By targeting women as wives and mothers, other household members are helped, especially children. However, the approach makes no attempt to tackle gender stereotypes. These programmes have therefore been criticised for maintaining the status quo.

Sees underdevelopment rather than gender subordination as the main reason for inequality between low-income men and women. Projects therefore aim to improve the material conditions of women’s lives –helping them to ‘catch up’ with men e.g. income-generation and skill training access, to marketing outlets, credit etc.

Introduced the concept of African Socialism and emphasised self-help community programmes.

Provided a policy approach of gender mainstreaming and empowerment of women. It emphasises the right of women, men, boys and girls to participate in and benefit equally from development processes. It provides a framework for mainstreaming gender in all policies, planning and programming in Kenya and institutional mechanisms to ensure effective implementation.

The Ministry was the national machinery promoting gender equality and women empowerment in Kenya through, among other things, gender mainstreaming in national development processes and engendering the national budget. It had 2 technical departments namely; Department of Gender and Social Development and the Department of Children Services. The Ministry had 3 semi-autonomous government agencies, the National Commission on Gender and Development, The National Council for Children Services and the National Council for Persons with Disabilities. Established the National Gender and Equality Commission as a successor to National Commission on Gender and Development which is a constitutional office. The commission works towards the reduction of gender inequalities and discrimination against all: women, men, persons with disabilities, youth, children, the elderly, minorities and marginalized communities. The Commission is an oversight body.

Membership from representatives of the Ministry, Directorate of Gender and Gender Officers in all the government ministries Co-ordinates gender activities, promotes gender mainstreaming in the planning, implementation and evaluation and reporting of all activities in their respective ministries, and sit on the Ministerial Gender Mainstreaming Committee. 8. MAINSTREAMING GENDER IN THE NATIONAL DEVELOPMENT PLAN AND SECTOR PLANS

Approval by Cabinet of initial approach and timetable for development planning process.

The need for promoting gender equality through the MTDP should be explicitly stated.

Preparation of initial Macro-economic framework.

Using available sex-disaggregated data to assess recent performance, current status of the economy and social development in the country, prospects for the medium and longer term, and their implications for government expenditure targets. This is viewed against social needs and pressure points that could cause political and economic turbulence. Gender status and analysis is critical in this framework, which should be developed in close consultation with NGOs, other civil society partners and private sector.

Macro issues papers to be considered by Cabinet.

A short paper to: situation, including the comparative position of women, men, boys and girls; performance over the MTDP, with corresponding scenarios for public expenditure to address gender inequality; next MTDP needs to address. Ensure that tools are built in at this stage to monitor and evaluate the impact of the programmes in promoting gender equality and equity.

Overall editing by planning agency and submission of full draft to Cabinet for final approval. Prioritise gender, class, race/ethnicity and income inequalities as criteria to assess relevance of proposals. Cabinet to have a set of guidelines to measure proposals within criteria.

MTDP submitted to parliament for full debate and approval. Parliament to understand the criteria (gender, class, race/ethnicity income inequalities) and guide lines used to approve the policy plan.
