Benefits for military this Veterans Day At 11 a.m. Saturday, Nov. 11, American Legion Post 800 will host its annual Veterans Day service. Commander Ygnacio Garcia is the speaker, a U.S. Marine Corps veteran. A free lunch follows the service. Also this Saturday, the U.S. Forest Service will waive standard amenity fees for all visitors to national forest and grassland day-use areas to show gratitude for the selfless service of the brave military men and women who served the country and the support of their families. “On Veterans Day, we remember that the Forest Service employs more than 5,000 veterans in jobs throughout the agency,” said Jennifer Eberlien, regional forester for the Pacific Southwest Region. “Furthermore, we want to make sure our nation’s veterans not only feel valued but also have the opportunity to connect with nature, along with family and friends, on our national forests. This is more important than ever during these challenging times.” The Forest Service offers fee-free access a few times each year to encourage exploring national forests and grasslands. On these special days, standard amenity fees charged for day use sites — like picnic areas, developed trailheads and destination visitor centers — are waived. The waiver does not apply to special recreation permits, cabin rentals, campground reservations, expanded amenity fees on certain highly developed sites and service fees assessed by independent concessionaires operating on national forest land. Fee-free public lands access is available year-round to U.S. military service members and their families, veterans and Gold Star family members. The Interagency Military Pass is available at no cost to all active-duty military personnel and their families at https://store.usgs.gov/MilitaryPass. This pass is honored nationwide at all U.S. Forest Service, National Park Service, Bureau of Land Management, Bureau of Reclamation and U.S. Fish & Wildlife Service sites charging standard amenity or entrance fees. In celebrating the service of U.S. military veterans, California State Parks is offering free admission to 144 select state parks on Veterans Day, too. One of those is the Mt. San Jacinto State Park. “State Parks recognizes the many sacrifices members of our nation’s military and their families have made and continue to make in the service of their country,” said California State Parks Director Armando Quintero. “It is appropriate to invite all military veterans, reservists, and active-duty personnel to visit state parks for free and connect with nature.” Signed by Gov. Edmund G. Brown Jr. in 2013, Assembly Bill 150 (Olsen), authorized California State Parks to offer veterans, active duty, and reserve military personnel from the Army, Navy, Air Force, Marine Corps, Coast Guard, and the National Guard of any state a reduced fee or free day use at participating state parks. Santana Continued from A1 where she served as an assistant district manager. “The forest service and BLM are sister agencies — both land management,” she said, describing her brief time with BLM. “It was a great opportunity.” And it was an introduction to a management position. By 2019, she was back with the forest service at the Angeles National Forest in Southern California. There she served as a special uses officer and managed several projects. As a Southern California native, Santana is aware of and knows about the various natural disasters — wildfires, floods and earthquakes — that can occur here. “I grew up here and have felt earthquakes,” she stressed, and she is already studying the wildfire plans and preparation with her district fire officer. And as she begins to know her staff, she was already noting how great they are and how fortunate she is to have such talent and competence. Recognizing the many district rangers since Laurie Rosenthal left in 2013 after serving 11 years as district ranger, Santana stressed, “I plan to be here a long time. Stability is important for the district.” “I’m proud to work for an agency that cares for its staff and serving the public. I’ll do my best and I am passionate about the job and mission,” she said and then offered a quote from John Muir: “The mountains are calling and I must go and I will work on while I can, studying incessantly.”

Open enrollment in California’s Covered California (CC) began Nov. 1 and will end Jan. 31, 2024. Signing up by Dec. 15 will ensure coverage beginning Jan. 1, 2024. Open enrollment is the time of year when eligible consumers can sign up for health insurance. “2024 will be a historic year for health care coverage in California,” Gov. Gavin Newsom said in the CC news release. “Here in the Golden State, we are removing barriers and increasing access as we work to create a healthier California for all.” About 1.6 million Californians (as of March 2023) get health insurance through the CC marketplace. According to the news release, “Open enrollment begins with a record-low uninsured rate of 6.5% among Californians, according to federal data. Since Covered California’s first open-enrollment period in 2013, California’s uninsured rate has fallen from 17.2% to 6.5% in 2022, which is the largest percentage point drop for any state in the nation over this time period.” Enrollment can start either by visiting the website, www.coveredca.com, or calling (800) 300-1506. Anyone can cancel CC enrollment at any time. In the area comprising Riverside and San Bernardino counties, the average cost of a plan increased 9.7%, according to CC. However, the average premium can be reduced 4.2% if consumers shop and switch to the lowest cost plan in their current medal tier (Bronze, Silver or Gold or Platinum). Premiums can be lowered or be less expensive for several reasons, according to CC. “The new state-enhanced cost-sharing program will strengthen the Silver Cost Sharing Reduction [CSR] plans, increasing the value of Silver 73 plans to approximate the Gold level of coverage and increasing Silver 87 plans to approximate the Platinum level of coverage. Silver 94 plans already exceed Platinum-level coverage.” Another important benefit is the elimination of deductibles in all three Silver CSR plans, Other benefits will vary by plan but will include a reduction in generic drug costs and copays for primary care, emergency care and specialist visits, and a lowering of the maximum out-ofpocket cost, according to the release. “There has never been more financial assistance available to help Californians pay for health care through Covered California than there will be in 2024,” said Jessica Altman, CC executive director. “We want every uninsured resident to know that affordable health care coverage is available and within closer reach than ever before.” Inland Empire Health Plan, one of the 10 largest Medicaid health plans in the nation that serves more than 1.6 million residents, will join CC and begin offering coverage in Riverside and San Bernardino counties. “Increased competition benefits our marketplace and provides our enrollees with meaningful choices for their health coverage,” Altman said. “With Inland Empire Health Plan joining the marketplace and carrier partners like Aetna CVS and Health Net expanding their service areas, Covered California consumers will have more choices than ever to shop, compare and find a plan that best fits their family’s needs … “Nearly 90% of Covered California’s enrollees receive financial help, with many paying $10 or less per month for their health insurance,” Altman said. “With the enhanced subsidies and increased affordability support available to consumers, access to high-quality, affordable health care has never been more within reach for Californians.” To check one’s eligibility or look at other plans, CC recommends the Shop and Compare Tool at: apply.coveredca.com/lw-shopandcompare/. The theme for this year’s open enrollment campaign is Bridging the Gap. CC wants to focus on how uninsured Californians can obtain health insurance. CC offers a “… bridge for those who are no longer eligible for Medi-Cal or may have lost their employer-based coverage,” according to the news release. “With the end of the federal continuous coverage requirement in March, Medi-Cal began its yearlong renewal and redetermination process for more than 15 million members in April. To help those deemed no longer eligible for Medi-Cal, Covered California launched its auto-enrollment program to eliminate gaps in coverage and aid a seamless transition from Medi-Cal to a health plan offered by Covered California. “Consumers who have been auto-enrolled in a Covered California plan must take action to start their coverage, by opting in or by paying for their first month’s premium, if one is required — and crossing over into coverage with the exchange,” CC stated. One may have a legitimate reason outside of open enrollment, to seek CC’s help, which is called the Special Enrollment Period. If this open enrollment period is missed, it may be possible to enroll for health insurance before the next open enrollment in the fall of 2024 if a “qualified life event,” such as losing coverage through a job, having a baby, moving or getting married, has occurred. These types of life changes allow individuals to apply for enrollment at any time. During its recently concluded session, the state Legislature enacted a bill affecting accessory dwelling units (ADUs). It’s intended to help increase home ownership, but could it affect the short-term rental (STR) market, too? Assembly Bill (AB) 1033 amends state law and permits homeowners, under specific conditions, to sell their ADU, as if it were a condominium. An ADU can come in many forms. Often it is referred to as a “Granny Flat” or other references include second units, in-law units, backyard cottages, casitas or junior accessory dwelling units. The number of ADU permits has grown 10 times from about 1,300 in 2016 to more than 14,000 in 2019. In Riverside County, 93 ADU permits were issued in 2019. Under current state law, they cannot be separated from the main housing structure, but AB 1033 allows local jurisdictions to enact laws that would permit the sale of these units. One of the principal requirements will be that utilities and local governments are notified of the added unit. Assembly member Phil Ting (D-San Francisco) introduced AB 1033 in February 2023. His intent was to find another way to lower the cost of housing in California. The Assembly’s report on AB 1033 noted, “One potential pathway to homeownership for moderate- and lower-income households could be through the sale or conveyance of ADUs. The average size of a single-family home in California is 1,860 square feet. By comparison, the average size of an ADU in California is less than one-third of that, at 615 square feet.” “The lack of home ownership opportunities in most California communities for working families is contributing to the state’s growing population of renters and driving families out of state so that they can buy a home,” Ting said, introducing the legislation. “Many neighborhoods have become de-facto gated communities, with median home prices of $700K to $1M keeping out all but a small percentage of Californians from ever dreaming of home ownership … AB 1033 allows cities and counties the freedom to pursue homeownership programs and to create a path to wealth-building for families by repealing the current law prohibiting the separate conveyance of ADUs.” The bill also requires written and recorded evidence that each lienholder consents to establishing condominiums. If a property is within a homeowner’s association, that homeowner’s association must approve creating the condominium. After Gov. Gavin Newsom signed AB 1033, Denise Pinkston, president of the Casita Coalition, said, “Signing AB 1033 into law will help families burdened by high housing costs. Our children won’t have to move out of state to purchase a home; employers will be able to attract and retain workers who would otherwise leave our state due to lack of affordable homes; and elders who want to downsize and stay in their communities will have new options,”. ADUs are currently permitted to be STRs in Riverside County; however, this change allowing them to be bought and sold separately may encourage more ADUs bought as a second home to rent.

Homeless man convicted of vandalism By Becky Clark Editor

A homeless man was convicted in a felony vandalism case and will be sentenced Jan. 4, 2024. On Aug. 23, Samuel Noah Gray, 30, was staying at the victim’s residence because he was apparently homeless, according to Riverside County District Attorney Information Specialist John Hall. Hall said, “… Gray damaged the outside of the home and also broke two windows.” The total damage was $400. He was arrested at Highway 243 and Pine Crest Avenue, and booked into the Larry D. Smith Correctional Housing Unit on $10,000 bail. He was released Oct. 4 after pleading guilty.

Idyllwild man found dead in ravine By Becky Clark Editor

The Riverside County Coroner’s Office reported that Fred Robles, 45, of Idyllwild, was found dead in a ravine near Highway 243 about 0.4 miles south of Westley Street in Banning Wednesday, Nov. 1. It is unknown when Robles died. California Highway Patrol (CHP) Public Information Officer Jonathan Torres said the CHP investigating officer did not have a cause of death. The coroner’s office would have to provide that information, he said, when the autopsy is complete.

San Jacinto Valley Animal Campus officially reopens to the public Riverside County supervisors gathered with county executives and the Department of Animals Services team to kick off the grand reopening of the San Jacinto Valley Animal Campus Friday, Nov. 3. The event served to formally welcome community members to tour the campus and maybe find a new pet to adopt or foster. “When I first took office, many complaints I came across was that the county only had two active animal shelters: one being in Riverside, and the other being in Coachella,” said 5th District Supervisor Yxstian Gutierrez. “One day, I came across a heartfelt story when I heard a child who lives in San Jacinto lost his puppy and could not retrieve the dog because Coachella was too far of a commute for his parents. Can you imagine losing your best friend due to lack of resources? This motivated me even more to champion the re-opening of this shelter.” Families brought gently used towels and blankets for the animals and donated stacks of newspapers to

Readers have voted, and the recipient of this year’s Ernie Maxwell Community Spirit Award is Leslie Moon Gin. The award recognizes those who, through their own tangible effect on the community, represent EMax’s own spirit of community and volunteerism, and in- Les Gin is the 2023 Ernie spire others to join in. Beginning at 22 as a loan officer, he worked for a number of local and regional banks and served as vice president at Valley National Bank, J.P. Morgan Chase Bank and Wells Fargo Bank. He was the founding president of the first Asian bank in Arizona. He is no newcomer to community service; In addition to working with numerous Asian and Pacific island local groups, in 1982 he founded the Pan Asian Community Alliance to unite the Asian communities in Tucson. At the top of his game, he was sitting on 16 boards concurrently. In Idyllwild, he tried “retirement” and that lasted about two years. “Overrated,” he said. The Crier called Les and spoke with him this week. He and his wife, Holly Parsons, were surprised and delighted to be recognized by the community. pleting the other’s thoughts, and lots of laughter. Les sometimes refers to her as his “publicist” or “manager.” TC: Your involvement with local groups includes being a director of Idyllwild Water District and Idyllwild Community Center, and membership in the Art Alliance and Rotary. Are there others we should know about? LG: Mountain Community Patrol volunteering to help the sheriff … and I’m with Mountain Community Mutual Aid; we do the food bank. I take care of the excess food. I may end up with potatoes, carrots … I go to the local restaurants and distribute it to the cooks and service workers, not the owners. The food bank distributes noon to 2 p.m. and the workers can’t make it. I also drop off for the American Legion. We have another food bank, first Tuesday of the month, called Feed America, at Town Hall. They have a farmers market in Hemet, Bautista Creek Farms, and they donate what is left over. Every Friday, after 2 o’clock, for the last three years I do that, pick it up. We store it. The Brewpub donates space in their walk-in fridge. This adds produce to the boxes. Feed America just had canned goods and dry goods. This adds another dimension, gives recipients fresh produce. Because of the generosity of Bautista Creek Farms. HP: Les has a history in the grocery business. His family owned a grocery store in Tucson, Arizona. He was at the cash register from about the age of 6. He didn’t speak any English yet, but he knew the name of everything in the store. He went into banking. However, he’s happiest when he’s moving food around this town. LG: Making a difference. HP: He’s aware that he is representing a diverse community himself. That’s one of the reasons why he does it.

LG: I worked all the way up to bank president; one of the first Asian-American bank presidents in the U.S. Always I got the question: “Where are you from?” TC: Tucson, Arizona? LG: Born, native American. HP: He gave a speech at Rotary two years ago about “micro-aggression” and the forms in which it can happen to minorities in a community. LG: Not just Chinese; Asian, Indigenous. I am fortunate that I am in positions where I am able to do these things. Les shared this speech with the Crier. It includes a moving retelling of his family’s story; 25 generations in one village; his parents-to-be, youngsters uprooted by war, coming to Tucson, resolved to succeed and be good members of the community. His father died when Les was 11, and his mother worked tirelessly in the family grocery, drilling into her son’s head the customer serviced mantra, “Make everybody feel welcome.” The speech describes the stereotyping he has experienced in his own life with a sense of humor and serious purpose, and fleshes out his seemingly insatiable desire to become involved in organizations, to serve and connect people. TC: What has Idyllwild meant to you? LG: Just a magical place, very spiritual. We’ve got four seasons here. I was accepted; it is a warm and accepting community. TC: How did you find this place? HP: He was looking at property, and asked, “Where is Idyllwild?” We both went to college in San Diego but had never heard of it. We were starved for beauty and greenery and nature from all that time in Phoenix. We found it right out of the gate, the first place we went to and the place we stayed. Gin Continued from B1 Bear. We did not know how to live on a mountain in a forest. It’s been an exciting and adventurous learning curve that we love. We were both city slickers. Now we’re mountain folk. We are so brave now. We just leased a house high up on the mountain, tucked in under the Ernie Maxwell Trail. We’re both such extremists we just go with it. TC: Looking forward to being buried in the snow? LG: Exactly. That’s what our friends say. We’ll thaw out in March. TC: You seem to think as one. How long have you been together? LG: 11 years; friends for six before that. Married a year ago, here in Idyllwild. TC: You were also publishers of Idyllwild Life Magazine? HP: Yes. We felt like we wanted to try our hand at expanding the profile of what Idyllwild is all about through this glossy publication. Then, when COVID came around, I became very sensitized to the fact that the magazine was bringing a lot of tourism to the Hill. We were delivering about 10,000 copies into our demographic in San Diego. We just wrapped it up with a third issue. We sold the magazine to a guy who put out one issue and let it go. TC: That must have been a lot of work. HP: We did have a couple of guest editors. It was a labor of love, but it was a lot. TC: Any closing thoughts? LG: I want to thank Idyllwild for the opportunity to serve. Rotary’s motto is, “Service above self.” We mean it.
