Ray Prather asks a question of the candidates during the audience participation portion of last Thursday’s Independent Appeal McNairy County Mayoral Debate.

The candidates for McNairy County Mayor debated last Thursday in Selmer and found broad agreement on the issues. Democratic nominee Ronnie Brooks and Republican nominee Tom Cauley talked about jobs, schools and animal control, among other issues. The debate, sponsored by the Independent Appeal and hosted by the McNairy Regional Alliance, was held at the Latta Visitors and Cultural Center. It consisted of opening statements by the candidates, followed by questions by this reporter, who served as debate moderator, the candidates questioning each other, and finally, questions from the audience. The mayor serves as the leader of county government, presides over County Commission meetings and compiles a county budget, among other duties. He also serves as chief administrator and manager of county government. Cauley, who was born in North Caro-

Guys pastor arrested in California McGill claims religious freedoms were violated, vows hunger strike By Jeff Whitten & Christen Coulon Staff Writers

Walter Ogden McGill, the Guys pastor who has been in the news recently for his feud with the Seventh-day Adventist Church over trademark issues, is being held at the Central Detention Center in San Bernardino, Calif. on contempt charges after refusing to comply with a May 20 deadline of a federal court order. He is ineligible for bail, according to inmate records gathered by the Redlands-LomaLinda Patch. The founder of Creation Seventh Day Adventist Church left the Seventh-day Adventist Church of North America because he believed the primary church was using a trademark issue to “persecute Christians,” Creation assistant pastor Lucan Chartier said in an interview with the Patch. Under the court order, issued on April 5, McGill and Chartier were ordered to either change the name of the church or pay $1,000 in fines and face arrest. Chartier, in a May interview with the Independent Appeal, said he expected that the warrants

Single mother of three Cassie Christopher and her sons, Logan, Talon, and Gunner, were the recipients of Habitat for Humanity’s 5th house in McNairy County. “It has been a prayer answered,” said Christopher in tears. “We have tried and tried and tried, and the one thing I have always wanted for me and the kids is to have a home. Being a single mother is a new challenge each day and a blessing at the same time.” The family joined with many others from the community at 107 Lynn Street in Adamsville last Saturday to break ground on what will soon be Christopher’s house. “We have a family selection committee that reviews applications,” said Board of Directors President Betty Gail Garrison, “and it is a process of going into the home and seeing the need and their financial situation. The recipient has to go through training on how to manage their money, how to maintain a home, and various other things.” Determining the suitable recipient involves many steps, and

We believe that God is a higher authority than government,” Chartier said. The assistant for the Guys pastor who was arrested last Friday on the grounds of the Loma Linda University Seventh-day Adventist Church provided background to the Patch on the faith-based dispute that was played out in the Jackson, Tenn. Federal Court According to Chartier’s interview with the Patch, McGill visited other Seventh-day Adventist

congregations before he went to Loma Linda, Calif. last week to try to tell people the real story behind the dispute between Creation and the larger church, Chartier said. In the 1980s the Seventhday Adventist Church of North America acquired the trademark for which they recently used to sue the Creation Church, Chartier said. In January 2010, federal Judge J. Daniel Breen ordered the local church to destroy signs in violation of the court’s ruling and ordered several web domains confiscated. In February of that year, the order was enforced by a sign crew

and constable at the Guys church, amid protests from members and supporters. Chartier was held in contempt of court for repainting signs, maintaining websites, and editing the Wikipedia entry. The federal court of appeals upheld the lower court ruling in August 2010, and the U. S. Supreme Court denied the appeal in April 2011. McGill and his followers cannot let go of the Seventh Day Adventist name because it is part of their faith, Chartier said. “The name is part of our religion,” Chartier said to the Patch. “We cannot deny we are Seventh

County Fair draws crowd of 1,200 despite bad weather By Emily Pitts Staff Writer

The McNairy County Fair was held last week, and despite the rain, saw a decent turnout. Each night around 200 people attended, with the exception of Tuesday, when it began raining around the time the gate opened, and Friday, which was the most popular night with around 600 people attending. All in all, the fair saw approximately 1,200 people come through the gates. “Despite the weather, we did pretty good,” said Jaycee Cheryl Conder. Besides the rides, games, and entertainment offered by Dixieland Carnival Company, the fair also hosted several different events. The Womanless Beauty Review was held Tuesday and was the only event that night because of the rain. “I think the rain hurt us,” said fair organizer Stephen Berrryman, “but other than the rain, it was pretty good.” The 4x4 truck pull and the ATV Mud Bog later in the week had only a few competitors each, but good crowds came to watch both events, according to fair organizers. “Everybody loved the Mud Bog and wanted us to do another one,” said Conder. According to Berryman, several different things are in the works for the Jaycees. Upcoming events include a possible ATV Mud Bog and haunted house and of course the annual Jaycee’s Christmas Shopping Spree, which the fair will fund.

Day Adventists.” McGill, who also calls himself “Pastor Chick,” came to Southern California to surrender to federal authorities on Sunday, according to church officials. He has stated his intent to fast while in jail. George Johnson Jr., communication director for the Seventh-day Adventist Church in North America, issued a statement just before noon Monday. “It is not the intention of the Seventh-day Adventist Church to shut down Pastor McGill’s ministry. Recent developments are the result of actions taken by the court because Pastor McGill did not comply with the court’s ruling. “We believe that Pastor McGill has the right to exercise his religious beliefs and operate a ministry, however to falsely identify himself with an organization of which he is not a part, is not acceptable. “This false association confuses the public, media and at times our own members. The Seventh‑day Adventist Church has defined processes and procedures for establishing and maintaining congregations.” McGill began the Creation Church in 1991, and in 2006, the Seventh-day Adventist Church sued for trademark infringement because McGill used “Seventh-day Adventist” in his church’s name, Johnson said. Although the Church won, McGill refused to stop using the name, Johnson said. Although Chartier is named in the federal court ruling that preceded McGill’s arrest, he said he was not aware Monday of a warrant for his arrest. Chartier declined to say to the Patch where he was speaking from, other than “California.” Chartier told the Patch that if he becomes aware of a warrant for his arrest, he will turn himself in. Selmer board aids the arts By Jeff Whitten Head News Writer

The Selmer Board of Aldermen voted $4,000 to support Arts in McNairy at their July 10 meeting after Dr. Shawn Pitts, of Arts in McNairy, appeared before the board. “We’re here to ask for your support. We think it’s good for Selmer. It really makes the town look good,” Pitts told the board. The vote was 4-1 with Alderman Paul Simpson voting no and Aldermen Edward Smith, John Smith, John Finlayson and Chris Tull voting in the affirmative. Simpson had made a motion to only give AiM $2,000 but it died for a lack of a second. “At some point, Arts in McNairy County has got to stand on their own two feet,” Simpson said. “These murals absolutely increase the visibility and viability of Selmer. I would argue that it is, in fact in the interests of Selmer,” Robinson said. Pitts introduced Paige Holmes, the new managing director for AiM. In response to a question from Simpson, Pitts said that

Holmes salary was being paid by AiM and that she pretty much raises her own pay. Pitts announced that attendance at the recent Rockabilly Highway Revival Festival set a record. “It was a great event. It brought a lot of folks to town,” Pitts said. He also said that the first Rockabilly mural appeared on a European travel blog a couple of years ago and went viral and that the second was listed on an international public art registry. In other news from the meeting, Robinson announced that the city finally received title to the Pharr Ave. property. The board voted unanimously to donate the lot to Habitat for Humanity. Alderman Paul Simpson said that it was brought to his attention that the police were called to the park on July 8. Mayor David Robinson said they had been. Parks and Recreation Director Sybil Dancer said that Shae Knight had rented the park for a car show and pool party and there were complaints about loud music and some of the language being used in the music.

Dancer said this has been discussed with Knight. Knight acknowledged the incident and expressed her regrets to the Independent Appeal in a letter to the editor in this weeks opinion section. “The law was present, in and out, to keep things under control,” Dancer said. “It’s been addressed for the future,” Robinson said. “There have already been some things discussed between Neal (Burks, Selmer Chief of Police) and I that we can control that a little bit more in the future,” Dancer said. The board approved a planning services agreement with Chris Pate of Oakland, Tenn. The fee is the same as last year. The board also approved the Tennessee Department of Transportation maintenance agreement. Finally, the board approved rezoning old Highway 5 to allow for solar farms. “It could possibly be a great thing for Selmer,” Smith said. The solar farms would sell power to TVA.

One vehicle crash injures three By Andrew Alexander Staff Writer

Wet road conditions and a sharp left curve on Highway 224 caused an accident last Saturday evening and sent three to the hospital with injuries. According to the Tennessee Electronic Traffic Crash Report of Trooper Mike Richardson, of the Tennessee Highway Patrol, Alfredo Miguel Fry, 27 of Savannah, Tenn., was driving southbound on Hwy. 224 when he lost control of his navy blue 2004 Jeep Liberty while negotiating a sharp left curve roughly 100 yards from the Mars Hill Cemetery entrance in Leapwood. The vehicle crossed into the left lane of the two-lane highway, hit the ditch, did a complete 180-degree turn, and came to rest on a tree with the vehicle’s front pointed north, according to the report. After Fry’s vehicle slammed into the tree, the three passengers were trapped. Fry and Charles Lamont Porter, 21 of Savannah, were extracted by the Leapwood Volunteer Fire Department and transported to McNairy Regional Hospital with injuries by McNairy County Emergency Medical Services. Julie Ann Fry, 37 of Savannah, was incapacitated in the front passenger seat when rescue workers arrived on scene. She was also extracted from the vehicle, but her injuries were severe enough to warrant an air evacuation. The loca-

tion of the accident and the weather, according to rescue workers, did not permit an air extraction, so Fry was transported via ambulance to MRH where she was then airlifted to the MED in Memphis. She is currently in critical condition. All three passengers were wearing their seat belts, according to the crash report. At the time of the accident, which was approximately 6:30 p.m., it was not raining, but the roads were wet. LVFP members, who were the first to respond to the accident, stated the vehicle was on fire when they arrived at the scene. They extinguished the flames as they began extracting the passengers. On scene reporting by the Independent Appeal also witnessed a near-accident at the scene when a woman driving a Black Chevy Tahoe sped past the LVFD vehicle sitting on the roadside with its lights flashing to warn drivers of the wreck in the upcoming curve. The vehicle slammed on its breaks, missed hitting a vehicle by mere feet, swerved off of the road, into a ditch, and rode on two wheels before regaining control and nearly hitting another parked vehicle waiting for the accident to be cleaned up. Troopers on scene lectured the woman, who was transporting three children, about the dangers of speeding in wet conditions, and advised her to take more care when emergency worker’s vehicles were present on the roadways.

A two-vehicle accident in Bethel Springs last Saturday left one woman injured. By Christen Coulon Editor

A two-vehicle accident on Highway 45 in Bethel Springs at the intersection of Buena Vista Road near the Dollar store around noon last Saturday left one woman injured. The accident occurred when a green Mercury Sable driven by Wanda Owens of Georgia failed to yield when entering the highway from Buena Vista Road and struck a green Ford Explorer driven by Gina Glascock of Jackson, Tenn., according to Trooper Kennie Lamberth, the senior Tennessee Highway Patrol officer on the scene. The vehicles collided between the right and

the Christopher family realizes just how lucky they are to have had this opportunity. According to Habitat for Humanity there are over 100 million homeless and almost two billion people living in slum housing in the world, and this non-profit company helps these people to recover from poverty with a low-income housing solution. Every piece and every item that goes into the house is donated, or money is raised to buy the eligible family a new place to call home. “We appreciate all the organizations, businesses, and anyone that has been a volunteer or donated money for their time and effort,” said Garrison. “It means a lot to know that we are going to put someone in a home that otherwise could

left southbound lanes on Highway 45 as Owens entered the road and Glascock swerved to avoid the collision, Lamberth said. Following the initial collision Glascock’s Explorer went into the air then rolled several times before coming to a rest in a ditch. Lamberth credited Glascock for reacting to the situation and said that her reaction may have made the difference between this being a fatal accident. Owens declined treatment at the scene and Glascock was treated and released from McNairy Regional Hospital following the accident. Lamberth said no citations were issued following this incident. not afford a home.” These volunteers have begun working and plan to complete the project in roughly three months, weather permitting. Ironically enough, the 4th local recipient of Habitat for Humanity, Adria Harstin, lives just three houses down from the newly claimed lot. She is proud of her new home and has worked to keep the house in great condition. Telling the story still brings tears to her eyes. “It was such a blessing,” said Harstin. “I won’t ever forget it. For a single mama to provide a home for her boys with the help of the community, you can take pride in that.” On Aug. 18, Habitat for Humanity will host a Celebrity Waiter Dinner to raise money for the project. lina and raised in Virginia, was Executive Director for the Wayne County Economic and Community Development Office, until he left that position to campaign full-time for mayor. He has lived in the county for about 20 years and is married to Brenda Jones Cauley. The Cauleys reside in Ramer. Cauley served in the United States Air Force. He holds a master’s degree in commerce, a master’s and PhD in East Asian studies. He speaks very fluent Japanese. He has worked in law enforcement, taught Asian studies at the University of Central Florida. He holds a bachelor’s degree in economic development. He is currently studying for his master’s degree in community development from the University of Central Arkansas. Brooks, a lifelong resident of McNairy County, has served for the past 12 years as the Circuit/General Sessions/Juvenile Court Clerk. He is past president of the Tennessee Court Clerk’s Association. He has a degree in education and taught school for 25 years. His wife, Diane, is a retired special education teacher and supervisor. They are both members of the First Baptist Church in Selmer. The Brooks’ have two daughters and five grandchildren. They lost one daughter in 1997 in an automobile accident. Brooks said if he were elected mayor he could help many citizens and give them a better way of life. “To me, that’s part of the desire to be a public servant is that is that you’re willing to put forth the effort and to do you’re best to serve the people,” Brooks said. “I’ve always loved the people of McNairy County and the towns,” Brooks said. Brooks said that there are several elements to being County Mayor. Among these are communication. “Communication is the only way you are ever going to get anything accomplished in county government,” Brooks said. “The County Mayor cannot create jobs but he can create an environment that is conducive to job creation and economic vitality in this county,” Cauley said. Despite Wayne County’s lack of infrastructure, Cauley touted the fact that he didn’t lose any industry, during the economic downturn and was able to induce one industry to locate there in the five years he served as head of economic development. He also pointed to bringing the county from one of the highest unemployment

rates in the state to about average. “I know you’re not interested in Wayne County, but I said that for a reason and that reason was that if I could have done that in a depressed Tennessee county, with nothing to work with, at the onset of the economic downturn, then we, here in McNairy County, with all the advantages that we have and all the pluses that we have, I think that the sky’s going to be the limit,” Cauley said. In response to a question from the audience, Cauley said he would talk regularly with existing businesses. “Those industries we have here are the best salesmen we have,” Cauley said. Cauley proposed utilizing existing industries to induce suppliers and customers to locate in McNairy County in a matchmaking program. Cauley was not optimistic on bringing Toyota suppliers to the county. He said there was a semicircle from Blue Springs, Miss. to Memphis, an empowerment zone, where suppliers will likely be located and the chances to bring a supplier here is not good because of ease of transportation within that zone. Cauley proposed an initiative called McNairy Tomorrow, which would involve putting together a task force that would get everyone working together. Though Brooks agreed with Cauley that it was unlikely that large industry would locate in the county, it is possible to bring additional industry to the county. Brooks emphasized strengthening relationships with owners of business and industry in the county. “They chose to invest in McNairy County, and I think that every effort should be made to support them and show how much they are appreciated,” Brooks said. Brooks said he believes that the mayor should be a promoter.

“He has to be a cheerleader for the county. “I think we need to launch a major campaign to promote our county in the best way we can, showing exactly what we have to offer, capitalize on all the preexisting programs that we have...developing more... programs that involve regional attractions,” Brooks said. Another duty of the office cited by Brooks is fiscal responsibility. Brooks noted that he has to present a budget for the court clerk’s office every year. “My concerns will always be your concerns, and I’m here and will make every concentrated effort to the people of my home in McNairy County to do the best that I can for you, and I would appreciate the opportunity to serve you,” Brooks said. On the issue of the school building program, Brooks said that once the school board presents a plan to the county commission, they will then have to find a way to pay for it. Cauley said there were various approaches to schools and that the voters would ultimately decide how to pay for any new schools that are built. He noted that after the wheel tax expires in 2014, it would have to be re passed by county voters and dedicated to the schools. It is currently dedicated to the Justice Center. “The wheel tax alone will not pay for new schools,” Cauley said. Several ideas he has heard on the schools are send the Hardin County students back and build a mega-school near Lawton. “I don’t think that there’s a real pat answer I can give you about the schools,” Cauley said. “We need to address this issue, but we need to find ways to get the best bang for our buck in this county ...increasing the (sales) tax or the wheel tax...or a combination of those might be the only answer that we’re going to have. I’ll address

this—we’ll talk about this as we go along and try to get the best solution that’s best for the county and best for the taxpayers,” Cauley said. Brooks said that the County Mayor and commission should come up with plan to address the animal control issue. Cauley suggested that animal welfare organizations become tax exempt non-profits under the federal tax code. Then they can go after grants. “Then when they come before the county commission during the next budget year and they have some real solid figures to present to the county as a non-profit, then the chance that maybe, perhaps we’ll be able to give them a little funding,” Cauley said. “It’s all about money, it’s all about taking care of the taxpayers’ dollars,” he added. “It’s real difficult for the county to get into the shelter business,” Brooks said. “I do know we need to have a plan in place,” he added. Brooks proposed that some animal rescuers and a couple of county commissioners form a committee and present a plan to the county commission budget committee. He added that everyone understands that building a facility is in the future. “This is a tremendous opportunity for the county...It’s a treasure,” Brooks said about the prospect of purchasing Coon Creek. “We go back to funding. We have to work within our means, but I think we need to make every effort to try to see what we can do to purchase it and that means an opportunity over the next two years to apply for a 50-50 grant in order to try to purchase the property,” Brooks said. “It’s a great, fabulous site, but like Ronnie said, the next round of grants will not be for two years. The county commission could not act on it because they did not have enough information to do so, so they

elected to put this thing on the back burner...Maybe the next round of grants in two years, perhaps we will be better off,” Cauley said. Jim Plante, an audience member later asked a question about Coon Creek. He said that the expenditure of $150,000 to purchase the facility would create 150 jobs, either directly or indirectly and would raise surrounding property values. “I don’t have a lot of questions for Ronnie. I think we are on the same page on a lot of these issues,” Cauley said after candidates were offered the opportunity to question each other. However, he did ask Brooks what he would do if the county could not fund an economic development coordinator. “I would hit the roads,” Brooks said. Brooks declined to ask Cauley a question, yielding his time for more questions from the audience. When asked by a member of the audience for their opinion on having liquor by the drink in the county, Brooks and Cauley both agreed that the voters would first have to approve this in a referendum. James Richard asked that, given that the county had difficulty balancing its budget this year, if they thought there would be a tax increase in the near future. “I can’t say that. It depends on a lot of factors. Part of our responsibility...as a County Mayor is to be a great steward of the taxpayers’ money, so I plan to be as conservative as I can possibly be,” Cauley said. “Obviously, no one wants a tax increase...but, as Tom just said, there are things in the future that we may not foresee, and it may require it, but every effort will be made to keep our budget balanced without increasing taxes” Brooks replied. Logan Brasher asked the candidates if they would support arts education in the county, as it is being cut in oth-

er places. Brooks said that as a former music teacher and one who has been involved in the arts, he would. “We will make sure that will not happen because that is an important asset for many students,” he said. “We are on the same page,” Cauley said. Independent Appeal publisher Janet Rail asked the candidates what they would do about adult literacy. “My answer is, yes, adult literacy, I want to be part of the process,” Cauley said. Brooks said that the GED program is his biggest concern. “It is going to be almost impossible for someone who wants to get his GED,” Brooks said. Brooks explained that the cost of getting a GED will rise from the current $55 to $210. He said that the increased costs are due to the GED being privatized and that less expensive alternatives are currently being worked on with the state legislature. “I am in full support of whatever we need to do to secure our GED program, to give them the support they need,” Brooks said. “All I’m asking you to do is elect me to a two-year term. If you don’t see some growth for the better, if you don’t see some movement, and some progress, hey, don’t reelect me in 2014. Anyway, I’d appreciate you confidence, your consideration and your vote,” Cauley said in his concluding statement. “I will work for you. All my efforts will be to do whatever I can to recruit industry to McNairy County and to do anything I can to better the lives of the people who live here, and I would appreciate that opportunity and consideration on Aug. 2,” Brooks concluded.

INDEPENDENT APPEAL v PAGE 5A

TVA proposes high voltage line through county School Board goes green in the local gyms By Christen Coulon Editor

The Tennessee Valley Authority has proposed placing a 15-mile, 161-kV high voltage transmission line extending from the existing Selmer substation near Walmart to a proposed switching station west of Adamsville. The power company has proposed several routes for these high voltage lines including two routes that will pass through Stantonville. According to the TVA, the new transmission facilities are needed to improve the electric reliability of the area by providing an additional source of power to local substations. In recent decades, several people have posed the hypothesis that high voltage lines can pose certain health risks such

as cancer; however a spokesperson for the TVA, Myra Ireland, directed concerned citizens to their website, tva.gov which states, “The incidence of cancer has not increased with the increased use of electricity in the United States or any other country that measures incident rates. Scientists and doctors have found no testable hypothesis that demonstrates a possible mechanism by which power fields can cause adverse health effects, cancer, or any other disease or debilitating condition.” The website also lists several objects used regularly in homes that produce significantly stronger electromagnetic fields than would be produced from the lines at the distance they are installed. An open house will be held Thursday from 3-7 p.m. at the

Selmer Community Center Gym to provide information, answer questions and accept comments about the proposed project. Large maps showing the alternative transmission line routes under consideration will be available. The proposed line would be built on steel pole structures centered on a 100-foot right-ofway. Two existing 161-kV lines would also tie into the new switching station. Any comments received, including names and addresses, will become part of the administrative record and will be available for public inspection. If you cannot attend the meeting but have questions or comments, contact Todd Moore at 1101 Market St. Chattanooga, Tenn. 37402 no later than August 20, 2012.

Finger holds monthly meeting By Emily Pitts Staff Writer

The Finger mayor and board of aldermen held its regular monthly meeting last Monday. After the minutes from last month’s meeting were approved, there was discussion about putting in new signs, which are currently waiting for approval, under a grant. The grant for the fire department was also discussed. The construction of the new firehouse will hopefully begin this fall. “We do not want this to stall,” said Mayor Robert Heathcock. “We need to stay on it and get this project started. We want to break ground before winter.” It was confirmed that the phone at the fire department was to be disconnected as well, as was decided at last month’s meeting. The board also discussed the matter of air conditioning at the Community Center. The air

conditioning unit has been fixed, but Heathcock brought up that people who had rented the gym recently had complained of the heat. He suggested that the board recommend not renting the gym to people who are worried about the heat if it is over 95 degrees, because the gym is impossible to cool down in extreme temperatures. The weekly dance was also brought up. Since it is run at night, the temperatures have been fair, and the board talked about who would run the dance in the coming weeks. It was also announced that Alderman Blake Gilbert will be resigning, because he is moving outside of Finger. “He did a wonderful job while he was here, and we will miss him greatly,” said Heathcock. “The search for a new alderman has begun.” Heathcock also mentioned that the ballpark looked great, and it was decided who would mow in the coming weeks. Finally, the meeting was adjourned.

Today’s world is rapidly becoming more ecofriendly and energy efficient, and so has the McNairy County Board of Education. A new wave of technology has come out that will enhance McNairy County’s eight local schools’ gym lighting while saving electricity and money. TW representative Chris Scott made a presentation in front of the school board members last Thursday regarding the complete benefits of using fluorescent lighting over the traditional halogen lighting. “Halogen lights give off 480 watts of energy each,” said Scott, “and what we are doing is exchanging those to newer electronic valve stem 210 watt fluorescent light fixture. You’re cutting 50 to 60 percent with the fixtures, and with the sensors there is no telling how much you’re saving.” Typically there is a two-year payback by replacing with the new technology he said. The fluorescent is a whiter light and has a better appearance. Replacement light bulbs are even less expensive and to save even more money, motion sensors are installed as well on a timer. “As long as someone is in the gym the lights will stay on, but when you leave so many minutes later, it turns off automatically. If someone is playing on half of the gym, the other half of the gym does not come on.” Turning a close ear to the savings that can be collected, the board members were convinced this was beneficial to the local gyms, which in a year’s time will save $25,000 a year on energy costs alone. After a process and inspection, Tennessee Valley Authority and the state granted money toward the lighting project and McNairy County Schools qualified as one of the recipients. Installation of the new fixtures into all the schools was estimated to extend to a two week period. “The total money out of pocket is about $23,000 per year. These savings are just unheard of,” Scott told the members Listening closely and making calculations along the way, the board members were convinced that this was ‘a no-brainer.’ Taking a brief moment from the agenda, the board recognized Lisa Roten of Ramer Elementary for qualifying as one of the Top Tennessee Teacher nine finalists. Roten was one of three selected from West Tenn. and will move on to be selected from

the grand division winners and teacher of the year, which will be announced this fall. A bus bid was approved for nearly $180,000 for two A/C equipped Cumberland IC special education buses. Patsy Pearson, Program Supervisor of the Adult Education Center reported to the members on the successful year as they met all the state requirements. “We had 58 GED graduates, and many of them have moved on to post-secondary education,” said Pearson. “We had seven inmates in our program this year, and out of those seven, we had five to earn their GED. I think it’s wonderful that we can help them gain while they’re in there, and they come out better than they went in.” The board members approved the certified and classified personnel reports that granted resignation, requests for maternity leave, transfers, re-employment, and newly employed teachers and central office employees for the upcoming school year. PreK-4 Program Facilitator Sherry Carroll, Selmer Middle’s Meghan Kirk, and McNairy Central’s Ben Dodd and Jim Glover resigned. Adamsville High English teacher Steven Whitaker and McNairy Central carpentry teacher Clay Redmon are newly employed. Art teacher, Jan Woolworth replaced Lisa Engle at Adamsville and Michie Elementary, and Engle transferred to Adamsville High. McNairy Central’s Molly Cheshier has moved to alternative school. Assistant Principal Sondra Kiser will relocate to Selmer Elementary from Ramer. Seventeen teachers have been reemployed, including certified teachers: Kelly Amerson, Anita Burton, Amanda Harville, Rhonda Henry, Eric Holcombe, Shelva Moore, Becky Watkins, Melissa Williams, Susan Wood, Glenda Woods, Kay Donaldson, Jennifer Hunt, and Molly Latham. School board member Jean Jones approved the second readings of policy revisions on evaluation and procedure for granting tenure and the offer versus serve policy. Both motions were seconded by Larry Smith. The first readings of policies regarding separation of practices for tenured and non-tenured teachers and suspension, expulsion, and reprimand was approved by Tony Chapman and seconded by Jones. Revised first reading of acceptable use policy was also agreed upon by the board members.

Guys Board approves city budget, discusses Street Sign Grant By Janet Rail Publisher

Last Monday the Guys mayor and board of aldermen passed the first reading of the 2012-2013 City Budget of $649,400 unanimously. Expenditures in General Government total $22,400; Fire Department $5,500 and a Fire Truck Grant of $520,000 total of $525,500; Building and grounds $22,000; Public Works, Streets and Bridges $60,000 and a Street Sign Grant of $18,000 – totaling $78,000; Health and Welfare $1,500 with total expenditures of $649,400. In review of the 2011-2012 Budget the board made a motion to amend the budget in health and welfare to increase by $150 and Fire Department increase by $1,700 a total amendment of $1,900 in the first reading. “I believe we are over in two good categories health and welfare and for the tornado sirens,” said Alderman Chris Howard. “I’m proud we attempt to send flowers and condolences to our neighbors and the day we stop doing that would be a sad day,” said

Mayor Keith Rinehart. At the beginning of each meeting the board mentions any citizen that is ill, lost a loved one, etc. The board discussed the receipt of a Street Sign Grant of $17,000 with the city’s obligation of $3,000 for 3 lighted signs for the City of Guys. Alderman Anthony Dickey made a motion to accept the grant seconded by Alderman Rinehart. The board passed the state Code of Ethics Policy and named city attorney Ryan Feeney as ethics officer. Alderman Chris Howard discussed two potential bidders to stripe the city streets. Howard spoke to two vendors with different bids verbally with the board. There was discussion that some places in the road have 5-6 inches of dirt and grass on the highway, and they would need to grate the shoulders to accommodate stripping or opt to have two middle lines and grate the shoulders back. Howard will have prices next month on both stripping and grating the roadways. The mayor reported in Alderman Wayne Henry’s absence that the community center had three rentals last month and city em-

The board will look into painting and repairing the gables. Alderman Howard made a motion to pay all bills including the TML membership of $4,449 seconded by Alderman Dickey. In old business the board passed the May 21 and June 18 meeting minutes with amendments. Prior to the regular meeting the Beer Board met to discuss a recent issue with B&B’s establishment. The business was cited with remaining open too late according to Alderman Chris Howard by the Sheriff’s Department but has no court date as of this printing. The board unanimously, with advice from attorney Christopher Donovan, made a motion to write a formal letter informing B&B of their first offense and to also note that 3 citations on their beer license could void their license. With no more items before the beer board, the meeting was adjourned.

Letters to the editor

Doles say, “Sowell needs to go” My husband and I live on Buena Vista Road in Bethel Springs, Tenn. On Tuesday, July 10 2012, around 4 p.m. I was sweeping my front porch off, and I let our dog out to use the bathroom like I always do. Well, I looked up and she was in the neighbor’s yard, not all the way in it, just a little on the side. At that time, the neighbor came out of his house with a gun, and I was already calling my dog to get back in our yard. Then, I told the neighbor, “I know you ain’t going to shoot my dog,” and he said, “I’ll shoot you and your dog.” Then, words were exchanged between me and the neighbor. Then, my hus-

band came out and then went back in the house. At this time, my husband was trying to get 911 on the phone. We looked up and a woman walked out of the neighbor’s house. We didn’t know what she had in her hand, but when she got to our property line, we noticed it was a pistol. Well, she put both hands on the pistol and pointed it at my husband and said, “You want to dance, let’s dance.” Then, the neighbor called her back inside the house. At that time, the law showed up. He (Bethel Police Officer T.E. PeeWee Sowell) came and talked to me and my husband. I asked

him if we could do a report, and he was more busy talking about the dogs. So, again, I asked him about a report, and Pee-Wee Sowell said there was no need in it. He said that he would just go talk to them, and he did. I was mad, so I called the McNairy County Sheriff’s Office, and I was told by the Sheriff and a deputy that he should have made a report. The man and woman were drunk and had two guns. So, we got the report made in Selmer, and it’s very bad when you have to go somewhere else to get help. Sowell couldn’t have cared less. All he wanted to do was talk about the dogs. It makes Bethel

Springs look bad when its own cop can’t do his job. When is everybody going to wake up and get a real lawman in this town? If my husband and I have anymore trouble, we sure aren’t calling Officer Sowell. We will go to Selmer for help. We want to thank everybody at the Sheriff’s Office and the deputy that helped us make the report. Thank y’all so much. Pee-Wee Sowell made two people very mad. How many more will there be? He needs to go. Jennifer and Jerry Doles Bethel Springs

This week’s winner will receive a $15 gift card to Sawmeal Restaurant. (The Independent Appeal is not responsible for lost, misdirected, or undelivered emails.)

When I was a teen, I had the privilege of visiting several tax assessors’ offices in this area and surrounding counties to gather land plat for my father, who owned a timber business. Regretfully, during that time, we didn’t have the luxury of pulling tax maps up on the computers. Heck, we didn’t even have computers in our offices. So this had to be done in person. Today with

the progress of this tax assessor office, we are able to pull up information right in our office or homes with a few clicks of a button. Tax cards, maps, measure of land, these are some of the many things we are able to do. Years later in my life, I again have had to frequent the tax assessor office for information needed in my real estate business, not only

from our local office, but from many surrounding tax assessor offices around here. So I am here to tell you we have the friendliest, most courteous, reliable and helpful office around. In my line of work we need the help of the tax assessor many times. So having one that is willing to help you is important, one that is efficient is a must. And that is what we have here in

McNairy County. Each and every time I call upon this office, they have always gone above and beyond to help me get the documents I needed to complete my work. Thank you, Betty Ashe and all of your workers for your great work. Sincerely, Carla W. Hall Selmer, Tenn.

Knight apologizes for inappropriate music I co-sponsored an evening of entertainment [car show] recently at the Selmer City Park to everyone in the community for the primary purpose of having a good time. This event was previously advertised by fliers and newspaper. Yes, it was a fund-raiser because the entertainers had to be paid and other

expenses covered for those concerned about the funds collected. Many have lashed out on the social medium Facebook, with derogatory remarks. Some encouraged others not to go to the park and walk, while others stated they could see rapping and hear the artists words at the

intersection. When we are uniformed, we tend to make a mountain out of a molehill. This is my fourth year sponsoring a musical event at the city park. I would like to personally apologize to all that were offended in any way by any inappropriate music blaring from vehicles during the car show. I am

a parent as well, and appreciate your concerns. The crowd was orderly, there was no fighting. In the future, if we decide to host an open event, we will be mindful of the type of language content in music. Please accept my apology. Adria Knight Selmer

card of thanks Mr. & Mrs. Buddy Pope

Happy 55th Anniversary The family of Buddy and Mary Ann Pope invite all their friends and family to wish Buddy and Mary Ann Pope a Happy 55th Wedding Anniversary as their life together has been a true love story. Buddy was raised in Pontotoc, Mississippi and ventured north to Joliet, Illinois for work. Mary Ann moved from her home in Cambridge, Massachusetts when her family was transferred to Joliet. As fate would have it, Buddy and Mary Ann met in a little café one morning. Buddy was just stopping in for breakfast before work and Mary Ann stopped by on her way to school as she was a freshman in high school. They married four years later on July 20, 1957, and after having three children, moved to Finger and bought the old Clayton farm. Moving to the country was an adventure for Mary Ann and the old farm house was a full-time project as they molded it into the beautiful home it became for 40 years. Buddy and Mary Ann worked hard and got involved in the community. Buddy ran heavy equipment and served on the Republican Committee for over 20 years while Mary Ann spent years working for the county and volunteered at the hospital for the last eight years. Eight years ago, they left the farm house and built a home in Selmer to be closer to their family. The children, Mark Pope and wife Rowena of Selmer, Pam and Houston West of Selmer and Matt Pope, deceased, as well as the grandchildren Savannah Matlock, Daniel Pope, Tracy Kiestler, and Ashley Pickens all of Selmer and Brooke Pope, deceased, as well as great-grandchildren Lauren Kiestler, Rachel Pickens and Mason Pickens all ask if you see these lovebirds out and about, please wish them a Happy 55th Anniversary and many more to come.

FCE helps military family

Independent Appeal v Page 9A

McNairy County Health Care

Helping someone can be rewarding, try it sometime by Dorothy Goodrum Contributor

By Schancey Chapman Family and Consumer Science Agent, UT Extension

Raising three children presents its own set of problems, but when two of the children have special needs, it can be especially trying. That’s where the McNairy County Family and Community Education (FCE) organization come in to help. Shana Vasquez is raising three children, Lila, age 7, Hazeleah, age 3, and 20 month old Aimree while her husband, Matthew is serving his fourth tour of duty overseas in South Korea. Lila has a severe allergy to peanuts, and Aimree was born without a right hand and with a genetic condition. That is where a dog named Pixie and Angel Services come in to assist, but it costs a tremendous amount: $20,000. To cross-train Pixie to recognize the presence of allergens to benefit Lila and to help Aimree in various tasks such as standing and retrieving items is where the costs will be incurred. On June 25th, many FCE members and the community came together and

held a very successful fundraiser to assist the family. The FCE members in the county donated time, baking skills, and money to help the family raise this large sum of money. Selmer FCE members gave $200 and Leapwood FCE members donated $500 and many others donated their time for this worthwhile cause. With the generous help of FCE members, Shana is well on her way to bringing Pixie home to assist her daughters. If you would like to assist this family you can go to http://angelservicedogs.com/ donate/ click on “Pixie for Lila” and you can donate directly to help the Vasquez family. McNairy County Extension offers programs in agriculture and natural resources, 4-H youth development, family and consumer sciences, and resource development. The University of Tennessee Institute of Agriculture, U. S. Department of Agriculture, and McNairy County government cooperate to bring the people of McNairy County these various programs and services. UT Extension provides equal opportunities in all programs and employment.

I have read that you sometimes learn at the feet of someone else. This last week, I was having a bend in the road; not a major problem, just one that bothered me. Carrie, my daughter, said, “Mom, you are always trying to help someone. Let that friend hep you.” It is easy for me to give, but to allow someone to help me, well, that is a different story. It is much easier for me to give than to let someone give to me. All of our residents, I am sure, may feel the same way. It is hard for someone that has been like me, independent all of their life, to realize you can't be today. It is not an easy task to go from some of the things we take for granted, like walking, to not being able to just get up and walk, to cook ourselves a meal, or to do many of the other things we just take for granted. Sometimes a bend in the road may stop us from having the ability to do so many of the things we need to do every day. So for today, I would like to give back to you who have been giving to me. If it were not for you trusting your family to us, there would be no residents for me to take care of. One resident comes to mind who came to stay in our home for a brief period: Barry. Barry lives in a group home, but fell and had to come in to our rehab department. Now, Barry gave as much as he received, I was in his hall on the rehab department.

The other day, I was talking to Barry, and noticed he started smiling and getting really excited. When I looked to see what was making Barry so happy, I saw Dan, our occupational therapist assistant coming to get Barry for therapy. Now, Dan is a kind man who has a way of making all of the residents feel comfortable just being around him. He and all the folks who work in our therapy department form a quick friendship with most of the residents who come in for therapy. We have several folks who have gone home that come by just to see all of our therapists or the nurse and nursing assistant who provided their care while they were in our home. When I walked down Barry's hall to make rounds, he would be sitting in the hall and when he saw me coming, would make sure he knew where all of the folks on that hall were and try his best to let me know how they were. We are very proud of our home, especially the therapy department. This is the place to go for a fun day and somehow, without you even knowing, they will have you ready to go back home to live your previous life. So for today, if you need a little help, please ask that friend who can lend you a car until yours is fixed. Thanks, Wayne, for the use of yours. My grandson Dawson said “Nanna, just drive Mr. Wayne's car. He doesn't care.” To my daughter, Carrie, I love you and appreciate all of

Barry was a resident at McNairy County Health Care Rehab for a short time and after his therapy, and has gone back to his home. He always has a smile on his face and a good attitude. Barry will be missed at MCHCC. your lessons in life. Do you have a need today? I hope you have a friend who can feel that need or a precious daughter to learn you a lesson in receiving. Barry has now gone back to his home, and I am sure he is being a good friend, giving more than he takes. I have realized if there were no needs, I would be a sad girl, because my best days are giving to someone in need. Until next time.

Independent Appeal Staff Staff Report

The TSSAA Board of Control met last Monday to decide which football classification system would be used for the 2013-16 seasons. With a 5-4 vote, the board decided to keep the six-class format. The option to move back to a five-class system was on the table for more than a month. Had the board voted for a change back to the five-class system that had been used in the past, Adamsville would have likely been placed in a much different region, and McNairy Central would have been moved to a larger region as well. Adamsville’s proposed region would have included Camden, Riverside, Lewis County, Loretto, Scotts Hill and Waverly. McNairy Central’s proposed region would have included Bolivar, Chester County, Crockett County, Dyersburg, South Side, Lexington, Liberty and Obion County. Both schools would have been in tougher regions than they had been in for the last four years. Adamsville’s proposed region would not have been “fan-friendly” because of the large area in which the schools in the region were spread. The decision will to keep the six-class format will bring tweaks to the current system and will remain in place until the end of the 2016-17 season. Class A teams will be broken into two classes in the postseason (1A and 2A), Class AA teams will be broken up as well (3A and 4A), and the same goes for Class AAA teams (5A and 6A). While no system is perfect, and there are positives and negatives to both sides’ arguments, football fans can at least be comforted by the fact that TSSAA is and will continue to take into consideration what is best for the state of high school football in Tennessee.

State tournament coming to county By Andrew Alexander Sports Writer

McNairy County teams will not have to travel far for their shot to represent the state of Tennessee in the Dixie Youth Majors World Series. Buford Pusser Memorial Park in Adamsville will play host to the Dixie Youth Majors State Tournament. The tournament is set to begin Thursday and will reach its conclusion next Tuesday. The Adamsville 11-12 year-old All-Stars have been chomping at the bit to get their postseason started. Since Adamsville is hosting the tournament, the team automatically qualified, and the team did not have to compete in the District 7 Tournament in Lexington. Selmer’s 11-12 year-old All-Stars played their way through the district tournament, and are primed and ready for state.

Selmer rallies to win District 7 By Brian Azevedo Sports Writer

The Selmer 9-10 year-old AllStars came up big last week as they beat the Savannah All-Stars twice in a double-header to win the District 7 championship. Selmer won their first game in the championship round by a score of 11-4, and continued to swing hot bats as they came away

with a 12-2 victory in the second game. After winning the district title, Selmer will have a better seed in the Dixie Youth AAA State Tournament, which will be played in Jackson, Tenn., beginning July 19. Selmer concluded the district tournament with two huge wins against a tough Savannah team, who had given them their only loss previously in the tournament. The bats stayed hot, and the

team stayed excited and ready to play the entire day. This may have proved to be the big downfall for Savannah who looked somewhat sluggish after waiting four days between games. Selmer’s victories were anchored, again, by great hitting from Christien Loving, Preston Steward, and Peyton Kiddy, along with many others. The pitching staff also proved

to be a valuable asset to the team, and it held Savannah to six runs in the course of the final two games. Pitching contributions from Justin Smith, Peyton Kiddy, and Preston Steward led the Selmer team to two decisive victories and a District 7 title. Selmer will need to keep the bats going and continue to stay solid on the mound if they hope to become state champions.

Drizzle nearly spoils summer soccer tourney By Amanda Lowrance Head Sports Writer

Rain washed away a victory at last Saturday’s first-ever McNairy Central Lady Bobcat 3-on-3 Soccer Tournament. “We never got to the tournament format, just barely finished pool play,” said Coach Jerry Lott. “It started raining, so we didn’t really have a winner. I guess everybody is a winner.” Teams from Selmer, Adamsville, Scotts Hill, and Jackson competed in the event, but the first year was a trial run. Even though pools

of water and lightning hovered over the field, the turnout was still great, and the ages of the teams of trios ranged from middle school to adult. “We need to make more contacts and get more teams in it. I think it will be even bigger next year,” said Lott. “We are going to expand and invite younger teams. Now that this event is over, it will be easier next time.” The tournament was held to build funds for the MCHS soccer program, and the team plans to host the event every summer before school. Lott has new assistants for the upcoming

season: Becky Atkins and Doug Lowrie. Lowrie had the idea to host the tournament and played a major part in setting up the fields and goals. Atkins is a former Lady Bobcat, who played a big part in sending her class to the state tournament for the first time. “She brings a lot of her experience and knowledge to the game,” said Lott. “She is able to relate to the players too.” This year’s team is still young and has very few seniors. Lott believes that if the ladies can condition and adjust to the hot temperatures the team will be tough to beat.

Nealey Dalton makes a hard turn during her barrel race. The recent Adamsville High School graduate and McNairy County rodeo star competed at the International Finals Youth Rodeo in Shawnee, Okla. last week in preparation for the National High School Rodeo Association Finals that are taking place in Silver Springs, Wyo. this week. Dalton has competed in the NHSRA Finals in five of the last six years with her best finish, fourth place in barrel racing, coming in 2010. For more information on Dalton’s performance at nationals, see next week’s edition of the Independent Appeal.

‘Inseparable’ siblings give all on diamond By Amanda Lowrance Head Sports Writer

Adamsville All-Stars Taylor (10) and Jakob (8) Oldham are an inseparable pair, and they both share a deep love of sports. One has struggled with different areas because he was born

without a left hand and forearm. While prosthetics are an option for some, Jakob has taught himself to be more versatile without it. “He’ll wear them a few days, but they are in his way. He doesn’t like it because it hinders him and he has been accustomed to doing things his own way,” said father Wes Oldham. He witnessed Jakob’s determination and drive to move forward, but he did not want him to feel discouraged. “It was hard for him to catch the ball,” said Wes, “and it was hard to hit the ball. I just wanted to show him that there were others that did it before him and that he can if he wants to.” Just before Jakob joined his first baseball team, his father took him to see the legendary former MLB pitcher Jim Abbott, who had a successful career with only one hand, at a USA training facility in Millington, Tenn. “I was just trying to show Jakob that he can do anything anybody else can do because there have been others in his shoes that have done it before.” Abbott talked to him too and while the young tike may not remember what was said to him, maybe he would remember meeting a man who had a similar situation. “I worked very hard. I felt I could play the game. The only thing that could stop me was myself,” Abbott once said. While he has a love for several different team sports, Jakob’s favorite sport is soccer. Wes believes that Jakob can do anything he

wants to do. “He has more heart and he goes above and beyond to be as good as he is.” For the past seven years, this single father of two has raised his boys in his hometown of Counce. Six months ago, Wes received much needed family support from girlfriend, Anna Cossey. As a child Wes attended Pickwick Southside and now the brothers are at the realm of his alma mater. “I went to school there when I was younger and I like the small school feel,” said Wes. “I will let them play all the sports they want to play as long as their grades are A’s and B’s and academics can carry them on in life.” Older brother, Taylor is infused with the same determination as Jakob. This year, Taylor’s Dixie Youth team maintained a 12-4 record during regular season play. “I have never seen a child practice as hard as he does to improve his abilities,” said Wes. “Taylor is a gifted athlete and excels in pitching. His dream is to become a Major League Baseball pitcher.” Wes has played a lead role in coaching for the past four years and has been an assistant in the two previous years. He has stressed that sports are a leisurely activity over academics and demands a healthy education. “One out of 10,000 people get to play a professional sport, but anyone can make it on academics if they put forth the effort. I want them to put forth as much effort in their academics as they do in their sports.”

With only two years difference in age, the Oldham brothers stand up and look out for each other. “They are like a team. Whatever Jakob does Taylor does. You can’t find one without the other. They are best buddies. They are pretty much inseparable.”

NASCAR Kasey Kahne moved into Chase contention with his second NASCAR Sprint Cup Series win last Sunday at New Hampshire Motor Speedway. Kahne took advantage of Denny Hamlin’s inability to communicate tire changing plans with his pit crew. Hamlin led 150 of the race’s 300 laps, but finished second in his No. 11 Toyota. Clint Bowyer finished third, Dale Earnhardt Jr. finished fourth, and Brad Keselowski rounded out the top five spots. Pole-sitter Kyle Busch led 72 laps, but finished a disappointing 16th. Matt Kenseth, who leads the NSCS points standings, is ahead of Earnhardt Jr. by just 16 points. The NSCS races will recommence on Aug. 12 at Watkins Glenn, but this weekend, racers will fight to finish first at the Brickyard 400 at Indianapolis Motor Speedway. MLB All-Star Game Jumping all over the American League’s starting pitcher, Justin Verlander, the National League never looked back on July 10 at Kauffman Stadium in Kansas City, Mo., during the 83rd playing of Major League Baseball’s AllStar Game, and the team went on to win 8-0. It was the NL’s third All-Star victory in a row, and the win clinched the league home-field advantage in the World Series. Before the winning streak began, the AL had not lost an AllStar Game in 14 years. The San Francisco Giants in attendance bolstered the NL’s efforts. Pablo Sandoval’s three-run triple in the first off Verlander gave his team a record breaking 5-0 first inning lead. Giant pitcher Matt Cain was awarded the win for the NL, throwing two scoreless innings and giving up just one hit, and their San Francisco teammate Melky Cabrera won the Most Valuable Player Award, going 2-for-3 with a home run and two RBIs. No AL All-Star recorded more than one hit, and the team was held to just six in the entire contest.

Former GED graduate pays it forward By Amanda Lowrance Staff Writer

Sarena Downs, a former McNairy County Adult Education GED graduate, set a goal to push forward for a better life after experiencing the workforce without a high school diploma. Encouragement, hard work, and determination have helped her make dreams a reality. At this year’s graduation ceremony the former graduate stood before 50 students excited to receive a high school diploma. “This step you have taken will benefit you throughout your lives,” Downs announced during the ceremony. “There are many doors to be opened and education is the key. Education is something that no one can ever take away from you.” Many of this year’s graduates are looking into post-secondary education, according to Program Supervisor Patsy Pearson. Pearson helped select Downs as a guest speaker at this year’s graduation to tell her story and how she became a GED success story. “I will not tell you that it is easy,” she said. “I will tell you that it is possible and worth it.” Downs was injured due to a debilitating car accident before entering her junior year and did not complete her high school term at Middleton High School.

I am responsible for one of the three divisions of the company and head of human resources,” noted Downs. She also received recognition from the International Honor Society’s Beta Gamma Sigma Student Leadership Forum for her business achievements at UTM. Non-high school graduates sometimes feel that it is too late, or too costly, or too time consuming to earn a diploma, but there is never a wrong time to make that commitment. “I encourage you to overcome the odds and reach for your goals,” Downs stated. “I want you to leave here today planning your next steps. You will never know what you are capable of unless you try.” While her success has been great, she does not forget what led her to where she is today. Downs openly thanked her family and her boss. Then, she turned toward the educators and said, “I also want to take this opportunity to thank the staff at the Adult Education Center. Their commitment helps make new beginnings possible for so many.” Pearson reported a successful year to the school board members last Thursday and has begun reaching out to inmates and other area non-graduates.

Tenn. Department of Education recommends improvements to teacher evaluation system By Tennessee Department of Education Submitted

The Tennessee Department of Education this week released a report to the General Assembly recommending revisions to the state’s teacher evaluation system as a part of its process of continuous improvement. The department found that many districts noticed increased quality of instruction in their schools with the implementation of the new system, which was launched in the 2011-12 school year as one of the nation’s first comprehensive, student outcomesbased methods of teacher evaluation. Following the first year of evaluation implementation, Tennessee saw the largest-ever aggregate gains on statewide tests, as students scored higher across grade levels and subjects. “Developing an effective model for evaluating educators is part of our system-wide efforts to develop better conditions for teaching and learning in Tennessee,” said Education Commissioner Kevin Huffman. “We are encouraged by the results we’ve seen so far, and the department will continue to use feedback

The department has recommended incorporating individual value-added measures for teachers in more subject areas and reducing the use of school-wide value-added scores for teachers in non-tested grades and subjects. The department’s recommendations follow a year of soliciting feedback from educators across the state. Officials had conversations with more than 7,500 teachers, held meetings with directors of schools from every district and visited more than 100 districts in person. Through a survey by the Tennessee Consortium on Research, Evaluation and Development, the department also reviewed responses from 17,000 teachers and administrators. Tennessee’s evaluation model has garnered the support of

community members, who share the department’s desire to maintain quality instruction in Tennessee schools. “Tennessee has made such important strides this year with its new teacher evaluation system, and as a community, we must continue to stay the course with these reforms,” said Ellen Register, Executive Director of the Tennessee Business Roundtable. “Ensuring the quality and effectiveness of Tennessee’s teachers benefits our students, employers and the entire state.” Elements of the revisions will require approval from the General Assembly and the State Board of Education, which will meet July 27. Tennessee launches largest-ever teacher training to prepare for Common Core implementation NASHVILLE – More than 13,000 Tennessee teachers began training today on the Common Core State Standards, a set of nationally recognized criteria that raise expectations for Tennessee students, starting with math in the 2012-13 school year. Two hundred teachers, appointed earlier this year as Common Core coaches, will lead sessions at 41 sites across the state, helping their peers better understand new focus areas for grades 3-8 math by practicing problems, watching model lessons and reviewing student work. “The transition to Common Core State Standards in math is the beginning of a new era in education,” said Leslie Taylor, a Common Core coach and fourthgrade math teacher at A.L. Lotts Elementary School in Knoxville. “I know that we can move Tennessee to the forefront of national performance rankings and that our students will reap the benefits.” These sessions make up Tennessee’s largest teacher-training

program. The training model is designed to be peer-led, with assistance from content experts at the University of Pittsburgh’s Institute for Learning. “Tennessee’s transition to the Common Core State Standards gives us opportunities to strengthen our competitiveness and ensure our students’ postsecondary success,” said Tennessee Education Commissioner Kevin Huffman. “These standards also will give teachers the chance to engage their students more deeply in fewer focus areas, encouraging greater critical thinking skills.” The Common Core State Standards also enable teachers to share ideas for lessons across schools and states. Tennessee is one of 46 states that have adopted Common Core State Standards as a way to set clear expectations for what students should learn in school, and align their education with necessary knowledge for college and careers. Teachers will focus on much fewer standards, which require deeper engagement in fundamental concepts.

In third-grade math, for example, the number of standards taught will decrease from 113 currently to 25 under the Common Core State Standards. “The spirit with which educators are coming together to support this transition is inspiring,” said Emily Barton, the department’s assistant commissioner of curriculum and instruction. “The work that the Core Coaches have started in their own classrooms suggests that as we bring this to all classrooms across the state, we’ll see greater student engagement and problem-solving skills.” Tennessee will apply the Common Core State Standards for math in 2012-13 and for English-Language Arts in 2013-14. Tennessee students will take new assessments reflecting the standards in both subjects in 2014-15. To learn more about Tennessee’s Common Core State Standards implementation plan, visit our website. For more information, contact Kelli Gauthier at (615) 532-7817 or Kelli.Gauthier@tn.gov.
