JT then gave a short insight into the Green book published on 22 June and the relevant provisions concerning possible improvement of recognition for non-sectoral professions like the above mentioned. He emphasised that an integration of new professions into the automatic recognition system of the PQD would take many years and is - for the time being - not a feasible option for the COM. Nevertheless, he insisted that the proposed new concept of Common platforms could mean a step forward for new professions, as this would result in an enhanced and faster recognition of professional qualifications. According to JT the preconditions set by the Green book for the successful establishment of Common platforms would be: Limited number of Member States one third proposed by Green book, i.e. 9 today Internal market test by COM to be defined Role of professional experience to be clarified Sequence of procedure for establishment o Proposal by professional organisation o Support by Member States (MS) o Agreement by COM He finally underlined that the details were not yet clear and would be influenced by the views of the European Parliament (rapporteur Emma McClarkin) in the course of the amendment of the PQD. JH then explained the current achievements of the ECIA in developing a common educational Charter for Interior Architects, the Member Organisations participating (from 16 EU-MS) and the Recognition Programme for Schools developed by the ECIA.

On behalf of EFLA NT explained the recognition situation within EFLA, giving details on the Educational Charter, its updates every 5 years, the accreditation system and the membership, comprising 23 EU-MS. Finally, DL informed about the Common ECTP Educational Charter, the current approach to mutual recognition within ECTP as well as the membership covering 19 EU-MS. She agreed to forward the ongoing ECTP study to the COM as soon as this will be finalised. On behalf of the BAK RN explained the work done by the BAK working group PQD in support of an improved recognition of Interior Architects, Landscape Architects and Spatial Planners and underlined that the initial goal was the extension of automatic recognition. Responding to the points raised by the interlocutors, JT made clear that the National PQD Coordinators with the exception of Germany refused to discuss an extension of the automatic recognition regime to other professions. As the COM had nevertheless to face the demands for an enhanced recognition for other professions, the new concept of Common platforms was included in the Green book. According to JT this is meant to be a step forward making an improved recognition for new professions possible. In this context JT appreciates the educational charters worked out by ECIA, EFLA and ECTP as being a promising first step for the establishment of the new platforms. Finally, JT explains the currently discussed COM s concept of professional cards and details on eventual solutions like an electronic version linked to the Internal Market Information System (IMI), eventual material cards and the validity issue. He asks the three professional organisations to submit their views on the proposed concept for Common platforms, as this would help the COM to work out a feasible concept for the platforms. It is agreed that ECIA, EFLA and ECTP submit their views on the issue in due time before the end of the public consultation on 22 September 2011. Dr. Jobi Brussels, 9/5/2011
