EU Professional Qualifications Directive (PQD) Dear EFLA delegates and EFLA presidents of member associations, In July you would have received a report relating to progress on the PQD since the General Assembly (GA) 2010. This is an update of activity since July and some information on what we have now to do. The meeting of the presidents of EFLA, ECIA and ECTP, Dr Jobi (BAK, Brussels) and Mr Tiedje (DG Market) has taken place. Minutes of the meeting are attached (Item 1). The meeting was extremely positive and our president, Nigel Thorne, presented our position in relation to professional mobility and recognition within the EU. EFLA, along with ECIA and ECTP were all asked to formulate their responses to relevant issues currently presented in consultation document identified as the “Green Book“ before the closing date of 20.9.2011. On 16.9.11 Fritz Auweck met with Dr Joachim Jobi to compile the EFLA response. The submission is attached (Item 2). It seems the current trend is to modify the system of common platforms in the hope that this will offer some form of practical solution. We have to be careful that any such platform remains completely inclusive for all member associations and does not in anyway become restrictive, exclusive or punitive. The next steps? The EU Commission Market (Tiedje) will assess all responses to the “Green Book” consultation exercise and these will be discussed at a meeting on 7.11.11 to determine the various outcomes. Although this conference immediately follows our 2011 GA (5/6th November) Dr Jobi has agreed to report back as a matter of urgency following that meeting. The Commission Market will work out a first draft of the new professional recognition directive by the end of 2011. Political discussion will continue throughout 2012 and a decision from the EU parliament will follow. This will be a topic for discussion at the GA and the discussions and political lobbying should continue until the draft of the new directive is published. Thus, it is in your interests to take this opportunity to influence in whatever way you believe to be most positive your EU Parliamentary ministers and your national government (responsible ministers). Fritz Auweck will meet with Dr Jobi in January 2012 to talk through what is to be done next. In summary, the process is going reasonably well, but there is much to do to achieve our goals.
