Police using ‘world-first’ face-recognition technology

‘Nowhere to hide’ BY ERIN PEARSON GEELONG police are using “world-first” face-recognition technology to catch criminals, according to leading city officers. They said the high-tech equipment would save police hours scrounging through pages of suspect photos to match criminals with crimes. The iFace program allows police to match digital photo-

graphs with surveillance camera footage to quickly identify suspects at the click of a button. Acting Sergeant Matthew Sims said the station had been using the iFace program for three months in the lead up to a state-wide roll out of the technology. “Police will be able to find CCTV footage, run it though iFace system and match up the offender to someone who is

already on the Victoria Police database,” he said. “We get a lot of CCTV footage but unless police know who it is on the tape we have a hard time finding out who they are.” Sgt Sims said iFace matched facial features such as eyes and hair lines from the digital and surveillance images to identify suspects. “It’s like what we’ve all been watching on television shows

such as NCIS.” Sgt Sims said Geelong police were now taking photos of all people taken into custody at the station and uploading the images onto the digital database for crosschecking with iFace. More than 800,000 photos were already in the iFace database, he said. Victoria Police has now implemented iFace at 260 stations

Woodworkers club a stroke of good luck for Geoff BY ERIN PEARSON A LIFE-THREATENING stroke has immersed Hamlyn Heights’ Geoff Anderson in a world of timber shavings and tools. He credits the health scare with introducing him to Bellarine Woodworkers group, which now occupies him for “hours” each week building and restoring toys for disadvantaged children. Now Mr Anderson and other group members will put their skills on show in an exhibition at Queenscliff in the new year. “I needed to do something with my life after I was rehabilitated and I decided to get into woodwork,” he said. “I’d never done woodwork before but the group’s support enabled me to keep going. I couldn’t do the work I do now without the support of members.” With 85 members and a history dating back 30 years, Bellarine Woodworkers has produced toys for groups including Noah’s Ark, Drysdale Kindergarten, Queenscliff’s Cottage by the Sea and the Salvation Army. “The group is particularly good for people who have retired and are unsure of what to do,” Mr Anderson said. He was proud of the impact of the group’s gifts on their young recipients. “One little disabled girl could only lift her arms up and down, so we made her a movable golliwog on strings,” he smiled. Mr Anderson said 418 pieces would feature at the clubs 19th annual fundraiser. The exhibition will run 10am to 5pm from January 1 to 3 at Queenscliff’s Uniting Church Hall.

Upgrade closer STATE and federal governments have signed a $220 million contract to start work on the duplication of the Princes Highway between Geelong and Winchelsea, according to a joint statement. The governments said work was now underway to begin the 23-kilometre project next year, with the finish date some time in 2014.

Trail call THE REGION would reap a financial windfall if it could convince council and governments to spend about $2 million to seal the rest of the Bellarine Rail Trail, according to a tourism consultant. Enjoy Inspire Consulting’s Darren McClelland said the region should form an “alliance” to call for the project after university researchers found that riders on a sealed Murray to Mountain Rail Trail spent on average about $85 a day more than other visitors.

Call for beauty over ‘just something big’

Angel ‘inspiring’ icon BY ANDREW MATHIESON A CULTURAL landmark in one of Britain’s industrial cities is inspiring Geelong’s leaders to develop a new city icon. The Angel of the North, nearly 17,000kms away in England’s northwest, has transformed Newcastle upon Tyne’s tired, old image. Committee for Geelong’s Peter Dorling said the 20-metre-high angel, with a 54-metre wingspan, could provide better inspiration for the city’s search for its own icon rather than a traditional Australian oversized landmark. The Independent reported last week

that Geelong Professional Alliance Network would officially launch in the new year a competition to design an “icon” for the city, with a cash prize worth thousands of dollars. Mr Dorling said the Angel of the North stood in a city with a manufacturing past similar to Geelong. Newcastle’s civic leaders were proud the contemporary steel structure “fit the psyche” of their vision for the city, he said. “They were quite adamant that it was a message to the community that they were heading down a cultural track. “There are subliminal messages

behind icon projects and that is what we would hope this competition would give - some serious thought rather than just building something big.” Mr Dorling said the Icon for Geelong competition should produce a landmark that reflected “the cultural and social vision of Geelong in the future”. “We would hope the icon doesn’t get a bit silly, with the big Cat or the big football,” he said. Geelong Chamber of Commerce executive officer Bernadette Uzelac said building a huge statue or landmark just for the sake of it would be

like “putting the cart before the horse”. Elaine Carbines, the chief of regional councils alliance body G21, said a Geelong icon should be “visually stunning, architecturally challenging and beautiful”. She hoped Geelong’s cultural precinct could house the icon. “I think that, just as Federation Square works so beautifully in Melbourne, it’s an opportunity to really design a functional building that could be a destination in its own right through such a competition as this. I’m hoping this would be in the mix as well.”

er it would stop some of the frustration, accidents and road rage.” Ward councillor Andy Richards demanded action on the intersection. “This is a VicRoads and State Government issue and it’s incumbent on them to make sure holiday traffic does not pour through our community again,” he said. “There should be a traffic police presence at the intersection on Boxing Day and other busy days.” VicRoads project director Tony Hedley agreed motorists experienced “congestion” during “peak times” last year. “Traffic around the network including Geelong ring road, Princes Highway and Anglesea Road will be monitored and traffic signals adjusted as needed to help maximise peak flows,” he said. VicRoads had three recorded “incidents” at the intersection, one of which resulted in “minor injuries”.

BY KIM WATERS A CONFUSING intersection at the southern end of Geelong’s ring road is sparking “road rage” among motorists, according to nearby residents. Grovedale’s Rachel Muldoon predicted another festive season of accidents and anger as motorists tried to negotiate a convergence of heavy traffic at the intersection. “At the Rossack Drive entrance at the end of the road it’s hard to see which lane goes where and there’s often a lot of confusion and road rage,” Mrs Muldoon said. “During the holiday the road is a nightmare to drive on and can be banked up from the Highton exit all the way to Waurn Ponds.” Mrs Muldoon said she witnessed incidents of road rage from frustrated drivers last Christmas.

Blitzes ‘target road dangers’ BY ERIN PEARSON GEELONG Police will launch a series of road blitzes to weed out careless drivers over the holiday season, the city’s top cop has warned. Inspector Garry Thompson said drink driving and speeding would be at the “forefront” of road policing across the region and state. “People need to take their time, plan and double plan to stay safe over the holiday period,” he said. “Drivers need to be aware of the changes in road conditions, the amount of traffic on the road, weather conditions, their speed and their non-familiarity with certain areas. “They can’t say they haven’t been warned. We will be out in full force.”

Geelong Police Senior Sergeant Shane Coles, a road policing advisor, said crackdowns on bad road behaviour in the past 12 months had helped cut Geelong’s serious road accident injuries from 331 in 2008/2009 to 157 in 2009/2010. Geelong’s council has joined the road safety push with an appeal for drivers to take care over the holiday period. Councillor Eddy Kontelj urged motorists to obey speed limits while driving responsibly. He said a fleet of electronic speed advisory trailers would target motorists with warning messages in “trouble spots” around Geelong’s northern suburbs. “Speed humps have been installed in Wilks and Glengate streets in Hamlyn Heights, line

markings and signs have been renewed at several intersections and many residential streets and roads in the ward are currently being monitored for speed-related issues,” he said. Police have also launched a crackdown on festive season violence. The crackdown included police across Australian and New Zealand joining forces on the weekend in a trans-Tasman operation targeting alcohol-related violence. Insp Thompson said Operation Unite would continue in Geelong throughout the holiday period. He said police arrested more than 130 people in September and visited 687 pubs, clubs and bars, detecting 54 licensing breaches, as part of operation Unite.

Henderson coy over bid for Corangamite

BY KIM WATERS FAILED Liberal candidate Sarah Henderson has refused to rule out another bid for the marginal federal seat of Corangamite. Ms Henderson said any decision on whether to contest the next election would be “too premature” but suggested she was biding her time. “My criticism of Labor is indicative of the fact that I want to remain very involved and continue to be a strong voice for what needs to be improved in our community.”

With Labor holding a minority government many political pundits have predicted an early federal election. But Ms Henderson believed Australia had a “long way to go” before the next federal election, despite some commentators tipping a poll earlier than the full-term agreed between Labor, the Greens and independents. She expected the Liberals to run preselection for Corangamite in about 18 months. “I haven’t made up my mind but I think any decision about

running for preselection is some way off for me.” Ms Henderson beat Labor MP Darren Cheeseman on firstpreference votes at this year’s federal election but lost after distribution of preferences. “I’m keen to play my part because I’m really passionate about various issues but there’s no doubt we received overwhelming support in Corangamite from the majority of electors. “What I’m happy to say is that, while I don’t give up easily on anything I set my mind on, at this stage I haven’t made

COUNCILLORS have “thrown out” plans to keep Queenscliff’s wharf in public hands, according to a council spokesperson. The Borough of Queenscliffe spokesperson said councillors failed to back colleague David Mitchell’s proposal to stop Parks Victoria redeveloping the wharf “precinct” for the town’s harbour operator. A report to council said Parks Victoria planned to spend $1.8 million to make the rundown wharf “useable”. A public meeting in October backed retaining the wharf if taxpayers’ money was used to restore it, the agenda said. Member for Western Victoria David Koch has previously labelled Parks Victoria’s wharf plan “ludicrous”. He said Parks Victoria wanted to use “taxpayers’ money” to build car parking on the site for Queenscliff Harbour, “a private…consortium”.

AMY’S RIDE On Sunday 2 January 2011, Amy’s Ride commences in Eastern Park at 8.30am and concludes in Eastern Park at approximately 3.00pm. Amy’s Ride will consist of four ride options; 1km Family loop (closed circuit), 27km ride, 70km ride and a 120km ride to the Bellarine Peninsula. It is essential that this event is conducted in a safe manner, and to do this, the City of Greater Geelong, along with Go Traffic will be temporarily changing traffic conditions on Sunday 2 January, 2011. The left hand carriage way of the Geelong - Portarlington Road (Portarlington bound) will be closed to vehicular traffic from Limeburners Road, East Geelong, to Christies Road, Leopold from approximately 7.00am until approximately 11.00am. Please note that a speed reduction will also be implemented along this section of road which may slightly increase travel time. Access to the BP Service Station at Moolap and all side roads on the north side of the Geelong - Portarlington Road will be accessible during the temporary lane closure. BY ERIN PEARSON A SPIKE in thefts from cars around Geelong’s eastern suburbs has prompted a warning for motorists to lock their cars over the holiday season, according to police. Inspector Garry Thompson said car owners must remain “vigilant” to avoid joinging the ranks of car owners who were the victims of the recent thefts. Insp Thompson said police had detected a 30 per cent increase in thefts from cars in East Geelong and Newcomb in the past few weeks. “It’s enough for us on a preventative scale to contact our Neighbourhood Watch people,” he said. “People still aren’t getting the message. People need to not only lock their cars but remove valuables from site.” Insp Thompson said thieves were targeting high-tech gadgets. “Laptops, iPods and GPS devices continue to be left in view and then car owners wonder why they’ve been stolen.” Possessions stored in clear view inside older cars were at higher risk of theft even if the vehicles were locked, the inspector said.

“The age of the car can make a difference. These days manufacturers are aware of the risks and are installing things like keyless entry to help reduce incidences (of theft),” he said. “With older cars, coat hangers and screwdrivers are often used to gain entry into a car. “People need to remove valuables from site because we don’t want car owners to come back to smashed windows.” Insp Thompson said police were also concerned about thefts from houses over the Christmas period. “Because it’s the festive season people are putting presents under the tree, in front of a window, visible to people walking past. It’s a real security issue, “he said. “If you are going to put presents out for the family, make sure it’s only your family that can see them. It’s very similar to the problems we see with people not removing items from cars. “There’s nothing worse than a nonSanta turning up to your house over Christmas and stealing your presents.” Insp Thompson urged residents to consider the risks in leaving items unattended and in view of potential thieves.

Port ‘on own’ in battle to save swimming pool Ms Brown suggested council subsidise the pool owner’s maintenance costs to keep the facility open. “Even if they could reduce the land tax or come in and mow the lawns around the pool or something would help us so much.” In a statement to the Independent ward councillor John Doull described the pool as an “important” community facility. Cr Doull did not answer questions about whether council would consider financial support to keep the pool open. He said he “encouraged” residents to support the facility. “This is the best way to ensure the facility’s ongoing operation,” Cr Doull said. “Council recognises the importance of aquatic centres to local communities. “We take a strategic perspective on the provision of these important facilities and for this reason the Bellarine Aquatic Facility was developed to provide these services across the Bellarine community.”

BY KIM WATERS COUNCIL has left residents on their own in the fight to save Portarlington’s pool, according to a facility supervisor. Fiona Brown said she was “not surprised” council refused to commit funding to “save” the privatelyowned facility. The Independent revealed last week that the pool’s Melbournebased owner promised to keep the facility open “for now” but staff feared the pool faced a bleak future. Residents called on council to “step in” and fund pool maintenance or lease the facility to prevent it closing. Ms Brown believed Portarlington was “missing out” on council-funded facilities like Bellarine Aquatic Centre in Ocean Grove. “Those places have all the mod cons and everything but poor, old towns like Portarlington are left without any facilities or funding,” she said. “Council spends money on areas with big populations and the ones down the other end of the rung, like us, don’t even have a service station.”

The problem this time is we are wasting billions of dollars on useless renewables like wind farms, desalination plants and a probable Gillard carbon tax for something science does not support. Wake up people, you are being conned yet again and will continue to pay huge increases in power and water bills as a consequence. The problem is not emissions but the sins of omission. Campaign resumes THE COMMUNITIES of Torquay, Jan Juc and Bellbrae are still reeling from the slap in the face delivered by council’s long awaited 2040 process. The release of the three scenarios for growth (Independent, November 12) has left the majority of the community wondering what has to happen before we at least get an acknowledgment that we do not want the rapid growth of the past 10 years continued. Council’s 2040 process appears to be so constrained by the history of planning that there is no ability to respond to changing community attitudes, needs or wants. It seems more and more like another sham consultation process designed to wear out the community and continue to allow developers and other vested interests to rip the guts out of our town. The low-growth scenario takes the population from 12,000 to 20,000, a growth rate of six per cent a year. Our infrastructure has not kept pace with growth of 3.5 per cent a year. The planning also does not factor in Armstrong Creek’s 50,000 people who will use the Surf Coast as their playground. MOTORCYCLING Australia is pleased with former MP Michael Crutchfield’s role in the massive public grant it received toward the purchase of McAdam Park, Barrabool (Letters, December 3). The association’s satisfaction is unsurprising – it now has this prime rural land forever, with nothing to repay after 10 years regardless of whether motorcycling continues on the land. But the outcome for the community is terrible. Claims the facility reduces illegal riding in national and local parks are without foundation and unsupported by evidence. Further, suggestions this is about saving an existing community facility are mischievous. Michael Crutchfield’s legacy in Barrabool is an ill-considered and completely inappropriate development. Typically, he inflicted this environmental and community injury without any community consultation then attacked those who objected.

PRIME Minister Julia Gillard recently announced banks would be given access to depositors’ funds as a source of cheap funding while failing to acknowledge their massive profits. In the USA it is illegal for banks to loan depositors’ funds because they are kept there to be safe and secure. Treasurer Wayne Swan’s announcement regarding the underwriting of banks was just another play in favour of the banks and will put all depositors’ funds at risk while lining Australia up for bankruptcy and an IMF or World Bank bailout. BY ERIN PEARSON THE FLASH of fireworks and “electric candles” will light up Geelong’s Carols by Candlelight for the first time this Christmas eve, according to organisers. Noel Hooper, who has helped run the event for 37 years, promised Friday night’s family gathering would be “bigger and better than ever”. He said sponsor Eveready would also hand out free battery-powered candles to help spread the Christmas cheer. “This year for the first time we’ll have a fireworks display at 10pm as the carols finishes,” he said. “The display will be themed red, green and white. “We just wanted to take the carols a bit further this time and fireworks seemed like the perfect addition.” Hooper said Santa Claus and Geelong Football Club’s Half Cat would join well-known singers Ange Hilton, Tim Edwards and Sophie Katos at the carols. “Running the carols is something our club loves to do and it’s my baby in the club,” Hooper grinned. “I probably get more out of it that I put in. It brings so much joy to so many families.” Hooper said the YMCA’S Y Service Club of Geelong, which raises money for various charitable causes, took over running the event in 1964 after the carols were shelved for two years. “Combined churches through the late ‘40s and ‘50s ran the only carols program in Geelong and in the early ‘60s they stopped doing it. The Y Service Club decided to start it again and have run it ever since.” Hooper said organising the carols was a labour of love. “It takes six months of pretty full on work but I absolutely love it.” He said organisers had their fingers crossed for fair weather after rain washed out last year’s carols. “I remember 25 years ago I rang the weather bureau on Christmas eve morning and the guy said to me ‘Look, there’s not a cloud and no moisture, so we can’t possibly get any rain’ but about six hours later, mid-afternoon, we got showers,” he recalled. This year’s Carols by Candlelight will run from 8pm to 10pm in central Geelong’s Johnstone Park with free admission.

Badwi on eve of city show after ARIA ‘hit’ BY ERIN PEARSON LIFE is a whirlwind of world performances and major festival appearances for Melbourne’s Zoe Badwi. Her latest single, Freefallin’, reached number four on the ARIA charts within days following the global success of her dance-floor hit Release Me. But life wasn’t always newspaper interviews and global stop-offs for Badwi, who started work as a hairdresser after leaving high school. “I still pinch myself about it all the time,” she said.

“My first overseas performance was in Mykonos playing outside with thousands of people. I couldn’t believe I got paid to go over and do that. “I didn’t even know they knew my stuff but they sang louder than me.” After dabbling in bands such as Sirens and Black Dogs, a chance meeting with TV Rock’s Grant Smilie put Badwi on a new career path. “I was playing at The Saint hotel in St Kilda about four years ago and I’m lucky Grant showed up,” she said. “Now he co-manages me and I speak to him four to five times a day.

“Who know where this industry can take you. I just know I love singing, performing and writing music. “I don’t envisage myself in places, I just keep working hard.” Badwi, who just finished performing on a Stereosonic tour around Australia, said Geelong fans should have their “dancing shoes ready” for her show. “I love coming down to Geelong,” she said. “Geelong people just want to dance.” Badwi will perform at Home House Pinch: Zoe Badwi on New Year’s Eve.

1 Place the chocolate, cream, brandy and nutmeg in a heat proof bowl over a saucepan half-filled with simmering water (make sure bowl doesn’t touch the water) and stir with a metal spoon until chocolate melts and mixture is smooth. Place in the fridge for 2 hours or until firm enough to roll into balls. 2 Line a tray with non-stick baking paper. Use a teaspoon to scoop out 2 teaspoonfuls of chocolate mixture and use your hands to roll into a ball. Place on prepared tray. Repeat with the remaining chocolate mixture. Place in the fridge for 1 hour or until firm. 3 Meanwhile, place chocolate melts in a heat proof bowl over a saucepan half-filled with simmering water (make sure bowl doesn’t touch the water) and stir with a metal spoon until chocolate melts. 4 Line a tray with non-stick baking paper. Use 2 forks to dip a truffle into the melted chocolate to coat. Remove truffle, tapping the fork handle gently on the edge of the bowl to shake off any excess chocolate. Place on prepared tray. Repeat with remaining truffles and melted chocolate. Place in the fridge for 20 minutes to set. Sprinkle truffles with extra nutmeg and serve with coffee.
