ast Saturday, Mar. 23, selected student members of the City of Colton’s Youth Leadership Program were part of a discussion session on water conservation landscaping presented by city Water Conservation Specialist, Rob Waner. After an introductory presentation of “water facts” with regard to the City of Colton Water Department, students were treated to some valuable examples of landscaping strategies that included the use of drought tolerant plants. “Water conservation is a way of life,” stressed Waner as he enthusiastically explained how this philosophy can be applied to plants in general, and landscaping in particular, both indoors and outdoors. “Currently we are not in an official drought, but we must develop habits that conserve our valuable water resources” Waner added. “Thoughtful landscaping can help us achieve that goal.”

“As allowed by the government code, each year the city conducts a comprehensive weed abatement program to address the annual growth of weeds and the accumulation of trash and debris on the vacant lots located within the city. By means of the declaration by resolution of a public nuisance, notification by mail and the public hearing, the city is authorized to abate the weeds,” said City Manager Bill Smith.

According to the city's meeting agenda, twice a year, in the spring and again in the fall, a list and mailing labels of all unimproved parcels within the city is obtained from Parcel Quest. Notices conforming to the Government Code are sent to approximately 1,600 parcels identified as unimproved within the city, approximately 400 of which are actual qualified parcels for the program. “The notices were mailed out by our fire marshal about a weekand-a-half ago. The due date to complete weed abatement is on June 1st, 2019. If a property owner does not abate the weeds themselves we will send out a contractor and we will bill the property owner,” said McHargue. In recent years, owner compliance has increased and last fall the city received an approximate 80 percent owner initiated compliance rate. Weeds, cont. on next pg.

A r rowhead Regional celebrates 20th anniver sar y

rrowhead Regional Medical Center (ARMC) will celebrate its 20th Anniversary on April 1 with a gathering of civic leaders, county dignitaries and health care professionals at 11 a.m. in the main hospital lobby. Hospital Director William Gilbert will share highlights of the Medical Center’s growth. The County of San Bernardino

has been providing high-quality health care to the community for 164 years, originally as the San Bernardino County Medical Center until 1999, and then in Colton for the last 20 years as ARMC. A total of 148 patients, including 20 critical or burn patients, were transported from the old hospital to the new hospital, which opened on March 30, 1999. Today the Medical Center employs approximately 3,500 employees, with

roughly 400 physicians and 150 resident physicians.

While in Colton, the hospital has been growing steadily to meet the demand for health care services in the region and continues to see an increase in primary care market share. ARMC has also increased the size of the Family Health Centers broadening the reach to ever growing populations in the area.

Notably, a medical school will soon be breaking ground on ARMC’s campus, the California University of Science and Medicine (CalMed) which will move from its temporary location in San Bernardino. As a university-based institution, the hospital not only provides an exceptional clinical training ground for future physicians, but further supports the community by expanding the availability of physicians in the

uther Wells Brady passed away Friday morning, March 22, 2019, at Redlands Community Hospital in Redlands, California, surrounded by his family and friends. Known as Luke to family and friends, he was born in Idaho Falls, Idaho, on September 15, 1953, the third of nine children to Kezia Maxine Heaton and Wells Lindquist Brady. He grew up in Rigby, Idaho, working with his father at his father’s business, Wells’ Radio-Television Sales and Service, and alongside this father at KUPI Radio Station while attending Rigby High School. During his summers, he spent time with his grandparents in Pipe Springs, Arizona, working in the sawmills.

In 2001, Luke became critically ill. Although he recovered, to the surprise of all, some issues persisted. Due to these issues, he began to travel less and less for work. He eventually succumbed to a lengthy illness that ended his career and left him bedridden. However, he remained the man he always was, concerned about family, available for extended family and friends and anyone who would come to visit. He is preceded in death by his parents and survived by his wife, Francine, and his children, Cory, Program the students, and provided them with valuable practical information.”

In fall of 1971, Luke attended Idaho State University, Moscow, Idaho, after which he served a two-year mission for the Church of Jesus Christ of Latter-day Saints in the Netherlands. There he immersed himself in the Dutch language and culture and became a special member of the community. Upon returning, Luke continued his education at Ricks College, Rexburg, Idaho, where he earned his associates degree in political science. It was at Ricks College that he met the love of his life, Francine Kingsford, in a biology class. Luke and Francine were married in the Ogden Temple, Ogden, Utah, on April 9, 1976 and would have celebrated together their 43rd anniversary!

Later, Luke merged his experience working in libraries at Ricks College with his new interest in computers and, with a brother and sister, formed Retro Link Associates (RLA) which pioneered the retroactive conversions of library card catalogues into the digital checkout systems used in all libraries today. Luke’s library systems career took him to numerous destinations around the United States and to interesting places worldwide such as Canada, England, and Japan.

Following this admirable midlife upgrade, Luke spent the next twenty-five years as IT manager for Library Systems and Services, Inc. (LSSI) in the Riverside County Library System. Throughout his life, Luke was a loving husband and involved father, faithful member of the Church of Jesus Christ of Latterday Saints—his final calling being Ward Executive Secretary—which, not surprisingly, also included IT support. Most notable about Luke is that throughout the ups and downs of his life, he was a wise and trusted confident and mentor to so many,

Founded in 2016, Dr. G established the Youth Leadership Program to provide an opportunity for high school students to learn about municipal operations, community life, and meaningful community volunteer work. Each month the program features guest speakers from city staff who offer informative presentations about their respective departments or position within the city. The next Youth Leadership Workshop session is planned for April 6, and will feature Colton City Manager Bill Smith. She is an advocate for the preservation of midcentury modern architecture, art, and signage – with a focus on California Modernism. Motel California, published in 2017, is the story of the rapid rise and subsequent decline of the individually owned mom-and-pop motel in The Golden State. It is a celebration of sparkling blue pools, flashing neon signs, automatic ice machines and bleached white towels. It is an exploration of theme-based marketing and a documentation of American culture at perhaps what was the most prosperous time in United States history. Last week I had the pleasure of meeting a few San Bernardino High School juniors who will be competing in the Mr. Cardinal Pageant on April 13 at the Sturges Center for the Fine Arts. More than a pageant, the months-long experience for contestants boosts their self confidence, hones their public speaking skills and develops fraternity among the young men. Poised and dynamic, the group spoke about their determination to be good stewards in their community, to actively effect positive change in the city. This is a milestone for the company and school district alike. Medicare can help you stay healthy

You may have heard something lately about â&#x20AC;&#x153;preventive health care.â&#x20AC;? What does that mean? At its most basic, preventive health care means living a healthy lifestyle. Eat a balanced diet. Exercise regularly. Maintain a healthy weight. And stop smoking. Like anyone else, people with Medicare can benefit from healthy living habits. But Medicare covers a wide variety of shots to help you stay healthy. It also covers numerous tests to help detect diseases early, when theyâ&#x20AC;&#x2122;re in their most treatable stages. You pay nothing for most Medicare-covered preventive services if you get them from a doctor or other qualified healthcare provider who â&#x20AC;&#x153;accepts assignment,â&#x20AC;? meaning they accept Medicare as payment in full for their services. For example, you pay nothing out-of-pocket when you get a â&#x20AC;&#x153;Welcome to Medicareâ&#x20AC;? physical exam. This one-time exam is offered during the first 12 months after youâ&#x20AC;&#x2122;ve enrolled in Medicare Part B. This visit includes a review of your medical and social history related to your health, and education and counseling about preventive services, including certain screenings, flu and pneumococcal shots, and referrals for other care if needed. If youâ&#x20AC;&#x2122;ve had Part B for longer than 12 months, you can get a yearly wellness exam. You pay nothing for this visit if youâ&#x20AC;&#x2122;re doctor accepts assignment. And the Part B deductible doesnâ&#x20AC;&#x2122;t apply. The wellness exam is designed to help prevent disease and disability based on your current health and risk factors. Your provider will ask you to fill out a questionnaire, called a â&#x20AC;&#x153;Health

Risk Assessment,â&#x20AC;? as part of this visit. Answering these questions can help you and your provider develop a personalized prevention plan to help you stay healthy and get the most out of your visit, which can also include:

A review of your medical and family history. Developing or updating a list of current providers and prescriptions. Height, weight, blood pressure, and other routine measurements. Detection of any cognitive impairment. Personalized health advice. A list of risk factors and treatment options for you. A screening schedule (like a checklist) for appropriate preventive services. However, you may have to pay coinsurance, and the Part B deductible may apply if: Your doctor or other health care provider performs additional tests or services during the same visit. These additional tests or services aren't covered as Medicare preventive benefits. Medicare also covers shots for flu, pneumococcal disease (which can cause pneumonia), and Hepatitis B. Flu, pneumococcal infections, and Hepatitis B can be life-threatening for older people. Flu and pneumococcal shots are recommended for people over age 65. People with Medicare also can get screened for cardiovascular disease and different kinds of cancer, including breast, prostate, cervical/vaginal, and colorectal cancer. Take colorectal cancer, for example. Medicare covers screening tests

to help find precancerous growths or find cancer early, when treatment is most effective. Medicare covers the multi-target stool DNA test, screening fecal occult blood test, screening flexible sigmoidoscopy, screening colonoscopy, and screening barium enema.

You pay nothing for fecal occult blood tests, flexible sigmoiand screening doscopy, colonoscopy if your doctor accepts assignment. (Note: If a polyp or other tissue is removed during a colonoscopy, you may have to pay 20 percent of the Medicare-approved amount for the doctorâ&#x20AC;&#x2122;s services and a co-payment if the procedure was done in a hospital outpatient setting.) For people who have or are at risk for diabetes, Medicare covers screenings, certain supplies, and self-management training. If you need help to stop smoking, Medicare pays for up to eight face-to-face counseling sessions per year with a doctor or other qualified provider. Medicare also pays for tests for lung cancer, HIV, and bone mass (to see if youâ&#x20AC;&#x2122;re at risk for broken bones.) People with Medicare donâ&#x20AC;&#x2122;t use preventive health services as much as they should. But getting screened can help you stay healthy and live longer â&#x20AC;&#x201C; and save the government billions in healthcare costs. Itâ&#x20AC;&#x2122;s a classic win-win. Every day we face life. What is really important?

Social Security? We pay into Social Security all of our working lives. When we reach our sixties we anticipate collecting the benefits promised to us. Some will collect income at 62 while others will not collect it until 66.2 or later. The full retirement age should be returned to 65. Millions of Americans will never collect a penny of Social Security. Imagine paying into Social Security most of your life but dying early and never collecting a cent. This happens to millions of Americans. Medicare? We pay into Medicare most of our lives but will it be there for us when we need examinations and procedures? Or will the government make it harder for us to receive quality healthcare? Social Security is already telling us we will receive less benefits than we were promised because there isn't enough money to pay us. Whose fault is this? The government has squandered trillions of dollars that they took from us.

Who will suffer from the wasteful actions of our government? You and I. Health? Your mortality doesn't become much of a reality until you hit about 50. At 50 you know you are a half century old! The body begins to react to how we have treated it or to problems that we may have inherited from past generations. Colon polyps start showing up, the thyroid starts acting up, blood pressure, heart, diabetes and much more becomes a daily concern. Listen to your body. Go see your doctor and don't be passive when your doctor tells you about health issues that you should address. Stay active. Focus on more vegetables, fruit, baked or grilled chicken and fish and cut out desserts. Sounds bad but my 97-year-old friend says she focuses on vegetables and being active and she is still doing great. Money? Americans are working today longer than ever it seems. Many senior adults are working

into their eighties to keep food on the table or pay the rent. If you think you may be working into your seventies, consider preparing yourself for a job that you can physically and mentally do late in life. Underground coal mining may not be for you when you are 75. However, working out of your home two days a week as a plumber or carpenter might be enjoyable. A friend of mine downsized his insurance agency but still takes care of a few clients a few mornings a week from his home. Find something that you enjoy doing. If you enjoy it then it doesn't feel so much like work. Longevity? Life is short. We are just passing through this world. Life is a gift. All in all, our most valued possessions are being at peace with our souls and our Creator, spending time with our family and friends and guarding our health. By Glenn Mollette

aterpillars and butterflies have always interested me in that order. Their history, their characteristics, their relationship, their individual longevity, their benefits and their liabilities. Where are their habitats. Individually and togetherness. Where do they fit in to the scheme of evolution? For example, the moths. The Dictionary gives its usual erudite, difficult to understand, definition. In a spectacular sense, the word change from caterpillar to butterfly is called “metamorphosis.” “It

After birth from their mother - a butterfly - they increase their body mass by as much as 1,000 times or more. They have as many as 4,000 muscles and have twelve eyes. For your further biological information, caterpillars along with tadpoles are excellent examples of evolution. Tadpoles become frogs and caterpillars become butterflies. For you literary buffs I suggest you become acquainted with Hans Christian Anderson, the famous writer of fairy tales from Denmark (1805-1875). “The Ugly Duckling.” It is a fairytale of a homely little duckling who suffers abuse from other ducks. Much to his delight and the surprise of other ducklings, he matures into a beau-

tiful SWAN, the most beautiful bird of all.

Back to the caterpillar. The longevity is very limited. From one to two days to a couple of weeks. Their life span is very limited. Amazingly, a few species live for more than a decade. Also, there are more than 21,000 living species. The species are found in almost all countries of the world, but the most beautiful butterflies are found in Costa Rica and Brazil. Their colors are often a combination of two or more: yellow, black, orange, red, green, blue, white, brown. Their common enemies are birds, wasps and we humans. The evolution begins as the caterpillars hang upside down in a tree and begin to form a hard-protective shell called a CHRYSALIS. Amazingly the body of a caterpillar comes to an end. At that point, metamorphosis takes place-evolution. When this process is complete, a new being emerges from the shell of the chrysalis. The worm is gone forever. It is now winged and extremely

The listing placed the Brown College’s MBA program in Tier 1 of the North American MBA rankings along with four other California State University campuses: Chico, East Bay, Long Beach and Northridge.

In 2018, CEO Magazine listed CSUSB in Tier 1 of the North American MBA rankings and Tier 2 of the Global Online MBA rankings.

farmer’s style market was established at E. Neal Roberts Elementary School in San Bernardino in an effort to curb childhood food insecurity. On Friday, Mar. 22 Feeding American Riverside/San Bernardino (FARSB) celebrated the implementation of its monthly Kid’s Market with a ribbon cutting ceremony and delivery of 15 pounds of fresh produce that included tomatoes, carrots, potatoes, oranges and green beans. “While tens of thousands of families, including those served by FARSB’s more than 400 community partners in the Inland Empire, are receiving meals through our regular distribution programs,

many of the poorest and hungriest children often aren’t identified,” said FARSB Director of Philanthropy Lori Butler. “The KM program targets children by working at public schools where we find the highest percentage of children receiving free/reduced-price meals during the school week.” Students will receive a bag filled with locally grown produce and other food products once a month on a day that school is in session for the academic school year. “The District is committed to providing an environment conducive to healthy families which build good communities and in turn good scholars,” said Christopher Tickell, San Bernardino City Unified School District Director of Charter School Operations.

Children’s Fund receives suppor t f or abused children

hildren’s Fund, a San Bernardino County nonprofit, has increased support for abused children through a partnership with San Manuel Band of Mission Indians. The $1 million support was awarded over a three-year period for increased quality medical services at the Children’s Assessment Center in San Bernardino County, which provides care for the most vulnerable children who have been severely neglected, and physically and sexually abused. The Children's Assessment Center (CAC) treats children ages 018, as well as developmentally delayed young adults, from every area of San Bernardino County who are suspected victims of physical and sexual abuse, regardless of gender, ethnicity, or socio-economic status. Last year, the Center treated over 2,000 children from our own communities. “Within the United States, there are only about 300 child abuse doctors,” says Dr. Amy Young, the Medical Director at the CAC. “The best way for the CAC to secure more child abuse medical staff is to offer Forensic Pediatric Fellowships, essentially growing and retaining local expertise.” The large grant from the San Manuel Tribe has funded three new Forensic Pediatric Fellows,

one each year for the past three years. Forensic Pediatricians provide a wide variety of services to the children seen at the CAC, but they also provide expert knowledge essential to the diagnosis of child abuse. They serve as resources to law enforcement and legal personnel, and often their expert opinion is the critical factor in the successful prosecution of the abuser. The CAC fellows also provide critical training throughout the county to other professionals charged with providing services to children. Other medical personnel, including the increased number of nurse practitioners on staff, are receiving on-going training in areas such as abusive head trauma, dental aspects of child abuse, and specialized training for nurse practitioners. Since the beginning of the grant, over 100 training sessions have been attended. The CAC medical staff share a commitment to increased knowledge and prevention of child abuse. Together, in the last two years, they have conducted over 75 various trainings to child-serving professionals including POST (Peace Officer Standards and Training), and in-service training to Emergency Department staff. In addition, they produced two conferences—the 12th Annual Keep Me Safe Youth Parenting

Conference, and the First Annual Awareness in Action conference for social workers. Child abuse, particularly experienced when children are young, causes stress that can disrupt early brain and physical development, placing mistreated young children at higher risk for health problems as adults.

Through the coordinated efforts and services provided at the CAC, and with the dedicated support of their community partners and

donors, such as the San Manuel Band of Mission Indians, the CAC continues to be the preeminent facility of its kind.

Children who are abused or neglected also are more likely to repeat the cycle of violence by entering violent relationships as teens and adults or abusing their own children. At the CAC, victims not only receive treatment for the physical or sexual abuse. The children also receive treatment and referrals for therapy for the trauma they’ve been through. “Children are society’s most precious asset,” says Dr. Ciriaco “Cid” Pinedo, President & CEO of Children’s Fund. “The support of San Manuel Band of Mission Indians will allow the CAC to increase their capacity and ensure that the services are available to the children who need them. “With this tremendous financial support, the CAC will be able to continue training their pediatric fellows and move the CAC toward long-term stability.”

he Community Foundation (TCF) serving Riverside and San Bernardino Counties is celebrating 10 years of young people funding grants for nonprofit organizations through the Youth Grantmakers (YG) Program. Since inception, Youth Grantmakers have awarded over $324,000 to 135 nonprofit organ-

izations in the two-county region. To mark the program’s 10th anniversary, TCF will be hosting a Recognition and Grantee Ceremony on June 9, 2019 at the Riverside Convention Center from 1pm-3:30pm. The event will showcase accomplishments of the past 10 years and the nonprofits

receiving 2018-2019 grants for their programs that serve the needs of local youth. For the first time in YG’s history, all four programs in Riverside, San Bernardino, Coachella Valley, and Temecula will be present together.

Saxophonist Mark Allen Felton to perfor m this Friday

e has been soothing souls since well before he was in high school. On Friday, March 29 he is set to soothe again. Mark Allen Felton, affectionately known as Panther, will be bringing his horn and talents to the San Bernardino Valley College Auditorium. Motivated by the drive to turn his talents into success, Felton, an acclaimed saxophonist, has delivered four albums. His fifth release, Soul Real is dropping later this month, so the crowd in attendance at the SBVC Auditorium on Friday, March 29 will be treated to an exclusive debut.

Felton admits this release will be different from previous recordings but that fans and soon-to-be fans will love it. “This one is a little more upbeat—a little funkier than the last record.” In addition, Felton digs the funk. However, it is just one of his many musical inspirations. He also likes jazz, gospel and obviously soul music. Throughout his career, Felton has played with some of the greats including Grammy Award winner Patti Labelle, the late great Al Jarreau, Bobby Womack, Kirk

Whalum and many more. On Friday, March 29, Felton will be performing music from his latest release live in a concert event sponsored by the Southern California Black Chamber of Commerce, Inland Cities East and the San Bernardino Valley College Black Faculty and Staff Association. Crafton Hills College names Avila 2019 Outstanding Alumnus year-old continues to be active in Yucaipa on the council and through several volunteer serviceoriented projects. Much of the work is done within miles of Crafton which he speaks of fondly when looking back at his time on campus. CHC officials like Michelle Riggs have noticed Avila’s passion for college and his commitment to the community as well. “When the committee informed me that David Avila was selected as this year’s recipient, I was thrilled to notify him,” said the development director for the CHC Foundation, “As Mayor Pro Tem for the city of Yucaipa and a leader in our community, we are honored to have Mr. Avila as our 2019 Outstanding Alumnus.”

avid Avila is not a “high profile kind of guy.”

So when he was named Crafton Hills College’s 2019 Outstanding Alumnus, the longtime volunteer asked himself, “Why me?” “I’m honored and happy about it. But I’ve done things in my life everyone else has,” Avila said last week. “I’m a retired firefighter. People call us heroes but we are doing what we are paid to do. And that’s how I look at what I’m doing now. I’m here to do a service to the people. I’m a public servant and I’m honored to be.” Avila feels he was put on this earth to give back, and he has

done so in many ways. Currently, the longtime Yucaipa resident serves on the city council as its Mayor Pro Tem and is also heavily involved in Rotary, Knights of Columbus, and the Yucaipa Valley Historical Society. That only scratches the surface. Avila graduated from Cal State Fullerton before enrolling in the Fire Academy at Crafton Hills College as a member of Academy Class No. 3. He completed the program in 1983 and spent decades in the fire service in both Riverside and San Bernardino Counties before retiring as battalion chief for the Riverside County Fire Department in 2011. Although retired, the “lively” 66-

Riggs and the Foundation will recognize Avila at the upcoming Garden Party Gala set for 5:30 p.m. on Saturday, March 30.
