The SBCUSD has emphasized that all middle and high school students trying out for a school sport must have a sports physical within the last year The district recognizes the importance of these physicals and is committed to ensuring that lack of insurance or legal documentation doesn't stand in the way of students' athletic pursuits

This initiative comes at a critical time when many Californians, and i n d e e d A m e r i c a n s , l a c k h e a l t h insurance coverage According to the U S Census Bureau, as of 2021, an estimated 8 8% of people in the United States were without health insurance In California, the uninsured rate was slightly lower at 7 7%, but still represented over 3 million individuals

n't been spared either A series of headstones have been stolen or chipped away, likely to be sold for their metal content While some have been recovered, many remain missing, leaving families distressed

Adding to the city's woes is the persistent theft of catalytic converters from vehicles driven by the lure of the precious metals they contain

These revelations came to light during the third month of "Operation Restore Downtown Hope," a police initiative that kicked off in April 2023 and is set to continue indefinitely The operation aims to combat transient-related criminal activity, blight, and low-level crimes downtown

"We're not enforcing homelessness Homelessness is not a crime But public defecation is unacceptable," stated Lieutenant Nicholas Oldendorf, Southern District Commander, in a firm yet empathetic tone

The operation has already yielded significant re-

sults, with 10 felony arrests, 150 infractions, 195 misdemeanor arrests, 34 traffic citations, and the recovery of one gun and 30 shopping carts in just two months

Despite these daunting challenges, the spirit within the department is soaring, according to LT Oldendorf Three fresh-faced officers, all recent academy graduates, were introduced at the last meeting, ready to serve the Southern and Central Districts

The following "Coffee With a Cop" rendezvous is slated for July 18th, 9 a m , at the vibrant Studio D in Downtown San Bernardino The meeting promises to tackle the most pressing issues plaguing San Bernardino

Lieutenant Oldendorf, a stalwart of the San Bernardino Police Department since 2005, currently helms the Southern District and oversees operations at the San Bernardino International Airport His extensive experience spans various special details, including the Graffiti Task Force, Multiple Enforcement Team, SWAT, and Gang Unit

Music Changing Lives’ State of the Youth Confer ence Foster s Civic Enga gement, Advocacy, and Sustainability via Cr eative Expr ession Among IE Youth

The Music Changing Lives (MCL) organization, in partnership with the Changing Lives Association and The California Endowment, hosted its second annual State of the Youth Conference from June 22-24 at San Bernardino Valley College The conference, themed "Creative Expression & Sustainability," provided a platform for 45 local students, aged 13-34, from San Bernardino, Rialto, and Colton, to engage in civic advocacy and learn how to generate action against pressing social issues

The San Bernardino Area Chamber of Commerce (SBACC) celebrated local law enforcement heroes at its 45th Annual Law Enforcement Recognition Dinner on Thursday, June 15 The gala at the San Bernardino Elks Lodge recognized several law enforcement agencies and their standout officers

Eight agencies nominated their top officers for the prestigious Officer of the Year 2023 award, while two agencies submitted candidates for a unique award chosen by a panel of SBACC reviewers

According to SBACC Acting Chairperson Jim Wheeler, the annual event aims to demonstrate the business community's unwavering support and respect for law enforcement agencies and their officers The evening began with a warm welcome from Wheeler, followed by an invocation from San Bernardino Police Chaplain Chris Reinhart, who also serves as the Pastor of Sandals Church of San Bernardino The San Bernardino Police Department Honor Guard then presented the colors

San Bernardino Attorney Bill Lemann served as the Master of Ceremonies, introducing a host of dignitaries who were present to honor the nominees and announce the Officers of the Year Among them were Fifth District San Bernardino County Supervisor Joe Baca Jr , County Superintendent of Schools Ted Alejandre, County District Attorney Jason Anderson, former Mayor Dr Judith Valles, and San Bernardino City Mayor Hellen Tran

The California Highway Patrol named Officer Gregory Lomenick their Officer of the Year, while Cal State University San Bernardino Police Department honored Sergeant Jose Placencia Officer James Quigley was recognized by the San Bernardino City Community College District Police Department, and the San Bernardino City Unified School District Police Department chose Officer Matthew Montero The County District Attorney's Office selected Investigator Charles Petersen, and the County Probation Department honored Officer Rodney Sermons San Manuel Public Safety Department named Officer Kittichai Damabhorn their Public Safety Officer of the Year In contrast, the K-9 and Handler of the Year award went to K-9 Roxy and Handler Sergeant Kristina Winegar from the San Bernardino Sheriff's Department

The San Bernardino Sheriff's Department nominated Deputy Jason Desario and Deputy Charlie Lopez for Officer of the Year, with the SBACC panel selecting Deputy Desario The San Bernardino Police Department put forward Officer Tina Martinez, Detective Darren Sims, and Officer Grant Miles, with Detective Sims ultimately chosen Sources indicate the fierce competition, with scores for all nominees extremely close

As each nominee was introduced, their bios were shared, highlighting their achievements, acts of heroism, and community involvement The event served as a powerful reminder of the dedication and commitment of these officers, with each nominee and awardee genuinely deserving of their recognition Their efforts and accomplishments were met with heartfelt appreciation from all in attendance

Josiah Bruny, Founder and CEO of Music Changing Lives said, "The second annual State of the Youth Conference aims to empower the youth in our community by teaching them how to become civically engaged in advocacy and generate action against the most pressing issues in and across our communities today We are striving to provide a platform to equitably uplift the voices of the next generation of leaders addressing racial, economic, and social issues "

The conference offered three tracks with nine workshops, daily meals, live entertainment, art activities, team-building exercises, and valuable college, financial aid, apprenticeships, and employment information Keynote speakers included Michael Wiafe, the newly appointed Education Policy Associate in the Office of California Governor Gavin Newsom, and Mike Africa Jr , an activist, writer, speaker, stage performer, and hip hop artist whose life story is featured in the HBO Max documentary "40 Years a Prisoner "

One of the conference's highlights was the "Art of Sustainability" presentation by Joyce Jong, a Senior Project Manager for the City of Riverside and a third-generation poultry farmer Jong emphasized the importance of sustainability in managing resources, serving communities, and maintaining resources for future generations

She also highlighted the significant role of agriculture in the U S economy and job market, contributing $5 billion to the local economy in the Inland Empire alone

Jong warned of the potential impact of climate change on the region, with predictions of an increase in extreme heat days that could affect crop production and lead to desertification She encouraged the younger generation to consider careers in agriculture, mainly as greenhouse technology specialists,

citing the availability of scholarships through the Next Gen Farmer Training Program at San Andreas High School in San Bernardino

The conference concluded with an outdoor reception, participant headshots, certificates, and a concert by MCL Despite a smaller turnout this year, participants engaged more actively, benefiting from the intimate setting

The conference's three-day schedule was packed with various workshops designed to equip the participants with the necessary skills and knowledge to become active community contributors

The first day focused on civic engagement, college and career pathways, and health and wellness On the second day, they delved into entrepreneurship, business finance, and generational wealth The final day was dedicated to creative expression, creating NFTs, and leadership

The workshops were divided into three groups based on the participants' ages, ensuring the content was relevant and ageappropriate This year's smaller group size allowed for more personalized interactions and in-depth discussions, leading to a more enriching experience for the participants

The conference's focus on creative expression and sustainability was a strategic initiative addressing racial, economic, and social issues The goal was to create comically engaged leaders through artivism, a combination of art and activism This unique approach allowed the participants to express their thoughts and ideas creatively while advocating for community change

The conference's success was a testament to the power of community engagement and the potential of the youth to bring about positive change As Bruny stated, "I look forward to our annual conferences and changing the narrative towards progress "

The State of the Youth Conference is a shining example of how organizations like Music Changing Lives, the Changing Lives Association, and The California Endowment are making a difference in the lives of young people

By providing them with the tools and platform to voice their concerns and ideas, these organizations are helping to shape the next generation of leaders

In 2023, the San Bernardino County Library celebrated four distinguished National Association of Counties (NACo) awards for outstanding service to both its staff as well as the general public Unsurprisingly, the library attributed its drive to the principals outlined in San Bernardino County’s Countywide Vision, a guiding light for its policies, practices, and protocol: CAO Vision – San Bernardino CountyWide Vision (sbcounty gov)

First, the library received an award for its unique interviewing structure During the transition into post-pandemic realities, the San Bernardino County Library, as with many employers, saw an increase in the number of vacancies due to resignations, retirements, and other life changes With retention in mind, the library worked to fill vacanciesof varying capacities throughout its 32 library branch locations and administration office In the past, the library would schedule first interviews on one day, and second or final interviews on a separate day This scheduling process often led to second interviews that were scheduled one to two weeks following the first interview, at times resulting in losing candidates to other employers The additional time for the second interview would also delay the completion of onboarding paperwork, background checks, and fingerprinting, which caused the hiring process to be slow and prolonged

Additionally, the extended interview and onboarding process deterred quality candidates who sought to begin work immediately To remain competitive with other organizations and move to hire within a shorter timeframe, the San Bernardino County Library implemented a new process of conducting second interviews on the same day as first interviews The new procedure resulted in the hiring process (application to onboarding) taking two to three months, whereas in the past the process could take four to six months The implementation of this process has resulted in the hiring of higher quality candidates due to the library’s ability to compete with private sector hiring timelines

In addition, the library received a NACo award for its orientation program, entitled

Moreover, the library received an award for the launch of its Leadership Training Program, a 4-week certificate program which further enhances the knowledge, skills, and abilities of all library staff, both part-time and full-time Not only does this Leadership Training Program inspire future leaders and boost team morale, it also aligns with part of San Bernardino County’s overarching vision, particularly envisioning “a vibrant economy with a skilled workforce that attracts employers who seize the opportunities presented by the county’s unique advantages and provide the jobs that create countywide prosperity ” Alyssa Lovell, librarian II and Leadership Training alumna, remarked on her experience, “It was great to interact with other library staff, not only learning valuable tips to grow as a manager, but engaging with staff from other branches who have diverse leadership experiences to share ”

Lastly, the library received an award for its implementation of Beanstack, a mobile and web application used to track reading programs for all ages Since the San Bernardino County Library offered several “Read for Rewards” programs, such as the Summer Reading Program and In-N-Out Cover-to-Cover Program, the utilization of a mobile and web application such as Beanstack is a convenient, easy-to-use way for families to participate, increasing literacy throughout San Bernardino County With the support of this mobile application, the San Bernardino County Library System circulated over 4 million print and digital items in 2022-2023 Adelia Laguerta, a patron at the Big Bear Lake Branch Library, thanked the staff for its user-friendly interface: “I’m 72 years old and came from the Philippines in the ‘70s I usually do not feel comfortable with computers, but the staff helped me to become more confident with using technology, including this app Now, when I bring my grandchildren to the library, I can help them track their reading and earn prizes I’m a fun Lola!”

Assembl ymember Sabrina Cer vantes Secur es $3 Million to Suppor t the Launch of the Inland Empir e LGBTQ Resource Center Power ed by Tr uEvolution

Community News

Sabrina Cervantes (D-Riverside) announced today that she secured more than $3 million in the state budget signed by Governor Gavin Newsom to support the launch of the Inland Empire LGBTQ Resource Center, powered by TruEvolution, with locations in the city of Riverside and Southwest Riverside county, as well as a first-of-its-kind fund in the region to invest in inland LGBTQ community organizations with capacity building training, and programming support The centers will serve residents throughout Riverside and San Bernardino counties and provide a safe space and community facilities for LGBTQ led and serving groups to gather and meet

The launch of the Inland Empire LGBTQ Resource Center comes at a critical time in the fight for LGBTQ equality across the country and locally The Supreme Court just dealt a blow to LGBT rights by allowing certain businesses to refuse to provide services for same-sex weddings According to a report released by the California Attorney General in June, hate crimes against LGBTQ Californians have risen by 29%

between 2021 and 2022 Legislation introduced in California this year also took aim at outing transgender and nonbinary students and an Inland city’s school board voted to reject including LGBTQ leader Harvey Milk in social studies curriculum

Co-founded in 2023 by Inland Empire natives and community leaders Assemblymember Cervantes, TruEvolution CEO Gabriel Maldonado, and Equality California Advisory Board Member Jesse Melgar, the Inland Empire LGBTQ Resource Center will be headquartered at the Project Legacy campus in Downtown Riverside and as an initiative of TruEvolution A second site will open in Southwest Riverside County next year – a part of the region that lacks strong infrastructure and support for LGBTQ individuals and families

“The new Inland Empire LGBTQ Resource Center powered by TruEvolution and the services provided in Southwest Riverside County will stand as a bulwark against the persecution, discrimination, and violence still faced by the LGTBQ+ community on a daily basis in our region,” said Assemblymember Sabrina Cervantes “I want to thank TruEvolution for being essen-

tial partners in securing this $3 063 million in state funding, and in fighting for the equal rights and dignity for the LGBTQ+ community in the Inland Empire

“For years, TruEvolution has worked alongside our sisters and brothers in the LGBTQ community to fight for our communities in a region that lacks sufficient support,” said TruEvolution CEO Gabriel Maldonado “Under Assemblymember Cervantes’ transformative leadership, we will not only be able to open an LGBTQ Resource Center in downtown Riverside, but will also open one in Southwest Riverside County where we know members of our community lack strong support We will support anyone and everyone – in both Riverside and San Bernardino counties –who need it

“This funding is urgent and long overdue, especially as the Inland Empire’s LGBTQ community continues to grow while infrastructure and support for our communities hasn’t,” said Inland Empire LGBTQ Resource Center co-founder Jesse Melgar

The funding will support the following:

Inland Empire LGBTQ Resource Center Riverside Headquarters - $1 million will cover construction and renovation costs at the downtown Riverside headquarters located at TruEvolution’s new Project Legacy campus, which will also serve as a community meeting space for LGBTQ community organizations throughout the region Funding will support staffing needs, the creation of an LGBTQ community meeting space, and capital investments for the community, such as computer and media lab use for LGBTQ organizations

Inland Empire LGBTQ Resource Center, Southwest Riverside County - $1 million will support securing a community resource center to be opened This will also cover staffing needs and support for LGBTQ communities throughout Southwest Riverside County

Inland Empire LGBTQ Resource Center Community Grant Initiative - $1 million will help seed a new fund to support capacity building for the limited number of emerging LGBTQ community organizations serving Riverside and San Bernardino counties
