team of approximately 100 San Bernardino City Unified School District managers and community leaders fanned out across the city to conduct home visits Tuesday morning to students identified to be at risk of becoming chronically absent. The objectives of Operation Student Recovery (OSR), Youth Services Director Marlene Bicondova outlined during the informational briefing, were to positively impact the life of students by helping them improve attendance, and to contribute to the improvement of the district’s chronic absenteeism goals. “Personal contact makes the biggest difference,” Bicondova explained. “We want families to Recovery, cont. on next pg.

Black Histor y Film Festival at the SB Public Librar y

he San Bernardino Public Library will be hosting a film festival in celebration of Black History Month in February. These screenings will take place on Tuesdays and Thursdays at 3 PM in the Bing Wong Auditorium at the Feldheym Central Library, 555 W. 6th Street. The series includes films that cover a wide range of stories and cultures. n April 13, 15 young men will compete for the chance to represent San Bernardino High School (SBHS) as Mr. Cardinal City 2019–2020. The contestants, all SBHS juniors, will take to the Sturges Center for the Fine Arts stage at 6 p.m. to demonstrate their community pride, school spirit, and charity work. Mr. Cardinal represents the high school at local events with co-royalty Miss Cardinal City. The pageants were named to honor San Bernardino High’s status as a chartered city, Cardinal City. The day after OSR was conducted in 2018, 86% of students contacted were back in the classroom. The district’s rate in 2018 was 13.6% among students in K - 8, compared to the state chronic absenteeism rate of 9%.

According to research published in the National Education Association, “Children who are chronically absent have lower levels of school readiness upon entering kindergarten, are less likely to read at grade level by the third grade, show lower levels of social engagement, are more likely to drop out of school, and less likely to graduate from high school or college. All of these negative outcomes limit the long-term success of students in school and into adulthood.”

Several organizations are currently seeking nominations for recognition including the League of Women Voters, Crafton Hills College and San Bernardino County Superintendent of Schools. Since 1975, the League of Women Voters of the San Bernardino Area has honored more than 750 individuals and more recently, groups of citizens, who have enhanced the quality of life in their communities. Once again, the League is reaching out to the community seeking nominations of those who are true “Citizens of Achievement.� The League will honor those chosen at an Award Reception on Sunday, April 28, 2019 from 2:00-4:00 PM at the East Valley Water District Headquarters located at 31111 Greenspot Road in Highland. The focus is on individuals and groups of volunteers in the greater San Bernardino area, from Fontana to Yucaipa and the Riverside/San Bernardino County line to the mountain communities, who have made a difference in the lives of others whether in the neighborhoods they live, the institutions that serve, or the environment. The League would also like to recognize volunteers who make the community a better place through their involvement in various other civic and cultural activities. The American way of war: Evolution stops here America does what it wants. This is obvious, except it’s also monstrously unnerving. Let’s at least add some quote marks: “America� does what it wants — this secretly defined, self-obsessed, unelected entity that purports to be the United States of America, all 325 million of us, but is, in fact, a narrowly focused amalgam of generals, politicians and corporate elites who value only one thing: global dominance, from now to eternity. Indeed, they’re capable of imagining nothing else, which is the truly scary part. Until this changes, “peace� is a feel-good delusion and “disarmament� (nuclear and otherwise) is the butt of a joke. The American empire may be collapsing, but the war games continue. So I realized with a sudden start as I read Nick Turse’s analysis of a collection of U.S. military documents, which the TomDispatch website got hold of via the Freedom of Information Act. The documents contained a detailed description of the 33rd annual Joint Land, Air, and Sea Strategic Special Program, “an elaborate war game,� Turse explains, “carried out in 2016 by students and faculty from the U.S. military’s war colleges, the training grounds for its future generals and admirals.� The war game was wrapped around a fantasy future of “dystopian dangers,� set in 2020, in which, “as the script for the war game put it, ‘lingering jealousy and distrust of American power and national interests have made it politically and culturally difficult for the United States to act unilaterally.’� In other words, as Turse explains, quoting the war game’s summary, the threat to America’s near-future security is completely a matter of maintaining its global hegemony in the face of scientific and military advances “by both state and non-state actors� that “have increasingly constricted U.S. freedom of action.� There’s nothing particularly surprising here, yet something jolted me into a new level of shock and awe, you might say, about the deep state apparatus that controls the national direction. There’s nothing in this controlling consciousness devoted to creating — or imagining — a world without nuclear weapons or a world free of war and poverty. That’s just not part of the future “America� has

any interest in envisioning. The next war is utterly unquestioned. “Us vs. themâ€? is utterly unquestioned. There will always be enemies. What would we do without them? While the invisible state may fear losing its global dominance, it seems to be completely in control of its domestic dominance. And peace is out of the picture, at least the evolving concept of that word: peace that transcends militarism and is not based on armed enforcement. As long as the generals and war profiteers have it their way, peace is merely the lull between wars or, even more cynically, that brief pause while the combatants reload. In other words, we are moving into the future committed — financially, politically, ideologically — to continuing to do what has failed in the past: wage war, dominate, win. And in countless ways, we are losing. The empire is collapsing. The consequences of armed dominance are eating us alive and destroying Planet Earth. But no matter. As long as we’re not aware that we’re causing our own destruction, we (I mean “weâ€?) can continue to do so, in the process reaping not merely profit but a sense of purpose. “Two years after the war game was conducted,â€? Turse writes, “in a time of almost metronomic domestic mass killings, President Trump continues to spotlight the supposedly singular danger posed by ‘inadequately vetted people’ in the U.S., although stovetops and ovens, hot air balloons, and burning pajamas are far more deadly to Americans.â€? Apparently our national sense of identity would collapse without an enemy, and the enemy du jour is the terrorist (no longer the communist, no longer the “savageâ€?). So we’re not only fighting endless wars across Africa and the Middle East, we’re intensifying our deportation of “illegalsâ€? and amping up “border security,â€? all in order to keep America safe. One reason the nation’s leaders are able to keep waging wars that do not, in fact, keep America safe is because the harm they cause is almost totally borne by the other. And as long as the messy details are seldom in the news, Americans need not let their awareness of government policy stray beyond the clichĂŠs of patriotism.

Regarding Mexican border security, for instance, the Trump administration has implemented a policy of separating children from parents seeking asylum in order to send a Keep Out message to other would-be immigrants. The cruelty of such a policy has been magnified by a recent ACLU report, based on documents obtained through the Freedom of Information Act, showing widespread abuse of children in U.S. custody. And in point of fact, the abuses are pre-Trump. The documents cover 2009-2014, during the Obama years. Dominance and racism may be more blatant under the current president than they've been for a while, but they have always been part of national policy. According to the report: “The documents show numerous cases involving federal officials’ verbal, physical and sexual abuse of migrant children; the denial of clean drinking water and adequate food; failure to provide necessary medical care; detention in freezing, unsanitary facilities; and other violations of federal law and policy and international law. The documents provide evidence that U.S. officials were aware of these abuses as they occurred, but failed to properly investigate, much less to remedy, these abuses.� Abuses listed in the report include children kicked in the ribs, punched in the head, shot with a stun gun (causing a boy “to fall to the ground, shaking, with his eyes rolling back in his head�) and run over with a patrol vehicle. A pregnant minor “was denied medical attention when she reported pain, which preceded a stillbirth.� A 16year-old girl was subjected to a search in which they “forcefully spread her legs and touched her private parts so hard that she screamed.� My God, it was like they placed these children in Gitmo! These are the war games we play that aren’t games, but real-world actions. From cruelty at the border to nuclear testing, a philosophy of dominance over the enemy creates nothing but a poisoned planet and endless war. Paradoxically, a primary qualification for being a national leader is not knowing this.

Through the centuries various civilizations developed sophisticated calendars. For example, Aristotle was convinced the Earth was round; and of course, Einstein proved his theory of relativity. He was convinced by the various Eclipses. During a total lunar eclipse, the Moon turns a reddish color, because the only light seen is refracted through the Earth’s shadow. Total lunar eclipses are often called “blood” moons. It is extremely important to remember that solar and lunar eclipses have figured prominently in human history. Here are a few

The sky turned dark and the Sun disappeared behind the Moon. It was interpreted that the gods wanted a truce. Then, in 32 A.D. in Matthew 27:45 and Mark 15:33, the Christian Gospels state the sky darkened at the death of Jesus. The event coincided with a solar eclipse. The date of the eclipse (32 A.D.) was used by Christians to pinpoint the time of the death of Jesus. On May 5, 840 A.D. the son of Charlemagne inherited his father’s kingdom and tremendous crises. Louis believed a solar eclipse was punishment for his sins and he died. This brought about the historical Treaty of Verdun in 843 A.D. Then on February 29, 1504, twelve years after Christopher Columbus landed in El Salvador, wood worms attacked his ship which caused great leaks and forced him to stop at Jamaica.

They dominated southern Mexico-especially the Yucatan, all of Central America, Guatemala, Honduras, Nicaragua, El Salvador, Belize, Costa Rica and Panama. A few Mayan temples were: Monte Alban, Chechen Itza, Caracul, Tikal, Uxmal, Palenque, Tulum, Caba, Bonampak, Coban. I’ve been to eight of them and

climbed the steps of their temples. In addition, they built the pyramids of Teotihuacan. Interestingly they had highways that connected the great Mayan centers. Their civilizations began to crumble around 4-500 A.D. as the Aztecs came into prominence. This was followed by Hernan Cortez’ domination and then the New Spain era from 1521-1821; 300 years. Spain rejected Spanish women to join the male military and this brought in the MestizosIndians mixed with Spaniards. Back to the Mayan heyday. “The ancient Mayas were the most advanced people of their time. Every one of the aforementioned Maya centers had an observatory. They rigorously studied the Sun and Moon.” Professor Payson Sheets of the University of Colorado and an Anthropologist, states, “The Maya were the most literate of any new world civilization by a long shot.” When the Spanish soldiers captured their villages, they believed the Mayan were civil pagans. So,

The reason? They both believed, and wrote the idea that the Earth was NOT the center of the universe-as religion said. Their views violated canonical law. uring February, two regional San Bernardino County honor bands and a countywide orchestra will perform at three venues. The performances are organized by the County Music Educators' Association, in conjunction with the San Bernardino County Superintendent of Schools.

The first performance - featuring honor bands representing the High Desert region of the county -- will be held at 7 p.m. on Feb. 2 at Oak Hills High School in the Hesperia Unified School District.

The final performance will take place at 7 p.m. on Feb. 23 with the countywide honor orchestra playing at the University of Redlands' Memorial Chapel.

On Feb. 9, the honor bands representing the East Valley and West End regions will perform at 7 p.m. at the Memorial Chapel at the University of Redlands.

Several hundred county students at the elementary, middle and high school levels had to audition or be selected to perform in this year's honor bands and orchestra.

al State San Bernardino has appointed Native American educator and advocate Vincent Whipple as the university’s newly created director of Tribal Relations to increase the college-going rates and success of Native American students. Whipple, who most recently served as the director of Recreation, Education and Youth Services for the Rincon Band of Luiseno Indians in Northern San Diego County, will also lead CSUSB’s communication, engagement opportunities and special project alliances with all federally and/or state recognized tribal nations in California. “We are excited at having Dr. Whipple join the campus as our new director of Tribal Relations,” said CSUSB President Tomás D. Morales. “Establishing this position is a direct response to the lead recommendation by the Task Force for Native American Recruitment, a group impaneled as part of my presidential initiative to increase native enrollment here and at other universities statewide. I am firmly committed to making the recruitment, enrollment, retention and success of Native American students a high priority.” Whipple said his goal is to convince Native Americans that the university is there to help, to support and to develop lasting partnerships and friendships. He said

one of the toughest tasks he will face is gaining and developing the trust of Native Americans and tribes due to the history of negative treatment of Native Americans involving racism and genocide. “We want to let tribes know that there are resources here to help in the success of Native students,” said Whipple. “CSUSB is a serious partner in for the long haul to help.” Whipple said the university has shown its determination to work with Native American people that includes: creating the First Peoples Center in 2017 dedicated to supporting the academic achievement and personal success of indigenous students, serving as the hosting site of the San Manuel Pow Wow and hosting California Native American Day in September. Last September, the San Manuel Band of Mission Indians awarded an unprecedented three-year, $960,000 gift to CSUSB to increase the college-going rates and success of Native American students. The grant’s goal will be to increase Native American student enrollment by 50 percent. The grant will also sponsor two enrollment and outreach coordinators focused on building a pipeline from all high schools statewide to

CSUSB, other California State University campuses or a University of California campus. Redlands Community Hospital completes Phase One of Emergency Depar tment expansion

E

xpansion is vital for the Emergency Department (ED) at Redlands Community Hospital. The expansion and renovation will almost triple the department’s size to 22,000 square feet and allow the hospital to care for 70,000 patients a year. This means a better patient experience and more lives saved. As Phase 1 of the expansion has concluded, Redlands Community Hospital opened its new emergency department entrance on Terracina Boulevard to the public

on January 23rd. The completion of phase one included relocating Wound Care and Rehabilitation Services to new areas, opening a new entrance and parking for the ED in the front of the hospital on Terracina Boulevard. The second phase will include the remodeling of the existing ED space that will nearly triple the size of the ED and provide additional private rooms, critical care

rooms, and a dedicated psychiatric and support care space. The third phase will include a spacious, brighter entry plaza. The area will include a coffee bar and a larger gift shop. The Redlands community continues to grow steadily, and the number of patient visits to the Emergency Department has increased every year since its construction in the 1980s. Currently the hospital sees nearly 53,000 patients in the ED annually and the

expansion will almost triple the size of the department to 22,000 square feet and allow us to care for 70,000 patients a year. The new ED will feature cutting edge technology, increase the number of beds from 21 to 33, speedier admission and triage, and improved patient privacy. Construction is expected to be completed in 2020. “As our community continues to grow, there was a clear need to in-

ithout a car of her own, Army Veteran Melissa Hooper of Riverside has been juggling a fulltime job with a full-time course load in her goal to set an example by becoming the first in her family to earn a college degree. Hooper has earned four Associates of Science degrees from Riverside Community College

and was recently accepted into California State Polytechnic University, majoring in Management and Human Resources. In addition to her academics, Hooper was president of the Student Veterans Association, helping to win a $10,000 grant to revamp the Veterans Resource Center. Her hundreds of hours of volunteer service earned her the Riverside Community College Student of The Year Award in 2016. The car donation from Encompass and Caliber is part of the National Auto Body Council’s Recycled Rides program in which collision industry businesses team up to repair and donate cars to individuals in need of reliable transportation. EIU 2015, California’s long term care union representing 385,000 nursing home and home care workers, and the Agua Caliente Clippers partnered to host Caregiver Night on Saturday, January 19 when the Agua Caliente Clippers played the Stockton Kings at Citizens Busi-

ness Bank Arena in Ontario.

The event was the first time SEIU 2015 partnered with the Clippers Organization to bring attention to the important work that caregivers do. Over 3,200 people attended

he Community Foundation serving Riverside and San Bernardino counties is pleased to announce that J. Sergio Bohon has been selected by the Board as the new Chair of the Board of Directors effective January 1, 2019. Bohon will succeed outgoing Chair, Sean Varner. The Foundation also appointed two new officers, Dr. Paulette BrownHinds, as Vice Chair, and Nefertiti Long as Secretary. “I want to thank Sean for his leadership and support, which has

been deeply valuable during my inaugural year at the Foundation,” said Michelle Decker, President and CEO of The Community Foundation. “As we begin 2019, I’m looking forward to working with Sergio and his skills as a people manager and wealth investor. Sergio’s passion shines through in his many philanthropic investments and we are deeply grateful for his support and commitment to TCF, especially in a time of great growth and positive change.” J. Dr. Paulette Brown-Hinds is a longtime Board Member of The Community Foundation, having recently served as Secretary of the Board. Dr. Brown-Hinds is also the founder of Voice Media Ventures and the second-generation publisher of the VOICE and Black Voice News. The multi-media company includes news weekly print and digital editions, film and new media content production, and a strategic communications firm specializing in community outreach and engagement. She has won statewide and national awards for her column Rants & Raves. As an educator, she teaches an annual course at UC Riverside connecting students in media and the arts with the broader community. Nefertiti Long joined the Board of The Community Foundation in 2017. She is a resident of Lake Elsinore and Chief Operating Officer of Alta Loma Enterprises in Rancho Cucamonga. Ms. Long

has worked for several public and private companies, with most of her experience in the food industry. Her professional associations include Alliance of Black Women Accountants and the National Association for Female Executives. A resident of Lake Elsinore, Ms. Long’s community involvement includes supporting the American Heart Association, American Cancer Society, Avon Walk for Breast Cancer, United Negro College Fund, and the March of Dimes. Ms. Long holds a B.A. in Accounting from California State University, Pomona and an M.B.A. from California State University, Fullerton. High school students who participated in the nine-month Young Legislators program were exposed to civic engagement, public policy and professional life skills.

D

uring Assemblymember Reyes’ first Legislative term, 59 students who reside throughout the 47th Assembly District have completed and graduated from her Young Legislators Program. The program focuses on three main themes: civic engagement, public policy and professional life skills with the end goal of professionally empowering students and showing those with an interest in Civil Service what that career truly looks like.

Students who have participated in the program have had the opportunity to meet and discuss policy and the inner workings of government from State Treasurer John Chiang, San Bernardino Community College District Trustee Frank Reyes, San Bernardino City Unified School Board of Education President Abigail Medina, Advocacy training from Center for Community Action and Environmental Justice and Financial Literacy training

from Bank of America. At the completion of the program, students travel to the Capitol in Sacramento, attend committee hearings, meet current and former Fellows in the Capitol and engage in various forms of professional skills development. While in the Capitol, students also present legislative proposals on pressing issues they see in and around their communities. “Participation and engagement is

the foundation of our democracy. Providing a space for our young students to be empowered is one of the highlights of my role in representing the 47th Assembly District,” said Assemblymember Reyes. “It is my hope that our Young Legislators will complete the program and be equipped with knowledge that will benefit them throughout their lives and to also nurture an interest in their government, not to mention civil service.”

The Young Legislators is a ninemonth program to provide high school students who live, study or volunteer in the 47th District with leadership development training and an opportunity to discuss important youth related issues occurring in the community. Assemblymember Reyes is currently accepting applications from High School Sophomores and Juniors for the next class of Young Legislators on her website at www.asm.ca.gov/reyes.
