and Media sub-programmes.

2015 BUDGET

Audience loyalty and creation with regard to culture is one of the key objectives of current cultural policy. The job at hand focuses both on gaining a more in-depth picture of audiences (surveys, segmentation, use of social networks and digital tools, etc.), and on supporting activities that involve the audience (audience workshops, lectures, activities), with an impact on prices to counter the effects of the crisis and stimulate demand. Thus, the most recent consumer data for Catalonia shows a certain degree of recovery, parallel to the incipient economic recovery, the evolution of which will be seen over time. The Audience Area has implemented a number of initiatives aimed at addressing this social and sector-wide need, such as ‘Escena 25’, the youth-focused programme, which entered its third year in 2015; the Catalonia Culture Pass project, which aims to improve access to culture; and the new line of funding aimed at audience creation. In addition, the Area has undertaken a study on audience management within Catalan public facilities and is responsible for the blog: Culture audiences. Connecting communities, a communication and information tool on the subject.

Project: Catalonia Culture Pass The Catalonia Culture Pass will be a knowledge-gathering tool for audiences, based on the single library card, with 3.5 million users, which will facilitate a study of the socio-demographic profile of users, identifying their cultural preferences, as well as the best channels through which to reach them and supply targeted information according to user preference.

Culture Audiences. Connecting Communities Blog This blog is intended to act as a communication tool between cultural agents and audiences, facilitating interaction and fostering audience creation and loyalty with the aim of becoming a point of connection and dialogue between communities to facilitate access to culture.

Activities: ESCENA 25 Escena 25 is a campaign to promote music and the performing arts among young Catalans, the result of a collaboration between the Ministry of Culture and Catalan facilities, with the cooperation of the Catalan Broadcasting Corporation. 2014, the second year of the ‘Escena 25’ programme, saw increased participation by young Catalans along with more shows and bookings made. Thus, 35,703 young people signed up, with 103 venues taking part to offer 296 shows, with a total of 12,848 tickets sold. The 3rd campaign is gearing up for 2015, to run from 1 October to 30 November.

Line of support aimed at culture audience creation New line of support to promote projects and activities aimed at culture audience creation, capture, and expansion in Catalonia, with two branches: nonprofessional training in artistic languages, and support for the organization of awards, competitions and season opening ceremonies.

Recommendations of the European Creative Industries Alliance (ECIA) The European Creative Industries Alliance (ECIA) has put together a document containing the recommendations and conclusions of the work carried out over the course of the threeyear project and which represents a new policy agenda for creative industry promotion. These recommendations were presented during the conference titled Create! Innovate! Grow! conference!: new policy agenda to maximise the innovative contributions of creative industries, organised by the Ministry of Culture, through the Catalan Institute for Cultural Companies (ICEC), in collaboration with the IESE, on 25 March 2015. The ECIA initiative, funded by the European Commission’s Directorate-General for Enterprise and Industry, aims to define a range of policies to support SMEs in the cultural and creative industry arena. The project has been allocated a budget of ₏1.5 M and, in addition to the Ministry of Culture (via the ICEC), is composed of the Amsterdam Innovation Motor, acting as project leader, the province of Milan, the city of Berlin and the cities of Tampere and Nantes. The ICEC has played an active role as coordinator of the working group on Access to Finance.

The policy agenda included in the document consists of the following ten recommendations: 1. 2.

Introduce creative innovation voucher schemes. Stimulate cross-sectoral innovation through public-private innovation challenges. 3. Test new and review existing business support services and financing schemes. 4. Develop and support capacity building in regional clusters. 5. Enable and support the internationalisation efforts of cluster organisations. 6. Launch new and innovative financing schemes to support creative SMEs during start-up. 7. Stimulate investments in creative industries through effective regional ecosystems. 8. Support new initiatives to achieve better Intellectual Property Valuation for creative SMEs. 9. Incentivise the promotion of creative industries. 10. Map and measure the effects and value of the sector in the wider economy.
