I remember that Sunday, August 28, 2011. It was just before 11 a.m. Pastor James and his wife, Sammye Crawford, were standing by the door of the small room we were meeting in, waiting to welcome our visitors. Denisse, my lovely wife, ready to go, stood up from her chair, grabbed her Bible and walked to the podium at the front of the room, ready to start the service. Tenderly, with a great smile, she said, “Good morning, may God bless you.” An single “amen” was heard. Just one. Not because the crowd was rude, but because the only person in the room was me. Ten minutes later, the Crawfords came in with a group of 13 Hispanics. That was the beginning of everything; the beginning of the dream. Two months later on Sunday, November 6, that same small group, along with the Crawfords, my wife, and I established the Quail Springs Baptist Hispanic Ministry. Since day one, we have made a commitment to preach the whole gospel of God. We were, and remain convinced that an attitude of submission before the Word of God would not merely produce knowledge, but cause outpouring of worship and obedient service to the living and true God who has revealed Himself to us. After three years our small group had outgrown that first room. God began to touch the hearts of the men and women who came to worship with us, causing them to fall in love with what God was doing among us. They committed themselves to being a part, using their talents and gifts for His service to the community. With 10 countries represented in our group, the Hispanic Ministry has become a family. By the grace of God, those brought to our group have been discipled, and have started to serve and are sharing with others the wonders of Him who called them out from darkness into light.
We have grown gradually and healthily: not only in attendance, finances and new ministries, but also in our outreach locally, nationally and internationally. For these reasons, the leadership of our ministry, following six months of pratyer and evaluations, feel that now it is in God’s timing to formally constitute ourselves into a church. We presented this decision to all of the members of the ministry and with a unanimous approved. On January 1, 2015, we will be constituted as Iglesia Bautista Central. Our members have also unanimously approved a proposal to purchase a property in Oklahoma City to establish our new church. This new church will holistically serve our community. Our intention is to have a place where we can offer worship services, space to establish a Spanish-speaking leadership center and a community center specifically for Hispanics. The reason for this prospectus is to share with you why this is needed, as well as to share with you our leadership, our foundational beliefs, ministries, and future plans. All that we do is to honor and glorify God, so that the growing Hispanic community in Oklahoma may have a safe place they can call home. While there is much work to do, we believe that the foundation has been established. We humbly ask for God to lead us, and that while holding His hand, we may enter this new season with the expectation of what He will do. We believe that the best days for our Hispanic community are ahead and we would be honored if you could join us in making this dream come true! Grace and peace from our Lord Jesus Christ!

WHY A HISPANIC CHURCH, A LEADERSHIP CENTER AND A COMMUNITY CENTER?
Our dream is that Hispanics in Oklahoma City may have a place they can call home. A place where they are served, where they can be trained and where they can worship God and serve others. Based on this dream we want to build:
CHURCH The Hispanic population is the fastest growing ethnic group not only in Oklahoma, but in the United States. According to the latest statistics, are more than 54 million Hispanics in the nation; one in six people are Hispanic and one in four children are Hispanic. Between 2000 -2010, the Hispanic population grew 56 percent. In Oklahoma, 9 percent of the general population is of Hispanic origin, making it the largest and fastest growing minority group. In northern Oklahoma City and Edmond, where our church is located, the Hispanic population is even bigger. Of a population of 700,000, nearly 104,000, are of Hispanic origin. That’s nearly 20 percent! Given this reality, God has placed on our hearts the desire to reach our community with a Biblicallybased and church; Our goal is to build a doctrinally sound church that will positively impact the community and serve as a model to be replicated in other cities and countries that are hungry for Jesus Christ.

LEADERSHIP CENTER One of the great realities of the Hispanic Church in Latin America is the prosperity gospel. This false theology is not just a system of beliefs, but the culture in which we live. Well-known Spanish-speaking Christian artists have backgrounds in prosperity theology. Television shows and movies promote a culture of consumerism. Books written and sold advocate this theology. This has been furthered as the teachings of many false teachers from the United States have been translated into Spanish. Formerly, reaching the Hispanic populations meant evangelizing among Catholics, showing them how the true gospel is so much better than works-based attempts at salvation. More and more evangelism has turned into an effort to preach the gospel to those who ascribe to some kind of prosperity gospel, showing them how Jesus is so much better than the riches of this world.
COMMUNITY CENTER The sad reality for most Hispanics that come to America is that they have great social and legal needs; therefore, it is impossible or difficult for them to receive quality services in the health, food, clothing and/or counseling areas. As a church, we want to have a space to offer first aid: physically, emotionally and socially. That is why a counseling and community center is vital to our mission as a chuch. We will offer marital and family counseling, legal assistance, tutoring for children, helping with school supplies, medical aid per referral, food, clothing and any needs that our community may need.
Sound theological resouces in Spanish are difficult to find. While there’s more and more content being translated into Spanish, we need more content produced by Spanish-speakers for Spanishspeakers. We want to be a church with a focus on our Hispanic community.

Pastor Félix Cabrera was born February 27, 1979, in San Juan, Puerto Rico. From childhood he was raised in a Christian home. He also had the opportunity to grow up in a pastoral family and experience firsthand the responsibilities and demands that it requires. His parents filled his spiritual life and gave him the opportunity to develop friendship with other young nonchristians so he could realize the importance of serving God. He played basketball during all his pre-adolescence and youth, obtaining a college athletic scholarship. During those years he had many great experiences with God, where he began to understand what God had planned for him. When he was 12 years old, he knew that by merely being the son of the pastor his salvation was not guaranteed. At that point he repented of his sins, believed in Christ and was baptized. When he was 17 years old, he entered the University of Puerto Rico. There he earned a Bachelor’s degree in Business Administration with a minor in Management. In the summer of 1997, he began to work at Centro Renacer, Inc. as an assistant manager and in 2001, after obtaining his degree, he began to work as the manager and later as the director of the institution. From 2000 to 2005, he worked as general manager for several teams of the Baloncesto Superior Nacional de Puerto Rico (“National Superior Basketball of Puerto Rico”) and of the National Teams Sub-19 and Sub-21 of the country.

In the summer of 2005, his life took an unexpected turn, but not for God. Following God’s call on his heart, he accepted the challenge of becoming the student pastor of the church Iglesia de Cristo Renacer, Inc. in Caguas, Puerto Rico. While studying the Word and looking for a name for the student ministry, God impacted his life with Proverbs 20:9 which says that “the glory of young men is their strength.” With this verse he then called the student ministry of the church “FORTE”. Not only was Fêlix the student pastor, but also served as small groups and preaching pastor; teaching the church with an innovative style showing the great truths of the Word in a simple but powerful way. In the summer of 2010, Félix moved to the state of Oklahoma. God placed in his heart the desire to reach the Hispanic population in north Oklahoma City. After a year of study, building relationships and learning about the needs of the Hispanic community in this area, the Baptist General Convention of Oklahoma and Quail Springs Baptist Church supported him with the opening of what today is known as the Hispanic Ministry of Quail Springs Baptist Church. Pastor Félix Cabrera is happily married to Denisse and God has blessed them with two beautiful daughters, Andrea Nicole and Adriana Victoria. Pastor Félix holds a Master of Arts in Pastoral Counseling with Liberty Baptist Theological Seminary. He is currently pursuing a Master of Arts in Church Planting with Southeastern Baptist Theological Seminary.

OU R VALU ES 1. EXPOSITIONAL PREACHING This is preaching which expounds what Scripture says in a particular passage, carefully explaining its meaning and applying it to the congregation. It is a commitment to hearing God’s Word and to recovering the centrality of it in our worship. 2. BIBLICAL THEOLOGY Paul charges Titus to “teach what is in accord with sound doctrine” (Titus 2:1). Our concern should be not only with how we are taught, but with what we are taught. Biblical theology is a commitment to know the God of the Bible as He has revealed Himself in Scripture. 3. BIBLICAL UNDERSTANDING OF THE GOOD NEWS The gospel is the heart of Christianity. But the good news is not that God wants to meet people’s needs or help them develop a healthier self-image. We have sinfully rebelled against our Creator and Judge. Yet He has graciously sent His Son to die the death we deserved for our sin, and He has credited Christ’s acquittal to those who repent of their sins and believe in Jesus’ death and resurrection. That is the good 16
news. 4. BIBLICAL UNDERSTANDING OF CONVERSION The spiritual change each person needs is so radical, so near the root of us, that only God can do it. We need God to convert us. Conversion need not be an emotionally heated experience, but it must evidence itself in godly fruit if it is to be what the Bible regards as a true conversion. 5. BIBLICAL UNDERSTANDING OF EVANGELISM How someone shares the gospel is closely related to how he understands the gospel. To present it as an additive that gives non-Christians something they naturally want (i.e. joy or peace) is to present a halftruth, which elicits false conversions. The whole truth is that our deepest need is spiritual life, and that new life only comes by repenting of our sins and believing in Jesus. We present the gospel openly, and leave the converting to God.
6. BIBLICAL UNDERSTANDING OF MEMBERSHIP Membership should reflect a living commitment to a local church in attendance, giving, prayer and service; otherwise it is meaningless, worthless, and even dangerous. We should not allow people to keep their membership in our churches for sentimental reasons or lack of attention. To be a member is knowingly to be traveling together as aliens and strangers in this world as we head to our heavenly home. 7. BIBLICAL CHURCH DISCIPLINE Church discipline gives parameters to church membership. The idea seems negative to people today – “didn’t our Lord forbid judging?” But if we cannot say how a Christian should not live, how can we say how he or she should live? Each local church actually has a biblical responsibility to judge the life and teaching of its leaders, and even of its members, particularly insofar as either could compromise the church’s witness to the gospel.

8. PROMOTION OF CHRISTIAN DISCIPLESHIP AND GROWTH A pervasive concern with church growth exists today – not simply with growing numbers, but with growing members. Though many Christians measure other things, the only certain observable sign of growth is a life of increasing holiness, rooted in Christian self-denial. These concepts are nearly extinct in the modern church. Recovering true discipleship for today would build the church and promote a clearer witness to the world. 9. BIBLICAL UNDERSTANDING OF LEADERSHIP What eighteenth-century Baptists and Presbyterians often agreed upon was that there should be a plurality of elders in each local church. This plurality of elders is not only biblical, but practical — it has the immense benefit of rounding out the pastor’s gifts to ensure the proper shepherding of God’s church.

THE ONE AND TRIUNE GOD There is one God: infinite, eternal, almighty and perfect in holiness, truth and love. In the unity of the Godhead, there are three Persons: Father, Son and Holy Spirit, co-existent, co-equal and co-eternal. The Father is not the Son. The Son is not the Holy Spirit. The Holy Spirit is not the Father. Yet each is truly Deity. One God—Father, Son and Holy Spirit—is the foundation of Christian faith and life. GOD THE FATHER God the Father is the Creator of heaven and earth. By His word and for His glory, He freely and supernaturally created the world out of nothing. Through the same word, He daily sustains all creation. He rules over all and, together with the Son and the Spirit, is the only Sovereign. His plans and purposes cannot be thwarted. He is faithful to every promise, works all things together for good to those who love Him and, in His unfathomable grace, gave His Son, Jesus Christ, for mankind’s redemption. He made all things for the praise of His glory and intends for man, in particular, to live in fellowship with Himself.

JESUS CHRIST Jesus Christ, the only begotten Son of God, is the eternal Word made flesh, supernaturally conceived by the Holy Spirit, born of the Virgin Mary. He is fully God and fully man. Through Him, all things came into being and were created. He was before all things, and in Him, all things hold together by the word of His power. He is the image of the invisible God, the firstborn of all creation, and in Him the whole fullness of deity dwells bodily. He is perfect in nature, teaching and obedience and is the only Savior for the sins of the world, having shed His blood and died a vicarious death on the cross. By His death in our place, He revealed divine love and upheld divine justice, removing our guilt and reconciling us to God. Redeeming us from sin, He rose bodily from the grave on the third day, victorious over death and the powers of darkness and during a period of 40 days, he appeared to over 500 witnesses, performing many convincing proofs of His resurrection. He ascended into heaven where, at God’s right hand, He intercedes for His people and rules as Lord over all, awaiting His return. He is the Head of His body, the Church, and should be adored, loved, served and obeyed by all.
THE HOLY SPIRIT The Holy Spirit, the Lord and Giver of life, convicts the world of sin, righteousness and judgment. Through the proclamation of the gospel, He persuades men to repent of their sins and confess Jesus as Lord. By the same Spirit, a person is led to trust in divine mercy. The Holy Spirit unites believers to Jesus Christ in faith, brings about the new birth and dwells within the regenerate. The Holy Spirit has come to glorify the Son who, in turn, came to glorify the Father. He will lead the Church into a right understanding and rich application of the truth of God’s Word. He is to be respected, honored and worshiped as God, the Third Person of the Trinity. At the same time, we do not believe that the Holy Spirit continues to give apostolic gifts to people. We do not believe that the manisfestations of the Spirit in someone’s life is the gift of tongues, falling to the floor, an ecstacy and being guided by dreams, hunches and/or feelings. THE SCRIPTURES We accept the Bible, including the 39 books of the Old Testament and 27 books of the New Testament, as the written Word of God. The Bible is an essential and infallible record of God revealing Himself to mankind. It leads us to salvation through faith in Jesus Christ. Given by God, the Scriptures are both

fully and verbally inspired by God and are, thus, free of error. Each book is to be interpreted according to its context and purpose and in reverent obedience to the Lord who speaks through it in living power. All believers are exhorted to study the Scriptures and diligently apply them to their lives. The Scriptures are the authoritative and normative rule and guide of all Christian life, practice and doctrine. They are totally sufficient and must not be added to, superseded or changed by later tradition, extra-biblical revelation or worldly wisdom. Every doctrinal formulation, whether of creed, confession or theology, must be tested by the full counsel of God in Holy Scripture. MAN God made man—male and female—in His own image, as the crown of creation so that man might glorify Him through enjoying fellowship with Him. Tempted by Satan, man rebelled against God. Being estranged from his Maker yet responsible to Him, man became subject to divine wrath, inwardly depraved and, apart from a special work of grace, utterly incapable of returning to God. This depravity is radical and pervasive. It extends to his mind, will and affections. Unregenerate man lives under the dominion of sin and Satan. He is at enmity with God, hostile toward God and hateful of God. Fallen, sinful people, whatever their character

or attainments, are lost and without hope apart from salvation in Christ alone. THE GOSPEL Jesus Christ is the gospel. The good news is revealed in His birth, life, death, resurrection and ascension. Christ’s crucifixion is the heart of the gospel. His resurrection is the power of the gospel. His ascension is the glory of the gospel. Christ’s death is a substitutionary and propitiatory sacrifice to God for our sins. It satisfies the demands of God’s holy justice and appeases His holy wrath. It also demonstrates His mysterious love and reveals His amazing grace. Jesus Christ is the only mediator between God and man. There is no other name by which men can be saved. At the heart of all sound doctrine is the cross of Jesus Christ and the infinite privilege that redeemed sinners have in glorifying God because of what He has accomplished. Therefore, we want all that takes place in our hearts, churches and ministries to proceed from and be related to the gospel. MAN’S RESPONSE TO THE GOSPEL The proper response to the gospel is faith in the person and work of Jesus Christ, a faith that is naturally accompanied by repentance from sin. Biblical repentance is characterized by a changed life, and saving faith is evidenced by kingdom service

and works. While neither repentance nor works save, unless a person is willing to deny himself, take up his cross and follow Christ, he cannot become His disciple. This response to the gospel is rooted and grounded in the free and unconditional election of God for His own pleasure and glory. This gospel of grace is to be sincerely preached to all men in all nations. MAN’S INHERITANCE THROUGH THE GOSPEL Salvation, the free gift of God, is provided by grace alone, through faith alone, because of Christ alone, for the glory of God alone. Anyone repenting of sin by the miracle of regeneration and looking to Christ and His substitutionary death receives the gift of eternal life and is declared righteous by God as a free gift. The righteousness of Christ is attributed to Him. He is justified and fully accepted by God. Through Christ’s atonement for sin, an individual is reconciled to God as Father and becomes His child. The believer is forgiven the debt of his sin and liberated from the law of sin and death into the freedom of God’s Spirit. SANCTIFICATION The Holy Spirit is the active agent in our sanctification, seeking to produce His fruit in us. Our minds are renewed, and we are conformed to the image of Christ. Though indwelling sin remains a reality, the Spirit
leads us to grow in the knowledge of the Lord, freely keeping His commandments and endeavoring to so live in the world that all people may see our good works and glorify our Father in heaven. All believers are exhorted to persevere in the faith, knowing they will have to give an account to God for their every thought, word and deed. The spiritual disciplines, especially Bible study, prayer, worship and confession, are a vital means of grace in this regard. Nevertheless, the believer’s ultimate confidence to persevere is based in the sure promise of God to preserve His people until the certain end. EMPOWERED BY THE SPIRIT The Holy Spirit empowers believers for Christian witness and service. The promise of the Father is freely available to all who believe in Jesus Christ, enabling them to exercise the gifts He sovereignly bestows for ministry and mission. He calls men to the Savior, and effects regeneration. At the moment of regeneration He baptizes every believer into the Body of Christ. According to the Scriptures, He is the Originator of a new life, is the agent for the sanctification of the believer, the Illuminator of the children of God, your help in prayer, comfort on this pilgrimage, is by His divine power that we believed, we persevere and believe in Christ our Lord, who

produces spiritual fruit so necessary for every child of God. THE CHURCH God, by His Word and Spirit, creates the Church, calling sinful men out of the whole human race into the fellowship of Christ’s body. By the same Word and Spirit, He guides and preserves that newly redeemed humanity. The Church is not a religious institution or denomination. Rather, the Church is made up of those who have become genuine followers of Jesus Christ and have personally appropriated the gospel. The Church exists to worship and glorify God as Father, Son and Holy Spirit. It also exists to serve Him by faithfully doing His will on earth. This service involves a commitment to see the gospel preached and churches planted in the entire world. The ultimate mission of the Church is to bring glory to God by making disciples. Upon conversion, newly redeemed men and women are added to a local church in which they devote themselves to teaching, fellowship, the Lord’s Supper and prayer. All members of the Church are to be a vital and committed part of a local church. In this context, they are called to live out the implications of the gospel as the people of God and demonstrate the reality of the kingdom of God. The ascended Christ has given gift

ministries to the Church, including prophets, evangelists, pastors and teachers, for the equipping of Christ’s body so that it might mature and grow. In the context of the local church, God’s people receive pastoral care and oversight and the opportunity to steward their gifts for His glory and the good of the others. ORDINANCES OF THE CHURCH Water baptism is only intended for the individual who has received the saving benefits of Christ’s atoning work and become His disciple. In obedience to Christ’s command and as a testimony to God, the Church, oneself and the world, a believer should be immersed in water in the name of the Father, Son and Holy Spirit. Water baptism is a visual and symbolic demonstration of a person’s union with Christ in the likeness of His death and resurrection. It signifies that a former way of life has been put to death and vividly depicts a person’s release from the mastery of sin. As with water baptism, the Lord’s Supper is to be observed only by those who have become genuine followers of Christ. This ordinance symbolizes the breaking of Christ’s body and the shedding of His blood on our behalf and is to be observed repeatedly throughout the Christian life as a sign of continued

participation in the atoning benefits of Christ’s death. As we come to the table with an attitude of faith and selfexamination, we remember and proclaim the death of Christ, receive spiritual nourishment for our souls and signify our unity with other members of Christ’s body. THE CONSUMMATION The consummation of all things includes the future, physical, visible, personal and glorious return of Jesus Christ, the resurrection of the dead and the translation of those alive in Christ, the judgment of the just and the unjust, and the fulfillment of Christ’s kingdom in the new heavens and the new earth. In the consummation, Satan, with his hosts and all those outside Christ, is finally separated from the benevolent presence of God, enduring eternal punishment, but the righteous, in glorious bodies, will live and reign with Him forever, serving Him and giving Him unending praise and glory. Then the eager expectation of creation will be fulfilled, and the whole earth shall proclaim the glory of God, who makes all things new.

As Christians, we are called to celebrate and imitate Christ. Therefore, we are all called to be ministers. Jesus led the way with His words and by example. This is why we equip every member to serve in and outside the church. Our goal is involved all of our members in a ministry. This way, we make sure we reach and serve those around us; whether in our families, in our workplaces, in our communities and with our friends. We divide and define our meetings and services in: growth, reach, and care.

GROWTH KOINONIA (BIBLE STUDY) Every Wednesday from 6 to 7:30 p.m., we gather to learn through Bible study the importance of worship, fellowship, discipleship, ministry and evangelism. During this time, we focus on doctrine, scrutinize Scripture and grow spiritually. This provides the opportunity to develop a more intimate relationship with God, and to have accountability and lasting relationships with our spiritual family. Our goal is to continue to make diciples. “And day by day, attending the temple together and breaking bread in their homes, they received their food with glad and generous hearts.” Acts 2:46 PRAISE AND WORSHIP MINISTRY We believe that as a congregation we have to express to God our love and commitment, because we recognize that it is not about us but about Him. We understand that this is accomplished by singing Biblically-saturated and Christ-centered music. “For God is the King of all the earth;sing to Him a psalm of praise.” Psalms 47:7 CHILDREN AND STUDENT MINISTRY One of the great realities and challenges faced by Hispanic children and youth is segregation. For years, it was believed that ethnics groups had to be segregated for their own comfort. We believe in integration. We believe that for God there is no partiality. Therefore, from newborns to college students, they should be recieving the same message taught to the adults, but on their level. On both Sundays and Wednesdays, our children and youth are instructed in the knowledge of God’s Word. “Train up a child in the way he should go; even when he is old he will not depart from it.” Proverbs 22:6 “Let no one despise you for your youth, but set the believers an example in speech, in conduct, in love, in faith, in purity.” 1 Timothy 4:12 WOMEN’S MINISTRY Every Thursday from 9:30 to 11:30 a.m., our women’s ministry gathers to share and learn through Bible study and fellowship. The last Saturday of each month, from 10 a.m. to 12 p.m., our women come together and share the Word of God. This time, called Café Con Jésus, allows them support and motivate one another. PRAYER MINISTRY Every Tuesday from 6 to 7 p.m. and Thursdays from 6 to 8 p.m., a group from our congregation meets to pray and intercede for the needs of our people and community. They are the support and the spiritual backbone of our church. We call this ministry, Guerreros de Oración. “Rejoice always, pray without ceasing, give thanks in all circumstances; for this is the will of God in Christ Jesus for you.” 1 Thessalonians 5:16-18 |

REACH VISITING THE SICK Every other Thursday, a group of brothers trained and endorsed as volunteer pastoral support visit the Hispanic patients held at local hospitals. They share the Word of God and provide encouragement and hope not only to them but also their families. “…I was sick and you visited me,” Matthew 25:36 PRISONS’ MINISTRY In partnership with the Oklahoma Department of Corrections, several of our men serve as volunteers in various prisons. More than 425 prisioners have been connected with our volunteers. “…I was in prison and you came to me.” Matthew 25:36 ENGLISH AS A SECOND LANGUAGE (ESL) As part of our integration vision, we want to close the gap between cultures. :anguage is one of the main barriers that prevents us from having a good communication and harmony as brothers. For this reason we have created the English as a Second Language Program (ESL). The English classes are offered, not only to the Hispanic community but for anyone that understands that learning English (the universal language) is necessary to progress in this country.
CARE PASTORAL COUNSELING As part of our services as a church we offer Pastoral Counseling for individuals, couples and/or families. We also specialize in substance abuse and behavioral disorder Counseling (drugs, alcohol, gambling, etc.).

CH URC H P L A N T I N G is our evangelistic arm that works on planting multiethnic and multilingual churches. The name RED 1:8 comes from our conviction and commitment to obey the instruction given by our Lord Jesus Christ in Acts 1:8, “and you will be my witnesses in Jerusalem and in all Judea and Samaria, and to the end of the earth.� RED1:8
Thanks to our ministry partnership with the North American Mission Board (NAMB) and Quail Springs Baptist Church, we are able to discover, develop, send and oversee these church planters and send them to the cities with the fastest growing population and in need of new churches. Our partners provide these planters the financial support they need to build their churches free of any financial pressure.

O U R PL AN Our short-term strategy is to officially launch our church on January 1, 2015. We will continue using the facilities of Quail Springs Baptist Church until we are able to complete our fund raising campaign and have enough money to buy the land and build our new church building. We are extremely thankful for the unconditional support of Pastor Hance Dilbeck and QSBC during this time and for agreeing to let us continue using the their facilities. Our timeline places us inside our new building in the spring of 2016. We hope that we can begin constuction during the fall of 2015.
