Results from the revamped California School Dashboard released Thursday show 91.8 percent of District students in the Class of 2018 received a high school diploma, earning the District one of the best ratings. The Dashboard, California’s new public school accountability system, also shows District students made incremental growth in English language arts and math tests. The six state performance indicators reported in December’s Dashboard include: College and Career Readiness; Chronic Absenteeism; Suspension Rates; English Learner Progress; Graduation Rates; and state test scores in English language arts and mathematics for grades 3–8

and 11. The California Department of Education’s Dashboard rates schools’ performance on an indicator using five colors. Red is the lowest achievement level, followed by orange, yellow, green, and blue, the highest level. A school is considered to have a favorable mark if it receives green or blue on an indicator.

A key element of California's comprehensive accountability and continuous improvement system for K–12 schools is that the Dashboard helps identify schools and districts facing challenges in specific indicators. For SBCUSD and hundreds of others around the region and state, those challenges include chronic absenteeism, defined as the percentage of students who are absent 10 percent or more of instructional days. Another area of improvement identified statewide is College and Career readiness, meaning more must be done to ensure that graduates are prepared to succeed when they leave high school. The San Bernardino County Homeless Count and Survey

T

he annual San Bernardino County unsheltered homeless Point-In-Time Count (PITC) count, coordinated by the San Bernardino Office of Homeless Services (OHS) in conjunction with the San Bernardino County Homeless Partnership (SBCHP), will take place on January 24, 2019. It is designed to obtain an estimated number of homeless individuals and families in San Bernardino County on a given day and to discover their specific needs. Volunteers will need to have their own IOS (Apple) or Android "smart" phone in order to conduct the survey. Free Nutrition Class “ReThink Your Drink” at the Feldheym Library

he San Bernardino Public Library will be hosting a free nutrition class at the Feldheym Central Library at 555 W. 6th Street in San Bernardino. Reach Out, a Local Non-Profit Organization, and Champions for Change are offering the classes in cooperation with the County of San Bernardino Public Health-Nutrition Department. This nutrition program focuses on promoting healthy eating and active living to prevent and help decrease obesity and other related chronic diseases within our communities. This is why I appreciate the leadership of Rep. Judy Chu and Sen. Kamala Harris and their efforts to expand the monument and ensure this precious natural resource is protected for generations to come. Established after a years long, community-led effort, the monument makes up 70 percent of the open space Los Angeles’ 15 mil-

lion people use for family picnics, birthday celebrations, hiking, skiing, riding horseback and fishing. Churches, like mine, even baptize members in its waters. With such diverse uses, visitors, resources, and recreational opportunities, there are significant ecological and human impacts to the monument. Rep. The most impor tant political address of 2018 The United States is quickly becoming divided into the globalists and the patriots. They are at total war against each other. Since they are ideologically incomparable only one side can win. In time all will support one side or the other side. Readers already are, whether they are fully aware of what they support or not. Chances are very good that readers missed important parts of what President Donald Trump told the United Nations September 25, 2018. It could be summarized in 12 words from it. “We reject the ideology of globalism and accept the doctrine of patriotism.� Adding, “America is governed by Americans.� Directed squarely at the globalists in the room, he effectively said, “We will keep our sovereignty and expect other nations to keep theirs as well.� He told them. “We are standing up for America and for the American people. And we are also standing up for the world. That is why America will always choose independence and cooperation over global governance, control, and domination. I honor the right of every nation in this room to pursue its own customs, beliefs,

and traditions.� Then amazingly, in total contrast with every president since World War II, “The United States will not tell you how to live or work or worship. We only ask that you honor our sovereignty in return.� Trump rejected one international organization in particular, created by the globalists to undermine our sovereignty, “The United States will provide no support in recognition to the International Criminal Court. As far as America is concerned, the ICC has no jurisdiction, no legitimacy, and no authority. The ICC claims near-universal jurisdiction over the citizens of every country, violating all principles of justice, fairness, and due process.� He then added what most patriots wanted their government to say to the United Nations since its inception. “We will never surrender America’s sovereignty to an unelected, unaccountable, global bureaucracy.� He encouraged other nations to protect their sovereignty as well, “Around the world, responsible nations must defend against threats to sovereignty not just from global governance, but also from other, new forms of coercion and domination.� Imagine what the globalists in the room thought. The United States had been the lead founder and funder. Moreover, David Rockefeller donated the property to house the infant world government organization that since increasingly absorbs control over all nations of the earth. The United States is the principle reason the United Nations exists. All presidents have supported it. No president has spoken this way. Ronald Reagan alone opposed its growing power over the sovereignty of nations. He reduced US funding for it from 33% to 25%. Patriots cheered the Reagan move but now want more, which Trump seems ready to give. Most want removal from the organization altogether. Trump turned to illegal immigration and human trafficking as threats to sovereignty also. “The United States is also working with partners in Latin America to confront threats to sovereignty from uncontrolled migration. Tolerance

for human struggling and human smuggling and trafficking is not humane. It’s a horrible thing that’s going on, at levels that nobody has ever seen before. It’s very, very cruel.â€? He addressed why the United States refused to participate in the new UN Global Compact on Migration. “We recognize the right of every nation in this room to set its own immigration policy in accordance with its national interests, just as we ask other countries to respect our own right to do the same — which we are doing. That is one reason the United States will not participate in the new Global Compact on Migration. Migration should not be governed by an international body unaccountable to our own citizens.â€? Finally he spoke of the foundation of freedom as being national sovereignty, which must be preserved . “To unleash this incredible potential in our people, we must defend the foundations that make it all possible. Sovereign and independent nations are the only vehicle where freedom has ever survived, democracy has ever endured, or peace has ever prospered. And so we must protect our sovereignty and our cherished independence above all.â€? Trump ended, “So together, let us choose a future of patriotism, prosperity, and pride. Let us choose peace and freedom over domination and defeat. And let us come here to this place to stand for our people and their nations, forever strong, forever sovereign‌.â€? The UN, the heart of world government and globalism, never had an address delivered like this; certainly the most important address of 2018. Dr. Harold W. osta Rica is my favorite Central American country. The citizenry have an attitude. They have a twinkle in their eyes and a chip on their shoulder. It is a fact of history that the government of Costa Rica declared war against Hitler before any other country. And they didn’t have an Army or a Navy. Pure bravado. Consider their national motto. LA PURA VIDA. My translation is, “Life Is Good.” But it was not always so. They have a population of 4,953,199. As with all indigenous people (native Indians) are descended from the Athabascans. They migrated from Alaska about 20,000 years ago. The oldest evidence of their occupying Costa Rica is around 10-12,000 years ago. The history of Costa Rica, way back when, is a mixed one. The first European explorers who first landed on the Costa Rican coast

International recognition came to Costa Rica in 1987 when its President Oscar Arias Sanchez, was awarded the Nobel Peace Prize. He was President from 1986-1990 and from 2006 to 2010. It is the most stable and oldest democracy in Central America. The president and 57 legislative deputies are elected every four years. As previously mentioned, Costa Rica does not have a military, but it keeps domestic police, security forces and a Coast Guard. The largest immigrant citizens are from Nicaragua (74.6%), Columbia (4.3%), United States (4.1%), Panama (2,9%) and El Salvador (2.4%).

For instance, the President meets every morning with a few of his cronies at a corner hangout. We would say “shooting the bull.” His kids ride the ordinary school bus. His family is not surrounded by their equivalent of the FBI. Consideration for the three major needs of the Central American countries is basic: Education, Health Care and Jobs. Costa Rica is without a military since 1948. The expenditures that were used for militarism is NOW for educations. Education is free. Their literacy is set at 98 percent. The Ministry of Education guaranties classes in computer science and English as a second language (ESL). There are also private schools of different backgrounds: U.S., UK, France, Germany. Along with bilingual schools. Costa Rica has a socialized healthcare system, identified as Social Security System. There are 30 general hospitals with 60,000 plus beds and 250 beds in private clinics, that are increasing constantly.

There are 16,000 Americans in the country; half of them are under the age of 29. Very few have integrated into the working class of Costa Ricans. They are tourists, even for an extended period of time. A man I know owns a house in San Jose and stays for two months at a time. He even has a girlfriend there.

This will blow your mind. Statistics state that thousands of Americans and Canadians travel to Costa Rica every year to seek medical/surgical care.

The jungles are a must-make sure you go with a guide. They are real jungles with wild animals. Fortunately, jaguars are night owls.

The Costa Rican economy is 11th in a list of 30 leading worldwide economies. The result is a growing job market. This includes technological, teaching, construction, service along with all kinds of marketable skills. Unemployment is listed at 2 percent. You want a job, move to Costa Rica.

If you’re into learning Spanish, San Jose has a school that is second to none. I’ve been there. In my mind, San Jose is a copy of Paris, London, Rome put together. Architecture, ancient and glamour. A tourist can spend a week looking around.

I’ve visited Costa Rica many times. My only wish is that it was closer. Its people are friendly, its food is great, its mountains, jungles, cities are beautiful. I doubt if there are any Costa Ricans among the Caravan. Almost all of the cruise ships that are going to or from the Panama Canal stop at Costa Rica. There are two docks on the Pacific side. Puerto Calderone and Puntarenas. Shopping in both is out of this world. We’ve bought more things there that are unique than any other place. Things that we keep. There is the port on the Caribbean side-Port Limon. It is the port where bananas are loaded for distribution in the U.S. Sight seeing in Costa Rica is a must. Those that have seen the movie Jurassic Park, will remember at the end of the third one, two Raptors escape to the C.R. jungle. It was filmed on an island West of the Coast.

The beaches are paradise. They make Hawaii look like San Pedro. On your own, they are accessible; close by is ideal shopping. I’ve eaten at several of their restaurants and I recommend all of them. The food is excellent and all unique to Costa Rica. Opera, theater and movies are out of San Francisco and Broadway. In other words, entertainment is great. Finally, I list the 10 best places to visit. It is up-to-date as of April 10, 2018. 10. Tamarindo; 9. San Jose; 8. Chirripo National Park, 7. Rincon de la Vieja; 6. Corcovado National Park; 5. Tortuguero National Park, 4. Playa Jaco; 3. Manuel Antonio National Park; 2. Arenal Volcano, and 1. Monteverde Cloud Forest Reserve. My question is simple. Why would any Costa Rican leave La Pura Vida to be in the Caravan? Amen. Selah. So be it.

Free Rides on January 12, 19 and 26 mnitrans will expand its sbX bus rapid transit line service in Loma Linda and San Bernardino to include Saturdays beginning January 12, 2019. sbX Saturday service will operate every 20 minutes from 6 a.m. to 9 p.m. Free rides are offered on three Saturdays, January 12, 19 and 26, to encourage the public to take a test ride. “We’re pleased to fulfill customer requests to add sbX service on weekends. Now people can enjoy sbX station amenities and faster trips on their way to Saturday shopping, sports and entertainment activities,” said Omnitrans CEO P. Scott Graham. “It’s also a speedier option for those working weekends in the retail, hospitality, healthcare and logistics industries.” Since the sbX BRT line began in April 2014, over 3 million passengers have hopped on board, with about 3,000 boardings on a typical weekday. he annual Lights for Little Lives Memorial Walk was held on December 31, 2018 in Loma Linda. The event began with the group of attendees assembling at the Ronald McDonald House. “This particular memorial is the time we get to actually talk to the people that we help, which is why I look forward to help coordinate this event every year. It’s so touching and emotional…the families really appreciate it,” said Linda Stratton, The Unforgettables Foundation volunteer. At the memorial, four mothers released doves in memory of their children that passed away in 2018. “This year the four mothers who released doves were Alisha Hare, Jessica Conag, Cynthia Michelle Maldonado, and Vanessa Valladares. Families who attend the memorial carry banners, bring photos and some wear t-shirts with their child’s face on it,” continued Stratton. “The doves are released at sunset, it’s 21 doves in a memorial flight. The dove flight is symbolic of a heavenly journey, a key highlight of the celebratory awareness event,” said Founder/CEO of The Unforgettables Foundation Tim Evans. “After the ceremony, a three block walk led by boy scouts, children, physicians, firemen, funeral professionals, volunteers and faith community leaders was held. The walk continued down Anderson Street and ended at the Campus Hill Church where a 45-minute ceremony of candle lighting and name reading took place,” continued Evans. At the ceremony, top physicians in the region were awarded for their work. “This year we awarded Annalisa Abjelina M.D., Thomas Bahk,

The founder of the organization, Evans, created The Unforgettables Foundation after witnessing many families who did not have enough money to pay for the burial of their child. “About 20 years ago Tim Evans was the Chaplin at Loma Linda Children’s Hospital and he witnessed many families who lost a child and had no funds to bury their child; which inspired him to create an organization to help

those families in need,” said Stratton. To date, the organization has assisted thousands of families in the region. “The Lights for Little Lives Memorial Walk and Candle Lighting Ceremony was the very first public event created by The Unforgettables Foundation after a full year of serving families across the region. To date, nearly 6,000 families have been helped with financial and burial support from over 80 cities in Southern California. The Orange Belt Funeral Directors Association, various clergy associations and medical associations in the region collaborate with the heartwarming celebration of our children in life and in death,” concluded Evans.

In Memoriam: James M. Slater, pioneer of proton therapy, transformed cancer treatment, dies at 89

ames M. Slater, MD, whose determination to improve the quality of life for patients undergoing cancer treatment inspired him to use proton therapy for patient care and to champion and oversee creation of the world’s first hospital-based proton treatment center at Loma Linda University Health, died Dec. 26. He was 89.

The James M. Slater, M.D. Proton Treatment and Research Center — which opened in 1990 — has since treated more than 18,000 patients from around the world, including foreign royalty, celebrities, and even an NBC news reporter who in 2008 chronicled his own battle with cancer and search for treatments. Proton radiation treatment, the most precise and advanced form of radiation therapy available, allows physicians to deliver full or higher treatment dosages to destroy a tumor with minimal side effects to a person’s surrounding healthy tissue or organs. In 1986, the Loma Linda University and Loma Linda University Medical Center Boards of Trustees approved Slater’s request to work with Fermi National Accelerator Laboratory (Fermilab) to begin planning the LLUMC Proton Treatment Center, which would result in the construction of the most expensive piece of medical equipment that had ever been built. The issue was one of the most disputed items the board would ever deliberate. In 1989, the year the first particle

accelerator (synchrotron) components were shipped to the Loma Linda University Health campus from FermiLab, controversy about the new treatment raged, becoming the focus of a March 17 Wall Street Journal article, Off the Beam? Proton Device to Fight Cancer Is a Boondoggle — or a Breakthrough. The story, while acknowledging that the Food and Drug Administration had approved proton therapy as a cancer treatment, referred to the Loma Linda synchrotron as a “contraption.” When the Loma Linda University Medical Center Proton Treatment Center opened in 1990, it was the only place in the world to offer proton therapy for patient treatment and research in a hospital setting. It would remain the only hospital-based treatment center of its kind in the United States until 2003. In 2007, it was renamed the James M. Slater, M.D. Proton Treatment and Research Center in his honor.

The realization of Slater’s resolve to ease cancer patients’ suffering was captured in the book Beam of Hope: The Story of Proton Therapy at Loma Linda University Medical Center, by Richard A. Schaefer. The Wall Street Journal in February of 2005, nearly 16 years after a previous article had harshly questioned proton therapy, published an article, Proton-Beam Therapy for Cancer, which listed qualityof-life issues among proton therapy’s most important benefits. Patients in Massachusetts and Indiana were receiving proton therapy at facilities in their states and additional facilities were under construction in Texas and Florida. Today there are approximately 25 proton therapy centers in operation, with another 11 centers under construction or in development, according to the National Association for Proton Therapy. James Munroe Slater was born in 1929 in Salt Lake City, Utah. His parents both attended the University of Utah, and his mother earned a degree in elementary education from the university in 1927.

Slater’s earliest comprehension of the world of science came as a third-grader, according to Richard A. Schaefer, historian for Loma Linda University Health. He was fascinated as he heard stories of scientists and inventors his teacher, Miss Emma Evans, read to the class every day. At 14, Slater worked with the U.S. Forest Service in Utah, earning the crew’s respect as they observed

his precision driving immense tractors. He later worked as a truck mechanic, vacuum cleaner repair shop owner and a miner. Intrigued by the importance of physics in society, he applied to the University of Utah, graduating in 1955 with a bachelor’s degree in physics. Slater then taught math in a junior high in Fontana, California. Medicine had always intrigued him, and when a neighbor suggested that he consider becoming a doctor, he applied to Loma Linda University School of Medicine.

Following graduation in 1963, he trained as a resident at both LDS Hospital in Utah and White Memorial Medical Center in Los Angeles. Further narrowing his interests, he moved to Texas where he completed a National Institutes of Health Fellowship at University of Texas MD Anderson Cancer Center. It was during his fellowship when his interest in heavy-charged particle therapy began. Determined to find a place where he could make major changes he felt were needed in radiation medicine, Slater accepted the invitation to return to Loma Linda University Health in 1970. There he pioneered computer-assisted radiotherapy planning, developing CT-based treatment. He introduced the first such system in 1971, earning him a first-place award from the European Association of Radiology in 1975 and an invitation to speak at the U.N. International Atomic Energy

Agency in Vienna, Austria. In 1978, he received the first-place award from the American Society of Therapeutic Radiologists. Determined to do even more to spare healthy tissue during cancer treatment, he began investigating proton radiation therapy, visiting accelerator companies around the world. As he shared what he needed and invited them to work with him he was surprised when they said no, telling him the complexity was more than they were prepared to attempt.

Eventually Fermilab agreed to work with Slater, and in 1986 was granted permission by the overseeing boards at Loma Linda University Health to proceed. Costs for the project skyrocketed, and Slater began working with U.S. Congressman Jerry Lewis and testified during a congressional hearing. Lewis said in the documentary, “We were requesting $25 million. After the hearing, we went to the committee session with the Senate and got $25 million. And it was a direct result of the presentation of Dr. Slater.” When it was complete, the center was a $100-million, three-story facility. The equipment, including the accelerator and the proton guidance system, weighed 400 tons and produced up to 250 million electron volts of radiation. Today, Slater’s second-eldest son, Jerry D. Slater, MD, is chair of the department of radiation medicine at Loma Linda University Health.
