Things are warming up and not only the weather, Locally we see a speeding up of developments in Keynsham to the north. south and east with a new fire station to the west, Regionally we have the on-going development of the West of England with a new mayor and a strategy to develop a joint authority Spatial Plan for the next twenty years. Finally, we have the uncertainty and opportunity of Brexit at national level with its ramifications for our local community and economy. B&NES Council has introduced a trial of a one-way High Street for a year, intended to have a positive impact on traffic flow and pollution. Once everything settles down we will be able to establish the merits and any problems of the new arrangement. B&NES has also continued to grow ‘The Space’ above the Library as a conference and cultural centre actively supported by local individuals and groups.

We will have a very busy Summer with events delivered by our fantastic local volunteers. The acclaimed Keynsham in Bloom team will seek to repeat their Gold Medal success of last year. Planters will be extended in the HIgh Street and Queens Road with further expansion to Holmoak and Chandag Roads. A new feature will be a ‘Great Bike Trail’ with over 60 painted cycles full of flowers created by local people around the town. A map of the trail will be available from KTC office. Two important events will be the 20th anniversary of our Keynsham Music Festival, delivering great music through the week commencing Monday 26 June leading to two amazing days in the Park at the weekend. Also in that same week Keynsham Twinning Association will celebrate its 40th year with a visit from Libourne by our French friends and their Mayor. A Ballroom in the Park on Friday evening will be followed by the official naming of the ‘Libourne Lounge’ in our new civic centre the following day. I must mention the excellent work continuing by local residents with our developing Neighbourhood Development Plan but more of that next time. Also two innovative local groups are working to establish ways of connecting us all with acts of kindness and developing a litter free town – in various ways they illustrate the strength, nature and community spirit of our town. Unfortunately, Dave Johnson could not be present at the Annual Town Meeting so Mr Derek Butler collected the award on his behalf for services to the community and especially his support and dedication to the Keynsham Walkers Are Welcome Group. Dave requested that his £100 award be presented to 1st Keynsham Scout Group and put towards the funds for the refurbishment of the hall floor.

COMPETITION F

ollowing on from a very successful 2016 competition, Visit Somerset and Keynsham Town Council are running another Summer Photo Competition for 2017 in a drive to encourage residents to share their favourite views of Keynsham. As part of the Town Council’s membership with Visit Somerset, new promotional photographs are required to showcase everything the town can offer visitors. John Turner, CEO of Visit Somerset said: “Visit Somerset are delighted to be a part of raising the profile of the glorious market town of Keynsham within the county of Somerset. Last year’s photo competition yielded some wonderful shots of the town that can only help to build and increase on Keynsham’s visitor economy�.

Last year’s competition received nearly 50 entries with the judging panel, consisting of Keynsham Town Councillors and Linda Horne from Keynsham Photographic Society finding the quality of entries so high that a joint prize was awarded to Matt Prosser for his cosmopolitan “Festive Lights in Keynsham High Street� and James Mann’s beautiful shot of Keynsham Park. The winners of this year’s competition will receive tickets for Wookey Hole Caves near Wells as well as a trip on the West Somerset Railway, a 26-mile heritage railway through West Somerset from Bishops Lydeard near Taunton to Minehead courtesy of Visit Somerset, as well as a year’s membership for the Keynsham Photographic Society. Entries should be emailed to marie@keynshamtc.gov.uk by Monday 31st July with all photos titled and names and contact details of the entrant included in the email.

ANNUAL REPORT 2016/17 Report by the Chairman of the Town Council Councillor Lisa O’Brien

H

aving lived in Keynsham for almost thirty years, I am struck by the gathering pace of change. Our town is expanding in terms of numbers of residents but also in the breadth and variety of activity. During this last year there have been significant steps forward in the rejuvenation of facilities and living opportunities. After extensive consultation and feedback, residents’ input has contributed to the shape and content of the refurbished leisure centre, work on which is due to commence in summer of this year. The centre will be able to offer opportunities for activity and leisure for broader sections of the population and should take its place in our town as a ‘third hub’ for relaxation and entertainment. In addition, the ‘Riverside’ building has gained planning permission to be reconfigured for accommodation and further retail premises, integrating more seamlessly with our beautiful park and also presenting enhancement for the Temple Street area.

Community groups continue to demonstrate dynamism and energy in promoting and working for our neighbourhood. ‘Keynsham in Bloom’ worked tirelessly to bring colour and vitality not just to the centre but to other areas such as Queens Road parade. For the second year running our town won ‘Gold’ in the South West in Bloom

awards and part of the reason given was the way that so many residents of all ages worked together for the common goal. The same applies to our Keynsham Wombles undertaking the invaluable challenge of clearing rubbish from our environment. The Town Council has been working with over 100 residents to develop our Neighbourhood Development Plan, setting out the vision and process for Keynsham in future years. It is a timeconsuming and demanding task, involving research, investigation and discipline in aiming for realistic objectives, but its completion and acceptance could tailor and protect our environment from unwanted development. On another front, we have strengthened the remit of the Youth Service to extend opportunities to work with young people and also initiate outreach activities to assist neighbourhoods generally,

Planning and Development Committee Report Chairman, Councillor Clive Fricker

The past year has again been one of increasing activity for councillors and staff dealing with planning matters. National Government has stepped up pressure on planning procedure to accelerate the development of new homes - an opportunity taken up by developers large and small. Meanwhile our Neighbourhood Development Plan announced last year continues to gather pace. We now have five working groups examining all aspects of current and future life

in our town. Our thanks to the Chairs and many participants who will continue to build our plan through 2017 meeting your requirements for the future of Keynsham. All of this will happen with a fast changing mayor driven West Of England in the background providing new challenges and opportunities. Between the period of April 2016 and the end of February 2017 KTC Planning and Development Committee has considered 164 planning applications.

The increasing number and scale of applications has caused an increased number of site visits by members of the committee. This is the most planning, applications that the P & D Committee has considered in the past seven years. Still pending are 37 decisions by B&NES and 8 applications were withdrawn after the P & D Committee made its decision. The committee objected to 36 of the 164 applications considered.

Keynsham Winter Festival Report Chairman, Councillor

The 2016 Winter Festival continued to evolve and become an event which was more family and community friendly, with the theme being a ‘festival of light’. The Festival is still in a transitional form and we continue to work towards an event where families and people of all ages can come along and enjoy the evening. With the help of volunteers we held workshops in local schools and made lanterns and sabre lights with the children. Those children then took part in the parade along the High Street, along with Father Christmas, and Princesses from the Keyford Dancing School. Next year we would like to see the parade extended by encouraging more children to participate.

The parade started at St. Johns and ended at the Temple Street stage. However, we recognize that more interest is needed at the top end of the High Street, and around the Parish Church. Although there were more stalls, there’s still plenty of space for further community involvement. More businesses stayed open or left their lights on and we would like to further encourage this, with hopefully even more food outlets participating. Over 50 local businesses donated to the event and next year we wish to produce an even bigger programme of events. The SPACE was again successful with choirs, theatre and local dancers throughout the evening. We were blessed with the weather, with no rain. We will continue to work towards a fun, exciting and family friendly 2017 Winter Festival and we are looking forward to seeing you there.

Allotments Committee Report Chairman, Councillor

As the continuing Chair of the Allotment Committee I have once again enjoyed the friendly meetings with members of the Keynsham Allotments Association and Town Councillors attending. Unfortunately I was unable to attend the Allotment Association’s AGM but understand there are still some issues to resolve regarding the use of strimmers and having bonfires on site. These will be addressed at the next Council/ Allotment meeting due in March. I was sad to note that the Keynsham Youth Service have decided to surrender their allotment this year but they were finding it very difficult to properly maintain the plot on only one session a week. I would like to thank all those allotment holders who have supported the Young People and Youth Workers, with tools, seeds, plants and expertise over

the years and have happy memories of when they won an award from Keynsham In Bloom. I wish the next plot holder well in maintaining plot 73 - enjoy the very nice raspberries growing there! It is always a pleasure to visit the allotment site, and the Allotment holders are to be commended on how beautifully they maintain their plots.

It’s a real joy to acknowledge the hard work of our local volunteers and in 2016 the Town Council was pleased to allocate £18,807.88 in general grants and £3,313.08 in arts grants from its budget for local groups that benefit Keynsham residents. The committee met in June 2016 to consider applications for a grant and recommended that grants be awarded to the following community groups.

WELCOME REPORT O

n the second weekend in April it was clear blue skies and perfect weather that greeted all walkers who participated in this years’ Keynsham Walking Festival. With nine differing walks to choose from, the organisers were pleased with the turn out which was marginally up on last years’ inaugural event. WrW were pleased to welcome back four organisations who arranged walks for the event. They were Saltford Walkers, led by Tony Gilroy, Somerdale Ramblers, led by Les Cumner, Keynsham & Saltford Local History Society, led by Richard Dyson, and the Avon Wildlife Trust, led by Dave Sage, all of which had well more than 20 walkers. Two different walks were introduced. Alison Jordan from British Nordic Walking organised a walk on both days, and as a trial we arranged two beginners/taster walks for those just starting out. These were led by Keynsham WrW members Dawn Drury and Dave Johnson.

The longest walk of the event was that led by Dawn Drury, putting in a second appearance of the weekend, taking her group to Compton Dando, then on to Burnett Woods where the blue bells were in full display. The highlight of the festival was the Family Fun Finale on the Sunday afternoon in the Memorial Park where hundreds turned out to enjoy a nature trail. Entrants had to find “animals” scattered around the park. Also, for their entertainment were the Scarlett Frozen Princesses, Jimmy Mac with his balloon display, and local girl Caitlin Brennan, who kept the crowds entertained with her face painting. Weather permitting, we may also be out in Memorial Park utilising our sports/games equipment.

ookability is a relatively new session at TimeOut and is an ASDAN accredited short course called ‘Food Wise’ which covers various aspects of the food industry together with practical work. This requires participants to sign up and commit to the full length of the course so it is not available to anyone who turns up on the night. The current group are now cooking at home and have produced some amazing dishes ranging from curries to quiches and, by the time this goes to print, will have experienced a guest cook showing them how to cook Japanese. They have their first trip to visit Waitrose Supermarket as

The Centre is nearly finished, we are waiting for the installation of Wi Fi to enable us to install our computers. The Recording Studio is nearly complete, all wired in and sound deadening done. We just need to complete the vocal booth, test the levels and download the software for the studio computer.

Looking into the future we are applying for funding for a 12 month Pilot Youth Detached Project for Keynsham, working with young people on the streets in Keynsham South, Keynsham Memorial Park and the High Street in collaboration with Community@67 and @One.

We are currently painting bikes for the Great Bike Trail, one has been completed with 2 to go, see below our ‘Cadbury Special’ nearly finished. We have also, as part of the Open Access sessions, had a Drumming Workshop, which was very successful and all young people took part throughout the evening. We will be doing this again in the Autumn. What better opportunity for a joint celebration in the Park on Friday 30 June with Strictly Come Keynsham an evening of dancing for all ages and abilities with the famous Thornbury Swing Band.

20 years of Keynsham Music Festival without a break, and renowned as one of the best surviving free community Festivals in the UK. The Keynsham Music Festival is now 20 years old. Initiated by the fledgling Keynsham Town Council the Festival is now both a registered company and a registered charity, and still relies on the volunteers and goodwill of the local community— businesses groups, and individuals. It remains entirely not for profit and a true community arts event. Eco Art Site Attractions in The Park for Festival Weekend There will be a strong ecological theme at this year’s Festival - including installations from Keynsham’s pioneering

Resourceful Earth, Bristol Water, and of course The Wombles. In particular there will be some stunning fun for kids in the form of a sustainable stegosaurus crawling around the Park. Liberty Rocks Arts presents the debut performance of their new show Arc onboard the Marie Celestial. The machine is a mechanical play space, stage set, aerial circus rig and flame thrower. The cabin is full of curiosities and children are invited to sit in the captain’s chair!

It was built by a community cooperative project which trained young people in metalworking. This is a flagship project by local artists Ruby Jennings and Juliet Webb. Arc is an intergalactic detective story, which takes place throughout space and time. A strange and otherworldly culture of people from a destroyed planet are lost in space and looking for a safe place to call home. They have travelled so far and so long onboard a sentient ship, encountering all sorts of mysterious perils and now they have arrived here. Suitable for all ages, rolling performances and family activities bring the ship to life.

One Way Trial A new road layout for the centre of Keynsham was introduced on the 2 May, in response to resident feedback that the High Street should be made a more pleasant place to shop and spend time. A one-way system has been implemented on a trial basis to find out if this can reduce the impact of traffic, improve air quality and allow future improvements to the pedestrian environment. If it proves successful, more substantial changes identified through public consultation would follow.

The one-way system is working southbound on the High Street (ie towards Bath Hill). A new bus stop has been added southbound in the High Street while a cycle contraflow has been added on the northbound side. The roundabout at the top of Bath Hill has been removed and at the end of the High Street, all traffic except buses, taxis and cycles must turn left.

We will also be holding some youth workshops in order to gauge opinion of young people, as adults of the future, to understand what they want to see for future Keynsham. We are going to engage via schools and colleges, the Youth Service and Keynsham Youth Forum.

PLANNING FOR GROWTH

Keynsham will definitely grow during the upcoming years, and it is important that we can incorporate and plan for this growth - ensuring the town develops and grows in a considered way, and that we are able to keep and even improve the character of our community.

SURVEY

In compiling the NDP document, we want to represent the views of all, and so we want to hear from everyone, and understand how you see Keynsham evolving over the next 15-20 years. The Town Council will be issuing a survey over summer, to as many residents as we can reach. The survey will be published in this very magazine, and hard copies will be available at various venues around the town, including the Library and the Town Council office. In addition to this, an online version of the survey will be published.

THE PLAN

It is important to us that the plan reflects a clear identity for the town, and therefore the second half of this year will be spent in shaping this document carefully before it is submitted to BANES for approval. Following approval, the document will go to referendum for the town. The charity has had a presence in the Keynsham area for over 30 years and is firmly rooted in the Keynsham community. Initially a singlehouse run by Abbeyfield Bristol & Saltford, it merged with Abbeyfield Bristol & Keynsham in 2014. Shortly afterwards, the house underwent an extensive refurbishment during which time, existing residents moved to Abbeyfield’s new, purpose-built house in Hanham. Abbeyfield enjoys tremendous support from residents living in Keynsham, many of whom are volunteers for the house; as well as key local figures such as District Councillor, Mr Alan Hale, who will be attending the party on Saturday 17th June. The new West of England Mayor, Mr Tim Bowles, has also agreed to officiate the Grand Opening and will be cutting the ribbon. Says Keynsham house manager, Charlene Fleck, “We are very excited to open our doors to guests for the afternoon and are looking forward to

meeting new people, as well as welcoming old friends”. Guests can look forward to live music, refreshments all made on the premises, and a tour of the house and show apartment. fter the huge success of last year’s family fun day, Festival of Nature will be returning for the another year, bringing with it a day of exploration and discovery on Sunday 18th June at Keynsham Memorial Park. Get hands-on with activities from local and national environmental organisations, and become a detective for the day to search for hidden creatures. With activities for wildlife lovers of all ages, there is something for everyone as we unearth some amazing nature secrets in the heart of Keynsham – what will you discover?

Things to look out for: • Free live performances by one of the UK’s most inventive outdoor arts companies – Desperate Men. As they debut their show ‘We are Ducks’ on the Memorial bandstand at 1pm and 4pm. he Equalities Team at Castle School were very excited to launch new Friendship Benches. There are now two benches on each playground with a special sign on them. The idea is that if the children feel that they don’t have anyone to play with that they will sit on

the Friendship Bench. It is the whole school’s responsibility to ensure that that child is then asked to join in a game with some other children. The E-Team will oversee all of this and they hope that it will make the playground a happier place where everyone feels included.

ake Festivals, the UK’s only touring tribute festival, is back and celebrating its 11th year this summer - and the event is returning to Keynsham Rugby Club on Saturday 5th August. World-class tributes to Coldplay, Guns n’ Roses and David Bowie will be blasting out their iconic songs, along with five local support bands providing the warm up to get the crowd in the party mood. There will also be a main bar inside the marquee and a variety of food and entertainment stalls in the outside arena Pete Marsh, organiser of Keynsham Fake Festival, is delighted to be bringing the tour back again. “Last year’s 10th anniversary celebrations were a real highlight to mark the growth of the festivals over the past decade and the Keynsham Fake Festival weekend was so warmly welcomed by the

Q. Do you live in Keynsham? A. I was born in London, in Lambeth Walk (Oi!) and lived there for over 30 years, before moving to Bristol. In Bristol, I lived on Gloucester Road, and a year ago now I moved from a Victorian house there to a 1960’s one-storey place here. For the first time in my life, I live in a house with straight walls and proper corners – this is bliss for someone with extreme minimalist taste in houses and furniture!! Q. What did you do before you came to Keynsham? A. I’ve done many things – in no particular order, I’ve been a shop worker, a singer, a teacher, an independent video producer, a Project Manager, a café owner, a Programme Manager. Q. What made you apply for the job as Neighbourhood Development Plan CoOrdinator? A. I wanted to get more involved in the community I had moved to, and this seemed like the right kind of job to do just that. It’s quite a different role to the roles I have had more recently, which have been quite Business and Technical-focused. Q. What’s the best thing about the job? A. I get to work with a lot of members of the public, through the 5 topic groups working on the Neighbourhood Development Plan, as well as the myriad of people that come into the Town Council office every day, with queries ranging from burial plots to parking fines. I am also really learning about all the amazing

voluntary and community groups that work so hard in Keynsham. Q. What are your hobbies/interests? A. I love music and singing (I play several instruments). I am a keen bee-keeper. I have taught Aikido (a non-aggressive martial art) and I help out with IT and Robotics workshops for young people. I am also a member of the National Museum of Computing, based at Bletchley Park. Q. Who are your biggest heroes? A. Ada Lovelace, Maya Angelou and The Dalai Llama. Q. What do you think are the best things about living in Keynsham A. It feels like a proper, distinct community – it still has the feeling of ‘belonging’, which as a city-dweller until now, I have never experienced before. Q. If you could recommend one thing about Keynsham to a friend, what would it be? A. Come and live in a place that still feels like it has a ‘heart’.

Omelette Serves 2 A perfect speedy lunch. You can make one large omelette and split it or two smaller ones to serve. • 2 tbsp light olive or other mild oil

Heat a tablespoon of the oil in a frying pan on a medium heat. Add the bacon and fry until it starts to brown. Meanwhile, beat the eggs together using a fork along with a

small dash of water and a pinch of salt. When the bacon has started to brown, turn up the heat and add the radicchio. Keep it moving as it starts to wilt. Add half the butter

and the garlic and cook for a further 2–3 minutes, making sure the garlic doesn’t burn.

Season with salt, pepper and a squeeze of lemon juice. Set aside and keep warm. Wipe the pan clean and heat the remaining tablespoon of oil and the other half of the butter over a medium heat until hot and foaming. Add the beaten egg, swirl quickly with a fork and let it settle into the pan. Cook your omelette to your liking; the egg continues to cook with residual heat so slightly underdone is good. Spread the radicchio and bacon mix across the omelette, scatter over some chives and fold the omelette in half.

• 1 garlic clove, finely chopped • squeeze of lemon juice • a few snipped chives • salt and black pepper • hot buttered toast, to serve (optional)
