Geelong ‘left out of national plan’ for low-cost rent amid price crisis NEW STATE Government statistics have highlighted Geelong’s soaring rental prices after the city mostly missed out on a national scheme to provide affordable rental homes. The 2010 Rental Report revealed Barwon South West region had a median weekly rent of $260, up $20 since March, as two National Rental Affordability Scheme (NRAS) properties were approved to be built in the next two years. The Southern Metropolitan region, which covers Melbourne’s southern suburbs, also recorded a $20 increase but was allocated 695 NRAS properties over the next two years. Liberal shadow minister for housing Wendy Lovell said rising rents and a “crippling shortage” of rental homes were forcing desperate families into paying more than they could afford at auctions to secure permanent accommodation. “In Geelong 68 per cent of private rental homes are unaffordable for low-income families,” Ms Lovell said. “Embattled Housing Minister Richard Wynne’s long-term failure to deliver effective affordable housing strategies means vulnerable families are being squeezed out of the private rental market. “Nothing demonstrates this more clearly than the rise in the number of families now languishing on Labor’s public housing waiting list, which increased by 1013 in the March, 2010, quarter to 39,794 families.” Ms Lovell said “overstretched and under-funded” housing support services had worsened the affordability crisis for Geelong renters. She slammed State Government for claiming vacancy rates had eased. “Any family searching for a home in this rental market would see the minister’s spin as nothing but sheer arrogance,” Ms Lovell said. Mr Wynne admitted the rental market was “very tight”. “These latest figures reiterate the need for our record investment in both the public and private housing markets,” Mr Wynne said. His spokesperson said more NRAS properties for Geelong were in the pipeline. “There are a large number of properties at the proposal stage.”

Pricey: Land in the Geelong region is among the most expensive in regional Australia, according to a new report.

Region ‘rated sixth’for soaring cost of property THE BARWON region has ranked sixth in the top 10 of most-expensive regional markets for land sales, according to a new Housing Industry Association (HIA) report. The area covering Geelong to Warrnambool recorded a median lot price of $160,000. The HIA report listed Sunshine Coast, in Queensland, as the most expensive regional market and the Mallee in Victoria as the least costly. HIA chief economist Harley Dale said the recorded land prices were “concerning” following a 40 per cent drop in sales since March. Mr Dale said the decline in sales reinforced the need for interest rates to stay on hold in 2010. “It also reinforces the case for urgent action to ensure adequate, affordable land supply and

addressing the restriction of finance for residential development, which has severely handicapped new-home building activity,” he said. RPdata.com national research director Tim Lawless said soaring interest rates had hit firsthome buyers and low-income earners hardest. “The continued weakness in vacant land sales is a bit of a worry considering the ongoing demand for housing remains high,” Mr Lawless said. “The low volumes of land sales suggested continued price sensitivity from the market and further housing pressures ahead.” Mr Lawless predicted a disappointing June quarter for land sales amid fears the Reserve Bank of Australia would increase interest rates again in August. “Considering the rate rises in April and May,

lower consumer confidence and lower housing finance commitments over the June quarter, we don’t expect any real improvements in the vacant land figures soon.” The reserve bank defended this year’s rate hikes at its July board meeting last week. The meeting minutes noted “some signs that conditions in the established housing market had eased”. “In particular, auction clearance rates in Sydney and Melbourne had declined from their earlier elevated levels, with the clearance rate in Melbourne in June back to around average levels.” The minutes stated “price data to May (was) mixed but provided some tentative evidence of a deceleration in growth relative to earlier this year.”

Leading builder predicts strong growth in new homes market M

etricon Homes manager Darren Mehl predicts continued strong growth in the new-home market, pointing to a number of factors encouraging first and secondhome buyers despite buoyant sales indicators. Established house prices in Australia rocketed by 20 per cent in the year to March, including a 4.9 per cent increase in the quarter to March followed by five consecutive interest rate rises. “It’s important to understand that while all home values have done well, a lot of the growth in prices has come in the established home market and at the upper end, too,” Mr Mehl said. “The starter and second homes offered by leading builders in the new-home market have remained remarkably affordable in the past 12 months. “At the moment the building industry in Australia is a world leader in delivering dream homes at remarkably affordable prices. “Although we have seen some upward pressure on land prices due to scarcity, the value of the homes we have been selling has remained remarkably constant and any price increases have been relatively marginal and almost entirely due to the prices of raw

materials going up. “The market is still very competitive and anyone who wants to build a new home can still find excellent value. “At Metricon we have home and land packages in the region for under $300,000, within easy reach of the CBD and other population hubs. “Even if the Reserve Bank puts rates up by a quarter of a per cent, we must understand that rates are still at near-historic lows.” Mr Mehl said a Double the Grant offer to firsthome buyers was available for a couple of weeks to make sure everyone who wanted a new home had every chance of taking maximum advantage of the government support. “Second and subsequent home buyers have more choice than ever before as we hone our design skills and create eco-friendly homes that suit the smaller block sizes that are now becoming more common.” he said. “Indeed, big growth in the market will come from the knock-down-and-rebuild market in inner suburban areas as homes built a couple of generations ago are on their last legs. Mr Mehl said Metricon Homes looked forward to the future with confidence. “We are confident that we will sell a record number of homes in 2010.”
