ore and more people seem to enjoy eating out and dining with friends is a real pleasure. Recently I was pleased to be invited to dinner at TimeOut the venue for our Youth Group. Our young people have been learning their culinary skills and it was an absolute delight to spend an evening with an excellent menu and unlimited enthusiasm from the young caterers. One of the real successes of recent times in our town has been the super work carried out by Keynsham in Bloom. This year we again won a gold award in the fierce South West competition. In addition we received two special awards firstly for the tremendous enhancement of our ever more popular train station. Secondly the amazing bike trail of over 70 decorated bicycles that have proved a runaway success with people of all ages. Over the next eighteen months, the Council with the support of the community will complete our Neighbourhood Development Plan that will play a key part in our fast growing town. This plan will be part of the structure of B&NES and West of England plans that will have a major impact on everyone who works, lives in or visits the area for years to come. We are embarking on a major consultation exercise with people across Keynsham so please make sure you take part. It is your plan and your future that is being drawn up and we need your views. Finally we look forward to seeing you at our Winter Festival on Friday 24 November when the High Street closes and our town celebrates despite the darker nights and colder weather – a really good family event. AWARDS AT SOUTH WEST IN BLOOM REGIONAL AWARDS K
eynsham in Bloom are celebrating their success following the RHS South West in Bloom regional awards ceremony at The Imperial Hotel, Torquay, which took place on Thursday 5th October.
collected the awards which were presented by Lord and Lady Fellowes, who are Patrons of South West in Bloom.
The group have again retained their GOLD award in the Portman Cup category. In addition Keynsham in Bloom was awarded two discretionary awards, which were nominated by the regional judges Bob Sweet and Richard Taylor. The Great Floral Bike Trail was awarded the West Country TV Cup for an outstanding specific project. Keynsham Railway Station was awarded the Wheatley Trophy for an outstanding landscaped commercial site. Denise James, Chair of Keynsham in Bloom said, “2017 has been a fantastic year for Keynsham in Bloom and Keynsham Town as a whole. The Floral Bike Trail was more successful than we had ever expected with over 74 decorated bikes on view throughout the Town. The Keynsham Railway Station project has also been a success and is one of many projects across the UK that received £500 funding from the Royal Horticultural Society as part of their Greening Grey Britain campaign. Committee Members are now planning a range of activities and projects for next year, which is a particularly important year for us as we will be celebrating our 10th anniversary. On behalf of Keynsham in Bloom, I would like to thank all who were involved in our entry this year and also to the local businesses who have supported us throughout the year, particularly with sponsorship for the Bike Trail”. COUNCIL OFFERS NEW SUPPORT FOR KEYNSHAM BUSINESSES The Chamber of Commerce has been struggling for members and there are one or two retailfocused groups that have formed, mainly representing the High Street traders in response to the one-way system or future development and promotion of the High Street. In addition I had received a proposal from Councillor Lisa O’Brien for the Town Council to produce a free business directory for distribution to all residents in order to support and promote Keynsham business.

t its September meeting, the Town Council agreed to support the formation of a Keynsham-wide Business Forum with the aim of providing administrative and financial support until such time as the Forum gains sufficient critical mass to become an independent organisation. Dr Cheryl Scott Town Clerk explains: “The Neighbourhood Development Plan needs to incorporate the views of not just those who live in Keynsham but those who operate a business or work in Keynsham, regardless of where they live. It is therefore vital that we get the engagement of the business community in addition to the residents, otherwise the Plan may not be approved. One of the important findings to come out of the Neighbourhood Development Process to date is that Keynsham currently lacks a focused business network to support and represent all the different types of Keynsham business operating in the town (including those who are self employed).
Given all the above, and that the NDP is also about to launch a new Business Engagement workstream, the Town Council felt the most effective way forwards would be to offer all the various initiatives the chance of support and representation via a Keynsham-wide Business Forum and in the process prevent duplication of effort. This is not a new concept to the Town Council. Readers may remember that the Town Council originally ran the Keynsham Music Festival inhouse, but has continued to provide financial and administrative support to enable it to grow from a fledgling Sunday event into an independent organization, now also a registered charity, running a successful programme of events over a week long period. It is obviously hoping to successfully replicate this model for the benefit of Keynsham business. Speaking in support at the Town Council meeting, Councillor Lisa O’Brien said: “After 28 years of living in Keynsham, and having recently interacted with local High Street traders about their current problems which include the impact of the one-way system, I realised

distribution to all residents next year. The Town Council is keen to ensure that self-employed and people working from home are also included but has concerns that it may not be aware of their existence because it does not have their current details on file.
that it is really important that ALL residents are made aware of the wide variety of businesses in Keynsham that exist. We need to help the Keynsham community to help Keynsham business and empower residents to be able to source the local businesses available on their doorsteps. This is a great opportunity for the Town Council to help its home-grown economy by informing the residents about what goods and services are available locally in Keynsham, to help strengthen, support and promote our business community by encouraging our residents to keep their business in Keynsham and also encourage engagement with the NDP process.”

50TH ANNIVERSARY OF THE
KEYNSHAM FLOOD T
uesday 10th and Wednesday 11th July 2018 marks the 50th anniversary of the Great Flood that devastated the Chew Valley. There are still residents in Keynsham who remember that awful night on 10th July 1968 when a tidal wave of floodwater from the River Chew washed away the County Bridge at Bath Hill in Keynsham, taking the lives of 3 people as it did so and leaving people marooned on the roofs of their houses in Dapps Hill. Next year West of England Rural Network will be co-ordinating a series of activities and events throughout the Chew catchment area by a wide variety of organisations to both commemorate the

Great Flood and raise awareness of living in a flood catchment area today. Here in Keynsham, the Town Council will be working together with the Keynsham & Saltford Local History Society who are planning to re-site the original County Bridge Stone at a new site in the Memorial Park and there will be a special Civic Unveiling Ceremony on 10th July 2018. COUNTRYFILE RAMBLE IN
AID OF CHILDREN IN NEED F
antastic is the only word to describe the response to Keynsham Walkers are Welcome Countryfile Ramble. We joined forces with many groups around the country to arrange a walk, in aid of Children in Need. 106 people turned up, together with children and dogs in almost perfect walking conditions at the Memorial Park for the start of the walk. With a first aider, an official photographer, a walk leader, a backmarker and six marshals, the group were very well organised for the numbers involved. We were using one of 4 walks devised by the Keynsham & Saltford Local History Society, which took us out of the park, along the banks of the River Avon to the Lock & Weir public house where a welcome stop was planned. Suitably refreshed we headed up hill, passed Hanham Court, Cleeve Woods and back to Keynsham via Londonderry Wharf. Although we passed through three fields with cattle, all went smoothly and it was a very happy band of walkers that arrived at the destination 4 miles and 3.5 hours later. The good news was that we raised ÂŁ740 for the BBC Children in Need Appeal. As we said at the beginning a fantastic day out for everyone.

This is a delightful publication for both Residents and Visitors alike and a great souvenir of Keynsham.
The Keynsham Clocktower Book tells the story of the town’s history through a patchwork of pictures on each of the 3 panels. KEYNSHAM YOUTH SERVICE been maintaining constant access W eforhave young people at TimeOut over the last 12 months, building up new membership and consolidating activities and projects with existing members. This has been over 4 youth work sessions a week at TimeOut: • Monday 6.30pm to 9pm dedicated Cooking Programme with the option of a qualification • Tuesday 7pm to 9.30pm Open Access for 12 - 18yrs • Wednesday 7pm to 9.30pm Project Night – targeted work with a group of young people • Thursday 7pm to 9.30pm Open Access for 12 - 18yrs We have 6 part-time youth workers and myself as a full-time youth worker and are now planning to deliver music and arts based activities on the Open Access sessions and a Detached Youth Work project working on the streets of Keynsham 2 sessions a week.
COOKING PROGRAMME – ‘COOKABILITY’ We have just come to the end of our first course and it has been very successful. Young people have learnt about, cooking, food industry, service and healthy eating, culminating in a ‘Guest Cook’. The ‘Guest Cook’ went very well for the ‘Cookability’ group and we had some very positive feedback from the guests. The young people really enjoyed the evening and are now in the process of finalising their ASDAN books, which should be ready before Xmas to submit for accreditation. The new course starts at the end of October and we have young people already signed up. This is a good project that engages young people who find it difficult to cope in large groups and can be used as a stepping stone to Open Access sessions. The next course starts on the 23rd October.
DETACHED YOUTH WORK Detached Youth Work has started and the
staff are currently up-dating the policy and risk assessments, and will be meeting with the Police and local groups to get an idea of the issues in Keynsham. They will then map the area, going out to see where young people hang out and promoting the forthcoming street work sessions. The project needs to be viewed as part of a potential solution to ASB, working in partnership with other agencies and not the complete solution. Two of the areas initially considered are Memorial Park, (Friday) and Queens Road, (Tuesday). If you see Carrie and Gerry out on the streets wearing their distinctive purple jackets do say hello.
OPEN ACCESS SESSIONS We are planning to commence “themed” Open Access sessions. During the winter season, the Open Access sessions will comprise the traditional socialising downstairs but with additional focused Tuesday music and Thursday art activities upstairs. In addition we are looking at “special activities” in response to specific events: (e.g. Winter Festival and a Xmas night). We will also be looking to complete an introductory mural project at TimeOut. This will be upstairs completed on boards and will take place on Thursday Open Access sessions. After Xmas we will then be focusing on an animation project, keeping within the arts based theme for Thursdays. There is also an opportunity for 4/6 young people to undergo free training in the use of Radio equipment at Keynsham Radio. DEVELOPMENT PLAN N
EW QUESTIONNAIRE LAUNCHED ON FUTURE DEVELOPMENT OF KEYNSHAM
Keynsham is getting bigger! ‌and there are even more plans for growth over the next 20 years. According to the West of England Joint Spatial Strategy, at least 1100 new homes will be built in Keynsham between now and 2036. However, that number could rise even further, (by up to 50%) depending upon the B&NES Local Plan currently in preparation which seeks to identify and allocate sites to meet the housing and economic development requirements established by the West of England Joint Spatial Plan.
But how will this impact on the people who already live and work in Keynsham? Will favourite green spaces or existing buildings be lost? Will there be enough parking or other facilities for the increased population? How can Keynsham retain its market town character and avoid becoming part of an urban conurbation stretching from Bristol to Bath? What improvements can be made to the Town Centre to support a local shopping experience and what type of new businesses, both retail and industrial should be offered space in the town and where? Will Town Centre traffic and congestion increase/decrease and if so how will the air quality be affected? What

provision is being made to generate employment opportunities in the town or provide affordable accommodation…especially for our Young People who are the future of Keynsham? These are just some of the concerns already raised by residents participating in the following 5 Topic Groups as part of the Keynsham Neighbourhood Development Plan process. • Roads, Transport, Parking and Infrastructure • Recreation, Leisure, Sport, Health & Community • Heritage, Culture, Tourism, Marketing and Development of the Built Environment • Sustainability, Environmental and Ecological • Business, Employment and Economic Growth The Neighbourhood Development Plan process
was launched in April 2016 by Keynsham Town Council as part of a new Government initiative to enable local people to influence the planning and development of the area in which they live and work for the next 15-20 years. The end result is a document (Neighbourhood Development Plan) that contains a series of statements or policies setting out what development is acceptable in Keynsham and for what reasons. Once approved, the Plan will have legal force, which developers and local authority planners will have to take notice of, but it will not be approved unless the Plan also contains evidence to show that the issues and policies identified reflect the concerns of the majority of people who live and/or work in Keynsham.

DR CHERYL SCOTT, TOWN CLERK EXPLAINS FURTHER: “Since the launch last year, the 5 topic groups comprising volunteers who live and/or work in Keynsham have been identifying and defining the issues that they think are important to the community. The issues will be used to underwrite the planning policies and aspirations for Keynsham that will constitute the final “Neighbourhood Development Plan document”. “Although much work has been done by the Topic Groups to identify the issues from which the planning policies will be written, it is important to be sure that they are speaking for the majority of local people. So to ensure the NDP is ‘on track’, the Town Council will be distributing a Questionnaire in mid-October, to find out what things are most important to local people. It’s
important that EVERY person who lives or works in Keynsham (no matter their age) has their input into the Plan, so although one paper copy of the Questionnaire will be sent to each house, there will be further paper copies available at various outlets/events in Keynsham including the Farmers Market and the Town Council office. WHAT HAPPENS TO THE RESULTS OF THE QUESTIONNAIRE Deb Cooper, the NDP-Co-ordinator who has been employed by the Town Council to project manage the Neighbourhood Development Plan explains: “Once collated and examined, the issues will be further considered by the Topic Groups and used to discuss and construct the planning policies that should comprise the Plan, which will then go back out to the community for its input. Some issues may require further research or in depth studies to provide evidence to support the community’s concerns. The results will also be used to produce more focused questionnaires in 2018 for specific groups such as Young People and Business…. so this is very much a “work in progress” and it will be some time yet before the Plan is completed.

his is the start of our fourth year and so elections for our officer posts took place in our September meeting. Dani Phillips was reelected Chair, she is now our longest serving Chair, and is very hard working and committed. Delilah Hutton is Vice Chair. Jaz Miller is Secretary with Matty Jackson as her Assistant Secretary. Caitlin Bren is our Media person with Tamsin Govey and Alex Beaumont her Assistant Media people with responsibility to set up our new website. Alex is also our Charity Ambassador. Our campaign for lights at the Skateboard Park continues. It gained added significance when the brother of an ex-member was attacked in the Skateboard Park on the evening of 18th September with pepper sprays, he was knocked to the ground and beaten. Blindly he ran away but due to lack of sight, he smashed into a post and sustained a broken nose. This incident was reported to the police and to the Town Council meeting on September 19th. On September 25th, KeynshamNow members ran a session for the Keynsham Area Forum on the needs and wants of young people. The basis of the campaign was a survey of young people and the forum was asked to try to work out young people’s views. Generally, there was a mixed response from the forum. The three greatest problems facing the young people surveyed were Bullying, Litter and a Lack of Leisure Facilities. The two areas where young people needed the greatest help were access to Mental Health facilities and How to Deal with Bullying. In November as part of UK Parliament Week, Jacob Rees Mogg will be holding a Question and Answer session with us. We will be supporting CLIC at the Winter Festival, face painting and the selling of cakes and sweets in the Fear Institute. Our November KeynshamNow meeting will have
a talk from a worker from Off The Record and in December from a member of B&NES Healthwatch. Well done to Alex Beaumont who has been elected the Deputy Member for B&NES of the National Youth Parliament. He is the first young person from Keynsham to hold such high office. In November he will be in London on work experience in Jacob Rees Mogg’s office and before in May he has work experience with the Liberal Democrats in Bath. Maybe a career in politics beckons? THE BRISTOL SANTA RUN IS BACK! Children’s Hospice South West (CHSW) is excited to announce the return of its popular Santas on the Run event in Bristol on 10th December. Santas on the Run is a 2k fun run which all of the family can take part in – including the dog! - and is the perfect way to celebrate the festive season. Join thousands of others running, jogging, walking or dancing round the harbourside and city centre in their Santa suits, which are provided by the charity. Last year over 2,200 people descended upon the city having raised £60k in sponsorship, which went directly to helping the charity fund the services of its local hospice, Charlton Farm. Christmas is always a poignant time of year for families supported by the charity, some of whom may be sharing their last Christmas together. Some

families will spend a few days over the Christmas period at the hospice for a festive break. Charlton Farm is open 24 hours a day, 365 days a year providing vital care and support to children and families when they are staying as well as supporting them with advice and visits when they are at home or in hospital. MEET THE TEAM GERRY HERSEY Position: Assistant Youth Support Worker
Q. What do you think are the best things about Keynsham? A. For me - having previously lived and worked in London – the best thing about Keynsham is people have time for each other. It’s not all rush, rush, rush. People are happy to stop and chat and there is a real community vibe. For a smaller town, there is such a variety of shops, cafés and bars, which is amazing. Q. What is your experience of working with young people? A. My background is working in addiction and recovery. This is my first role working directly with young people; although, within my last job, I worked with a lot of young adults who had issues with skunk and/or “party” drugs/legal highs, which was normally the tip-of-the-ice-berg of their issues. I loved working with these younger adults as they kept me on my toes. I learned that you first need to build their trust, get them onside and then support
them. I guess this is where I got my interest in working within youth work. Q: What do you think are some of the challenges of working with young people? A: I think young people get a lot of bad press; they are often seen as “challenging” and “disengaged”, which some are; but I also think that this can be a lazy, quick answer response. If we have a little empathy and show authentic interest in their lives, you can engage young people. When working with young people, I try to find something that interests a young person, talk to them about it. If it’s their mobile phone and gaming, start there. Once they see that you’re interested, they’ll talk and you can start working with them. Q: Outside of work, what are your interests? A: At the moment, my husband and I have a new puppy. Our life is focused on making sure that she gets toilet trained!
