Plan for high growth in the future but start building the community facilities like an arts centre now,” rangerjohn said. BY ERIN PEARSON RESIDENTS have responded angrily on an online forum to Surf Coast Shire’s new proposals for residential growth in Torquay and Jan Juc. Stage two of the Surf Coast’s 2040 consultation process attracted a barrage of objections to council’s three “scenarios” for development. The Independent reported last week that the scenarios proposed doubling or tripling the population and included residential development in Spring Creek. A post under the name John Snowdon said the shire’s consultation process was a “sham”. “We are destroying a beautiful part of the world through ‘sustainable development’.” Another post under the name Docrev raised concerns of a whitewash. “It is clear that the community does not want development in Spring Creek. Why do a handful of developers have more power than several thousand residents?” Docrev suggested council seek alternative boundaries. “If the major development occurs in the north and east, including the area north of South Beach Road and the area east of Horseshoe Bend Road, development of Spring Creek might not be necessary. “The land is flat, so provision of services is easier and cheaper, it is close to Black Rock for recycled water and access to Geelong is easier. Forum participant jlgchiro agreed with Mr Snowdon, accusing the shire of ignoring the community. “This “consultation process” is just a means to keep us busy writing

Green bridge protest BY KIM WATERS THE GREENS will protest a State Government open day for Barwon Heads Bridge this weekend despite confirming the party will preference Labor’s South Barwon MP at next week’s election. Greens South Barwon candidate Simon Northeast said he would follow the party line even though Labor had handled the Barwon Heads Bidge project “very badly”. “My party has done a deal with the Labor party to preference us second in the Upper House for Western Victoria if we give them preferences for South Barwon in this election,” he said. “I’m a team player and I’m doing what is best for my party but Greens’ voters aren’t sheep. Our research shows Greens’ voters don’t follow our preference cards. “They will vote Greens’ first and then will decide on whoever they wish to put second.” Mr Northeast, a Surf Coast Shire councillor, said Greens members would join a community protest against the bridge project. “I understand there are some people in the community involved in the protest and others who are just going to ignore the whole thing,” he said. “I think the whole project has been handled really badly and the community has not been properly consulted or listened to. I don’t see why this open day had to be done prior to the election.” Barwon Heads Traders and Tourism Association’s Bernard Napthine said a majority of the community would boycott the official open day and naming ceremony on Saturday. “Most people are content to just stay away,” he said. “I think we’ll be speaking with our votes at the ballot box.”

Forming giant ribbon all white for participants

Health breakthrough

AROUND 1000 voices will say no to violence against women as part of a giant white ribbon on Skilled Stadium next week. A spokesperson for the event said the participants would bring the message of White Ribbon Day “to life”. Geelong health insurer GMHBA would provide white T-shirts to participants so they could create the “human white ribbon” about 1.30pm on Tuesday, the spokesperson said. Registration to participate was available by phoning Peter Kelly on 5260 3810 or by emailing peter.kelly@bawonhealth.org.au. The spokesperson said unregistered participants would be welcome to help form the ribbon if they arrived at the stadium with their own white attire. “We invite everyone in the community to support this event and to get behind the fight to speak out and pledge never to commit, excuse or remain silent about violence against women by attending our event in support of the White Ribbon Day Foundation.” Geelong will join other cities around Australia and the world to mark White Ribbon Day two days later. The day promotes opposition to violence against women, encouraging men in particular to speak out against or report other male perpetrators. Geelong Mayor John Mitchell said violence against women was “still too prevalent”. “I urge anyone who feels passionate about the issue to become involved in the White Ribbon Day campaign and to make it very clear that this type of violence will not be tolerated,” he said. GROUND-breaking Geelong research has discovered that immune system imbalances can bring on depression, according to Barwon Health. Associate Professor Julie Pasco and her team discovered that women’s blood levels of a particular protein connected to the immune system was related to the onset of depression.

Tunnel call GEELONG commuters to Melbourne would benefit if the major parties stopped their “spat” to get on with the job of building a proposed east-west tunnel as an alternative to West Gate Bridge, according to a business group. Victorian Chamber of Commerce and Industry said the tunnel would help cater for projected population growth so Geelong commuters could avoid peak hour traffic that bordered on “nightmarish”.

We have significant levels of crops out there and they’re all doing quite well.” Mr Verdoorn said recent soaking rain would keep grounds wet, presenting difficulty for crews fighting fires. “If we have a grassfire before the ground really dries out we could get

our trucks bogged.” Mr Verdoorn said some CFA members would also face new challenges compared to recent drought seasons in the region. “Those who’ve joined over the past eight or nine years won’t have seen a severe running grassfire because of the previously dry seasons we’ve had. “Rain has helped fill dams with a lot more water but the extreme fuel loads will be our really big threat. “The fire season isn’t expected to kick in until after Christmas because the Bureau of Meteorology is telling us we’ll have reasonably steady rainfall

between now and late December.” Mr Verdoorn said the CFA would ramp up training until Christmas. “We also now have a structure that involves just three people during the fire reporting process whereas in past years information has travelled from person to person to person,” he said. “The other thing that’s happened since Black Saturday and the Royal Commission is an emphasis on emergency management arrangements “The quicker we can get information out to people the quicker they can make decisions on.” Letters, page 27

But operations manager Gerry Verdoorn said parts of the Otways would face a reduced risk, with sodden forests unlikely to catch fire. The City of Greater Geelong has announced a month long Dog and Cat Registration Amnesty during November 2010. The purpose of the Amnesty is to provide assurance to dog and cat owners to come forward and register their animals with the City without fear of a penalty being issued for keeping an unregistered dog and/or cat. Council adopted the Amnesty which will operate between 1 and 30 November at its meeting on Tuesday 12 October. Geelong residents are amongst the highest owners of dogs and cats in Australia. As a means to manage domestic pets, legislation requires that local government register all cats and dogs being kept within its municipality. Dog and cat registration and identification are basic, essential functions of municipal animal management.

Any person, including owners and occupiers of land that may be materially affected by the amendments is entitled to make submissions in accordance with sections 21 and 21A of the Planning and Environment Act 1987. Please be aware that all submissions may be made available to any person for the purpose of consideration as part of the planning process. REVISED LAYOUT PLAN FOR FORMER GEELONG GOLF COURSE SITE

Residents who may be keeping unregistered dogs and/or cats may have done so for a number reasons including but not limited to: • May have forgotten to renew their previous year’s registration. • Having not registered in the first instance, may not be aware that there is a requirement to register their dog/cat with the City. • Not being on the City’s Animal Database, residents will not have received animal information relating to new/renewed registration of dogs or cats.

At its meeting on 26 October 2010 Council resolved to undertake public notification of the revised layout plan proposed for the former Geelong Golf Course site in order to ascertain the community’s views on the revised layout plan.

At the conclusion of the Amnesty on 30 November, dog or cat owners who fail to register and identify their animals with Council will be subject to an on the spot penalty of $239. Dog or cat owners will be given 14 days to register the dog or cat with the City to avoid further legal proceedings. Dog and cat owners can take advantage of half price registration (new registrations only) at the current fee schedule. If your 2010 registration has not been renewed a 12 month fee will apply.

Council will consider any submissions received by 26 November 2010 in relation to the revised layout plan in order to make an informed decision on the development. However it should be noted that this plan is exempt from formal public notification and review rights under the Planning and Environment Act 1987. CHANGED TRAFFIC CONDITIONS TEMPORARY CHANGED TRAFFIC CONDITIONS G-FORCE GALA DAY PARADE SATURDAY 20 NOVEMBER 2010 Due to the G-Force Gala Day Parade the following changed traffic conditions will apply in the city on Saturday 20 November from approximately 8.00am to approximately 12.30pm. EVENT DETAILS: On Saturday 20 November, the parade will assemble in Eastern Park. At 11.00am the parade will proceed west along Malop Street, turn right into Moorabool Street and concludes at the bottom end of Moorabool Street, near Eastern Beach Road. Upon the conclusion of the parade, a Family Fun Day will be held at Steampacket Gardens from 12.00noon until approximately 5.00pm. ROAD CLOSURES AND OPENING TIMES: Malop Street from Garden Street to Gheringhap Street will be closed from approximately 10.00am until approximately 12.30pm. East and west vehicle traffic will not be permitted along Malop Street between these times. North and south vehicular traffic will be maintained along Yarra Street, Bellerine Street and Swanston Streets until approximately 10.45am, or at a time advised by the Victoria Police on the day of the event. Ford ‘down days’ before Christmas BY ANDREW MATHIESON FORD workers will be hundreds of dollars out of pocket heading into Christmas after the company told them to accept more “down days” as car production slows, according to a unionist. The forced down days coincide with a “reduction” in the Geelong aluminium manifold plant after the motor giant outsourced the fabrication of plastic manifolds to another company in the region. Production in up to five areas of the Geelong Ford plant will now cease for up to eight days during the remainder of the year, with the first two on Monday and Tuesday this week.

A 40 per cent pay cut from the down days would equate to nearly $500 in lost wages for most workers. Some are considering topping up their pay packets with benefits from sick and annual leave to make ends meet. Senior union shop steward Brendan Sexton said “volume changes” forced changes to production schedules. “I have to say it’s hard on them but I can only say the union has put in good arrangements to help compensate them with those difficulties,” Mr Sexton said. “In the last (enterprise bargaining agreement), being able to ensure that sick pay could top up those down days addresses a

lot of those issues from the union perspective. “Hopefully not too many people won’t have enough leave and struggle in this period for Christmas.” The last of the eight scheduled down days included time off on December 16 and 20 in the final days before Christmas. The setback could affect up to 80 per cent of Geelong operations. Mr Sexton said the company was having “an each way bet” on production levels. “Ford are just making sure they’re not caught with too many cars at the end,” he said. He was confident the down days would not affect contracts

with Bosch, which this year saved more than 50 Ford jobs. Plastic manifolds had started to replace aluminium on Ford models including Territory. Mr Sexton expected the union would fight to keep jobs at Ford. “Hopefully we can argue for some in-sourcing and more work and there won’t be an affect on employees,” he said. The down days follow the reassignment of Geelong’s Marin Burela as Ford Australia president and chief executive officer to the Chinese market this month. Ford appointed Mr Burela as president and chief two years ago.

BY ANDREW MATHIESON A CHEF who turned industrial workers off fatty food in just months is launching a bold public campaign with a demonstration of healthy alternatives to reduce the risk of heart attack. Saving lives with a chef’s knife rather than a surgeon’s blade is close to Sarah Kelsall’s heart. She developed her Pro Heart Cooking Demonstrations for heart-attack survivors after her father suddenly died aged 52. “I became a chef first and then the challenge was to create nicetasting food but with healthier choices,” she said. “When my dad died of a heart attack it inspired me to go down this path and do more. “It did affect me and it’s just sort of now that I’m taking a lot of notice of my own health.” Mrs Kelsall, who has been a qualified chef for eight years, wants to challenge the misconception that healthy eating must mean longer preparation and compromises on taste. But her heart-smart meals were initially hard to swallow among many workers at Alcoa’s Point Henry plant. The 30-year-old said breaking old eating habits at the plant cafeteria was “a bit of a shock” to the workers on their slow conversion to health food. “When I started there four months ago it was just a bain-marie full of deep-fried food,” she said. “We’ve been able to reduce that food back to just a really small section. We’re trying to offer

The Ballarat paramedics believed the move to Geelong highlighted a shortfall in ambulance services. “We met with staff involved on Tuesday to discuss their claims

We have investigated the claims made and have discussed the outcomes with our staff,” Mr Rogers said. “This will include providing examples and explanations and highlighting changes to our practice.” Mr Rogers promised 41 new paramedics for the service’s Barwon South-West region. But the new recruits would not

start work until “early next year” when they had finished university, he said. “There will be some upgrade of services to give more coverage and the extra paramedics will also provide for better breaks and sick leave coverage, meaning a higher level of coverage overall.” Ambulance Employees Australia state secretary Steve McGhie said more paramedics were needed on

the ground “now”. “The longer we wait for that the longer people’s lives will be put at risk,” he said. “The only thing that will fix this is to make sure there are enough ambulance crews to cover the workload.” Mr McGhie said the centre had repeatedly dispatched Ballarat paramedics to cases in Geelong on code one emergencies, leaving the

Corio Primary School’s Amanda Baulch said hundreds of new toys from the drives would banish boredom from playgrounds. “The art of imaginative play is something that is lacking in a lot of children’s play. We’re aiming to be proactive by giving children things to stimulate this type of play and language development,” Ms Baulch said. “In many schools across the Geelong region recess and lunchtimes can be a difficult time for children as they wander around the school deciding what to do.” “Children are outside for 90 minutes a day, so why not take learning outside and let them use this time to develop their language and cooperation skills and their imaginations.” Ms Baulch said Geelong Men’s Shed and students from Bellaire Primary and Geelong Grammar middle schools made or gathered the toys. “Through these wonderful organisations our classrooms will be filled with lots of imaginative writing and talking.” Ms Baulch hoped to spread the program across the region with the help of others schools and businesses and community groups.

Geo-power plant set for Alcoa land BY ERIN PEARSON ALCOA has signed an agreement to host a controversial geothermal power plant on the company’s Surf Coast coal mine land, according to a spokesperson. But the spokesperson said Alcoa was as yet unable to say whether the agreement with Greenearth Energy could allow the aluminium giant to close its coal-fired power plant near Anglesea. The spokesperson called the agreement a “zero-emission power investment” for Alcoa. “We are interested in looking

at energy sources all the way around the world that are renewable, as we are using renewable energy in Iceland now.” The spokesperson said the Greenearth project could deliver a reliable zero-emission energy source on Alcoa’s “doorstep”. “Other power sources have high levels of intermittency and this project, as a base-load generator, could provide reliable power,” the spokesperson said. Alcoa uses the Anglesea coal-fired station to supply around 40 per cent of the power requirement at the company’s Point Henry operations. Greenearth Energy managing

director Mark Miller said the memorandum of intent between the companies was to select a “drill location” close to the Alcoa power plant. “Alcoa, by way of support, could potentially benefit from having a base-load renewable energy emissions-free power plant within their vicinity,” Mr Miller said. He called the MOI the “first step” toward establishing baseload geothermal power in Victoria. Mr Miller said exploration drilling would determine the final site on Alcoa’s mining lease.

A $3.6 MILLION suicide prevention project will target homosexual and “gender-questioning” youths in the Geelong region, Mental Health Minister Lisa Neville has announced. Ms Neville, the Labor Member for Bellarine, also revealed State Government plans for a separate program targeting Kooris as part of a focus on “Aboriginal and same-sex-attracted young people”. Ms Neville said the youth plan would target Geelong and Shepparton. “We want to ensure we are providing the right support for vulnerable young people, which is why we are investing in more funding for prevention services.” Geelong’s share of the funding would be $215,000 annually over four years for council’s Geelong Adolescent Sexuality Project (GASP). The program would “strengthen the relationships” between GASP and other youth agencies including mental health and housing services, she said.

Mary Howarth’s painting, titled Pauline’s Summer Breeze, will go on display in the square’s atrium with more than 150 other works as part of the ADEC ArtAbility 2010 exhibition. Curator Helen Keelings said the exhibition featured the works of 93 ethnic artists with disabilites. Each artists had submitted a work reflecting what summer meant to them, she said. “This big exhibition is bold, fascinating and full of imagination. There is a joyful and colourful commentary on what summer feels, tastes and looks like and then translated onto canvas, paper, wood and fabric in wonderful ways. “The paintings are either sophisticated or simple, varying in styles from abstract to realist, art deco and post modern to expressionist.” Ms Keelings said the fifth annual ArtAbility exhibition would run from December 6 to 14. Deakin said PhD candidate Tarannum Afrin would soon publish a study identifying a component of the plant than helped it block harmful UV radiation. Ms Afran was also working on a method for environmentally friendly processing bamboo fibre for clothing material, Deakin said.
