PRESIDENT’S REPORT
MY DEAR COLLEAGUES, Greetings to you on the occasion of our ninety first anniversary and wishing each of our affiliates best wishes for future endeavours. Your President is humbled by the overwhelming support received last year at the Annual General Meeting of the GFA and the resounding victory at the polls. First let me congratulate all the new Executive Committee members elected to administer football on your behalf and to wish each and every one of them my sincerest best wishes. The elections of 2014 was convened in a spirit of mutual recognition and respect and we have since proceeded with the business of football and are happy to report that the progress made in the past year was significant.
REFEREEING Our hard work is paying dividends and I am happy to inform you that for the first time in the history of the Grenada Football Association, we now have two female Match Officials. They are Referee, Asha Wellington, and Assistant Referee, Tia Mc Intosh- Edwards. Additionally, Mr. Kuan Budd has been reappointed as a FIFA Assistant Referee for yet another year. It is our intention to produce many more Match Officials and as such, training will continue to advance their cause for future International appointments. On the domestic front, we are very thankful to our local Match Officials who have made sacrifices for the advancement of the game. We therefore congratulate each and everyone for their contributions.
ADMINISTRATION Mr. Ambrose Phillip replaced Alexander Roberts as the General Secretary in September of 2014 and is currently doing a good job in the position. He assumed responsibilities at a time when opportunities have increased and preparations for major projects are moving into full gear.

In 2015 the Referees Committee is challenged to evaluate our Match Officials and to formalize appointments for future engagements in our domestic tournaments. Our focus therefore will be on recruitment, training and certification.

COMPETITIONS Congratulations to all of our winners in the respective competitions. We salute the achievements of Paradise FC, Chantimelle United FC, Springs FC and all others who have gained promotion or improved on the previous year's performance.

Our competitions have all been completed however the quality of organization must be addressed in moving forward. To do so we have charged the General Secretariat with additional responsibilities, to improve on the delivery of service as well as planning and coordination for future domestic events.
YOUTH Our emphasis on youth football continues and the GFA will continue to place heavy focus on the development of structures to benefit in the future.
GRASSROOTS The coordination of Grassroots football is a major area of focus for the Association since it is those seeds that are planted and carefully nurtured that will germinate in future years. On this note we were able to continue with our focus in this area with the emergence of additional Grassroots centres.
In 2015, we call on clubs to do their part by establishing their own centres and solicit support from the GFA. To do so however a proper structure must be put in place by each of our affiliates. We once again call on clubs to establish a Grassroots Program with persons charged with responsibility to coordinate this program. The development of quality players starts with attention from an early age and our clubs must understand that this is an area requiring much attention at an early stage.
NATIONAL TEAMS During the past year Grenada participated in a number of regional and international tournaments. Our youth, Senior Male and Female teams all participated in regional and international events.
WOMEN'S FOOTBALL Female football is poised to take off and with the additional focus being given to our women's programs we can expect our ladies to make the entire country proud in a couple of years’ time. Women's football received great attention in 2014 with the establishment of a Women's League and some Grassroots festivals. We shall

continue to engage everyone in securing additional success in the future. We managed to secure support from the Guyana and Trinidad Mutual Insurance Company who came on board with a financial contribution. This is committed for 2015 and 2016 also.
matches. Additionally we commenced our half hour television program "Half Time" with great reviews from the public. Newspaper, Radio and Television programs, articles and stories were regular features of the GFA and we will continue in this light in the future.
FIFA AND CONCACAF COURSES We provided opportunities for a significant number of persons to attend courses both at home and abroad and more will be convened in 2015.
MARKETING AND PROMOTIONS The GFA Newsletter returned in the latter part of the year and we have a commitment from the General Secretariat to see more attention to this medium. The GFA successfully negotiated with some partners to come on board in varying aspects of our programs. We anticipate support from partners with sponsorship of our Newsletter “Goalpost" and the wrapping of the GFA bus. Facebook and our website, www. grenadafa.com continue to attract numbers and we are satisfied these two mediums are reaching the intended targets. During 2014, the GFA successfully negotiated with FLOW Grenada to bring live broadcasts of Premier League

GOVERNMENT RELATIONS During 2014 a number of meetings were convened with various Government officials including the Hon. Minister of Sports and the Hon. Prime Minister. We are happy to state that the relationship with the Government is satisfactory.
INTERNATIONAL RELATIONS During the past year a number of meetings were convened with various partners including FIFA President, Joseph Sepp Blatter, Concacaf President, officials of international organizations during a visit to SoccerEx which was convened in Barbados. Officials represented the Government, UEFA, German Football Federation, Mexico Football Federation, US Soccer , The Peoples Republic of China Football Association and Scotland Football Association. Additionally, through your President, a number of successful negotiations were concluded to provide material and technical assistance for the GFA. As such
the following can be expected shortly. 1. Material and Technical support from UEFA 2. Technical Support from Mexico, Germany, US Soccer and Scotland 3. Coaching Certification for coaches 4. Refereeing certification for our Match Officials In addition, we wish to confirm that additional discussions will be held with other Member Associations (MA’s) to initiate relations on a bilateral basis. I am further happy to advise that as a direct result of improved relations externally, we have secured assistance from the Alberta Soccer Association, some Canadian partners, and are in discussions for more assistance. Additionally, a follow up meeting is planned with some potential partners from the United Kingdom which we are certain will result in support for our development.
LOOKING FORWARD IN 2015 The Executive Committee has approved the introduction of three new competitions and additional enhancement of existing programs. These include: I.

III. Reintroduction of the Inter-Parish League IV. New format for the Second Division (Championship match) V. Coaching Certification Program VI. Establishment of Parish Youth Academies VII. Recruitment of new Match Officials VIII. Review and updating of all competitions Rules and Regulations IX. Concacaf Club Licensing Course and Club Administration Workshop X. Strategic Planning Workshop involving all Shareholders and Stakeholders During 2015 we do expect the completion of the much talked about FIFA Special Fond Lighting Project and the GFA Goal Project as well as the confirmation of additional new projects. Finally, let me wish each and every affiliate best wishes and I look forward to your respective organizations growing from strength to strength. PARISH DIRECTOR’S REPORT ST. DAVID/ST. MARK WAYNE H. FRANCIS
The Director representing the two Parishes of St. David and St. Mark for most of 2014 was Mr. Ken Martin Whiteman. After his resignation in the last quarter of 2014, I was elected in January of 2015 to replace Mr. Whiteman up to 2016, when an election should take place to appoint a new Director. Sadly, Belle Vue Rangers in the Parish of St. David did not do too well in the Second Division Group B; however, we hope that they would do much better in the 2015 Season. The Parish is well ahead in their training and plans for the Parish U-15 to be held in 2015. I have been informed that Bonair Government School and the Samaritan Presbyterian School did extremely well for St. Mark in both the Boys and Girls Primary School Competitions sponsored by GTM Insurance. Footballs given to Sunsetters and Hurricanes by the former Director, Mr. Ken Martin Whiteman, were donated to both the Bonair Government and Samaritan Schools; as well as Donations of $250.00 to both Schools by Hurricanes Sports Club.

Sunsetters did not have a very good 2014 Season after gaining promotion from the Second Division in 2013. Spartax did not take part in any Football competitions in 2014 and some kind of re-organisation is required for Spartax to once again become an active Affiliate of the Grenada FA. Hurricanes Sports Club had a very good 2014 Season as Runners up in the GFA Premier League and are looking forward to having a much better 2015 Season. The Alston George Park, formerly Elizabeth Park, continues to be a cause for concern for all Footballers in St. Mark whilst work is on-going on the Grounds; work that should have been completed in February, 2015 seems unlikely to be completed immediately.

PARISH DIRECTOR’S REPORT ST.GEORGE PATRICK FRANCIS
DEAR COLLEAGUES As Director for the Parish of St. George the challenges continue to remain current. The period under review is no exception. During the period in question the most noticeable event was the pre-season tournament which was organized to assist teams with their preparation for the 2014/15 Season. Fifteen (15) Teams participated in the Tournament, the finalist were St .Paul’s and Happy Hill. St. Paul’s won on penalties, it was the general feeling that the tournament did assist the participants in preparation for the season. The fact that many of our affiliates continue to operate without an organized structure is one the biggest challenges for the parish. In the Months ahead I will endeavor to engage affiliates to aggressively tackle this impediment. The following subject matters which are of equal importance will also be pursued during the period. • Youth football (Girls & Boys) • Women Football • Coaches Education • Parish Executive • Football League
2014/15 SEASON The 2014/15 season was of a bitter- sweet nature for Affiliates within the parish. While two of our teams managed to gain promotion in the Premiership and First division, the overall performance of our St. George Teams declined in comparison to that of previous years. That being so, Congratulations must be bellowed out to Queens Park Rangers for placing third in the Premiership, Springs Sports Club for winning the second division and
promotion to the First Division and Hampshire United for placing third in the First division and promotion to the Premiership. In the same breath commendations are also in order for St. Paul’s, Carenage United and South Stars for reaching the quarters in the Second Division and to Morne Jaloux for qualifying for the semi-finals in the Second Division.
EXECUTIVE COMMITTEE As an Executive member I served on the following Committees for the period under review, Technical & Development, Competitions, and Beach and Futsal. These committees continue to offer me the platform to serve in areas of my prowess. While serving on the Executive Committee I continue to advocate for the decentralization of football governance and the empowerment of Parish structure. I must hasten to say though that the formation of our Parish Executive will inch us closer towards this idea. I’m of the view that the FA should subsidize the Parishes to enable them to better serve their respective Affiliates; in so doing the governance of football will be much more effective. Allow me to place on record sincerest gratitude to everyone for their support and advice as we prepare ourselves to partake in the 2015/16 season. I will like to encourage all of us to make use of the many training opportunities that the FA will be staging in the coming months. I’m cognizant of the fact that there is a lot of work to be done, however I am optimistic that we can collectively foster the change. I will like to wish you and your entire Club membership the very best of every success in the 2015/16 season. God Bless!!!

PARISH DIRECTOR’S REPORT ST. JOHN ERIC PETERS
Greetings to all, It is with a great sense of pleasure and tremendous humility that I pen these thoughts in reflection of my first year as the representative for St. John’s and consequently as a member of the Executive Committee of the Grenada Football Association (GFA). Most of this year has been largely spent acclimatizing myself with the GFA culture and also establishing myself as a leader with particular values, ethics and way of life that would guide my dealings during my time of service. As the representative for St. John’s I initiated the construction of the St. John’s Football Executive which consists of the heads of every affiliate within the parish. These are all persons who I am convinced have the best interests of football at heart and are committed to the development of the sport without exception. This has been a welcomed gesture as it provides for the following: 1. Addressing of pertinent parish issues to the EXCO on behalf of the parish 2. Strategizing football development 3. Engaging in discussion with interest groups as a parish 4. Representation to Government

for access to and the development of facilities 5. The planned establishment of the St. John’s football league 6. Assisting specific clubs with challenges including technical assistance 7. Facilitating the establishment of club structures for every affiliate While our meetings could have been much more frequent we were still able to convene at least two meetings and maintain contact with each other through various informal means. A draft statute was prepared and circulated to every member which is intended to assist them in the development of their own statutes which would in turn enhance their systems of operation. In addition to the heads of teams we co-opted other persons who can assist in various areas and are presently seeking to increase the pool of persons to encourage wider community involvement. One example is that of Mr Pecos Lewis who will be responsible for coordinating our youth football. As the representative my vision is to experience the reality of a Football Academy within the parish and this is a dream shared by all concerned. In this regard a proposal was prepared

and submitted to the EXCO for their consideration and possible implementation. While we have not yet had any official approval of our proposal which we desire to be a pilot program for National implementation, we are pleased to see the implementation in part with the re instating of the national U15 tournament. We are anxiously awaiting the comprehensive implementation which we believe will positively alter our results nationally in the future. As a member of the Executive Committee I am privileged to be a part of a working team which by no means is without its challenges as is reasonably expected but is a force for the good of the GFA and is anticipated to continue establishing a strong foundation for the building of the sport we all love in Grenada. I am of the firm belief that the future of football in Grenada can be as bright as we choose to make it by the decisions we make, the support we provide and the culture we encourage. PARISH DIRECTOR’S REPORT ST. PATRICK JESTER NOEL
Let me first commence by saying a very special thank you to the Grenada Football Association (G.F.A) affiliated teams of St. Patrick’s for unanimously voting me on February 19th 2014, and which was officially declared at the G.F.A annual general meeting on March 15th 2014 to first and foremost develop and promote the general interest of football in St. Patrick’s and by extension Grenada at large. My first meeting with the G.F.A affiliated clubs of the parish took place on Saturday the 22nd March 2014 at the St. Patrick’s Anglican School which was mainly to discuss and plan the St. Patrick’s Major League (S.P.M.L) which takes place normally within the first quarter of the year. At this meeting I was able to get the teams to buy into the idea of playing the preliminary round of matches in a particular venue on a weekend, with double headers on both Saturday and Sunday with matches starting at 2:30 and 4:30, which would have changed the S.P.M.L for the very first time in the history of the tournament and so it started off on Saturday 5th April at the Rose Hill playing field where it was declared opened by the Honorable Clifton Paul for the year 2014. The other two rounds of preliminary matches were held on the 12th and the 13th April and on the 19th and 20th April at Chantimelle and River Sallee respectively. The semi finals and finals were contested under lights at the Hermitage playing field. The line up for the Semi finals was E.S.S vs.
Boca Juniors and Hard Rock vs. Chantimelle which were played on Friday 2nd May. On completion of the semifinals Boca Juniors had advanced to the final over E.S.S on penalty kicks 4 goals to 3 after the both teams would have remained dead locked 1 goal each at the end of regulation time. In the other semi final Hard Rock defeated Chantimelle 4 goals to nil and was ready to meet Boca Juniors. The final which was contested on Sunday 4th May would have seen Hard Rock emerge as the winner of the 2014 S.P.M.L football Tournament after defeating Boca Juniors on penalty kicks 4 goals to 2 after being dead locked 2 goals apiece at the end of regulation time. At this juncture, I would like to extend a very heartfelt thanks in a very special way to all those who would have contributed in one way or another to make the St. Patrick’s Major League (S.P.M.L) the huge success as it was in 2014 and we look forward with bigger and better intentions in mind for the year 2015. Once again on behalf of all the G.F.A affiliated teams of St. Patrick’s. I would like to express my profound gratitude for your involvement. Let me say, that after the completion of the S.P.M.L football tournament, I would have called two meetings for the G.F.A affiliated teams of St. Patrick’s to be represented. However, that had proven to be futile because on both occasions the majority of teams/ clubs failed to send representatives so that the meetings could have taken place.

I made another effort inviting representatives from all the G.F.A affiliated clubs/ teams of St. Patrick’s to a special meeting on Saturday 27th September 2014 at 10:00 a.m. at the St. Patrick’s Anglican School. It is also important to note that I had also invited some other people to that meeting who were not footballers but had a keen interest and commitment in working towards the development of football in the parish and I am also committed and willing to work with them by any means necessary to take football to a higher level in St. Patrick’s. As parish representative for St. Patrick’s, I would be working aggressively towards achieving the following: 1. To set up an executive committee and task force in place to execute our goals and objectives regarding the overall development of football in St. Patrick’s. 2. To organize a constitution to govern the football In St. Patrick’s. 3. To work along with my accountant to organize business proposals in seeking sponsorship from the business community regarding the hosting of the 2015 St. Patrick’s Major League Football tournament. 4. To continue to hold discussion with the St. Patrick’s west representative the Honorable Anthony Boatswain asking Government under a special

project to bring up on the existing walls surrounding Fond Pasture which will help to make the venue more secure. 5. To also continue to work along with Minister Anthony Boatswain to achieve a playing field for the people of Mt. Alexander, which once a reality will see many young footballers being developed from the villages of Davie and Prospect. 6. To identify a piece of land close to a Beach front in St. Patrick’s to organize a Beach soccer field. 7. To meet with the organizers of the local Leagues in the Parish in an effort to restructure and better organize these local league competitions. 8. To establish our vision and mission statements for football in St. Patrick’s. In closing let me say special thanks to all with best regards. Yours Sincerely,

INTRODUCTION The GFA Secretariat experienced a challenging year in 2014. It was an election year and, effectively three persons functioned in the position of General Secretary. The GFA also prepared a number of national male and female teams for participation in regional competitions.
ADMINISTRATION Mr. Alexander Roberts resigned from the position of General Secretary in mid-April 2014 after less than six months service. Mr. Ken Martin Whiteman, a member of the Executive Committee, functioned in the position until the engagement of Mr. Ambrose Phillip in September 2014. Mr. Phillip was the Association’s first General Secretary consequent upon a constitutional change in 1982. Ms Oslyn Crosby was recruited as the Association’s first Marketing & Communications Officer in February 2014, and, in October, Ms Malaika Church was also recruited as Assistant-to-the-General Secretary with special responsibility for Women’s Development.
One matter, relating to Boca Juniors FC vs. Sunjets FC, was referred to the Appeals Committee that met once and allowed the appeal by Boca Juniors. Two courses targeted at affiliates were delivered during 2014. A Club Licensing Course was facilitated by CONCACAF, 8-10 January; and a Club Management Course was also delivered 12-17 May 2014. The latter focused on club structure, finance, marketing, and infrastructure. In addition to the above the Secretariat facilitated and functioned as the coordinating center for the conduct of 6 other courses that are detailed in the Technical Director’s Report. FIFA’s Development Officer for the region, Mr. Howard Mclntosh, and FIFA consultant, Mr. Kevin Pipe, visited in September and conducted a performance review of the Association. The Association emerged creditably with consideration being given by FIFA officials for Grenada to being used as pilot project or case study.
GOVERNANCE The Association held its Annual General Meeting on 15 March 2014; this was continued on 3 May. An Extraordinary General meeting was also held on 20 September 2014. The General Council held one meeting on15 November 2014 at the request of a number of affiliates. The Executive Committee held 11 meetings during the year ended. The Disciplinary Committee conducted 2 sittings during which two matters or referees’ or clubs’ reports were considered.
FINANCE GFA activities were financed primarily from FIFA’s Financial Assistance Programme in the amount of US$250,000.00. Another injection of the same amount was also received as a bonus arising from Brazil World Cup proceeds. Overall FIFA support totaled in excess of EC$1.34m. The Association was able to obtain FIFA’s approval to use FAP resources to reduce the burdensome debt level that had plagued the Association over the past six years. By year end the $888,854.00 indebtedness had been reduced to less than $280,000.00. Arrears to Clubs, Referees, and to former President, Mr. Ashley Folkes, were eliminated or significantly reduced.

GFA’s net worth declined from $294K to166K primarily as a result of a significant write down of the inventory. The statement of Income and Accumulated Deficit shows that while there was a surplus of$524.1K, the overall accumulated surplus was reduced to $71K. The financial statements also for the first time, recognize GFA’s rights to properties at Seamoon and Queen’s Park. The Association also benefitted from FIFA’s Performance & Incentive programme. US$30,000.00 was received in support of women’s football activities. Another US$70,000.00 budget was submitted in resect of IT, Grassroots football, and Marketing activities. Mr. Wayne Francis was appointed Finance Officer replacing Ms Bernadine Andrew in mid 2014.
MARKETING & COMMUNICATIONS The recruitment of a Marketing and Communications Officer has facilitated better communication between the Association and its affiliates as well as to the wider public. In collaboration with FLOW 18 games of the Premier League were telecasted on Sundays during the 2014 Season. Some 30 telecasts of the television production, Halftime, were produced and aired. The Secretariat extends special appreciation for the contributions of Mr. Lester Smith and Ms Malaika Church in respect of these reproductions. The 2014 Awards Ceremony also recognized the contributions of Mr. Franklyn “Nat” Simpson and Mr. Rae Roberts in respects of the telecasts of games. The GFA website, www.grenadafo.com, its You Tube account, “GFA”, and its Facebook account, “Grenada Football Association” are all actively maintained.

SPONSORSHIP During 2014 the Association redoubled its efforts to attract sponsorship support of its activities and competitions. Special appreciation is extended to the GTM Group of Insurance Companies for their part sponsorship of the Womens League that was played between July and November 2014. GTM also co-sponsored the Primary Schools Champion of Champions that was played in December. Appreciation also needs to be extended to Geo. F. Huggins & Co. Ltd. and its product line, Ribena, for support of the Primary Schools Champion of Champions. Republic Bank (G/da) Ltd. has generously continued to collaborate with the Ministry of Sports and the GFA for the continued conduct of the Right Start Football Programme for Secondary Schools. The Bank also afforded support for the Association’s Award Ceremony in February 2014. DIGICEL’s KickStart programme was conducted for yet another year in collaboration with the Chelsea FC of England. The progamme delivers a two-day coaching clinic for 30 U-15 players selected by the GFA and an educational session for coaches. The best three players, and a wild card pick are selected for a regional camp in Barbados at the end of the year. The Association extends its deepest appreciation to the telecom provider for its contibution to the Game.
FRATERNAL COLLABORATION The GFA continued its collaboration with the Ministry of Sports in promoting and developing the game of Association Football. To this end the Ministry continues
to afford the use and preparation of fields around the country. The GFA has also afforded the Ministry over 200 footballs for the Ministry’s school-based programmes. A fraternal relationship exists with GNOW and in May 2014 the GFA facilitated the delivery of two GNOW seminars to affiliates QPR FC and Gouyave FC. The seminars focused on “Gender Based Violence and HIV/AIDS”. Condoms and educational literature were distributed to the members of both clubs and their communities. The GFA has afforded considerable material support to communities and institutions. These included equipment donations to Her Majesty’s Prisons, and the Child Protection Authority.
PROJECTS During 2014 the Association obtained FIFA’s consent for a Special Project at Fond, St. Patrick. Government’s approval for GFA’s control of the playing field by way of a tenancy agreement was secured. Musco Sports Lightening LLc was awarded the construction contract for the installation of lights on the ground. Inexplicably the contract documents have not been executed by Musco and FIFA although the GFA has signed off on the documents.
OTHER The Association hosted Monsieur Michel Platini, President of UEFA and Vice President of FIFA 5 - 6 April 2014. In addition to a cocktails reception at Grand Anse, the UEFA President and his delegation paid a courtesy call on the Hon. Prime Minister and made site visits to Beausejour playing field and to a Grassroots Football Festival at the National Stadium. 27 February 2014 witnessed the return of the Annual Awards Ceremony of the Association. Although poorly attended, the event served to show case the best performers of the various competitions as well as an opporfunity for the Association to extend its thanks to the various stakeholders for their contributions and support.

The Association initiated a new Goal Project in respect of the construction of administrative quarters in 2014. A lease of approximately 6600 square feet of land at Queens Park was secured from Government. A short list of 5 construction firms was invited to bid for the construction contract. Further work is to be done in 2015.

INTRODUCTION The Technical Department of the G.F.A takes great pleasure in welcoming you the Annual General Meeting 2015. We are also pleased to inform you on our plans and/or programs that we accomplished in 2014. We have had a very busy schedule in the past year as much emphasis was placed on Grassroots, Youth and Women Football. We can also boast of our record-breaking Educational Programs as we partnered with FIFA to deliver eight (8) programs that included a Club Management Seminar. It is my hope that we continue in this vein and that we continue to gather all of our resources to further develop the beautiful game football.
GRASSROOTS FOOTBALL Close to one five hundred (500) footballs were distributed to the Grassroots Football Program in 2014 together with Bibs, Markers, Cones and Uniforms. The high point of Grassroots football activities was the National Youth league that culminated at the National Cricket Stadium on 30 August 2014. The finals brought together elite teams from each parish including Carriacou and Petite Martinique for ages U-10 and U-13. In the end, St. George’s won the U-10 Division and St. Andrew’s won the U-13 category. At the end of the Tournament a pool of forty (40) players (U-13) were selected for further training.
COACHING EDUCATION In 2014, the G.F.A experienced a record number of Courses, Workshops and Seminars geared at developing the various departments or aspects of Football. FIFA Instructor Mr. Figge Jochen was pleased to conduct

his second Football Coaching Course, 17 – 19 July, 2014 at the National Stadium. Thirty one (31) participants attended the Course, Clubs also benefitted from the FIFA Goalkeeping Course, 10 – 14 November, 2014 at the National Stadium, delivered by FIFA Instructor Hans Leitert. Twenty-Seven (27) persons attended the Course. The G.F.A was one of the first set of recipients to host the CONCACAF Club Licence Seminar which was held during the period: 8 – 11 January, 2014 at the National Stadium. Apart from hosting these Courses, the G.F.A seized the opportunities to participate in Regional and International courses as was the case with Jerry Alexis who attended FIFA/ CONCACAF Physical Fitness Course 16-19 October 2014 in Miami and Mr. Franklyn Simpson who attended the FIFA Women’s Football Coaching Course, August 2014 in Canada.
REFEREEING The G.F.A embraced a record number of Referees and Assistant Referees who registered with the G.F.A through its recruitment program in 2014. Persons were able to attend a FIFA Referee Course to further assist with their application of the Laws of The Game. The course was held 10 -14 March 2014 at the National Stadium. Additionally Ernest Richardson, Valman Bedeau and George Phillip assumed the roles of Local Instructors: Ernest Richardson – Physical Instructor Valman Bedeau – Technical Instructor George Phillip – Referee Assessor Mr. Ernest Richardson developed a training program on Wednesdays to assist local officials with the Physical fitness tests throughout the year. One such test was to qualify persons who were recommended to FIFA for approval to the FIFA International Referees and Assistant Referees List.
Mr. Kuan Budd (Male) was approved to FIFA International Assistant Referee List. Ms. Arsha Abraham (Female) has been appointed to the FIFA Women List of Referees and Ms. Tia Mc Intosh to the FIFA Women List of Assistant Referees.
DIGICEL KICK START The Digicel Kickstart Clinic took place during the period 24 – 26 June 2014. The Clinic was considered a success as thirty (30) U-15 players got the opportunity to train with the Chelsea FC Coaches. In 2014 the Clinic had an additional feature which was a training session for our National U-20 Women Team. At the end of two (2) day clinic three (3) boys were selected for the regional camp later on in the year in Barbados they were: Darren Modoo (SAASS), Jeremy Richardson (GCA), Coby Thomas (SMSS).
YOUTH FOOTBALL Our Men’s National U-17 and U-20 teams participated in their respective FIFA Qualifying Tournaments. The U-17 National Team coached by Clark John and managed by Oscar Williams played their Qualifying Round in St. Lucia, during the period 18 – 25 August, 2014. Participating in the Round were: Trinidad, Curacao, Grenada and host country St. Lucia. Trinidad & Tobago and St. Lucia advanced to the next stage. The National U-20 was played in Aruba during the period 16 – 21 July, 2014. Participating teams were: Aruba, Jamaica and Grenada
The Women’s League and Girls Grassroots Festivals. The Women’s League started on 5 July, 2014 at the Alston George Park. The League involved seven (7) teams. Most of the funding came from FIFA which also included uniforms and other equipment. The League was called the GTM Women’s League due to the fact that GTM Insurance contributed financially towards the success of the League. In the end, prizes were awarded to not only the outstanding individual and team performances but also to the managers and coaches of the various teams. Teams placing first, second and third were: St. George’s Flamboyant, St. Patrick’s Leapers Girls and St. David’s Spice Divas respectively. The League ran for approximately four (4) months. Some EC $47,000 was spent on the League. However, there was a lot to be desired from the level of organization and competence of the players. A national women’s team was selected from the League in preparation for a tournament, the Carnival Cup, in the USVI. However this was cancelled and the team toured St. Vincent & the Grenadines playing two matches at 1:1 and 2:2, then onto Barbados where the one game was drawn at 1:1. The Team was coached by Nat Simpson and managed by Delis Peters with Jerry Alexis as the Fitness Trainer.
GIRLS GRASSROOTS FESTIVAL Originally Trinidad & Tobago was stated in our group but was later a group host for another group. The team was coached by Andrew Munro and managed by Phillip James. Aruba was the only country advancing from the Group.

St. David’s and Carriacou were recipients of Girls Grassroots Festivals which was supported by FIFA Women Football Development. Close to forty girls in St. David’s turned up at the Belle Vue Playing on July 12th, 2014 to participate in Grassroots Football activities. The following weekend, the Hillsborough Playing Field in

Carriacou was the venue for the second festival but due to inclement weather conditions the turnout was poor. Only fifteen girls attended.

WOMEN’S COMMITTEE REPORT
Since March, 2014, five (5) meetings were convened by the Women’s Committee.
1. GTM/GFA INAGURAL WOMEN’S LEAGUE The 2014 Inaugural GTM/GFA Women’s League had a press launch on Wednesday 25th June, 2014 at 10:00 am at the GFA Secretariat Conference Room. Present were the Chairman of the Women’s Committee Mr. Allan James and the Women’s Coordinator Mr. Franklyn Simpson.
The ladies were placed into teams and three matches were played. So far three successful rounds of matches were conducted at St. Marks, St. Patrick’s and St. David’s. One at St. John’s was unsuccessful due the after carnival break and heavy rains the night before. The Women’s League resumed on Saturday 13th September, 2014 at Cuthbert Peters Park, Gouyave, St. John’s from 10:00am.
2. TEAM NAMES During the press launch we updated the media on the goals and objectives of the league, the naming of the eight teams and the start date of the tournament were announced. After the deliberation there were some questions from the media and answers were given by the head table. On Wednesday 2nd July at 4:00 pm, a meeting was held at the GFA Secretariat with all the management staff of the various teams and the women’s committee and we discussed the way forward and what was expected for the league and the opening match day. On Friday 4th July, at 10:00 am, we had a photo shoot at the National Stadium with some players and management staff in uniform. Saturday 5th July, 2014 at 9:00 am was the kick start of the Women’s League at Alston George Park, Victoria, St. Marks. Present at the opening were President of the GFA, Cheney Joseph, Vice President and Chairman of the Women’s Committee Allan James, Women’s Coordinator Franklyn Simpson, Technical Director Lester Smith, Father Hugh Logan, Executive members, Ken Whiteman, Jester Noel and Eric Peters, female match officials and the management staff for the various teams. We had over 95 ladies registered on the opening day to participate in the tournament from all the parishes.

3. SPONSORSHIP GTM Insurance sponsored the Women’s League with $7000.00 in cash.
4. EQUIPMENT All equipment for the league was donated by FIFA, through our women’s program. We received tops, pants, socks, shin guards, goal keeper pants, tops, socks and gloves, bibs, ball bags and size 5 balls.
5. REGIONAL APPOINTMENT On the 4 – 17 August, 2014 three of our female match officials participated in the CFU U15 Girls Tournament in the Cayman Islands. They were Arsha Wellington, Rockell Hood and Vyna Wilson.
6. GIRLS FESTIVAL • Seven (7) Girls Festivals were planned for 2014. We received balls, bibs, cones and markers for 200 girls. • It was for girls 6-14 years. • We are mandated to have the first 3 festivals and after send a report to FIFA.
7. FIFA FOOTBALL COACHING COURSE Five (5) of our women participated in the FIFA Football Coaching Course held on the 17 – 19 July, 2014 at the Grenada National Stadium, conducted by German Coach and FIFA Coaching Instructor Jochen Figge. The course was both theory and practical. It is the GFA’s vision to engage and incorporate more women in the sport.
8. REGIONAL COACHING WORKSHOP Franklyn “Nat” Simpson attended the FIFA Women’s Football Regional Coaching Course in Toronto, Canada from the 4 – 13 August, 2014. There were both Theory and Practical sessions. Sessions were held on Trends in International Women’s Football, Match Analysis, From Analysis to Practical, Role of a coach and Talent Identification. All participants were given a certificate at the end of the course. He made some recommendations which the Executive reviewed.
10. FIFA INTERNATIONAL MATCH APPOINTMENTS Three (3) of our Female officials were nominated to the FIFA International match officials list for 2015. They were Arsha Wellington, Tia Mc Intosh and Afy Fletcher. Two of the three got appointed. They are Arsha Wellington (Female Referee) and Tai Mc Intosh (Assistant Referee). They have all since received their official badges and kits.
11. LONG TERM DEVELOPMENT PLAN GFA has developed a long term development plan for women football development programmes for 2015 – 2018 and have since appointed a Women’s Development Officer for the Association, Ms. Malaika Church.
12. WAY FORWARD It was agreed at the Executive level that each parish will have a coordinator for women and to develop a center for girls.

9. CONCACAF WOMEN’S SYMPOSIUM Ms. Kasandra Pascal attended the Inaugural CONCACAF Women’s Football Seminar “Lets Develop Women’s Football” held in Philadelphia, Pennsylvania. The objective of the seminar was to deal with: • Current status of women football in CONCACAF. • Common needs in the region. • Strategic planning.

2. BELLE VUE RANGERS’ PROPOSALS I.
BVR’s letter dated 15th January 2015 proposed amending Article 37 to provide for a Director for each Parish. The Committee considered the proposal and decided that the existing provision should not be changed as BVR’s proposal could result in one club having a Director if it were the only club in the parish.

BVR’s second proposal per letter of 15th January proposed to amend Article 38 to expand the Executive to provide for two (2) Vice Presidents. The Committee decided that BVR should identify the harm or problem that had arisen or that was foreseen; and to clarify how the proposed change was to address or resolve the harm or problem.
3. POLICE SPORTS CLUB’S PROPOSAL I.
Police Sports Club’s letter dated 20th January 2O15 proposed amending Article 43 (3) to remove the provision that all chairmen and deputy chairmen of Standing Committees by changing the word “shall” to ‘may’. The Committee agreed to recommend the change.

The Committee also decided that the number of Standing Committees be reduced by having all other named committees removed from the Statutes and that provision be made for the appointment of ad hoc committees as was required from time.
4. ARTICLE 15 The Committee considered Article 15 of the Statutes and decided to recommend that the following be included: I.
an obligation to maintain the requirements of obtaining membership; and
II.
an obligation not to be absent from three (3) consective meetings of the General Council.
6. OTHER MATTERS Consideration of the following matters was deferred to next meeting of the committee: I.

The General Secretary indicated that there were thirty-two (32) affiliates present. A quorum was established for the commencement of the meeting. Mr. Cheney Joseph, President commenced chairing the proceedings by inviting all present to observe one minute of silence for the passing of the father of a member of an affiliate, Mr. Max Toussaint, the sister of the Former President of the GFA, Mr. Ashley Folkes and all those affiliated to the GFA who went to the great beyond since the last AGM.

The President introduced to the members of the General Council the visiting delegates; Mr. Alfredo Whittaker, representing the President of CONCACAF, Mr. Howard McIntosh, Observer/FIFA Development Officer and Mr. Mark O’Neal, Legal Council representing FIFA and CONCACAF. Mr. Whittaker apologized on behalf of Mr. Webb for not being present at the meeting since he was attending the opening of the U-17 Female World Cup in Costa Rica. He also conveyed a message from the Mr. Jeffery Webb, President of CONCACAF which reads:“On behalf of CONCACAF I thank you for the invitation to Grenada for participation in your Annual General meeting unfortunately work commitments prevent me from attending this important event. Nevertheless, I will like to extend my deepest appreciation to all of you for your continued thrust and support on this journey towards the advancement of sports within our region. Furthermore, it is only encouraging to feel the commitment of your President, Cheney Joseph and the Executive Committee working towards excellence. I express my sincere respect as you have embraced the occasion with the love in the name of football. We have also made a strong pledge directed at the sport in Grenada by ensuring great leadership skills working along all stakeholders. Furthermore, we are very pleased with your commitment towards transparency which will contribute to promoting the sport and ultimately getting the road map for expanding the reach of your football.

b. Approval of the minutes of the previous meeting; The President indicated that the members of the General Council would have received the minutes of the last Annual General meeting from the GFA Secretariat. Combined Northerners Mr. Carl Phillip indicated that Combined Northerners was yet to receive the full complement of the minutes of the Annual General meeting 2013. The General Secretary pointed out that all members of the General Council were provided with a copy of minutes of the last Annual General meeting. It was indicated that the minutes can be found from page 1-19 of the booklet provided to the members. Sunjets United Ms. Bernadine Andrews referred to page 12 of the meeting document. It indicated “Mr. Joseph proposed that a meeting be convened to discuss items b and e on a date towards the end of April 2013. Members of the General Council will be advised accordingly by the GFA Secretariat whenever that date is identified.” Ms. Andrews further stated that what she read was proof that there was a second meeting so there is a need to have all the minutes. She also pointed out that the minutes provided was from the meeting held that particular Saturday but there were two additional meetings held during the year 2013. At this time Mr. Joseph asked for a one on one discussion with Mr. Smith to seek clarity on the matter with the minutes.
St. Paul’s Mr. Robinson mentioned that he had in his possession the correspondence from the Secretariat indicating that the date for the second meeting was supposed to be Saturday April 27, 2013.
St. Paul’s Mr. Robinson mentioned that the same situation occurred at last year’s meeting, that wasted three days so to avoid a similar situation that the members of the General Council vote to eliminate this problem.
Mr. Joseph mentioned that while the Secretariat was asked to make available copies of the portion of the minutes missing, that the other part be reviewed in the meantime.
Morne Jaloux Mr. Victor Daniel rose in support of the proposal made by North Stars to defer the minutes. As suggested in the interest of time requested that the members of the General Council support the proposal.
Combined Northerners Mr. Phillip suggested that the minutes be deferred for two (2) weeks which will give sufficient time to the Executive Committee and members of the General Council to review the content of those documents. St. Paul’s Mr. Robinson indicated that the procedure proposed was unconstitutional and solicited the advice of the FIFA Legal Council on the matter. North Stars Mr. Max Toussaint expressed thanks to the President and the members of the General Council of GFA for the support rendered to him and his family on the passing of his father. Mr. Toussaint stated that in relations to item (B) on the Agenda, begged the members of the General Council and the Chairman to defer the item to a later date. He further indicated that for the expedience of time and for the process of the AGM that the matter be deferred. The proposal presented by North Stars to the members of the General Council was that item b on the Agenda be deferred until all the other information is available.
Mr. Mark O’Neal, FIFA’s Legal Council made the comment that procedurally the statutes are clear, as the highest decision making body of the GFA, if the minutes are not approved now then they can be deferred and approved at a later date. Proposal - North Stars: - “Item b on the Agenda be deferred to a meeting of an Extra-ordinary General Council and that the items missing from today’s minutes be circulated sufficiently early so that members can discuss the items at the next meeting.” Seconded by: Morne Jaloux Voting: In favour – 30 clubs Abstain – 2 clubs (Carenage, Combined Northerners) Against – 0 Mr. Joseph informed the General Council that the Executive Committee made an effort to have for the first time an AGM Booklet which should have been in Grenada originally two weeks ago. There have been some delays with the printers and some further delays but unfortunately all efforts to get the booklet into

Grenada for the meeting proved futile. However, as soon as the booklets arrive in Grenada each affiliate shall received an AGM report which will include all the items distributed excluding the minutes. The AGM booklet will consist of the Secretariat Report, Financial Report, 2014 Budget proposal, the Calendar of Events etc. The President sincerely apologized to the members of the General Council for the non availability of the AGM Booklet and assured the members that it will be in Grenada no later than Tuesday March 18, 2014.
c. Approval of the report of the President; Mr. Cheney Joseph read his report to the members of the General Council. See a copy of the President’s report already distributed to clubs. A motion was moved for the approval of the report of the President by St. Paul’s and seconded by Happy Hill. The General Council voted unanimously in favour of the report. Questions North Stars Page 2 – paragraph 3 – “…emphasis on female football was a major accomplishment of the President in 2013…” It was pointed out that that “the President” should be replaced by “the GFA Executive Committee” Eagles Super Strikers Mr. Jester Noel pointed on page 2 paragraph 4 “…our support for women football cannot be complete without the integration of women into the administrative aspect of the game. Our request is for each of our affiliates to make provisions for at least

one female member on their respective executive committee. I therefore call on this house to also make provision for the provision of one female on the National Executive Committee by virtue of cooperation with no voting rights until the next Annual General Council where we can consider electing a lady to serve on the National Executive Committee for a period of two years.” Mr. Noel asked if the President was indicating that the lady vying for the position of Vice President was incompetent of being placed on the Executive Committee. Mr. Joseph responded by explaining that the members should take the report into context since the report was prepared and submitted to the GFA Secretariat since December 2013. At that point in time there was nothing about elections in terms of nomination so his report was on the basis of his thoughts. Sunjets United Ms. Bernadine Andrews made the comment that for the third consecutive year made the same point that in the President’s report she has not seen a report from the parish representatives on their stewardship. It was expected this year to be included into the President’s report but it’s not incorporated. According to the constitution there are a number of committees and those committees are appointed and again there are no reports from those committees in the President’s report on what was achieved or not achieved in the last year. Mr. Joseph stated that he does support the desire to have other reports included but does not believe that it has to be part of the President’s report but supports the idea that committees and the parish representatives give some accountability to their stewardship.
St. John’s Sports Mr. Peters indicated that he was in support with the comments made by Sunjets United but it cannot form part of the President’s report since the President’s report is independent. However, what needed to be done by the General Council was to move a motion where they would request that at the next Annual General meeting all standing committees and parish representatives would have to submit written reports to the General Council.
Mr. Joseph recognized the presence of the GFA Legal Counsel, Mrs. Sabrita Khan Ramdhanny at the meeting. Sunjets United Ms. Andrews made reference to item 3 of Article 30 – Agenda for AGM which states “…the Agenda may be modified providing that you have a presence of two thirds majority of the votes in favour of the modification….”
Mr. Peters made the point that for the image of the GFA proper Parliamentary procedures should be established and asked that the Executive Committee look assiduously at instituting those procedures.
Ms. Andrews stated therefore that in support of the proposal made by St. John’s Sports the General Council can modify the Agenda of the AGM to include the proposal and vote on it for the matter to become an item for the Agenda.
Mr. Peters also stated that it is important for the members of the General Council stand and contribute to the proceedings but whenever certain members are exceeding their speaking time a mechanism should be implemented to cut short those practices.
GFA’s Legal Council Mrs. Ramdhanny advised that there was no need to modify the Agenda all that needed to be done was to ask the parish representatives and the respective committees to provide a report to the General Council.
Motion proposed by St. John’s Sports The General Council considers making it a requirement that committees and parish representatives are accountable to the members of the Congress and therefore reports from these committees and the parish representative is part of future meetings. St. Paul’s Mr. Robinson disagreed with the comments made by the previous affiliates and stated that the reports should form part of the President’s report. He also wanted to know if the parish representatives are a part of the GFA Statutes. The President said yes.
Sunjets United Ms. Andrews went on to ask, under which Agenda item will the General Council take those reports. St. John’s Sports Mr. Peters made reference to the Statutes as it relates to the Annual General Meeting speaks to Article 29 sub section (3) states “The Agenda will include the President’s report, the budget, the accounts and any other relevant documents.”He also stated that the General Council should not ignore the relevance of the parish representative reports and any report that the Council made deem necessary. All that needed to be done was to propose and for Council to approve the proposal.

St. Andrew’s Football League (SAFL) It was indicated the Agenda made provisions for the President’s report. The President’s report should be a reflection of the Executive Committee’s work for the year so the President must seek to obtain those reports from the parish representatives and incorporate them into the President’s report. FIFA Legal Council Mr. Mark O’Neal stated that the GFA Statutes are clear. For any change to be made to the Agenda two third of the members of the General Council must agree. If the General Council has to make any decision on the matter they first have to agree to include it into the Agenda and once the approval is received by two thirds of the votes then the modification can be made. Combined Northerners Mr. Phillip suggested that the inclusion of the parish representatives’ reports be under item (o) on the Agenda of the Annual General meeting.
d. Approval of the audited accounts for the previous year; Report by the representative of Panel Kerr Forster (PKF), Mr. Joseph James. The audited financial statement of the Grenada Football Association (GFA) as of December 31, 2013 A motion was moved for the approval of the audited accounts for the previous year was moved by Hurricanes and seconded by South Stars. Voting – In favour- unanimous

e. Approval of the budget for the following year; Combined Northerners Mr. Phillip stated that according to the approved budget for 2013 there was supposed to be a FIFA grant for IT equipment. Mr. Phillip wanted to be informed as to the status of this matter. The General Secretary informed that the matter is still being discussed for 2014. Queens Park Rangers Mr. David Griffith referred to page 11 of the statement and pointed out the outstanding amounts owing to Mr. Ashley Folkes and suggested that some arrangements be made with Mr. Folkes and the GFA to work out a payment plan regarding the outstanding monies. Mr. Joseph said that it was the intention of the Executive Committee to reduce its debt by a certain amount in 2013 but has not been able to do so. The commitment is still there to ensure that this is done going forward and has already began engaging some of those creditors. Sunjets United Ms. Andrews stated that she was presenting a motion requesting the members of the General Council not to approve the budget at its present form but to ask the General Secretary and the Chairman of the Finance Committee to provide to the General Council some additional information as well as a document justifying those figures presented in the budget. Mr. Ken Whiteman, member of the Executive Committee provided some clarification on the proposed budget to the members of the General Council. The budget that was prepared by the Finance
Committee consisted of a Capital component (GFA Headquarters, Fond Project, balls and donations, etc) and a separate document was prepared comprising of all expenditure which included amounts owing to Mr. Folkes. North Stars Mr. Toussaint wanted to know if the member of Sunjets United is a member of the Finance Committee or is she employed with the GFA as the Finance Officer over the previous year. This is the second Annual General meeting Ms. Andrews attended where she criticized the Executive Committee. St. John’s Sports Mr. Peters asked whether the budget prepared for 2014 was prepared and binding on the incoming Executive Committee. Mr. Peters wanted to know if the budget had to be approved at the meeting or whether it can be postponed to another meeting after being examined by the new Executive Committee members. Motion by Sunjets United: The budget not be approved at the present form Seconded by; Combined Northerners Voting: A motion was moved for the approval of the 2014 budget by Hurricanes and seconded by North Stars. Voting- in favour – 17 against – 6 abstain – 4 Motion failed

Appointment of Scrutineers; The Scrutineers proposed by the Executive Committee were Blue Stars, Class Herb Roots and Eagles Super Strikers.
g. Election for any vacant position; Mr. Mark O’Neal addressed the General Council on this matter. He said over the past months CONCACAF has been receiving complaints, queries and questions from many of the GFA affiliates in relation to the elections on the position of Vice President. This matter appears to be causing doubt as it relates to the election. The Statutes clearly state although strange that the Vice President will first serve in the position for two years and then can be reelected to serve for four years. Mr. O’Neal stated that in view of the aforementioned, asked the members of the General Council to decide whether the election for the position will be held now or at a later date giving the candidates sufficient time to campaign for the position. It was recommended that the mandate (2 or 4 years) be agreed upon by the members of the General Council. The General Council will decide whether or not they will proceed with the General Elections for the position of Vice President. Then the voting will require two thirds majority of the delegates in favour of what was agreed. Combined Northerners Mr. Phillip made the point that it was unfortunate that it came to this point since he can recall at that meeting the President indicated that the term of office was for four years which was supported by the then General Secretary. Mr. Phillip also stated that only the representative from North Stars made a comment to the contrary. North Stars Mr. Toussaint said that he was in agreement with FIFA’s Legal Council on his interpretation of the GFA Statutes on the matter.

GFA’s Legal Council Mrs. Khan stated that there seems to be a difficulty with the election for the position of Vice President based on the various comments made as to whether the term should be for four or two year. In those circumstances, suggested that based on Article 33 that there is a motion that the Agenda be modified which required two thirds of the votes of the clubs present to defer the election of the Vice President to another date to be set by an Extra-Ordinary General Council meeting. TAMCC A motion was moved for a special meeting to be called at a later date for the election of the position of Vice President. This motion was seconded by GBSS. Voting: In favour 7 Against 16 Abstained 2 Motion failed

Votes on proposals for amendments to the Statutes, the regulations governing the application of the Statutes and the standing orders of the General Council, proposals submitted by Members and Executive Committee, and any other proposal; Mr. Francis Williams, member of GFA’s Legal Committee brought forward to the attention of the members of the General Council a proposed change to the GFA Statutes. The Legal team consisted of Mr. Peter Blair, Mr. Cheney Joseph and Mr. Francis Williams. The content of the proposed change reads: “Moreover as it relates Chairmen and Deputy Chairmen of the standing committee shall be members of the executive committee and we have also form the opinion that it would make good practical sense to replace the word “shall” in the statute with the word “may”. In the statute “shall” mean must, leaving no discretions, but “may”

gives an option, so it is the recommendation of the committee that “may” replace “shall” as it relates to the Royal Grenada Police Force recommendation and this is also the recommendation of the committee.” Sunjets United Ms. Andrews pointed out that FIFA has provided member associations with standard statutes and those standard statutes provide a guide for the member associations to generate their statutes. In the preamble to those standard statutes the first paragraph said “Statutes form the backbone of an association regulating its activities on how it’s organized. Moreover, the association must take care to ensure that its statutes are fully compliant with the provision of FIFA Statutes.” FIFA Statutes on Standing Committee says “the Chairman and Deputy Chairman on Standing Committees shall be members of the Executive Committee with the exception of those of the audit and compliance committees.” Ms. Andrews asked whether the proposed change was forwarded to FIFA’s Legal Department for their opinion or solicited the input from the FIFA Legal Council present on the matter. FIFA Legal Council Mr. O’Neal stated that until 2013 the FIFA’s Standard Statutes were not mandatory on associations. It was a recommendation so associations did not have to follow it. The FIFA’s Standard Statutes indicated that member associations must be guided by the principles which FIFA consider mandatory.
St. Paul’s Mr. Robinson suggested that the word “shall” remain in the GFA Statutes and the Executive Committee work around that to reflect GFA’s situation. A motion was presented by the Legal Standing Committee that the world “shall” be replaced by the word “may” in the GFA Statutes as it relates to Chairmen and Deputy Chairmen of GFA Standing Committees being members of the Executive Committee. Therefore, informed the members of the General Council and FIFA representatives that he was redrawing himself from this election for the position of Vice President. A motion was moved by the representative from Blue Stars that the term of office for the position of Vice President be for a period of four years. The motion was seconded by Honved. Voting: In favour -10 Against-6 Abstained-16 Motion failed
The meeting ended at 4:20 p. m.
The term of office for the position of Vice President will be for a period of two years in the first instance then after elections that person will serve four years.

5. Approval of the minutes of meeting held on Saturday 30th March, 2013 6. A motion to approve the minutes by Carl Phillip, Combined Northerners and seconded by Christopher Joseph, South Stars. 7. Matters arising from the minutes Mr. Carl Phillip indicated that on April 27, 2013, we did not do the budget and the audit financial statement. They are both outstanding. Mr. Phillip also stated that we had a draft budget from Mr. Wayne Francis and indicated we can pass it, but he cannot remember the date, but a meeting was convened. The President indicated that the responsibility to provide the minutes is the Secretariat.

Mr. Carl Phillip indicated that the member from Queens Park Rangers, Mr. Griffith suggested we use a matrix in moving forward with the minutes. Page. 2 Sunjets: The former General Secretary, Mr. Victor Daniel’s court matter went to mediation and it was remedied. We have to return to court on October 24th, 2014. The chairman indicated that when Mr. Jeffrey Webb was in Grenada he had a discussion with Mr. Daniel and a proposal was made to him, but the President said he could not make that decision while he was in the Cayman Islands. He further stated that Mr. Daniel requested another meeting, but was not convened. Both Mr. Daniel and G.F.A feel they have a strong case. Page. 7 Combined Northerners: Mr. Carl Phillip indicated that he did not get a report on the US $40,000.00 as yet. The Chairman said he spoke at length on the matter on more than one occasion. The chairman indicated to Mr. Phillip that he spoke to Mr. Ruel Edwards on the matter and a report will be presented to him at the most convenient time. Same will be presented at the next Extra Ordinary Council meeting. Mr. Phillip inquired about the status of Spartax. The Chairman said he cannot speak on the issue because the club representative in question is not present. Mr. Carl suggested we can reach Spatax by submitting an article in the newspaper and use all the other mediums to reach them, and this can be done by the Secretariat or we remove them from the list of affiliates. Sunjets: Ms. Bernadine Andrew indicated that based on the GFA Statutes Article #16, Spartax suspended themselves.
Page.11 Update on Goal and Special Projects: The President gave the meeting an update on both projects. For the Goal Project, the chairman indicated that there are some legal issues to be dealt with in terms of termination clause, which FIFA legal does not want. The Attorney General Mr. Cageton Hood said they will bring the matter to the Cabinet. The Fond project is now a Licence agreement as stated by FIFA. The GFA legal is in discussion with FIFA legal on the matter. The GFA is looking forward to propose our third goal project by September, 2014, which is a Technical Center. Page 14 Combined Northerners Mr. Phillip inquired the status with S.G.U as an affiliate of GFA. The chairman responded by saying they were supposed to be at the AGM, but were unable to attend. They will participate in our Knock-out tournaments, but not in the league competitions. The GFA and S.G.U are working on Certification programmes for coaches, Medics, trainers and technical persons in partnership with TAMCC. Page 16 Sunjets Ms. Bernadine Andrew indicated that one club voted against the membership of SGU in 2013, which is Sunjets. The chairman informed the meeting that the Secretariat received a letter from Five Stars indicating that former member of Futgof is now a member of Five Stars. It was suggested that Futgof sends a letter to GFA in regards to the letter from Five Stars. The letter was read to Council by the chairman. Letter received on the 17 April, 2014.
Ms. Bernadine Andrew suggested that the Secretariat send a communiqué to Five Stars informing them of the number of delegates each member is allowed to submit at Council and who are the three persons.

Members must inquire from the Secretariat, all the courses which will be held for the year and send the names of members to attend each course with Bios along with it. Parish representatives must inform their membership on the courses that are available to the GFA for the year. Mr. Carl Phillip indicated that the Secretariat must include in the agenda: the minutes, matters arising and correction for the way forward. Item – O Combined Northerners: Mr. Carl Phillip indicated that he is asking for information and he not getting it. He further stated that he note it and move on. The Chairman told Council that remuneration is in the Statutes. For 2013, February, $300.00 in March and $150.00 Financials: The Chairman suggested that the Secretariat will put a letter together for the members of Council who request information at least six weeks before the meeting. Adjournment The motion to adjourn the meeting was moved by Carl Phillip, Combined Northerners and seconded by Happy Hill, Sherryann Hector. The meeting ended at 12:20 p. m.

We have audited the accompanying financial statements of the Association which comprise the statement of financial position at 31st December, 2014 and the related statements of income and accumulated deficit and cash flows for the year then ended and a summary of significant accounting policies and other explanatory notes.
Responsibility for the Financial Statements Those charged with governance are responsible for the preparation and fair presentation of these financial statements in accordance with International Financial Reporting Standards for Small and Medium-Sized Entities. This responsibility includes: designing, implementing and maintaining internal controls relevant to the preparation and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.
Auditors’ Responsibility Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with International Standards on Auditing. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance whether the financial statements are free of material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the financial statements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

INCORPORATION AND PRINCIPAL ACTIVITY The Association was established in 1924 to control and regulate the game of football in the tri-island state of Grenada, Carriacou and Petite Martinique.
2.
SIGNIFICANT ACCOUNTING POLICIES The principal accounting policies applied in the preparation of these financial statements are set out below. These policies have been consistently applied to all years presented, unless otherwise stated. (a.) Basis of Accounting These financial statements have been prepared in compliance with International Financial Reporting Standards for Small and Medium-sized Enterprises (IFRS for SME’s) and under the historical cost convention. The financial statements are expressed in Eastern Caribbean Currency dollars. The preparation of financial statements in conformity with IFRS for SMEs requires the use of certain critical accounting estimates. It also requires management to exercise its judgment in the process of applying the Association’s accounting policies. The areas involving a higher degree of judgment or complexity, or areas where assumptions and estimates are significant to these financial statements are disclosed in Note 3. (b.) Property, Plant and Equipment Property, plant and equipment are stated at cost. Depreciation is provided on the straight-line basis at rates expected to apportion the costs of the assets over the period of their estimated useful lives. The rates used are as follows: Per annum Furniture and equipment 10% Computers 25% Motor vehicles 20% Fencing 10% (c.) Foreign Currency Foreign currency transactions during the year have been effected at the rates of exchange ruling at the dates of the transactions. Assets and liabilities expressed in foreign currencies are translated to Eastern Caribbean Currency dollars at the rates of exchange ruling at the end of the financial period. Profits or losses on subsequent conversion are reflected in the operations of that period.

(e) Trade Payables Trade payables are obligations to pay for goods or services that have been acquired in the ordinary course of business from suppliers. Accounts payable are classified as current liabilities if payment is due within one (1) year or less, if not, they are presented as non-current liabilities.

CRITICAL ACCOUNTING ESTIMATES AND JUDGMENTS IN APPLYING ACCOUNTING POLICIES The development of estimates and the exercise of judgment in applying accounting policies may have a material impact on the Association’s reported assets, liabilities, revenues and expenses. The items which may have the most effect on these financial statements are set out below. Property, plant and equipment Management exercises judgment in determining whether future economic benefits can be derived from expenditures to be capitalized and estimates the useful lives and residual values of these assets.
