The casino industry felt the hit from the decreased workforce. We lost some casinos and we gained some new owners. But, overall the industry stayed the course, continued to build new hotel rooms, improve food service and bring more entertainment to the mountain venues. Somewhat surprising, the change of betting limits and new hours didn’t impact gaming revenue and taxes that much. Revenues and the taxes remained steady, but didn’t have the rise that was expected. Perhaps proving that those who gamble knew where to go, what to play and when to go home. Players became more selective in looking for casino prizes and cash bonuses. The presence on November’s general election ballot of Amendment 68 is as profound a threat to our way of life here in Gilpin County as anything we have witnessed in the past 20 years. Amendment 68 is the latest attempt by a Rhode Island casino company to bypass the existing process for entering the Colorado gaming market by establishing a racetrack casino just east of Aurora. The operators tried a similar gimmick in 2003, which was emphatically rejected by Colorado voters. But by tying the tax dollars the casino would generate this time around to K-12 education—which everyone agrees could use some serious financial assistance—the out-of-state backers hope to make the proposition a little more palatable. It’s telling that despite that carrot, the education establishment has largely rejected the blandishments of the promoters. As of this writing, none of Colorado’s 178
school districts has endorsed the measure, and just a few weeks ago the Denver School Board, which oversees the state’s largest school district, unanimously voted to OPPOSE Amendment 68. There are plenty of other good reasons to vote no on Amendment 68—it’s deceptive, anti-competitive, and impossibly vague—but we in Gilpin County would have to oppose it out of simple self-preservation. Even by the very conservative estimates of the folks in state government who calculate the fiscal impact on the state for the “Blue Book” that will be mailed to every voter, the loss to the limited gaming fund in the tax year 2015-2016 would be about $16.4 million, and in 2016-2017 almost $33 million. Since the total revenue generated by gaming for the state is about $100 million in any given year, that’s a 33 percent decrease in the revenues that would be passed on to Gilpin County, as well.

No deal with tax watchdogs Citizen Budget Committee has casino concerns By Bob Sweeney
The Arapahoe County Citizen Budget Committee held its second session on the proposed casino at the Arapahoe Park racetrack. The new casino is proposed in Amendment 68 heading for statewide voters as a Constitutional Amendment on Nov. 4. The first formal discussion occurred Aug.13 when the group heard a presentation against the proposal by Katy Atkinson, President of Katy Atkinson & Associates, a public relations firm representing the casino gaming industry opposing the proposed Amendment 68. The outcome of that session was a 12-0 poll of the members present with none of the board members in favor of the casino proposed Amendment 68. The board was fearful of the massive infrastructure costs that have to be negotiated after the fact with the developers. An initial impact fee would be paid, but not specified as the amount. Concerns were expressed about the lack of a countywide vote on the rejection or acceptance of the casino that would be placed in Arapahoe County because of the only existing horse racing track left operating in Colorado. The amendment allows operating racetracks to have limited stakes gambling, the same as in the three mountain communities of Black Hawk, Central City and Cripple Creek. Mounting traffic problems were also cited at Gun Club Road and the growing traffic along Arapahoe and Quincy roads that would increase with the new gaming traffic that could exist 24 hours a day with casino operations. The Budget Committee wanted to hear both sides of the proposal and invited the proponents to appear at the regular committee meeting Sept. 10, before rendering any official statement to the Arapahoe County commissioners as their financial advisory board. Two spokespersons appeared on behalf of the Arapahoe Park racetrack organization supporting the proposed Amendment 68. Becky Brooks, who is a spokesperson for the track, accompanied by Danny Williams, veteran Eagle County Commissioner and former state representative from northwest Colorado, who represents the horse racing and Arapahoe track interests. Williams related that “K-12 education is underfunded in Colorado” and that Colorado taxpayers had

failed to pass the last funding measure in the statewide election. He made the point that this proposed casino could pay as much as $114 million in taxes that would flow directly to the school districts to spend as they wished. The money would not go to the state general fund, but directly to the school districts. In later discussions board members questioned this amount and Williams explained that the figure was an estimate taken from what the casino incomes are currently. The funding per student could range from $50 to $114 per student across Colorado, depending on casino taxable income at 34 percent versus the graduated tax scale on casinos, which is currently at 17 percent. According to Williams the tax would be almost doubled and gambling would be allowed at racetracks where legal gaming already occurs. Two other tracks are mentioned in the bill, now closed Uranium Downs in Mesa County and a track in Pueblo County where greyhounds once raced dating back to 1939. The tracks would have to be operated for a period of five years before a gaming license could be considered under the amendment. Williams expressed his opinion that land use would still fall under Arapahoe County rules and regulations subject to the boards and county commissioners. It was his opinion that the commissioners could hold hearings and delay or stop casino construction and operations. Committee members expressed that this could lead to litigation if parties could not agree on impact fees, infrastructure costs and ongoing revenues to the county to pay for costs of the casino operation. Committee members expressed their concerns about the county spending a large amount of money without the full knowledge of how the money would be repaid with “negotiations” with the casino operators. A question of fire protect was raised and whether a new fire station would have to be constructed and equipped to serve the growth in the proposed area? Williams expressed this belief that the casino operators were not interested in construction of a new hotel in the area or at the casino, but that was questioned by board members believing that further growth could occur in the area leading to additional traffic and road concerns. Williams pointed out that the figures in the election Blue Book, being mailed to all Colorado registered voters, was prepared by a bipartisan legislative council that estimated the taxable revenue would be around $114 million and that his group was not responsible for the
proposed income figures. Discussion continued, during and later, following the presentation about the success or failure of the casino and the large expense expended by Arapahoe County with no guarantee of repayment except estimates of future gaming taxable incomes. Jared Ingwalson raised the question of how disputes could be resolved outside of court? Williams responded with his belief that Arapahoe County commissioners and zoning boards would still have major controls over the growth and development of the land use. Board Chair Jamie Wollman expressed her opinion of lack of a local vote on the proposed casino development saying, “This amendment doesn’t allow Arapahoe County citizens to vote.” Board member Jordan Rohde stated the financial matters … “boggle my mind.” Questions were raised about what would happen if the casino went bankrupt and the county was stuck with the infrastructure costs? Ingwalson asked whether this would be new business or just “slicing the pie more thinly.” He continued, “If we’re just slicing the pie – don’t we all lose?” Williams said he believed the new casino would grow the pie and referred to the Blue Book analysis that relates that the Denver market is “underserved.” He observed that some “cannibalization” could occur with loss to the present industry at an estimated 30 percent – but a gain in the Denver market of 20 percent with a higher tax rate. Racetrack spokesman Brooks related that currently employment at Arapahoe Park is seasonable and that the new casino could create 650 jobs in construction and operations. She said that the track now has around 4,000 people coming to the track for the three-day racing sessions with most of the traffic on the weekends. The meeting ended with the committee questioning whether costs for the casino would, or could be covered? Lack of local voting was a major concern, expressed by Wollman. The group agreed with a full majority to write a letter to the county commissioners expressing concerns about the Amendment 68 proposal and the pitfalls of the financial risks for Arapahoe County taxpayers. Following the presentation, a discussion ensued on the new county fairgrounds and financial aspects of this upcoming project and a representative from the county will be asked to explain more details at the Oct. 15 session where the 2015 proposed county budget will be discussed.

from stock sales and out-of-state investors. An estimated 10,000 people work in the three towns and many others work in supplying the food, paper supplies and beverages to these towns. The cities now have larger payrolls and jobs flow in from Denver, Idaho Springs and rural mountain areas. This is a steady payroll of pretty good jobs with real benefits and regular hours of work. Amendment 68 would change all this stability and provide a new venue for gaming at the Arapahoe Park racetrack in far southeastern Arapahoe County where a suffering horse race track wants to add an estimated 2,500 slot machines and table games to shore up their ailing business. They have been able to place this Initiated Amendment on the Nov. 4 ballot by virtue of hiring a firm to obtain 130,000 signatures in support of the new casino with the taxable proceeds going to K-12 education and not the other currently funded groups. The clever amendment allows three venues in Colorado where gambling would be allowed at racetracks, but the only operating racetrack in the state is Arapahoe Park, which is owned by a racetrack/gambling operator in Rhode Island. Under the proposed amendment, only one racetrack currently exists so they would be the sole beneficiaries of such an amendment giving them a monopoly placed in the state Constitution. Giving any business a monopoly in our Constitution seems rather odd, rare, vague, unusu-
al and probably illegal if challenged in court. The other two venues in Pueblo County and Mesa County would have to build new racetracks and operate them for five years before becoming eligible for a “Race Cino.” A casino in Pueblo would spell a disaster for historic Cripple Creek that depends heavily on the Pueblo gamers to support their industry that does pretty well during the tourist season, but suffers during the long winter months. The rise and fall of the gold mining industry has a huge impact on Teller County and local jobs. Cripple Creek is redoing the main street with new infrastructure and spending millions to welcome visitors to this fabulous historic venue. A covenant was given to these three mountain towns that they could develop a legal gaming industry 24 years ago and they’ve honored their part of the bargain. Colorado voters need to keep our bond with them and not allow an East Coast company run around our Colorado counties. The huge number of employees who would lose their jobs and the tinkering with the Constitution to benefit one company and industry is frightening. There is nothing in the proposed law that any money goes to horse racing folks and the county has to negotiate their expenses with the casino people after the fact since the state controls all the gambling operations. Arapahoe County taxpayers get the bill for the new adventure with no local controls or funding mentioned in the legislation. That isn’t good horse sense! Vote NO on Amendment 68.

For the past few years, that Gilpin County share of the gaming revenue has averaged about $9 million; so one can figure that our annual payment would decline by about $3 million by 2017. What would that mean? Well, for starters, the county transfers about $1.1 million every year out of the general fund to support what might be termed “discretionary” programs--$750,000 to Parks and Recreation, $185,000 to the Library, and lesser amounts to some other entities. So one could safely assume those amenities would go away. But then cutting an additional $2 million out of the remaining county programs would be extraordinarily difficult. We can’t just close the jail, or stop maintaining the roads (even though we use about $750,000 of our gaming dollars on this). But unless the citizens authorized a tax measure equal to the amount lost, the cuts would be inevitable and brutal.

And that would just be the obvious and immediate impact. The increased competition for the Front Range gaming dollars (the Arapahoe Park racino would be larger by 66 percent than Ameristar, and closer to downtown Denver than Black Hawk or Central City) would inevitably cause some casino closures. That would put a lot of local residents out of work, depress commercial property values and thus decrease property tax collections, and absolutely devastate the budgets of the two cities. These are scary numbers. The battle of the television spots has already begun, indicative that both sides are taking this ballot measure very seriously. I don’t suppose the number of votes cast in Gilpin County will greatly affect the outcome one way or another, but I would hope that everyone up here would vote against the measure. And tell your friends, too: Vote no on Amendment 68.

Now a bustling community a few miles south of Park Meadows Shopping Center, the ranch and surrounding acreage belonged to the Schweiger family 140 years ago. The three Schweiger brothers, John, Joseph and Jacob, were Austrian immigrants who established their ranch in 1874, southeast of what is now I-25 and Lincoln Avenue. Through land purchases and grants, the family eventually amassed between 4,000and 6,000-acres, constructing a ranch house and outbuildings between 1894 and 1910. Fortunately, most of the original structures remained intact, along with remnants of an apple orchard. Like many homesteaders, the Schweigers suffered financial difficulties during the early years. To earn extra income, they decided to work in the smelters. Since no one wanted to stay behind and operate the ranch, they agreed that one of them should marry and leave the farm work to the lucky bride. In a singularly unromantic gesture, they drew straws, determining that the loser should find a wife. John, who drew the short straw, called on a German rancher in Castle Rock named George Engle, who had several eligible nieces. John reluctantly went a-courting and finally chose Anna, the most timid of group, who obviously feared and disliked him. Given no choice by her uncle, she married him. The couple’s relationship went downhill from there. John drank constantly and abused his wife, but Anna’s seven children provided her some consolation. When her daughter, Rose Toggle, died

in 1988 (at age 102), she passed down her diary, which revealed the difficulties and hardships of their lives. According to Rose, John was harsh taskmaster, forcing his children, even the girls, to do heavy work on the farm. “As soon as the clock chimed 5 a.m., we’d hear father’s feet hit the floor. He would walk along the hall knocking on doors…we older children knew that if we did not heed that call we’d regret it. One half an hour later, my mother would come to our rooms and in her gentle voice tell us to get up and go to work, or else dad would take it out on us.” In the winter the older children milked the cows, cleaned the barns and washed 40 or so milk pans and a dozen milk buckets along with the cream separator and then walked to school. “I used to be so tired when I sat down at the desk that I’d sometimes go to sleep,” she wrote. “After school it meant hurry home, about a quarter of a mile, feed the chickens, help feed the hogs, milk a few cows and help mother in the house with the cooking and the younger children. strong and the work she was forced to do along with having a baby every two years was terribly hard on her.” According to Rose, John felt if his children could count to 100 and read through the third (grade) reader, that was enough education. “Raising children on the farm is one of the best things that can happen to them, providing the work was reasonable,” she said. The Schweigers prospered, however, raising cattle and a variety of crops including wheat, corn and alfalfa. At one time, flowering orchards dotted the property. The ranch would be named in honor of a passing stranger, who asked to sleep in the barn for a few days. Each morning as he walked in the hills, the guest sang beautiful melodies that reminded the Schweigers of their Austrian homeland. When the stranger departed abruptly, the disappointed
brothers decided to name their ranch for his horse, Happy Jack. Schweiger descendants worked the ranch until 1970, when developer George Wallace purchased the land. The ranch and environs have changed owners several times, becoming a state landmark in 2004. In 2008, the current owner, Ridgegate Investments, donated the ranch and surrounding 38 acres to the Coventry Development Corp., which is developing the property. The Schweiger Foundation was created the following year. The earlier phases of restoration included the barn, livery and ranch house. Work on the third phase, the granary, chicken coop, corral, loafing shed and mechanical shed, commenced this summer. The property is being restored to its 1930s appearance, when most of the buildings were constructed. Some items for a future house
museum have been donated by Schweiger descendants. At this point there are no animals, but a future time horses and goats will again be seen on the property. So far, the ranch has received more than $300,000 in grants from various sources, including the State Historical Fund, which is financed by Colorado gaming revenue. The Schweiger Ranch, which has a live-in caretaker, is open to the public for tours. On Oct. 4, 10 a.m. – 2 p.m., the Ranch will hold its annual fall festival. Guests can tour the property, pick out a pumpkin from the patch, and take a hay wagon ride. The address is 10822 Havana St., Lone Tree. Guanella Pass Scenic Byway As a Colorado native, I have taken many mountain drives during the aspen season since I was a child. All are beautiful, all over the state. However, an often-overlooked scenic drive is just an hour from Denver, and perhaps one of the most colorful. The Guanella Pass Scenic Byway can be accessed from above Georgetown, going south, or off U.S. Highway 285, from Grant, the northern route. The byway, which is paved, and maintained year-round, is twenty two miles long and takes about an hour. It is a leisurely drive, with only a few sharp and narrow curves. It is beautiful, rich in aspen color, mountain vistas, and scenic splendor, taking the traveler through the alpine and high tundra of the mountain eco-systems, cresting the top of the pass at more than 12,000 feet. This scenic bypass straddles across the steep divide between the Clear Creek and South Platte watersheds, as well as Clear Creek and Park Counties. Glaciers created much of the mountain scenery you will see, including the many cascading creeks. Today, the road winds through beautiful wildlife environments. And of course, all along the drive are the magnificent trees of the mountains, including the colorful aspens. It is the aspen trees and the golden color that make autumn a beautiful time to drive this byway, when the leaves are changing, amidst the gleaming streams flowing through the meadows. The road crests well above timberline in the fragile tundra. At the highest point of the pass, more than 12,000 feet, amazingly, fragile tiny wild flowers and tundra manage to survive the trials of one of the harshest environments. Originally a knotty dirt wagon road, Guanella Pass served the miners and area merchants, traveling between Georgetown and

Grant. In January 1859, prospector George Jackson discovered gold near the area of today’s Idaho Springs. Remains of the original mine shafts and tailing piles surrounding the area from Idaho Springs, to Georgetown, and south to Grant, provide the traveler the visual reminders of the mining history in the area. While the gold attracted the first miners, it was the silver that caused the area to boom, the center of which became the Victorian town of Georgetown, the Silver Queen of the Rockies. Georgetown flourished by the 1870s, with more than 5,000 residents mining the silver, and making Georgetown their home. Georgetown is quietly nestled between some of the most majestic peaks in the state, giving the backdrop to the quaint Victorian mining community it is today. Georgetown is an exceptional mountain town that has held fast to its Victorian charm with many homes and buildings rich in that architectural style. The town has preserved so many extraordinary examples of Victorian architecture
that the town itself is nearly a museum wonder. “Georgetown greets the eye and moves the imagination,” - The Central City Register Call, 1867. During its silver-mining heyday, Georgetown was the epicenter of Clear Creek Canyon. “Whatever anybody had a hankering for, regardless, it was here, store bought clothing, of all sorts, even frills and laces for the ladies; grocery stores with sawdust on the floors, catered to any taste from
sow-belly to fresh oysters...fresh fruits and vegetables all brought by wagon and freight-car,” according to the paper. The best example of preserved Victorian architecture, now a museum, is the Hamill House. A popular tourist attraction, it is a must-see stop on your day trip. The museum is housed in the former home of one of the town’s richest silver barons, William A. Hamill. It is a beautiful Gothic Revival-style home, built to Hamill’s architectural drawings. The home was completed in 1879, with furnishings brought in from England, Hamill’s birthplace. Historic Georgetown, Inc., purchased the home in 1971 for the purpose of preservation. Through many restorations, the home now serves as a museum. Many of the original features of the house are still visible, including walnut woodwork, hand-painted wallpaper and imported marble fireplaces. The exhibits include the parlor area, the kitchen, pantry, and bedrooms. It is trip back into the living time of yesteryear. Another historical site in Georgetown is the Hotel de Paris, which has been a main attraction to the Georgetown area, since it

opened in 1875. Since the grand opening, over 130 years ago, it was immediately known as one of the state’s premier hotels, and famous for its superb restaurant cuisine. Today, it is a magnificent museum. The hotel was built by Louis Dupuy, a Frenchman who came to Georgetown in 1870 to seek his fortune in mining, yet a mining accident ended his mining career. Dupuy stayed in Georgetown and managed to purchase a small bakery. Within a few short years, he had turned the bakery into a luxurious hotel and a fine white-cloth restaurant. The wine cellar is particularly interesting, exhibiting the old wine barrels Dupuy used to store his wine, and he later bottled. The hotel, now on the National Register of Historic Places, is now owned and operated as a museum by the Colorado chapter of the Colonial Dames. If your time allows, the Georgetown Loop Historic Railroad is a rail ride you won’t forget. Originally built in 1884, the railroad fulfilled the economic necessities for Georgetown merchants and mine owners. With the marvel of the railroad, the town became a prosperous settlement connected to Denver, the commerce center of Colorado. Today, the tourist rails travel just between Georgetown and Silver Plume, a two mile ride that is absolutely breath taking in scenery, and engineering. Perhaps the greatest way to experience Georgetown is to simply walk along the streets, filled with restaurants, shops and old-fashioned mountain charm. There is a variety of shops, including clothing, books, hardware, antiques and restaurants. There are a few jewelry stores offering a great collection of silver, turquoise, and Native American jewelry. For book lovers, there is Idylls and Odysseys book store, with all the books from local history, to the best sellers, and even rare books. A day trip to Guanella Pass and Georgetown is a day full of nature’s color, and Colorado’s colorful mountain history. Don’t miss it!

Before freezing, all fruit and vegetables, they should be rinsed clean, cut and prepared (as if you were going to cook or eat them immediately). Then blanch them by dipping in boiling water for 1-2 minutes. Quickly submerge them in ice water. Dry thoroughly. Lay the prepared fruits or vegetables in a single layer on a large baking sheet or flat pan. You can line the pan with parchment paper, waxed paper or aluminum foil. Make sure the produce is not crowded and touching as little as possible. Put the sheet, flat, in the
freezer at 0- degrees F or colder until the produce is frozen solid. This usually takes an hour or two. You can leave the uncovered produce in the freezer for several hours but not overnight. When frozen, the water in fruits and veggies expands and causes ice crystals to puncture and break cell walls. As a result, some fruits and veggies tend to get mushy when thawed.
