Memorial Day services planned this week

cNairy County has at least two Memorial Day events scheduled Saturday, May 28, and Monday May 30. On Memorial Day we honor all the men and women who have died in military
service as a time of remembrance. It is traditional to fly the flag of the United States as half staff from dawn to noon. Many take time to place an American Flag on each grave in national cemeteries. This day was inspired
by Southern states who honored Union soldiers who died during the Civil War. After World War I, it was extended to include all men and women who died in any war or military action. McNairy County veterans
take time each year on this day to honor the soldiers lost in battle and never forget the ultimate sacrifice for our freedom. The Selmer and Adamsville American Legions Posts have events planned. On

Selmer mayor fires parks & rec director and announces replacement without board approval By Janet Rail Publisher

ast Wednesday, Selmer Mayor Sherry Inman, went over the heads of the city's Board of Aldermen when firing and replacing a city director prior to the approval or rejection of the board. Selmer operates on a system where the mayor is a symbolic head of the city. The mayor has influence more than power in order to drive the city's agenda. The board is the legislative body while the mayor is the executive. While the mayor is elected, she must operate within the
boundaries set by the town charter. Last Wednesday, the mayor fired parks and recreation director Sybil Dancer. Dancer was called to meet with the Mayor on Wed., May 18, where she was informed she was being terminated. Dancer refused to sign the terminating document. It appears, mayor Inman assembled an audience for the event. After serving over 20 years, Dancer left her office and plans to appeal the decision to the Board. AHS students wins state welding competition
A
damsville High School junior Tommy Milligan recently won the Skills USA State Championship in welding. He will compete for the national award in Atlanta in June. He has taken welding classes at AHS and is currently enrolled in dual enrollment welding courses through Tennessee College of Applied Technology
at Crump. AHS welding instructor Wes Johnson is very impressed with Milligan’s performance, stating that he is the first junior from the school who has won the competition. Johnson stated, “He could win back-to-back years. He could be one of the best welders that has come through our program.”

Joe Barker appointed as Blue Oval City representative by West Tennessee leaders
T
he Southwest Tennessee Development District (SWTDD), the West Tennessee City Mayor's Association, and the West Tennessee County Mayors Association independently voted to appoint SWTDD president Joe Barker as their representative for the Blue Oval City project to assist in keeping communication current and up to date for all municipalities in West Tennessee. In a prepared statement, Ford Motor Co. shared looking forward to working with Barker in his new role as West
Tennessee mayor's local government representative to Blue Oval City. Barker will be responsible for coordinating with all West Tennessee rural communities and assure all have a voice in the project and have the ability to share all the benefits brought to this region. The investment of Ford Motor Co. of $5.6 billion is the largest single investment in the state and communities all over West Tennessee will be critical to the project's success. Every county will have some benefit from the project due to the invest-
ment by Ford. SWTDD is based in Jackson where the announcement was made with mayors present from the eight counties of Chester, Decatur, Hardeman, Hardin, Haywood, Henderson, McNairy and Madison. Baker is a public servant and was past mayor of Savannah and Hardin County. In this role, Barker will be charged with communication to all eight counties, coordinating projects and assisting in the preparation of the development of the megasite, Blue Oval City in Stanton, Tennessee.

Selmer mayor......................................................................................................................................................................................................................................From page 1 Inman met with several staff members of the Parks and Recreation Department to introduce them to Rex Davis, her intended replacement for Dancer. The mayor announced Davis would report to work on June 1. Davis was previously taken around to tour the parks, pool and community center. It appears the mayor has given Davis a new title, one neither proposed to or approved by the Board of Aldermen.The mayor herself does not appear to have notified the board of her decision to fire Dancer, either before her actions or following. According to reports, several people have inquired about applying for Dancer's position. However, it appears the job, is some form, was already filled without any notification. According to the charter, the mayor does have temporary authority to demote, fire or remove an employee. However, the temporary actions of the mayor shall be effective until such time as they are confirmed or rejected by the board. Furthermore, only offices/positions of employment provided for in the annual budget, as approved by the Board, shall be filled. A new po-
sition or title is only approved by the Board and must be accounted for in the annual budget. According to the charter, “the Board of Mayor and Aldermen shall appoint all employees who are designated as department heads, (As replaced by Priv. Acts of 2006, ch. 26 2). Before removal, demotion or suspension for more than 10 days, an employee shall be given a written notice of intention to suspend, remove, or demote, containing a clear statement of the grounds for such proposed action, and notification that they may appeal to the Board by filing, within 10 days, with the Recorder written notice of their intention to do so.” Under the current charter, the mayor is the ceremonial head of the town. The mayor shall preside at meetings of the board, and shall not have a vote on any matters except in the case of a tie vote. The mayor shall be the office to accept process against the town, and shall perform other duties imposed by the charter and by ordinances not inconsistent with the charter. The mayor shall have the powers of a business manager; further,
the mayor shall have supervision and control of all administrative affairs of the town and shall be chief executive. The mayor will have assess to all the books, records, offices, and papers of
recommendations of the needs of the town at any time deemed advisable. To date, the mayor has not consulted with the aldermen, in work sessions or regular meetings regarding any issues

Dancer is also a county commissioner in the county and Inman has continually complained to Dancer that she should not have other priorities while serving in Parks & Rec director. However, two other department heads are also county commissioners and it does not appear that the mayor has had no concerns with the other department heads serving on the commission. The Charter does stipulate clearly other areas of authority of the Mayor. However, positions such as the Town Recorder, Town Attorney, Town Judge and Town Treasurer all serve at the pleasure of the board, stipulating specific control of our board over certain employees in leadership positions. The board itself has much broader authority. According to the charter, may subpoena and examine witnesses and order the production of books and papers and has the authority to, by ordinance, adopt rules and bylaws to govern the conduct of its business including procedures and penalties for compelling the attendance of absent members.
The board further appoints a vice-mayor after each general election. Our current vice-mayor is John Finlayson who has served as an alderman over 16 years and is in his fifth term. He will serve for two years per the charter. Finlayson has yet to have any communication via text, email or verbal regarding the termination of Dancer. Mayor Inman stated she has no comment at this time. Even in the role of a vacancy in the mayor's seat, the board must declare a vacancy exist. In the case of Dancer, after receipt of notice of appeal, the board shall set a time and place for a public hearing on the matter, to be held within (20) days thereafter. The board may override or modify the removal, demotion or suspension by majority vote of the full membership of the board and the board's action shall be the final determination of the matter. A violation of ethics or the Charter gives the board little recourse but to enforce the covenants and begin the process of discovery and appeal. The mayor is the public face but not the ruling force in such matters in the City of Selmer.

#McNairyStaycation includes Friday Night Live which will happen on the fourth Friday of June and July. We will have bands playing music while having late night slug burgers from Pats until 8 p.m. as well as shopping in local businesses. Walking Tall Music Fest is on June 4 in Adamsville, Tenn. First Friday is a new event for Selmer where local businesses will stay open from 5 p.m. - 8:00 p.m. and food trucks will be in the downtown location. The Rockabilly High-
way Revival is scheduled for June 11th and is going from 8 a.m. - 8 p.m. with bands spread throughout downtown. The lineup includes Lloyd Watkins and The Hammer Down Band, The Cadillacs Band, Rudy Moore and The Bluegrass Pals, Bo Jack Killingsworth and the Hammer Down Band, Rinehart and Rose, and the Dawg Creek Band. ulia “Judy” Knight, a loving mother, terrific friend, witty conversationalist, and Christ follower went home to be with Our Lord and Savior on May 15, 2022. She was born on July 8, 1942 to J.B. and Gladys Potts. She was a voracious reader and enjoyed coffee, crafting, scrapbooking, traveling, and sharing her faith. Survivors include Willard Knight, her loving husband of 61 years, her daughter, Lee Ann (Brent) Burton of Mt Juliet, Tenn.,
her son, Joe Knight of Chattanooga, Tenn., and sister, Faye (Ed) Barron of Guys, Tenn. She is also survived by her uncle, James Earl (Bobbie) Potts, several nieces and nephews, honorary daughter Patrice Williams, and honorary son Rick Houston. In lieu of flowers, the family asks that you please consider making a donation to Samaritan’s Purse. Visitation was held on Friday, May 20, 2022 from 5:00 p.m. to 8:00 p.m. at Magnolia Funeral Home – 45 South. Services and burial to followed on Saturday, May 21, 2022 at 11:00 a.m. Interment will followed in Magnolia Gardens.

ale Youngblood was born January 17, 1960 in Corinth, Miss., the son of Bea James Youngblood and the late Joe Youngblood.
He was united in marriage to Wannette Mullen on August 28, 1988. He was a member of First Baptist Church in Selmer. He was an active member of the Masonic Lodge of Selmer. This led him to many positions within the Masonic organization. Dale loved holding pancake fundraisers for autism awareness through the Masonic lodge, playing golf, playing with his grandchildren and spending time with his family and friends. Dale departed this life on May 19, 2022 in Selmer, Tenn., at the age of 62 Years, 4 Months, 2 Days. He is survived by his wife of 33 years, Wannette Mullen Youngblood; daughters, Brandi

ames Ray Hamm James Ray Hamm was born on February 25, 1934 to James M. Hamm and Eunia Bell McMahan. From his earliest years, there was not much Ray couldn’t do. As a true southerner, he could be seen outside with a dog, a gun, or both. Ray was an avid hunter which led him through many years of successful bird, deer, and turkey hunting, but his most beloved was quail hunting. During this time, he raised very skilled, highly-trained bird dogs that would accompany him on many trips. Outside the woods, Ray was a passionate golfer. He was a charter member of the Selmer Golf and Country Club. Golf was a very important part of his life, and the “Gentleman’s Game” was taught to all of his children and grandchildren. He was the first superintendent for the course, as well as, the first individual to make a hole-in-one (a dream of any devoted golfer). His heart for helping others was evident upon meeting him. In the philanthropic side of his life, Ray was involved in the Selmer Masonic Lodge No. 743 for 60 years which promoted him to Master Mason in 2019. He retired from the United States Postal Service in Selmer as a Rural Carrier- a job he loved not
only for the line of work but for the people he met along the way. Ray was known by his closest friends for his skilled woodworking abilities and his keen eye for arrowheads. Searching the sands for arrowheads was one of his favorite activities. He was a jack-of-all-trades and a lover of God’s country. He was an active member of First Baptist Church in Selmer. Ray departed from this life on May 19, 2022 in Selmer, Tenn., with his children by his side. He is survived by his three loving children: Brenna Dawn Hamm, James Charles “Chuck” Hamm (Rhonda Whitaker-Hamm), and Robin Hamm Buchanan (Henry “Hank” Richardson Sneed); his three beloved grandchildren, Sarah Robin Buchanan, John “Jack” Price Buchanan, and Emily Hamm Larson, and a sister, Fran Deny of Memphis, Tenn. He was preceded in death by Mary Lou Littlejohn Hamm (wife), Freida Hollis Hamm (mother of his children), and four siblings: Will Tom Hamm, Frances Rose Robinson, Faye Hamm Armstrong, and Billy Frank Hamm. To know him was to love him. A graveside service was held at Lake Hill Memorial Gardens on Monday, May 23, 2022 at 1 p.m. in Bethel Springs, Tenn.

avid Smith was born July 30, 1935 in McNairy County, Tenn., the son of the late James (Frank) Franklin and Monnie Eron Gillham Smith. He was united in marriage to Phyllis Regenia Pounds on January 29, 1965. Mr. Smith worked for 29 years in the cutting department at Garan Manufacturing. For 13 years, he was one of the partners and plant manager of McNairy Shirtworks. He was a member of Mt. Sharon Presbyterian Church in the Gilchrist Community. An avid gardener who grew some of the best tomatoes, corn and watermelons. He also loved woodworking, chasing his grandsons, and watching them play ball. Mr. Smith departed this life on May 17, 2022 in Selmer, Tenn., at the age of 86 Years, 9 Months, 17 Days. He is survived by his wife Regenia Smith of Adamsville, Tenn.; a daughter, Bridget Kies-
tler and husband Kenneth of Bethel Springs, Tenn.; a sister, Dorothy Moore of Adamsville, Tenn.; three grandchildren, Logan Kiestler, Kendall Kiestler, and Jase Kiestler; and host of nieces, nephews, and extended family and friends. In addition to his parents, Mr. Smith was preceded in death by two brothers, James Ray Smith, Tracy Smith. Serving as Pallbearers were Cory Pounds, Joe Dan Humphries, Ricky Smith, Larry Smith, Eddie Moore, Tommy Moore. Celebration of Life Service for Mary Alice Johnson Hawkins, 82, is set for 2:00 pm Monday, May 23, at Shackleford Funeral Directors in Selmer, Tennessee, with Bro. George Kyle officiating. Burial will follow in the Oak Hill Cemetery. Family will receive friends Monday from 12:00 to service time at Shackleford Funeral Directors. Mary died May 19, 2022 at her residence in Selmer, Tenn. She was born November 21, 1939 in Corinth, Miss., to the late Ira and Alice Johnson. She was a member of Lakeview Baptist Church. Mary retired after 31 years from McNairy Co. Schools as a bus driver, where she loved her “bus children” as she often referred to them. She enjoyed working with her flowers and collecting dolls. Traveling with Floyd was her best memories, that love of her life, but most of all she enjoyed was her grandchildren. ohn Everrett Anderson of Selmer, Tenn., was born September 29, 1936, in Drumheller, Alberta, Canada, the son of the late Ernest Carl Anderson and Edith Valentine McNeill Anderson. He was united in marriage to Sarah Childers Harrison on January 9, 1982. He retired from the United States Navy after 30 years of service. As a veteran, John believed in serving veterans and their families. He was a Life member of the American Legion and served as Commander of Post 06 (Corinth, MS), as well as the positions of Adjutant and Chaplain. John also served as Commander of American Legion Post 162 in Selmer, Tenn., and was a member of 40&8, Voiture Locale 1147 of Miss. Additionally, John was a Life member of Sons of Union Veterans of the Civil War, 1861-1865. He served as Department Commander (TN and AL), as well as Camp Commander for Farragut Camp 06, Savannah, Tenn. He served on several national committees, including Real Sons and Daughters committee,
and assisted his wife to organize Daughters of Union Veterans, Tent 02, Selmer, Tenn. He was proud of his Scottish heritage, was a member of the Celtic Society of West Tennessee, and loved to travel. John was a Southern Baptist Evangelist and ministered in many area churches. He loved to do the Lord’s work and enjoyed gospel singing. He had his own quartet for many years and later sang with Jacinto Singers of Alcorn County, Miss., with his wife Sarah. John was a member of the Eastview Baptist Church. Mr. Anderson departed this life on May 10, 2022, in Selmer, Tennessee at the age of 85 Years, 7 Months, 11 Days. He is survived by his wife, Sarah Anderson; two stepsons, William Harrison and Wallace Harrison; and his brother, Jerry Lee Anderson of Ariz. This obit was composed by John Anderson. ichael (Mikey) McClain was the most kind, gentle spoken, caring Uncle, Son, Brother and friend. Micheal was born September 22, 1958 in Corinth, Miss. to Will D and Wanda McClain. In his early years he was an awesome athlete playing football and baseball and won many awards. He graduated high school from Elliston Academy in Memphis, Tenn. Micheal was married to the late Anna McClain. Michael was a hard worker where he spent many years in a factory, until he retired after a serious car wreck. He shifted his focus while being at home and enjoyed gardening and riding his motorcycle. If you knew Mikey, you know just how wonderful he was. He loved his family and couldn’t wait until the day he got to meet his wife in heaven. There is no doubt he is giving his dad one big hug too. Michael never had children so his nieces and nephews got his love even more. He was especially proud of his great niece and nephews and always wanted to know about their latest sports. He
loved to ride his Harley and especially loved his dogs, Bell, Brody, and Bo and his bird, Margarita. He spoiled them beyond reason. Michael was the caretaker of the family and fixed everything that was broken. Have a problem? Everyone called Mikey. He loved his sisters and his Momma for sure. He was truly so easy to like and love! His closest friends could tell you just how great he was. Micheal is survived by his mother, Wanda McClain, his sisters, Loretta and Kathy McClain, his nieces’, Chanda (Andy) Davis, Callie (Mark) Allison, Macy (Michael) Ruffino, great niece, Kenli Bingham, and great nephews, Aidan and Cooper Davis and Cates Allison. Michael was preceded in death by his father, Will D and his late wife, Anna. MCHS Nursing education first pinning & white coat ceremony By Janet Rail Publisher

cNairy Central holds their first nursing pinning and white coat ceremony, a time-honored tradition for the brotherhood and sisterhood of nurses. “Faculty welcomed all to the ceremony. This year has been nothing short of trying and these students have risen to the occasion so many times so we want to honor them for all of their hard work that they have put in this year,” said Debra Hurst. There were some crazy set backs this year, according to faculty, but it all worked out in the end, where both teachers and students laughed together and many times felt like crying together. Classes quickly became a therapy session and a little ray of sunshine in a crazy and gloomy world. “Sometimes this class was what you looked forward to in your day as we have become a family,” said Hurst. The students received their white coat and some received pins for the certifications achieved. Many others will be receiving those pins when they achieve those certifications. This ceremony is recognition from the nursing faculty with acknowledgement that the student's hearts and minds are prepared for the role of a nurse or healthcare professional. The start of an apprenticeship and a new practice in their life. The start of their professional careers for the pro-
motion of health and the wellbeing of all patients for many years to come. Faculty Shane Stults introduced the students as nursing faculty Debra Hurst and Leah Teague performed the white coat and pinning. These young men and women are to be commended for their will-
ingness to join the medical profession. The 2020 pandemic had a significant impact on nurses and a global shortage. In the United States, it is projected that 1.1 million nurses are needed to replace retiring nurses by
2022. Globally, the need is 13 million. According to the American Nurses Association (ANA), more jobs will be available in nursing in 2022 than in any other profession. At least seven states are expected to have critical shortages further ensuring this
accomplishment will pay off dividends for both the students and the sick who need them. As a critical part of the healthcare system, these students have completed Nursing Education classes and Pharmacological Science, with most students passing a Certified Nursing Assistant and Certified Patient Care Technician exam which allows them to immediately seek employment in healthcare. The history of this ceremony can be traced back to the
Crusades of the 12th century. The Knights of the Order of the Hospital of St. John the Baptist tended to the injured and infirm Crusaders. When new monks were initiated into the order, they vowed to serve the sick soldiers in a ceremony where each monk was given a
Maltese cross, the first badges given to those who nurse. The modern day ceremony dates back to 1855 when Florence Nightingale was awarded the Red Cross of St. George by Queen Victoria in recognition for her tireless service to the injured during the Crimean War. She, in turn, presented a medal of excellence to her brightest graduates. By 1916, the practice of pinning new graduates became standard practice in the U.S. All are affected by shortages in healthcare and nursing. This initiative allows high school students a chance to gain employment and professional certifications to address this shortage benefitting the collective whole. Recipients of the Patient Care Technician Certification and/or Certified Nursing Assistant: Deja Barnett, Megan Churchwell, Matthew Cosby, Kearston Edge, Marissa Harrison, Lyndsey McCalvin, Nathaniel Overman, Skye Smith, Leah Stanfield, Deja Weekly, Katie Welch and Emma Whitten. Many of these students passed both exams. Completion of Pharmacological Science Education: Annalee Freeman, Skye Smith, Taitym Underwood and Emma Whitten and are eligible to sit for the Pharmacy Technician Certificate. The faculty shared how proud they were of each student and their families and friends who supported and encouraged them.

May is Wine and Grape Month in Tennessee

T
he Wine and Grape industry continues to grow in Tennessee. In a recent release TN Commissioner of Agriculture Charlie Hatcher said,
"Our wineries provide employment for more than 600 people and our vineyards and wineries provide unique travel destinations." Tennessee has 71 licensed wineries operating in the state. Currently, there are 1,380
vineyard acres in Tennessee that is cultivated by 86 growers. The industry which contributes almost $2 billion annually to Tennessee's economy has grown over 250% since 2013. Laura Swanson is the new Executive Director
of the Tennessee Farm Winegrowers Alliance. She reports that common issues such as damaging frost, pest, too much rainfall and lack of consistent labor has significant impacts on Tennessee grape production. The different issues culminate in a challenging 33% yield loss of actual production. Wineries and vineyards across Tennessee have contributed heavily to the growth of Agritourism in the state.
