he Rialto City Council on Tuesday night unanimously selected Rod Foster as new City Administrator, effective June 17. Foster, who previously served as City Manager in Laguna Niguel and Colton, brings more than 35 years of professional management experience, including 27 years in the Inland Empire. In addition to his work in Laguna Niguel and Colton, Foster was Upland’s assistant city manager for nearly five years, and spent seven years in Hesperia, as assistant city manager and interim city manager. Most recently, Foster served as chief of parish operations at St. Edward the Confessor Catholic Church in Dana Point. His hiring was approved by the Council following a more than year-long search. He succeeds Mike Story, who retired as City Administrator in December 2017.
“We are thrilled to have Rod lead our extraordinary City Hall team and build on the momentum we have created over the past several years,” said Mayor Deborah Robertson. “His experience and local knowledge are ideally suited for the opportunities – and challenges – we face moving forward.” With a population of more than 100,000, Rialto is the seventh largest city in San Bernardino County, and in recent years has earned national recognition for its innovative approaches, including the use of police body cameras, public-private partnerships to help fund essential services and development of the largest food waste digester in North America. The latter will convert 700 tons of food waste and 300 tons of biosolids every day into renewable natural gas, renewable electricity and organic fertilizer. Foster, cont. on next pg.

Actress Kristen Bell has pledged to highlight a teacher each week on her Instagram page with a program titled #featureteacherfriday. Last week the teacher of the week hails from the Rialto Unified School District Mr. Juan Carlos Luna Vargas! On campus he is simply known as Mr. Luna. Kristen Bell says that one of the reasons she chose Vargas was because they both shared a vision of helping make sure “all kiddos have full tummies so they can reach their full potential.” Bell said the Rialto Unified teacher was nominated by the nonprofit organization No Kid Hungry. The post includes an Amazon Wish List where people can make purchases for the school. The list that was once very long is now down to three items. Administrator,” Foster said. “I look forward to working, as partners, with the Council, community, and staff in order to take Rialto to even higher levels of accomplishment.” Foster earned his bachelor’s and master’s degrees from the University of La Verne. He also has studied in the Executive Program at the University of CaliforniaBerkeley, where he earned a Cer-
tificate in the Strategic Management of Public Organizations. Foster and his wife of 28 years, Kelleigh, have an 18-year old son, Kyle, who is graduating from Junipero Serra Catholic High School in San Juan Capistrano and will attend college at Louisiana State University (LSU).
Mr. Luna page, which has nearly 30,000 likes, gives Mr. Luna a chance to shine and talk about why he loves what he does. One of the common misconceptions around the Breakfast in the Classroom program is that it’s a big mess and takes away from much needed instruction time. Mr. Luna admits he wasn’t sure about the program at first. “I was skeptical at first, but quickly saw that it takes minimal instruction time and the clean-up process is smooth – plus it gives my students quality time to eat together each morning.”
Probably the biggest takeaway from programs like this are the impacts they have that may not have been on our minds in the beginning. The goal is to make sure kids are fed and ready to learn, and in so doing, it provides students the opportunity to come together and break bread. In speaking with Mr. Luna and his Principal Dr. Stewart they both were excited to see all of this positive energy through the end of the school year. Both educators said the goal is to pick up where they left off in August!

I’ve been all over the Inland region this tax season to attend free tax preparation events we organized with our partners. I heard repeatedly from hardworking Californians, some who are barely making ends meet, about how much they rely on the money they get back through the state and federal Earned Income Tax Credits (EITC). The EITC is proven to be among the best tools we have to lift people out of poverty, because it allows low-wage earners to keep more of what they’re paid. The California EITC (Cal EITC) alone can mean hundreds, or even thousands, of dollars back for people making less than $25,000, depending on their family size. This year, my sister was eligible for the Cal EITC. Between having her first baby and being in her last year of grad school, she only worked part of the year. The credit allowed her to cover basic needs for her new family.
State figures reveal that $8 of every $10 Cal EITC dollars distributed this year are going to parents. I’ve heard the stories from recipients across our region first hand and know for a fact that families are using their refunds towards vital expenses such as housing, health care, food and transportation -- just like my sister.
Overall, we had tremendous success so far in 2019. In Riverside and San Bernardino counties alone, close to 255,000 working Californians have already received $53 million back through the Cal EITC. However, our outreach and advocacy campaigns for the Cal EITC, are just getting underway. That’s because people can claim this valuable credit throughout the year. In fact, our work is more important after April 15th because it means reaching the folks who can benefit the most from the refund but may not know the money is waiting to be claimed. This year, young adults ages 18 to 24 and older adults over the age of 65 are eligible to receive the
Cal EITC for the first time. Additionally, many workers don’t meet the IRS income threshold that would require them to file taxes - between $12,000 and $26,000 in most cases. That’s roughly equal to the income eligibility for the Cal EITC.
Our challenge is to make sure these workers know they’re eligible for a Cal EITC refund and to connect them with free help filing their taxes. That’s why we’ll continue to host free tax prep events across the Inland region with our partners. We also need your help. Spread the word to your friends, family, neighbors and colleagues, that while they might not be required to file a tax return, choosing not to could mean they’re missing out on hundreds, or even thousands, of dollars that they’ve already earned. However, life has to be more than television. Limit yourself to no more than fifteen to twenty minutes of social media every day. Actually every other day might be better. Wish your friends happy birthday. Stay
in touch with significant people in your life and then turn it off.
Unplug yourself from negative people. Do you really need negativity in your life? You may be stuck with some at work and even family. However, stop catering to those people who drain you, resent and are envious of you. Spending time with people who constantly badmouth others and are angry about something is not enhancing your life. Do you really want to spend your entire summer listening to politicians from Washington who aren't interested in what you are doing but only what they are doing? You can pick it all back up this winter when there are ten inches of snow on the ground.
This summer be involved in doing. Do something. Participate. Visit your local state parks. Sit by a lake somewhere. Go fishing. Picnic. Take lots of walks. Sit on a porch with a friend or family member. Use your telephone for conversations. Garden some. Mow your grass. Sing in your church choir. Connect with a local exercise class. Shoot some basketball. Take some mini one or two day trips. Connect with people. You may be working six or seven days a week. Still, find a way to smell the roses and enjoy summer. There is something about participating in life that makes life more like life. It doesn't haven't to be on a grand scale or in a grand arena. However, it can be in your arena and it's our individual lives we are talking about and that's what will matter to you at the end of your summer. Glen Mollette

estern civilization would be impoverished without the contributions of the Greeks and the Romans. Through their mythologies, philosophies, constructions and religions, they influenced every century including ours. For example, without Constantine and the Council of Nicea it is highly unlikely that Christianity would have survived. Earlier the philosophies of Socrates, Aristotle and Plato implanted the concept of freedom of thought into the Greek minds and then into the Western World.
That is reason enough to visit Greece and Italy—because they still contain the residue of these ancient civilizations. Let’s start with Rome. Will Durant stated that Rome took a microcosm of its civilization to all the barbarians newly captured. That meant the government, the culture, the religion and the family structure, along with recreations. The coliseum still dominates Rome today. From 73 AD it provided entertainment for the Romans. Similar ones were built in most of the other great cities. Using our imagination, the Circus Maximus still resounds with chariot races and one can almost see Charlton Heston in Ben Hur.
The Catacombs, Spanish Steps and “Three Coins in a Fountain:” always bring memories to the traveler.
For me, Italy is not complete without seeing Venice and St. Mark’s Cathedral. They are mutually dramatic.
St. Peter’s and the Vatican are awesome and there is nothing that quite equals the Sistine Chapel. All the ceiling paintings of Michelangelo have been refurbished in recent years.
Venice is built on marsh and has millions of petrified wooden pilings holding it up. The gondolas provide romantic setting and the cathedral is spiritually uplifting.
For my money, Florence and Milan provide equal inspiration as Rome. The former has originals of “David” and “Pieta” by Michelangelo and the latter has “The Last Supper” by DeVinci. The cathedral in Florence contains the tombs of Michelangelo, Leonardo DeVinci, Galileo and amazingly a plaque for Enrico Fermi, foremost creator of the atomic bomb. If you go to Milan, above all don’t miss La Scala, the world famous opera house. Believe it or not, the Leaning Tower of Pisa still has the leaning tower. Its proximity to the Cathedral and baptistery adds to its drama.
The body of Mark, writer of a Gospel and protégé of Peter, was brought from Egypt to Venice and he became a patron saint. The sanctuary is gold-inlaid on the ceiling. Provocatively, the floor undulates because of the moving foundation. Even more unbelievable is the atmosphere of Venice. With all its history and religious ties, the feeling of being at Disneyland is very pervasive. There are three main problems in visiting Italy as I’ve described it. Number one is the restrooms. None of them are really clean and the only ones available are those in restaurants and buying drinks or food is essential for their use. As I’ve mentioned before, McDonalds is always a sure bet for a

Most items are set down, and that is when the pickpocket takes advantage. Number three is the crowds. They are unbelievable. For example, just at Pisa there are 55,000 tourists on an average per day. The attraction itself is in a very small area. Can you imagine a crowd like that in an area about one-eighth of a mile in four directions from Palm & Base Line? One final comment about Italy. The major mistake made by 99% of tourists is planning too short a time in each place. Every city except Pisa needs at least a week in each one. Amen. Selah. So be it. n Saturday June 1 the Highland area Chamber of Commerce held its annual Evening Under the Stars event at the East Valley Water District. “It’s always great for organizations like city chambers to host events that benefit non-profit organizations. It is nice to bring people in the community together to recognize and contribute to important causes. It is a great opportunity to get the word out about our organization,” said Karen DiCarlo, Santa Claus Inc. executive
director. The successful fundraiser was attended by over 150 community members and benefited Santa Claus Inc. “Thank you to every sponsor and every person who came out to support the event. It’s because of you that Santa Claus Inc. is able to provide essential needs for 125,000 underprivileged children across Riverside and San Bernardino County,” DiCarlo concluded. At the event, attendees had the opportunity to contribute to the cause benefiting underprivileged children in the region, while en-
joying live music, a comedy show, telescope stargazing, spectacular local foods, wine and beer tastings. Halfway through the scenic outdoor event sudden rainfall caused the event to move inside the Water District’s furnished lobby. The rain did not stop the fun, The Troy Clark Trio band packed up their equipment and continued the show inside where attendees continued to dance and participate in the fundraisers. leven Henry J. Kaiser High School students who spent the school year learning the intricacies of operating unmanned aerial vehicles – commonly known as drones – have received certification from the Federal Aviation Administration (FAA) to become drone pilots. The Kaiser students passed the FAA’s Small UAS (Part 107) test and received a Remote Pilot Certificate to fly their craft. Kaiser is the only high school in Southern California with an introductory drone class that leads to an FAA certification. The course is offered as part of the Kaiser Renewable Energy Arts Technology Engineering Entrepreneurship (KREATE2 ) Academy, which provides students with career technical education in a variety of STEM pathways. “The test was difficult but we were well-prepared,” Kaiser High senior Carlos Ramos said. “We came to school on Saturdays and put in extra time learning all aspects of operating drones, the regulations and requirements. Our teacher, Mr. Finch, worked really hard to help us pass the exam.” Kaiser students have learned how to take apart and reassemble drones smaller than the palm of a hand, how to create a drone frame with a 3D printer, how to attach sensors and replacement motors, and how to code a drone so that it can perform specific tasks, such as search a construction site for fire hazards.
“The Fontana Police Department talked to us about how they use their drones for search and rescue operations, trying to locate missing persons in large quarries,” Kaiser High senior Andrew Navarro said. “We have also attached sensors to drones to measure pollutants in the air. You can also race drones. That’s a lot of fun for the class.” There are two components of Kaiser’s drone program, Introduction to Unmanned Aircraft Systems and Unmanned Aircraft Systems: Design and Production. Kaiser High teacher Jim Finch developed the courses to provide students who are undecided on a career path with viable options that could lead to lucrative-paying jobs. “We want to encourage our students to explore their interests, see what they like and what they don’t like,” Finch said. “I am so proud of the students. 27 Souther n Califor nia employers pledge to hire grads of new homebuilder training program
W
hile California is experiencing a shortage of affordable housing, the home building industry is experiencing a shortage of skilled workers. “Statewide, more than 100,000 jobs in residential construction go unfulfilled,” said Phil Burum, president of the Building Industry Association of Southern California Baldy View Chapter. On May 23, the BIA Baldy View Chapter and San Bernardino Community College District teamed up to announce a new training program that will prepare students for careers in the home building industry. A crowd of business leaders, county officials, and lawmakers attended the ceremony held at the SBCCD headquarters. “Addressing the labor needs of our economy is our highest priority,” said SBCCD Chancellor Bruce Baron. “That is why we are proud to partner with the BIA Baldy View Chapter to equip students with real-world skills to be effective on the job on day one.” Building homes is no easy task. Workers in this field need handson training to operate equipment while practicing personal safety, teamwork, and workplace communication. SBCCD will teach those skills valued by employers through the Entry-Level Residential Construction Trades Training
Program. Participating students will receive 275 hours of instruction, culminating with a career readiness certificate recognized by the BIA Baldy View Chapter. What is more, 27 BIA-member employers have pledged to give priority hiring consideration to graduates of the Entry-Level Residential Construction Trades Training Program. The county probation department will collaborate with SBCCD to refer students into the
program. The partnership could pay dividends for Inland Southern California, says Reg Javier, San Bernardino County Workforce & Economic Development deputy executive officer. “Our number one priority for this region is growing the economy in a healthy and diversified way,” said Javier. “We do that with programs like this which give all of our residents the opportunities to earn a livable wage.” Ali Sahabi, immediate past board president of the BIA Baldy View Chapter, underscored his confidence in the Entry-Level
Residential Construction Trades Training Program. “This program between the BIA and the San Bernadino Community College District demonstrates the amazing results that can be achieved when public and private organizations collaborate. I am honored to be involved in this effort because it’s a win-win-win: we’re helping individuals restart their life, businesses find trained labor, and communities build more affordable housing.” Classes begin this fall.
