MUSIC CLOUD, NEW PHILHARMONY PARIS – PARC DE LA VILLETTE, PARIS, FRANCE Geometry, Function and Symbol COOP HIMMELB(L)AU’s proposal responds to the geometry and forces of the site by resolving the grid of the Parc de La Villette of Bernard Tschumi with the diagonal of the high-speed Périphérique, the heavy traffic road surrounding all of Paris proper. The design mediates between the functional opportunities of the hard, infrastructural edges of nearby Boulevard Serurier and the public, soft edges of the Parc. Outer and Inner Form - Transparency and Communication The form of the new Philharmony, wrapped in a diaphanous and elegant metal, glass and media “curtain”, creates a dynamic gateway into Paris from the North as it is placed parallel to the Périphérique. Rotating like a fan to face and open to the Parc, the Philharmony completes the present ensemble of buildings. The elegant, flowing façade of the Philharmony envelopes the interior in a dynamically changing form that reflects the public spaces within and communicates this correspondence to the exterior, enhanced by a sensor activated interactive media façade along the Périphérique, which can be programmed to illustrate music, movement or events occurring inside the Philharmony and display them visually to the public outside, as an ever changing cloud of light and sound. Sustainability - Functional Sculpture shaped by Dynamic Forces: The Architecture of the new Philharmony de Paris is formed to maximize the advantage of sustainable principles to reduce energy consumption and minimize dependence on non-renewable resources during operation. Systems of natural ventilation, balanced and optimized with the needs of a quiet acoustical environment, are integral in the shaping of the building form, which also integrates thin, semi-transparent photovoltaic cells in the glass skin to harvest energy from the sun. A system of geothermal tubes in the earth are used to assist the heating and cooling of the building, taking advantage of the earth’s constant temperature. A balance is created between passive and active systems in the total environmental conditioning design, seeking always to save energy while maintaining optimal comfort.

COOP HIMMELB(L)AU As the future political center of the Albanian Republic, the Open Parliament of Albania is situated along the main axis of the city in vicinity to the major governmental institutions. The different functions are combined in a complex compact enough to allow for a vast public forum and park between the parliament and the neighboring facilities of the Prime Minister.

The fundamental democratic values, such as openness and transparency, and the simultaneity of competing political concepts within a democratic society, are translated into the design concept: several building elements coexist in one building ensemble, with their distinct shapes clearly visualizing their respective functions and meanings.

A common plinth building forms the base for the complex; a separate office block with five floors is elevated on four cores above the base, winding around a courtyard. In addition, the project contains two sculptural shapes: the main entrance is designed as a massive concrete cone acting as the counterpart to the parliamentary hall, which is located at the core of the building complex and is covered by a glazed conical structure. A wide public stair leads from the public forum to the landscaped roof of the plinth, from where the public is able to look down into the parliamentary hall, whose transparency serves as an expression of the legislative process.

UNFOLDED CRYSTAL SURFACES ANALYSIS OF THE CRYSTAL AREA,S STRUCTURE AND SURFACE
The Crystal serves as the main entry and operates as an orientation and connection space serving both the new and old buildings. It is a grand, flexible space that can also be used for banquets, arts festivals, and events hosted by outside organizations. The traditional idea of a banquet hall as an enclosed isolated event space dissolves away into a visible, public experience.
