De saturate your image Initially, open an image and enter Cmd/Ctrl+J to create duplicate the layer. Click Cmd/Ctrl+U to open the Hue/Saturation and set Saturation to -100. Use Invert and blend options Create duplicate layer again and click Cmd/Ctrl+I to invert selection, and then fix the blend mode for the layer to Colour Dodge. Adjust Motion blurring Layer 1 copy still active, then you can go to Filters and choose the Gaussian Blur to bring the contours back, fix the Radius value to around 5 pixels.
Stylise Grab the Layer 1 and drag above the Layer 1 copy. Go to Filter>Stylize and apply the Glowing Edges filter, setting the Width Edge to 1, Edge Brightness to 20, Smoothness to 15, and enter Ok. Alter lighting up to getting exact output With the layer 1 still active, press Cmd/Ctrl+I to invert and change the blend mode to Multiply. Click on the Background layer and hit Cmd/Ctrl+L, drag the sliders to increase or decrease the contrast.
