NEWS ICE set up a fake university; Hundreds enrolled, not knowing it was a sting operation On its website, the University of Farmington advertised an innovative STEM curriculum that would prepare students to compete in the global economy, and ďŹ&#x201A;exible class schedules that would allow them to enroll without disrupting their careers. The Michigan-based school touted the number of languages spoken by its president (four) and the number of classes taught by teaching assistants (zero.) Photos of the campus showed students lounging around with books on a grassy quad or engaged in rapt conversation in its brightly lit modern library. Tuition was relatively reasonable â&#x20AC;&#x201D; $8,500 a year for undergraduates and $11,000 a year for graduate students. â&#x20AC;&#x153;Located in the heart of the automotive and advanced manufacturing center of Southeast Michigan, the University of Farmington provides students from throughout the world a unique educational experience,â&#x20AC;? the site informed prospective applicants. But there were no classes taking place at the university, which employed no instructors or professors. In court ďŹ lings that were unsealed Wednesday, federal prosecutors revealed that the school was being run by undercover agents working for U.S. Immigration and Customs Enforcement. The fake university had been set up in 2015 as part of an elaborate sting operation aimed at ensnaring foreign nationals who had initially come to the United States on student visas. Its â&#x20AC;&#x153;campusâ&#x20AC;? consisted of a small oďŹ&#x192;ce in a corporate park in the northwestern Detroit suburb of Farmington Hills, Mich., with no quad or library in sight. At ďŹ rst glance, the University of Farmingtonâ&#x20AC;&#x2122;s website looked legitimate. But recently unsealed court ďŹ lings reveal that the schoolâ&#x20AC;&#x2122;s â&#x20AC;&#x153;staďŹ&#x20AC;â&#x20AC;? actually consisted of undercover agents from the Department of Homeland Security. The phony university was â&#x20AC;&#x153;being used by foreign citizens as a â&#x20AC;&#x2DC;pay to playâ&#x20AC;&#x2122; scheme,â&#x20AC;? prosecutors allege. After forking over thousands of dollars, students would pro-
vide immigration authorities with evidence that they were enrolled in a full-time educational program. They could then continue to live and work in the United States under a student visa. But since the University of Farmington didnâ&#x20AC;&#x2122;t exist, they didnâ&#x20AC;&#x2122;t have the hassle of writing papers, taking tests or showing up to class. Students knew that the scheme was illegal â&#x20AC;&#x153;and that discretion should be used when discussing the program with others,â&#x20AC;? prosecutors wrote in their indictment, which was ďŹ led Jan. 15 in the U.S. District Court for the Eastern District of Michigan. According to the Detroit News, which ďŹ rst reported on the undercover operation, dozens of University of Farmington students were arrested on immigration violations on Wednesday as part of a massive nationwide sweep and are now potentially facing deportation. In addition, eight people who allegedly worked as â&#x20AC;&#x153;recruitersâ&#x20AC;? for the school and collectively helped at least 600 students to remain in the country under false pretenses now face federal conspiracy charges. ICE could not be reached for comment late Wednesday night. Itâ&#x20AC;&#x2122;s unclear how many past or present students could be facing deportation as a result of the sting. The Department of Homeland Securityâ&#x20AC;&#x2122;s list of certiďŹ ed schools where international students can enroll includes the University of Farmington. And the school made some pretense of being a legitimate institution. Before Wednesday night, when the schoolâ&#x20AC;&#x2122;s Facebook and Twitter accounts were abruptly deleted, posts on social media notiďŹ ed students about school cancellations because of an ice storm, and advertised an upcoming admissions fair. It had a Latin motto â&#x20AC;&#x201D; â&#x20AC;&#x153;Scientia et Labor,â&#x20AC;? meaning â&#x20AC;&#x153;Knowledge and Workâ&#x20AC;? â&#x20AC;&#x201D; and a handful of positive online reviews from people claiming to be satisďŹ ed alumni. But no one enrolled at the university was making progress toward a degree, the indictment said. The â&#x20AC;&#x153;unique

YLDP: A morning of inspiration and influence
Sandhya Rao, (in red), keynote speaker, is seated at the center. The fifth session of YLDP for the class year of 2018-19 took place at The Lighthouse of Houston on January 12th, 2019. The Lighthouse is one of the largest non-profit organizations dedicated to serving blind and visually impaired children and adults through a full range of programs and services. At the meeting, the YLDP class heard from Sandhya Rao who shared her inspiring story of how she exceeding her capabilities with the help of The
Lighthouse, her parents, and her willpower, all of which reinforced her motivation to pave her own way despite her blindness. Sandhya broke all stereotypes and proved society wrong by becoming a Pro Se Law clerk with her hard work and determination, jumping every hurdle that blocked her path to success. Sandhya was declared blind when she was less than a year old. Her parents encouraged her to get an education because
they believed that education is an important first step for many opportunities in life. She recalled coming every once in a while to The Lighthouse and learning to read Braille. Her parents’ support was very instrumental in allowing her to lead her life and pursue law. The organization also supplemented her with the independence that otherwise would’ve been sacrificed due to her blindness. She relies on technology to do her everyday jobs and is able to execute her
life on her own terms for the most part. Her story was inspiring to everyone listening because it reflects the qualities of a leader that one doesn’t necessarily think about such as persistence, gratefulness, and the desire to learn. Despite her blindness, she strived to achieve the best for herself. The takeaway was that we need to stop complaining about our small failures and maintain fortitude is such situations. Today, Sandhya Rao is pas-
sionate about helping other blind people become more independent in their daily routines and is actively working towards creating technology that aids this. A motivated and compassionate individual brought her carefree yet focused energy into the room and left the YLDP students feeling extremely grateful and driven to maximize their capabilities. — JAANVI RAMALINGAM

The event was led by a team of attorneys to discuss if moving to Canada is the right decision. The annual event paid tribute to the leaders and volunteers of the Fort Bend Chamber of Commerce who served the chamber in 2018 and welcomed the new leadership for 2019. The address listed for the University of Farmingtonâ&#x20AC;&#x2122;s â&#x20AC;&#x153;campusâ&#x20AC;? was an oďŹ&#x192;ce park in the suburbs of Detroit. (Google Maps) There were clues that not everything was aboveboard. The schoolâ&#x20AC;&#x2122;s website never said how many enrolled students it had, though it claimed that they came from all 50 states and 47 countries. It didnâ&#x20AC;&#x2122;t name the universityâ&#x20AC;&#x2122;s president or the year when the school was founded. As the Detroit Newsâ&#x20AC;&#x2122;s Robert Snell noted on Twitter, a photo showing a diverse group of students deep in concentration came from Shutterstock. The university claimed to be accredited by the Accrediting Commission of Career Schools and Colleges but did not appear in an online directory of accredited institutions on the organizationâ&#x20AC;&#x2122;s website. According to prosecutors, students were well aware that the school was a fraud. They allegedly chose to enroll anyway, because doing so would allow them to remain in the country on F-1 nonimmigrant visas, which allow foreign citizens to temporarily reside in the United States while studying at accredited academic institutions. Khaalid Walls, a spokesman for ICE in Detroit, told local news station WXYZ that the students had entered the United States legally on F-1 visas after being accepted to legitimate schools and had later transferred to the University of Farmington. The federal indictments name eight people in eight states who allegedly were students at the school and recruited additional students to enroll. All have been arrested and charged with conspiracy to commit visa fraud and harboring aliens for proďŹ t. They face a maximum sentence of ďŹ ve years in prison. The eight recruiters allegedly helped create fraudulent records, including transcripts, that students could give to immigration authorities. Authorities contend that they collectively accepted more than $250,000 in kickbacks for their work, not realizing that
the payments were actually coming from undercover agents who worked for Homeland Security Investigations, a division of ICE. â&#x20AC;&#x153;We are all aware that international students can be a valuable asset to our country, but as this case shows, the well-intended international student visa program can also be exploited and abused,â&#x20AC;? Matthew Schneider, the U.S. Attorney for the Eastern District of Michigan, said in a statement emailed to media outlets on Wednesday. This isnâ&#x20AC;&#x2122;t the ďŹ rst time that the feds have set up a fake university with the goal of rooting out visa fraud. Calling â&#x20AC;&#x153;pay to stayâ&#x20AC;? a national security threat, oďŹ&#x192;cials announced in April 2016 that they had charged 21 people with recruiting international students who paid to enroll at the made-up University of Northern New Jersey so that they could get student visas. More than a dozen students who partook in the scheme later told the New York Times that they felt they had been deceived by the government. Many of the students who enrolled at the University of Farmington appear to be Indian nationals who belong to the Telugu ethnic group. The American Telugu Association said in a Wednesday statement that â&#x20AC;&#x153;scores of Telugu students nationwideâ&#x20AC;? had been arrested in early-morning raids, and that the organization was attempting to provide them with legal guidance. As the News noted, the undercover investigation seems to have ramped up one month after President Trump took oďŹ&#x192;ce. Although the fake university was set up in 2015, it wasnâ&#x20AC;&#x2122;t until February 2017 that HSI agents began posing as university oďŹ&#x192;cials, the indictment said. The undercover operation, nicknamed Paper Chase, continued until earlier this month. Over the years, the universityâ&#x20AC;&#x2122;s ghostly presence in the basement of suburban Detroit oďŹ&#x192;ce park aroused at least one neighborâ&#x20AC;&#x2122;s suspicions. â&#x20AC;&#x153;I was like, â&#x20AC;&#x2DC;What is this?â&#x20AC;&#x2122; â&#x20AC;? Dr. Chaoul was the keynote speaker at Shraddanjali, a memorial tribute to Mahatma Gandhi on the occasion of the 70th death anniversary of the Apostle of Peace. Dr. Chaoul had an avid interest in interfaith and visited the land of Gandhi, a symbol of inner and outer peace in 1989. Gandhi symbolized world peace, he said. After visiting
the Gandhi Memorial in New Delhi and traveling in northern India, Dr. Chaoul happened to be in the presence of the Dalai Lama when he was awarded the Nobel Peace Prize. His encounter with the spiritual leader rendered him literally speechless. “I met someone who touched my heart. I was crying,” Dr. Chaoul recalled and reminisced on the words of the Dalai Lama, “A good heart is the best religion.” The business address of mind is called “monkey mind,” and
the home address of the mind is the heart, or heart chakra, Dr. Chaoul said and added that “we need to cultivate inner peace and find peace within.” Dr. Chaoul was glad that Houston will be home for the Eternal Gandhi Museum, which the Dalai Lama has strongly recommended in a letter to the Mayor of Houston. Earlier, the program began with a welcome by Rev. Mindy Lawrence of Unity of Houston, followed by an invocation rendered by Marcel Wormsley of the Baha’i Faith.

NEWS Bhadreshdas Swamiji honored for his rare treatise, Akshar Purushottam Darshan Babasaheb Bhimrao Ambedkar University gathered more than 40 Universities at the Atal Bihari Vajpayee Scientific Convention Center, Lucknow on 16 January, 2019 to felicitate Mahamahopadhyaya Swami Bhadreshdasji, a sadhu and scholar of the BAPS Swaminarayan Sanstha. He was conferred with two awards – ‘Acharya Pravar’ by Uttar Pradesh State and ‘Excellence in Philosophy’ by Babasaheb Bhimrao Ambedkar University, Lucknow, for authoring two unique contemporary Sanskrit texts: the Swaminarayan Bhashya and the Swaminarayan-SiddhantSudha. Vice-Chancellor of Babasaheb Bhimrao Ambedkar University, Lucknow, Dr. N.M.P. Verma, organized the ceremony to honour Mahamahopadhyaya Pujya Bhadreshdas Swami Ji. Deputy Chief Minister of Uttar Pradesh Dinesh Sharma, Vice-chancellors and other educational dignitaries joined the felicitation. The lineage of commentaries (bhashya) on the Prasthantrayi, namely the Upanishads, the Brahmasutras, and the Bhagavad Gita, is part of India’s intellectual heritage. Shankaracharyaji’s bhashya, establishing the Advaita school of Vedanta, is the first of its kind to be recognized within this tradition, followed by Ramanujacharya, Madhavacharya, etc., who respectively went on to establish Vishistadvaita, Dvaita and various other schools of Vedanta philosophy. Baldev Vidyabhushan, 19th century follower of Chaitanya Mahaprabhu’s Achintyabhedabheda School of philosophy, is considered to be the last author of a bhashya on the Brahmasutras. Now, in the 21st century – inspired by Pramukh Swami Maharaj and blessed by His Holiness Mahant Swami Maharaj – Bhadreshdas Swamiji has advanced this tradition by writing a commentary on the Prasthantrayi according to principles of Bhagwan Swaminarayan, the Akshar-Purushottam Darshan. This is not only the first novel bhashya written after 150 years following Baldev Vidyabhushan, but, after Shankaracharya’s bhashya, this is the first time in 1,200 years that a bhashya has been written by one author on all three texts of the Prasthantrayi. Furthermore, Pujya Bhadreshdas Swami has written the ‘Swaminarayan-Siddhant-Sudha’ – a vadagrantha that offers an exposition, justification and defence of philosophical principles. For such a vadagrantha to be written by the Prasthantrayicommentator (bhashyakar) himself is unprecedented in the history of Vedantic literature. Thus, the creation of these texts by Swami Bhadreshdasji
is considered by many scholars to be this century’s most important work in Vedanta philosophy. Bhadreshdas Swamiji and his work is acknowledged by many awards such as Mahamahopadhyay, Vedant Martand, Darshan Kesari, Abhinav Bhashyakar and Vidvat-Sarvabhauma. Dinesh Sharma, also took this opportunity to express his and the entire state’s gratitude by the ‘Acharya Pravar’ award. NEWS Student detentions: U.S, Indian sides seek resolution Of the 129 Indian students detained in the U.S. Homeland Security Investigations (HSI) unit’s University of Farmington sting operation, consular officers have established contact with 117, sources told The Hindu. These individuals are being held across 36 locations across the country as per the source. The goal is to meet all 129 detained individuals across 36 locations by February 5, Indian Ambassador to the U.S. Harsh Shringla told The Hindu. This was meant to happen on February 4 but some detainees had been moved, Mr. Shringla said. Indian diplomats are engaged with the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) and the State Department, highly placed sources familiar with the events told The Hindu. Consular access, resolution of the conditions of incarceration (such as availability of vegetarian food for those with dietary restrictions) and providing detainees with support in terms of accessing legal support are some of the issues being discussed. The Indian Embassy and consulates are also working with community associations and have up a hotline, which had received about 300 calls (by February 4 evening) from students, and relatives of those detained, the source said. The Indian side is trying to impress upon the U.S. authorities the need to distinguish between those who organised and facilitated the Farmington University racket [eight individuals of Indian origin have been charged in this regard] and those who might have been duped and therefore “victims” of it, sources told The Hindu. The U.S. government is currently of the view that all “students” were aware that the law was being broken. “Instances of fraud schemes are rare, unfortunate aberrations in the proud history of educational exchange between the United States and India. All participants in this scheme knew that the University of Farmington had no instructors or classes (neither on-line nor in-person) and were aware they were committing a crime in an attempt to fraudulently remain in the United States,” a State Department spokesperson said in a statement on February 4. There is a concern that the sting operation, which some have said is tantamount to entrapment [the government inducement of a crime and the defendant not being predisposed to engaging in criminal conduct] will damage the U.S.’ attractiveness as a destination for higher education for Indian students. “The U.S. government fully supports international education and is committed to facilitating legitimate student travel… it is unfortunate that some student recruiters and individuals seek to use the international student program to foster illegal immigration status in the United States,” the State Department spokesperson said.
High Court advises actors Mohan Babu, Brahmanandam to return Padma Shri The Andhra Pradesh High Court has suggested to Telugu film actor-producer Mohan Babu and actor Brahmanandam that it would be appropriate if they returned the Padma Shri awards to the Government of India and then contested a writ petition seeking cancellation of the honour. A Division Bench comprising Chief Justice Kalyan Jyothi Sen Gupta and Justice P.V. Sanjay Kumar on Monday gave this hint while dealing with a writ petition filed by the former BJP State president, N. Indrasena Reddy, seeking cancellation and recall of the awards as the duo had misused them. Mr. Reddy complained that they had used the title ‘Padma Shri’ before their names for promoting the Telugu feature film “Denikaina Ready” (‘Ready for Anything’, produced by Mr. Mohan Babu and starring his son Vishnu). The film was earlier embroiled in a controversy over allegations of showing a particular caste in poor light but the High Court had disallowed the petition. In the latest case, the Union of India, the film producer and the two actors, all of whom have been named respondents, filed the counter-affidavits. The Bench heard the arguments of Anthony Reddy, counsel for the petitioner, who pointed out that the script of the film as submitted to the Film Censor Board contained the names of these actors with Padma Shri as prefix. Krishna Mohan, counsel for Mr. Mohan Babu and the producer, said it was not intentional. The Chief Justice pointed out that the law prohibits misuse and not wilful misuse alone. After perusing the records, the Bench commented that the producer ran a private limited company and, if necessary, the corporate veil would be lifted to know the identity of shareholders. It made this observation when an argument was put forth that the producer was responsible for the problem.
Actor Prakash Raj enters politics Actor-turned-activist Prakash Raj on Friday announced that he would launch the campaign for his Lok Sabha contest from Bengaluru Central constituency on January 20. Defending his decision to contest as an Independent, he said at a press conference here that he wanted to be “the rational, thinking voice of citizen in Parliament” and he had arrived at the decision after six months of contemplation. Describing Bengaluru Central as a constituency that “truly represents India with people from every denomination and regional flavour”, the actor said it was his home, where he went to school, and plunged into theatre and film world. As part of his campaign, Mr. Raj, along with teams of volunteers assisting him, would visit all the eight Assembly constituencies for 15 days. “After understanding the real needs and aspirations of people, I will come out with my manifesto, after the Election Commission announces the election dates,” he said. A woman in Indian society does not like to be provoked by being called a ‘prostitute.’ It is not murder but culpable homicide if she reacts to such a slur with deadly force, the Supreme Court said in a judgment, which is based on an appeal filed in a murder case from Tamil Nadu. The woman in question was having an extramarital affair. On the day of the incident, her husband called her and their elder daughter “prostitutes”. Her lover, who is also their neighbour, intervened on the women’s behalf, which enraged the husband even more. The lover slapped the husband, and helped by the woman, strangled him. They burnt the body and disposed it off in a friend’s car. The body was found 40 days later. The woman made an extra-judicial confession to the teacher of their village. Both the trial court and the Madras High Court found the woman and her lover guilty of murder. Hearing the appeal against the conviction, a Bench of Justices Mohan M. Shantanagoudar and Dinesh Maheshwari said the verbal insult amounted to a “sudden provocation”, which led the woman lose the power of self-control. The husband was attacked and killed in the “fraction of a minute”. “The deceased [husband] provoked the accused [woman] by uttering the word ‘prostitute’. In our society, no lady would like to hear such a word from her husband. Most importantly, she would not be ready to hear such a word against her daughters. The incident is a result of a sudden and grave provocation by the deceased,” Justice Shantanagoudar observed in the judgment. The court modified the verdict to culpable homocide and reduced the sentence to 10 years in prison.
UK orders extradition of Mallya UK Home Secretary Sajid Javid on Monday ordered the extradition of Vijay Mallya to India, in a major blow to the embattled liquor baron. The 63-year-old businessman had lost a legal challenge against his extradition in a British court in December. Under the Extradition Treaty procedures, the Chief Magistrate’s verdict was sent to the Home Secretary because only he is authorised to order Mallya’s extradition. Mallya is on bail on an extradition warrant executed by Scotland Yard in April 2017 after the Indian authorities brought fraud and money laundering charges amounting to Rs 9,000 crore against the former Kingfisher Airlines boss. The UK court had said it was satisfied with the various assurances provided by the Indian Government, including a video of the jail cell, which had not only been recently redecorated but was also far larger than the minimum requirement threshold. Meanwhile, India welcomed UK Government’s order to extradite Mallya and said it awaits “early completion” of the legal process in the matter. “We have taken note of the decision of the UK Home Secretary to sign on the order for Vijay Mallya’s extradition to India,” a top Government source said. “While we welcome the UK Government’s decision in the matter, we await the early completion of the legal process for his extradition,” the source said.

Village school in Maharashtra welcomes ‘Alexa teacher’ Unlike other municipal primary schools in Maharashtra’s Badnera town, the one in Waruda has ‘three teachers’ for its 42 students studying from Classes I to IV. For a similar school, the ratio may have been only two teachers. In Waruda, besides teacher Amol Bhuyar and headmistress Sushma Kapse, there is also Alexa. Amazon’s ‘virtual assistant’ is the ‘third teacher’ in the Marathi medium institution. Sharing the one-time investment cost with Ms. Kapse, Mr. Bhuyar has independently built a mannequin around an Amazon Echo device, giving a face to Alexa. Poor Internet speeds in the hinterland notwithstanding, students speak to Alexa in English, and are now learning math, poems, general knowledge, weather information and more, from the device. Bollywood music now forms a part of the school’s extra curricular activity. Mr. Bhuyar said he realised very early that Alexa could be a game changer for his students. “It was during a ‘go digital drive’ by the Amravati municipality in its schools that I had this brainwave of trying to push boundaries using technology,” he explained. Mr. Bhuyar discovered the
technology on the Internet. However, “Connectivity is a major issue in Waruda, despite being just 2 km away from the Badnera Junction Railway Station. Also, since a phone placed near the window sill for better signal quality got stolen, we now have to ask students to skip class and stand outside the classroom holding the device,” he said. The initial challenge, according to Mr. Bhuyar, was that the children only converse in Marathi, a language that the device does not offer. “We have in the last 11 months trained students in the structure of posing Alexa a question. Students ask about 15 questions a day. They prepare these questions at home and come to school,” Ms. Kapse explains. “Voice interface is set to transform the way we use technology in our everyday lives... since its launch, Alexa has been at the forefront of this disruption,” said Puneesh Kumar, Country Manager, Alexa Experience and Devices, who learnt about the ‘Alexa teacher’ at the Waruda school on cable television. India among countries to benefit from US-China trade war: UN India is among a handful of countries that stand to benefit from the ongoing trade tensions between the world’s top two economies - the US and China, the UN has said in its latest report. The US and China are locked in a trade war since President Donald Trump imposed heavy tariffs on imported steel and aluminium items in March last year, a move that sparked fears of a global trade war. In response, China imposed tit-for-tat tariffs on billions of dollars worth of American imports. The United Nations experts said Monday that the tit-for-tat trade dispute between China and the United States may do little to protect domestic producers in either country and could have “massive” implications on the global economy unless it is resolved. Of the USD 250 billion in Chinese exports that are subject to US tariffs, only about six per cent will be picked up by firms in the US, according to a report by the UN Conference on Trade and Development (UNCTAD). And of the approximately USD 85 billion in US exports that are subject to China’s tariffs, only about five per cent of this will be taken up by Chinese firms, according to the UN research. In a bid to meet the US’ de-
mand of bringing down the USD 375 billion bilateral trade deficit, China has pledged to take measures to step-up American imports and investments. March 1, 2019 is the deadline for implementing the measures. Unless the US and China agree to drop their tariff dispute by March 1, duty on each country’s products will rise to 25 per cent, up from the current 10 per cent level, the UN said. Countries that are expected to benefit the most from the trade war are the EU members as exports in the bloc are likely to grow by USD 70 billion. Japan and Canada will see exports increase by more than USD 20 billion each, it said. Other countries set to benefit from the trade tensions include Australia, with 4.6 per cent export gains, Brazil (3.8) India (3.5), Philippines (3.2) and Vietnam (5), the study said. Quoting former US Secretary of State Cordell Hull, UNCTAD’s Pamela CokeHamilton repeated his description of protective tariffs as “a gun that recoils on ourselves”, which had also contributed to the Great Depression of the 1930s and the rise of extremism. “I think that is a single lesson from what we have had here today. If - barring an agreement between the US,

Three golden crowns of Tirupati temple missing Three golden crowns, collectively weighing about 1.3 kg, were reported missing from Sri Govindaraja Swamy temple at Tirupati, its officials said on Sunday. The crowns adorned the statues of deities Lord Venkateswara, Sri Lakshmi and Sri Padmavathi at an ancient shrine inside the temple complex. They were reported missing on Saturday night, a security official of the Tirumala Tirupati Devasthanams (TTD) told PTI. The theft in the temple, which dates back to 12th century, is suspected to have taken place at the time of evening prasad offerings, according to the police complaint filed by the temple superintendent Sri Gyana Prakash. Surveillance camera footage was being examined to track the culprits, he said. The TTD has also filed a complaint with police who have started a probe, he said. Police said they have registered a case but no arrest has been made so far. The temple was closed between 5 pm and 5.45 pm at the time of prasad offerings. When priest Harikrishna Deekshitulu took charge from priest Vijayasaradhi as the temple opened, he noticed the crowns were missing. He then informed Tirupati Tirumala Devasthanam, the overseeing authority, and a police complaint was filed in the early hours on Sunday.
U.S. assualt rifles for Indian Army With the objective of modernising the infantry, the Defence Ministry has cleared a major deal for 73,000 assault rifles to be bought from Sig Sauer company of the US on a fast track basis. The total cost of the modern assault rifles to be used by the Indian Army, especially troops guarding the Line of Actual Control (LAC) facing China and Line of Control (LoC) with Pakistan, is more than RS 700 crore. The nod for the crucial acquisition to equip the Army with this rifle was given by Defence Minister Nirmala Sitharaman some days back. The Sig Sauer rifle, largely used by the US Army besides several European countries, will be bought through fast track route, sources said here on Saturday. The US firm emerged as the lowest bidder after the Army issued a global request for proposal (RFP) last year. The deal is expected to be finalised within a week with the condition that the US firm will have to deliver the consignment within a year from the date of signing the contract, they said. ESSAY The year 2018 will go down in history as a seminal year in India’s foreign policy establishment. The Modi government’s proactive engagement with the UK, the US, the EU, China, the Middle East and Africa have brought India to the centre-stage of global diplomacy and will shape the contours of India’s progress in the years ahead. The Narendra Modi government, which came to power in 2014, has brought about a paradigm shift in India’s foreign policy. The diffident, almost reactive impulse has been replaced with a very proactive and robust engagement with the world at large. In 2018, the Modi government took several major and minor steps to engage with key partner countries. Here, we bring you a round-up of India’s relationships and key developments during the year. The UK: Old partners, new beginnings and some potholes on the way Brexit is, understandably, hogging all the headlines in the UK and headlines about Britain across the world but the most expensive divorce in history has once again underlined the urgent need for Her Majesty’s Government to actively pursue bilateral and multilateral trade deals to make up for the anticipated loss of duty-free access to the common market in Europe. But hopes of an early conclusion to talks on a free trade agreement with India have been belied. Any such complex trade negotiation involves delicate give and take on a wide range of issues. But one major reason why the talks have not got anywhere is the UK government’s hard line stance on the issuing work and student visas to Indian nationals. After all, no Indian government can be seen to be making concessions to Britain on trade without a reciprocal easing of entry restrictions for Indian professionals and students. The new immigration policy announcement by Theresa May’s government this week promises to focus more on skills than quotas may benefit Indian talent, and subject to the fine print, could help soothe this perennial thorn in UK-India relations. Defence and legacy manufacturing are two sectors that promised much but flattered to deceive. Britain’s position as the Indian industry’s preferred beachhead for entry into the European market and London’s status as one of the world’s leading financial centres are also facing potentially existential crises thanks to Britain’s fractious exit from the EU. Then, Indian companies such as Tata, AV Birla, Essar and Infosys, among hundreds others are watching the Brexit drama unfold with some concern as the outcome will directly impact their investments in and access to the European Union.
The world is India’s family The effect Brexit has on the City of London’s fortunes will also shape the decisions of Indian companies when they set out to raise funds abroad as London remains their favoured location for such programmes. But the UK-India Tech Partnership, which was launched earlier this year, proved to sceptics that both countries actually want to take bilateral ties forward despite the understandable distraction of Brexit. Experts and analysts expect this initiative to meet with greater success than earlier ones because, unlike in the past, this partnership will be driven by the private sector in the two countries. In other words, financial viability and potential for mutual profit will take this partnership forward. However, the lack of any great personal chemistry between British Prime Minister Theresa May and Modi – in sharp contrast to his easy and close rapport with her predecessor David Cameron, is a cause of concern. Then, May is battling for political survival and in India, Modi faces a General Election in fiveto-six months. This means the political heft needed to push this relationship to the next level may not be available in the foreseeable future, despite the presence of the 1.5-million strong Indian diaspora, which has contributed significantly to this country’s social, political and cultural life, in the UK. The US: Poised for growth despite irritants It used to be said of IndoUS relations that for every forward step it took, circumstances and geopolitics conspired to take it two steps back. That has changed. Now, for every two steps forward, US President Donald Trump ensures that it takes one step backward. This bilateral relationship, arguably the most important for India and quite possibly an eradefining one for the US, has seen ties reach highs in some areas like geopolitical alignment and dip to new lows in the equally important arena of economics. Bilateral trade continued to grow apace and is expected to close 2018 at a record $140 billion, despite the US President’s high-pitched and somewhat heavy-fisted attempts to balance the skew that is tilted towards India. On visas for Indian professionals, the picture is less rosy. New rules put in place by the Trump administration, especially on minimum qualifications and wages, has made it tougher for many Indians to qualify for work visas such as H1B. Almost three out of every four H1B visa holders are Indians. And a blanket revocation of work permits for spouses of H1B visa holders, though on hold following loud protests from powerful US industry bodies, promises to queer the pitch further, both for Indian professionals and bilateral ties.
But geopolitics is one sphere where the two countries have a near total convergence of interests, be it terrorism, the rise of China, the Indo-Pacific and military cooperation and defence trade. In a major, but mostly unheralded success for Modi’s foreign policy thrust, the US, for the first time, named Pakistan as a source of terrorism and withheld several hundred million dollars in aid. Modi also succeeded in getting waivers from sanctions on buying arms from Russia and importing oil from Iran as well as India’s involvement in the development of the Chabahar port in Iran. In another positive, Modi seems to have developed a personal rapport with Trump, though how far this will help smoothen the rough edges that keep appearing on the fabric of this relationship is unclear, given the US President’s cultivated unpredictability. However, most foreign policy wonks feel this is one long-term relationship that can be turned it into one of the defining partnerships of this century. China: Economic engagement amidst geopolitical divergence India’s economic ties with China are headed in a very different direction from its diplomatic and geopolitical equations with the world’s second-largest economy. In 2017, bilateral trade between the two countries crossed $84 billion, an all-time record, despite diplomatic muscle flexing on Doklam, Beijing’s hard line stance on admitting India into the Nuclear Suppliers’ Group (NSG) and the Chinese veto on designating Mumbai terror mastermind Hafiz Saeed a global terrorist by the United Nations. So how should one categorise this relationship at the end of 2018? Friends would be incorrect and enemies would be an exaggeration. Using social media speak, it will be fair to call it complicated. On trade and business, Chinese companies such as Xiaomi, Oppo and Vivo dominate India’s red hot market for mobile phones; Lenovo is the market leader in laptops and Chinese solar panels power about 80 per cent of India’s 26GW solar power capacity. A concern is China’s growing cyber activities targeted at India, which includes a hitherto unchecked flurry of Chinese investments in India’s burgeoning social media space. Of the total trade figure, Indian exports to China, despite growing 40 per cent over the previous year, totalled a little more than $16 billion, leaving a gaping trade deficit of $51 billion. Despite several attempts by the Indian government, China has not relented on allowing imports of Indian IT services and pharmaceuticals, two items in which India enjoys a competitive advantage. Exports by In-
dian companies in these two sectors could reduce the trade gap but Beijing, despite making occasional conciliatory statements, has shown a definite reluctance to meet India half-way on these. Meanwhile, China has continued its string of pearls policy of encircling India by leveraging its massive Belt and Road Initiative (BRI) to entrap countries in India’s neighbourhood, such as Nepal, Bangladesh, Sri Lanka, Myanmar and the Maldives, in sovereign debt traps and then seeking to entice these nations into its own sphere of influence. Fortunately for India, the Modi government’s proactive diplomacy and generous financial backing has enabled Sri Lanka and the Maldives to loosen China’s vice-like grip on their destinies in the last couple of months of 2018 but these are early days yet and many more such proxy tussles, amidst vigorous economic engagement, will undoubtedly unfold in the years to come. The EU: Writing a new chapter Historically, the Indian government and most Indians have viewed Europe through the prism of the United Kingdom. When India did engage with countries in the Continent, such as France and Germany, it was at a bilateral level. The European Union (EU) and the bureaucracy at Brussels, which often lectured India in hectoring tones on human rights and other issues, thus, ensured that it almost completely cut itself off from the Indian growth story, which its members Britain, France and Germany were partners in. But there was evidence, towards the end of 2018, that EU may be coming to terms with India’s rise and recognising the need to form a new and mutually beneficial relationship with the world’s fastest-growing large economy. A strategy document released recently by the European Commission recognised India as the fastest-growing large economy in the world that “has acquired an important geopolitical role” with which it wanted to engage on a range of issues such as a rules-based global order, sustainable development and trade & investment. This strategy document shows that the EU top brass has belatedly recognised that its holierthan-thou approach has rubbed the Modi government the wrong way and its only tangible result has been to deny its members a piece of the India growth story that three of its largest memberstates (and several other countries) have become an integral part of – at great profit to both sides. Except for issuing a bland statement welcoming the new strategy, the Indian government has not reacted to this development but one thing is clear – the days of benign neglect seem to be over. What form the increased
engagement takes will become clear in the coming months, especially is Brexit actually happens. ASEAN: A belated focus on India’s backyard The narrative is turning for the better in India – on the economy and elsewhere. The Indian foreign policy establishment has traditionally been more concerned about relations with the big powers than small countries in the immediate neighbourhood. This year, for the first time in history, Modi invited all 10 Heads of State or Heads of Government of the ASEAN nations as chief guests at India’s annual Republic Day function. It was an unprecedented gathering in New Delhi, where the leaders of Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam witnessed the annual Indian show of its military might and cultural diversity. This robust and dynamic action-oriented engagement with ASEAN and also with Japan and the rest of the Indo-Pacific has a thinly disguised and officially denied goal: create a balance of power with an increasingly aggressive and expansionist China, which has claimed, without any basis in international law, sovereignty over all of South China Sea, as well as dominance in the Indian Ocean Region. Among ASEAN countries, Vietnam and Singapore have long been urging India to play a more assertive role in the region even as four of the 10 ASEAN members – Vietnam, Brunei, Malaysia and the Philippines – are directly affected by China’s unsubstantiated claims over their territorial waters. It is in this context that New Delhi has upgraded its relationship with ASEAN to a strategic partnership and has, in recent years, sought to deepen its defence and strategic relationship with Vietnam by exploring a deeper military engagement including the sale of weapons. The economic engagement is still a work in progress. Indian companies such as Tata, AV Birla Group, L&T, Infosys and others have invested in facilities across ASEAN, and especially in Cambodia, Laos, Myanmar and Vietnam. Singapore has emerged as a preferred Asian gateway for Indian companies raising money abroad and as a beachhead for foreign expansion. Australia, Africa and the Middle East: Australia now recognises the transformation in the Indian economy under Prime Minister Modi and wants to tap into this opportunity to be part of what promises to be one of most exciting growth stories of this century. This report complements Modi’s Act East Policy perfectly by setting the economic relationship within a broader framework that includes geo-political convergence and cooperation and closer people-to-people ties.
